Training programme: Air quality monitoring and framing of targets and strategies for State and Micro Action Plans for implementation under NCAP

Centre for Science and Environment (CSE) invites participation in its four-day Training Programme on Air quality monitoring and framing of targets and strategies for State and Micro Action Plans for implementation under NCAP scheduled on June 7-10, 2022 at Anil Agarwal Environment Training Institute (AAETI) located at Nimli (near Alwar), Tijara (Alwar District), Rajasthan. This programme has been specially designed to support implementation of the clean air action plans by about 132 cities under the National Clean Air Programme (NCAP) as well as the plans of 42 million plus cities for utilization of funds disbursed by the XVth Finance Commission for clean air action. Both these programmes require time bound action to meet the target of 20 to 30 per cent reduction in particulate pollution by 2024 from the 2017 levels under NCAP; and, 5 per cent annual reduction over 5 years for the spending of the XVth Finance Commission funds.

This training programme has been customized to build knowledge and inform practice related to implementation of micro action plans and state clean air action plans under NCAP. This programme is designed to sensitise, guide, and build regulatory capacity related to holistic approach to air quality monitoring, clean air action planning and implementation. This initiative aims to promote good regulatory practices, enhanced knowledge and build capacity for clean air action planning. 

Course highlights

Module 1: Strengthening air quality monitoring and improving data analytics for compliance reporting

Module 2: New and alternative methods of monitoring including real-time (high resolution) air quality monitoring, low-cost sensor networks, satellite-based observations

Module 3: New approaches to pollution source assessment, quality control of studies, real-time source contribution visualization; assessment of carrying capacity among others

Module 4: Methods for setting targets for implementing micro action plans and state clean air action plans to build strategies for implementation. To this will be added the framework for regional air quality management.

This training programme will include lecture presentations, resource material, audio-visuals, and interaction with experts on a range of issues. Experts from CSE, IIT Delhi, IITM Pune, and IIT Kanpur and CPCB will be mobilized for technical sessions. Knowledge imparting will be combined with detailed discussions, questions and answers, and experience sharing sessions. Reading material, reference documents will also be shared for in depth understanding of the issues.
