National Workshop on the Occasion of World Water Day: Sustainable and Inclusive Sanitation and Water for All

BACKGROUND

• Septage management is a priority for UP. 95% of its 763 Urban Local Bodies, are completely dependent on septic tanks based sanitation systems. Not a single town has 100% sewerage connectivity.
• With an aim to improve water quality and protect public health in urban areas, Govt of Uttar Pradesh drafted the ‘Uttar Pradesh State Septage Management Policy’ in 2019. The Policy envisages the goal that “All ULBs commit
• to continually adopt sustainable septage management services, that is inclusive and equitable; for its citizens to live in an environment free of pollution and health hazards; with the support of the public and private sector, under a sector regulator”
• Significant strides have been made to address septage management. In the last three years, 59 UP towns have set up treatment systems(FSTPs or Co Treatment) to address scientific septage management.
• CSE supported the establishment one FSTP plant and Co-Treatment Plant each, in Chunar and Bjinor towns, under NMCG funding. These are now fully functional treatment systems, as proof of concept. The two towns are now transitioning into ‘City Wide Inclusive Sanitation’ towns.
• UP has committed to achieving a “Super 59 Faecal Sludge Management Towns”, as the first step of a long term strategy to promote inclusive sanitation.

To provide a thrust in the strategy, CSE in collaboration with Department of Urban Development (DoUD), Uttar Pradesh is organizing a two day National workshop. The workshop will have two phases- The first phase is to raise awareness in the urban local bodies to keep the urban water bodies clean, useable, reducing use of water and management of waste water through holding series of IEC activities in all the urban local bodies including lake/pond cleaning, cleaning of surroundings of pond and lake especially in the places of pilgrimage, drawing competitions etc.) and foundation stone laying of a few lakes – especially in AMRUT cities.

The wave thus created in the city level would culminate into the second phase of state level programme i.e. two day workshop.

Objective

• The workshop aim and objective is to share the journey of this progress in UP and to learn from other states for their work in sustainable and inclusive sanitation and water management.
• To discuss and deliberate on policy and program actions and priorities for a successful transitioning from infrastructure provisioning to sustainable and inclusive sanitation.
• Launch of policy/reports/publication:
  1. Model State level FSSM Bye-laws
  2. Ease of Septage Management Tool: for UP and other states of India
  3. Inclusive sanitation journey of Uttar Pradesh-Status and challenges of UP towns
  4. Septage Management in Bijnor, Chunar and Jhansi- towards inclusive sanitation
