MNRE invites bids for offshore projects
Drafts of the first tender and other contractual documents for leasing of sea bed blocks for carrying out study/survey and subsequent development of offshore wind energy projects in line with Model 3 of the Strategy Paper on Offshore Wind, were released by the Ministry of New and Renewable Energy (MNRE) recently.

The selection of developers will be through an international competitive bidding process. The bidders will be free to avail fiscal incentives like Accelerated Depreciation, Concessional Customs and Excise Duties, Tax Holidays etc. as may be available for onshore wind projects in India. Also, 100% Foreign Direct Investment (FDI) are allowed for renewable energy sector in India under the automatic route, and no prior government approval is required for the same.

Meet deliberates on energy security
Maitreyi Karthik
Energy security is a very important parameter for India’s planned growth, as sustainable economic growth requires commensurate growth in the supply of energy. As its development process moves forward, the need for a clean and stable supply of energy at sustainable prices will rise accordingly. Declining oil reserves, uncertainties in future oil supply, fluctuations in oil prices in the global market, and the rising concern for climate change, however, makes the task challenging.

Based on the above scenario, the Confederation of Indian Industry (CII) under the Guidance of the Ministry of External Affairs and Ministry of Petroleum and Natural Gas, Government of India, organized the “Energy Security Conference” on November 10, 2022, in New Delhi.

The main objective of the conference was to facilitate wider discussion and consultation in order to identify the challenges and opportunities of India’s energy security. This, in turn, may help the government develop various energy policies to ensure energy security. Key participants of this conference included industry academia, media, think tanks, government and non-government stakeholders.

Need for more participation by women: The energy sector is largely dominated by men. Advancing the transition to a low-carbon economy by increasing women’s participation in clean energy and closing the gender gap in the sector may help change the existing scenario.

Reports

Techno-economic modelling of onshore wind power
Renewable energy will play a crucial role in India's effort to become a net-zero emission nation by 2070. Among the major renewable energy sources available in India, the potential of wind energy is largely untapped. India has the fourth largest installed capacity of wind energy in the world, with the addition of 41 GW as of June 2022. However, this figure is quite low when we consider India’s potential of 695.5 GW at 120 m hub height and 302 GW at 100 m hub height.

Solar generation helped avoid billions in costs for Asian countries
A report published on November 10 by Ember, the Centre for Research on Energy and Clean Air (CREA) and the Institute for Energy Economics and Financial Analysis (IEEFA) finds that the contribution of solar generation in seven key Asian countries – China, India, Japan, South Korea, Vietnam, the Philippines and Thailand – avoided potential fossil fuel costs of approximately US$34 billion from January to June 2022. This is equivalent to 9% of total fossil fuel costs during this period.

Advancing decarbonisation through clean energy procurement
This report examines the options available and the ways in which they contribute to decarbonisation and, ultimately, net zero electricity goals. Using the IEA’s regional power system models for India and Indonesia, the report applies quantitative analysis to examine the implications of different procurement strategies for emissions reduction, procurement costs and technology deployment.

RE for a low carbon pathway in the Hindu Kush Himalaya
This paper presents targets pertaining to renewable energy as put forward by the HKH countries, and the potential of the HKH region to contribute to the national climate targets related to renewable energy. Provide an overview of the energy scenario, including the electricity consumption, production, and imports in different countries of the HKH. Net zero policies and other energy-related targets are also discussed.

Management of energy data
This report by the inter-ministerial committee has examined key issues with respect to energy data in India---these include definitions and concepts of all key parameters in the energy sector, calorific values, economic/statistical units, energy products/resources, data collection/compilation, energy and commodity balances. It has also made recommendations with respect to these issues which can bring greater accuracy to derivation of energy balances in the country.
