Deputy Programme Manager for Municipal Solid Waste Management Programme

LOCATION: - Agra

Centre for Science and Environment (CSE), a New Delhi based non-profit institution, is currently seeking Deputy Programme Manager (DPM) for its Solid Waste Management (SWM) Programme. The position is based in Agra. 

CSE is one of India's leading public interest research institutes. It is known for its rigorous research and advocacy on environmental and sustainable development issues.

SOLID WASTE MANAGEMENT PROGRAMME OF CSE

The Solid Waste Management (SWM) programme at CSE addresses policy and practices for effective and affordable waste management in India and other developing countries. The programme works with state & national governments to bring out policies that support sustainable waste management, including but not limited to solid waste, plastic waste, & bio-medical waste. The programme works with several city governments in India and African countries to implement solid waste management projects based on segregation at source and decentralised waste processing. The programme also runs a ‘Zero Waste City’ campaign that aims at knowledge exchange, policy reforms and capacity building directed to develop models of integrated waste management systems by municipal authorities to minimize generation of waste in addition to promoting resource reuse and efficient recycling.

The nature of the work of the team is extremely dynamic and includes primary research, advocacy, capacity building and on ground implementation. 

Work Profile

The candidate will be responsible for overall coordination of technical support to institute integrated solid waste management system in Agra Municipal Corporation (AMC) which includes:

  • Providing technical input to foster programme management, engaging with communities to improve systems for Solid waste management.
  • Providing support for capacity building of AMC officials, sanitation workers and other stakeholders to ensure source segregation, collection and transportation of segregated waste.
  • Monitor and report on waste management operations including infrastructure in AMC, waste processing efficiency and disposal on a regular basis to facilitate sustenance of integrated solid waste management system.
  • Engage with the municipal authorities and other key stakeholders and liaise with them to review the municipal bye-laws and strengthen the same with specific reference to waste management.
  • Play leadership role in identifying and developing avenues for technical assistance (TAs) areas for Urban Local Bodies (ULBs) within the broader framework of integrated solid waste management.
  • Independently prepare detailed action plan for implementation, budget tracking and donor reporting.  

Roles and Responsibilities

The candidate will be responsible for supporting Agra Municipal Corporation (AMC) in promoting segregation at source, primary, secondary and tertiary collection, processing and management of solid waste to substantially reduce the waste moving into the dumping sites. The candidate is expected to hold regular consultation meetings with AMC officials and other stakeholders. The roles and responsibilities include:-

  • With support from the CSE team, undertake dialogue with government, elected representatives, and other key stakeholders to create an enabling environment for effective waste management citywide.  
  • Drive the capacity building initiatives for ULBs in solid waste management.
  • Strengthen network with citizens, civil society organizations, SHGs and informal work force engagement to ensure sustainable and inclusive programme approach of waste management.
  • Undertake advocacy initiatives aligned with the programme priorities.
  • Engage into strategic partnership building with government departments, elected representative and sector leads to ensure quality implementation of the policies.
  • Assessment of municipal solid waste value chain to identify various products and services that are in demand in the sector and link informal workforce with income generating activities.
  • Prepare monthly, quarterly and annual implementation plans, and ensuring tracking of project deliverables and submit progress report periodically.
  • Lead research and studies under guidance of the team lead.
  • Promote compliance of Covid19 response protocol in planning and implementation to address safety measures for sanitation workforce, waste collectors and urban communities.

Qualification and Experience 

Candidates with post graduate in planning, engineering, waste management, sanitation or environment related field bearing minimum 4-6 years of work experience. Candidate should have experience of research, advocacy, implementation and training. The candidate should be able to work in a tight-knit and dynamic team that works on wide range of issues related to urban waste management. S/he should have strong networking and liasoning skills, willingness to travel and fluency in both written and spoken English/Hindi.  

SALARY: Salary will be commensurate with qualification and experience.
