POLICY TO PRACTICE: The Evolution of FSSM and Reuse Pathways in Uttar Pradesh

Uttar Pradesh’s Faecal Sludge & Septage Management (FSSM) journey accelerated after the National FSSM Policy (2017) and ODF+/ODF++ protocols put safe containment, emptying, transport, treatment, and reuse on everyone’s radar. In 2019 came the state’s Septage Management Policy, creating a clear enabling fra
mework, funding pathways and institutional roles for scaling FSSM across UP.

Centre for Science and Environment (CSE) has played a key catalysing role in this evolution: the partnership has led to the setting up of model pilot plants at Jhansi, Bijnor and Chunar which have rapidly expanded into a mixed portfolio of standalone FSTPs and co-treatment plants. By 2024, UP had established facilities across more than 50 cities, even as it worked to resolve operational gaps like assured sludge inflow, service access in narrow-lane settlements, and sustained O&M.

With the focus now shifting towards treatment and reuse of treated water and biosolids, a new set of challenges has emerged. CSE has consistently worked with the state to understand and confront these challenges – its 2024-25 evaluation of the performance of 25 treatment plants has been a crucial step in that direction.
