Impact of ALMM mandate relaxation on open access, net metering projects
The Ministry of New and Renewable Energy (MNRE) recently stated that the open access and net metering renewable energy projects that have applied for approval from the Ministry before October 1, 2022, will not come under the ambit of the Approved List of Models and Manufacturers (ALMM). The Ministry has also exempted behind-the-meter solar power projects used for captive consumption by a consumer or group of consumers from the ALMM mandate.

The relaxation of the ALMM mandate will certainly have a positive impact on the projects under open access and net metering; this will eventually boost domestic manufacturing by encouraging manufacturers with ease of operations. With developers of the projects under open access and net metering not being mandated to buy domestically manufactured modules under the ALMM list, slowing down of the commissioning of the projects can now be significantly avoided.

MNRE issues draft for Repowering Policy 2022
The Ministry of New and Renewable Energy (MNRE) finally issued the revised draft of the National Repowering Policy for Wind Power Projects 2022.

“The objectives of the policy are optimum utilisation of wind energy resources by maximising energy yield per square km of the project area and utilising the latest onshore wind turbine technologies,” the Ministry circular said.

IWTMA’s take on the new regulations
While welcoming the newly notified policy on repowering of the wind power projects by the Indian Ministry of New and Renewable Energy (MNRE), the Indian Wind Turbine Manufacturers’ Association (IWTMA), strongly feels that the concessional interest rate offered by the Indian Renewable Energy Development Agency (IREDA) over and above the interest rate rebates available to the new wind projects financed by IREDA will help boost investment in the wind energy sector.

Event deliberates on clean energy transition
The fifth assembly of the International Solar Alliance (ISA) was inaugurated on October 17, 2022, by Raj Kumar Singh, Minister of Power and New & Renewable Energy, India, in his capacity as the President of the ISA. India holds the office of the President of the ISA Assembly, with the Government of France as Co-President. Ministers from 20 countries and delegates from across 110 member and signatory countries, apart from 18 prospective countries, joined the inaugural ceremony of the 5th ISA Assembly.

Approach for the regulatory treatment of the UDAY debt takeover
This study is a first of its kind and it reviews and analyses the impact of the regulatory treatment of the Ujwal DISCOM Assurance Yojana (UDAY) debt takeover on distribution companies (discoms) and consumers under two approaches: Approach A examines the regulatory treatment by state electricity regulatory commissions (SERCs) and Approach B looks at treatment based on financial principles.

Konark will now light up its Sun Temple with solar energy
A Power Purchase Agreement was signed between Grid Corporation of Odisha (GRIDCO) and KSNPL towards the procurement of 10MW of power for solarisation of Konark NAC.

POSOCO to be rechristened as Grid Controller of India Limited
State-run Power System Operation Corporation Ltd (POSOCO) will soon be rechristened as the Grid Controller of India Limited. A resolution was passed in this regard at the company’s AGM (Annual General Meeting).
Gujarat extends state's current wind policy till 2023
The government of Gujarat, has extended the operative period of the state's wind power policy 2016 up to March 2023 or till a new wind power policy is announced, whichever is earlier, incorporating the amended GRs referred at serial no 2, 3, 4 and 5. All other provisions of the Gujarat Wind Power Policy 2016 and amendments thereof shall remain the same.
