Meeting and Book Release of ‘Not in my Backyard’ in Patna, Bihar, 14th December, 2016

A meeting for Urban Local Bodies (ULBs) of the state on Agenda for Swachh Bihar in Patna was conducted by the Centre for Science and Environment on 14th December, 2016 at A.N. Sinha Institute of Social Studies, Patna, Bihar, India. The objective of this programme was to discuss the roadmap for a Swachh Bihar. It is clear that waste management needs to be reinvented in our cities. In light of the new Solid Waste Management Rules, 2016, segregation at source is imperative and the shift needs to be towards treatment and processing.

As a part of this programme, 45 delegates, mainly from 16 Urban Local Bodies of the state - City Managers, Executive Officers, Standing Committee Members, Municipal Commissioners, and Mayor attended the workshop. Some of the cities representatives were from Patna, Muzaffarpur, Aurangabad, Bodhgaya, Bettiah, Araria, Jamui, Kishanganj, Lakhisarai, Bihar Sharif, Arwal, East Champaran, Katihar and Buxar. Also, officials from Urban Development and Housing Department (Government of Bihar), Bihar State Pollution Control Board (BSPCB), International Organisations such as DFID, LANDESA, Bill and Melinda Gates Foundation, Research Institution, local NGOs and Universities attended this workshop.

The inaugural of the programme was done by Special Secretary, Sanjay Dayal, Urban Development and Housing Department, Govt. of Bihar and Chandra Bhushan, DDG, CSE. The workshop was majorly focused on solid waste management. It also discussed the Solid Waste Management Rules, 2016, best practices in Waste Management across Central India and the major Roadblocks in Bihar. Ms Swati Singh Sambyal and Dr.Sonia Devi Henam organised and coordinated the workshop.

The workshop was followed by the regional release of the book, 'Not in My Backyard' in Patna at the same venue. The one hour public event was attended by over 170 people. The programme was attended by local people, volunteers, NGOs, students, researcher, officials of ULBs and Government of Bihar. The book was release by Chaitanya Prasad (IAS), Principal Secretary, Urban Development and Housing Department, Government of Bihar and Padmashree Awardee 2016, Dr.R.K.Sinha, also known as Dolphin Man of India respectively. The book release also discussed the status of solid waste management (SWM) in Bihar.

  • Centre for Science and Environment recognises Social Impact Assessment (SIA) as an important tool to inform decision makers, regulators and stakeholders about the possible social and economic impacts of a development project. To be effective, SIA requires the active involvement of all concerned stakeholders.
