Will VGF for 4GWh help India’s energy storage sector?

India’s 2023 Union Budget had green growth as a core component, of which green energy and green mobility were significant sections. It also announced numerous plans to help sustain this growth – an allocation of ₹350 billion for energy transition and net-zero goals, ₹207 billion for grid infrastructure, customs duty exemption on capital goods and machinery required to manufacture lithium-ion cells, and so on. It also saw energy storage get a significant mention with support for Viability Gap Funding (VGF) for projects totalling 4GWh.

This is significant for the energy storage sector, the energy industry as a whole and India’s goals to decarbonise its economy.

Across the world, the rollout of clean energy has seen an acceleration in recent years, led by the stunning rise of solar energy. Globally, more than 75% of installed capacity in 2021 was from renewables. Solar alone was nearly half of all additions for the year, with 182 GW of installations. With wind energy adding another 15% and hydro at 13%, renewables and nuclear were 85% of total capacity additions in 2021. The trend is not different in India. Though coal used to be the dominant source of new capacity in the early years of the last decade, solar started to gain prominence in 2016. In 2021, solar, wind, and large hydro together accounted for more than 75% of total installations, with solar alone taking 62% of the share.

MoP issues guidelines to promote Pump Storage Projects
The Ministry of Power on February 15th, 2023, issued guidelines to promote development of Pump Storage Projects (PSP) in the country. An official draft said, "Keeping in view the immense utility of PSPs in grid stabilization as well as meeting the peaking power demand, a need for formulating a separate guideline to promote PSPs was felt to set the direction of its development. Accordingly, this Ministry has come up with draft guidelines on PSPS, which seeks to promote the development of PSPS across the country with proactive support of the state governments."

India appreciated for rapid stride in clean energy, says President
The engineering sector of India today is a “robust, multi-level, diversified segment of the country's industry, playing a critical role in driving growth, creating jobs, and boosting exports,” said Droupadi Murmu, Honourable President of India while inaugurating the silver jubilee edition of the three-day International Engineering and Technology Fair (IETF), organized by Confederation of Indian Industry (CII), in collaboration with Finland Chamber of Commerce in India, NSIC, and government ministries in New Delhi recently.

ISA, West African Power Pool share best practices in solar
The International Solar Alliance (ISA), in collaboration with Grid Controller of India Ltd (Grid-India) and West African Power Pool (WAPP), hosted delegates from the West African Region in New Delhi, India, from 14th to 18th February. Sixty participants from thirteen WAPP countries---Benin, Burkina Faso, Cote d’Ivoire, Gambia, Ghana, Guinea, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone, and Togo participated in a knowledge sharing and study tour highlighting aspects of solar energy implementation.

SECI inks agreement with GRIDCO for procuring wind power
The G20 member countries participating in the first Energy Transitions Working Group Meeting in Bengaluru agreed on collective efforts in priority areas to achieve energy security and diversified supply chains of new energy sources. Briefing media on the deliberations of the first ETWG meeting on February 5, Alok Kumar, Secretary, Ministry of Power, said that technical sessions held on Energy Transition through Addressing Technology Gaps; Low-cost Financing for Energy Transition; Energy Security and Diversified Supply Chains; Energy Efficiency, Industrial Low Carbon Transitions and Responsible Consumption and Fuels for Future had evoked a very good response from all the member countries.

Strong growth of solar PV
According to the Electricity Market Report 2023 by the International Energy Agency, "In India, despite increased coal stocks, higher electricity consumption resulted in a 10% price rise in H2 2022 over the H2 2021 level. The average wholesale price in H2 2022 was INR 5 000/MWh. Strong growth of solar PV helped to meet peak loads driven by higher refrigeration and space cooling."

RE Tender Issuance not In Tandem with targets
Exceptionally successful reverse auctions drove the growth of solar and wind energy in India in the mid-2010s. The Solar Energy Corporation of India (SECI) is the key central government entity responsible for issuing new tenders, concluding auctions, and galvanising key Indian and global investor and corporate interests at scale. SECI accounts for almost half of all renewable energy tenders issued in India. However, meeting Prime Minister Narendra Modi’s target of 450 GW of renewables by 2030 requires more tenders.

Green Energy Summit
The 11th Green Energy Summit and 3rd Green Urja and energy efficiency awards, titled “Making the Green Economy Happen: Carbon Markets & Technology”, will be held on February 24th, 2023, at the India Habitat Centre, New Delhi.
