Welcome to the Climate Weekly newsletter by the Centre for Science and Environment’s Climate Change programme and Down to Earth.

The Fourth International Conference on Financing for Development (or FfD4) is being held in Seville, Spain between June 30 and July 3, 2025. Organised once a decade by the United Nations Department of Economic and Social Affairs, the conference brings together countries, international institutions and the private sector to address financial challenges for achieving sustainable development. In my article, I write about the new aviation solidarity coalition launched at FfD4 by eight countries, including France, Kenya, Barbados, Spain, Somalia, Benin, Sierra Leone and Antigua and Barbuda.

The coalition has called for taxes on premium air travel, including private jets and business-class tickets, as part of efforts to fund climate action and sustainable development. It aims to influence discussions at the upcoming COP30 in Brazil, so that the aviation sector can provide strong contributions towards investments in fair transitions and resilience. They will continue working to bring more countries on board and develop principles for the use of proceeds. Concurrently, international taxation of the aviation sector will also be explored.

In decarbonisation updates, CSE Industrial Pollution team has released a new report on decarbonising the coal-based thermal power plant (TPP) sector. The sector is the largest contributor to India’s emissions, and must modernise to balance rising energy demand with climate targets. India’s non-fossil electricity capacity reached 46.3 per cent of total installed capacity by March 2025, but the generation and supply has been limited to 12 per cent.

India’s energy consumption is expected to double by 2030 and coal-based power is expected to meet a major chunk of this demand. The report provides recommendations to improve the efficiency of existing plants, increasing generation and accelerating biomass co-firing to 20 per cent, which can bring emissions down by 32.4 per cent from the business-as-usual scenario. The team also held a day-long round table on June 30 to discuss decarbonisation roadmaps for the thermal power sector.

Finally, the second episode of our new podcast on the Global Stocktake outcome featuring CSE Climate’s Avantika Goswami and Oil Change International’s Romain Ioualalen has been released. In this episode, the pair discuss recent updates in the world of climate geopolitics and the need for equity to be a guiding principle for charting a truly just transition.
