Experts welcome Delhi’s new EV policy, seek better charging network

Experts have welcomed the Delhi government’s EV Policy, saying its proposed phase-out of petrol and CNG-powered two- and three-wheelers and incentives for zero-emission vehicles could significantly reduce vehicular pollution in the national capital. Sharif Qamar, Fellow and Associate Director at The Energy and Resources Institute (TERI), described it as a forward-looking policy that could serve as a model for other states. “The policy gives a good framework which can result in a reduction in vehicular emissions in Delhi in the next few years,” he said, adding that states in the Indo-Gangetic plains, which witness a sharp rise in pollution during winter, could benefit from a similar approach. Qamar said the policy was also likely to attract private investment and strengthen the city’s EV ecosystem. However, he stressed a significant expansion in charging infrastructure for the policy to become a success. “The target to install over 30,000 EV charging stations is good, but to cater to the upcoming demand, more charging stations will be required in the national capital,” he said. Qamar said commercial and fleet vehicles often occupy charging stations, necessitating additional capacity for private users. He also called for greater participation by housing societies, resident welfare associations, and apartment complexes in setting up charging facilities. Anumita Roychowdhury, Executive Director at the Centre for Science and Environment, said the decision to allow only electric three-wheelers and N1 trucks to be registered from next year was a welcome move. “Along with subsidies on new purchases, there was an urgent need for a legal mandate to properly implement the new EV policy so that the desired results to reduce vehicular emissions can be achieved,” she said. According to Roychowdhury, two-wheelers are a major contributor to vehicular emissions in Delhi.

Delhi EV Policy 2026 : राजधानी दिल्ली में 1 जुलाई से नई इलेक्ट्रिक वाहन (ईवी) नीति 2.0 लागू होने जा रही है। सरकार ने नई इलेक्ट्रिक गाड़ियां खरीदने पर बंपर छूट के साथ सब्सिडी देने का भी ऐलान किया है। आइए जानते हैं इस नई नीति क्या कुछ नफा-नुकसान हो सकते हैं। दिल्ली सरकार ने सोमवार को इलेक्ट्रिक वाहन (ईवी) नीति 2.0 को मंजूरी दे दी। नए ईवी वाहन की खरीद पर बंपर छूट दी गई है। इसके तहत 30 लाख तक की कीमत वाले ई-वाहन पर न तो रोड टैक्स देना होगा और न ही रजिस्ट्रेशन फीस लगेगी। नई नीति के तहत जनवरी, 2027 से सिर्फ ई-ऑटो का ही रजिस्ट्रेशन होगा। इसके अलावा अप्रैल, 2028 से सिर्फ ई-दोपहिया वाहनों का ही रजिस्ट्रेशन किया जाएगा। मुख्यमंत्री रेखा गुप्ता ने बताया कि दिल्ली कैबिनेट द्वारा अनुमोदित नीति, उपराज्यपाल की मंजूरी के बाद एक जुलाई से लागू होगी। इस नीति का मकसद वाहनों से होने वाला प्रदूषण कम करना एवं स्वच्छ परिवहन के इस्तेमाल को बढ़ावा देना है। उन्होंने बताया कि बीएस-4 या इससे कम श्रेणी के व्यावसायिक वाहन स्क्रैप कराकर नया ई-वाहन खरीदने पर छूट के साथ एक लाख रुपये तक का इंसेंटिव भी दिया जाएगा। मुख्यमंत्री ने बताया कि प्रदूषण का बड़ा कारण व्यावसायिक मालवाहक और दोपहिया-तिपहिया वाहनों से होने वाला उत्सर्जन है। इसी कारण नई नीति में इन श्रेणियों को प्राथमिकता दी गई है ताकि प्रदूषण में प्रभावी कमी लाई जा सके। बता दें कि दिसंबर 2025 में जारी सेंटर फॉर साइंस एंड एनवायरनमेंट की रिपोर्ट के अनुसार, गत वर्ष सर्दियों में पीएम 2.5 स्तरों में वाहनों के उत्सर्जन की हिस्सेदारी 46 से 53 फीसदी थी।

दिल्ली में अब ₹30 लाख तक की इलेक्ट्रिक गाड़ियों पर रोड टैक्स और रजिस्ट्रेशन फीस पूरी तरह माफ, कैबिनेट की मंजूरी

दिल्ली में बढ़ते प्रदूषण को नियंत्रित करने और स्वच्छ परिवहन को बढ़ावा देने के लिए दिल्ली सरकार ने सोमवार को अपनी महत्वाकांक्षी इलेक्ट्रिक वाहन (ईवी) नीति 2.0 को मंजूरी दे दी है. मुख्यमंत्री रेखा गुप्ता ने घोषणा की कि दिल्ली कैबिनेट द्वारा यह नई नीति उपराज्यपाल की अंतिम स्वीकृति के बाद 1 जुलाई 2026 से पूरे राज्य में प्रभावी हो जाएगी. इस नीति के तहत सरकार नए इलेक्ट्रिक वाहनों की खरीद पर भारी वित्तीय छूट और रियायतें दे रही है. जिससे राजधानी में निजी और वाणिज्यिक परिवहन का ढांचा पूरी तरह बदलने की उम्मीद है. 30 लाख तक के वाहनों पर टैक्स और फीस माफ नई ईवी नीति का सबसे आकर्षक पहलू यह है कि 30 लाख रुपये तक की कीमत वाले किसी भी नए ई-वाहन की खरीद पर ग्राहकों को न तो रोड टैक्स देना होगा और न ही रजिस्ट्रेशन फीस लगेगी. वर्तमान में दिल्ली में गाड़ियों की एक्स-शोरूम कीमत के आधार पर 4% से लेकर 10% तक रोड टैक्स वसूला जाता है. इस नीति के लागू होने से 30 लाख रुपये की इलेक्ट्रिक कार खरीदने वाले ग्राहकों को सीधे तौर पर करीब 3 लाख रुपये की बचत होगी. यदि कोई ग्राहक अपने पुराने बीएस-4 (BS-IV) या उससे कम श्रेणी के कमर्शियल वाहन को स्क्रैप कराकर नया ई-वाहन खरीदता है, तो उसे 1 लाख रुपये का स्क्रैपिंग इंसेंटिव और 1 लाख रुपये की अतिरिक्त सब्सिडी मिलेगी. यानी कुल मिलाकर एक खरीदार को 5 लाख रुपये तक का सीधा फायदा मिल सकता है. 2027 से सिर्फ ई-ऑटो का पंजीकरण शहर के कुल वाहन प्रदूषण में वाणिज्यिक वाहनों की हिस्सेदारी 33% है. जिसमें 3.5 टन तक की क्षमता वाले छोटे मालवाहक (N-1 श्रेणी) सबसे आगे हैं. इसके अलावा 46% प्रदूषण दोपहिया और तिपहिया वाहनों के कारण होता है. 1 जनवरी 2027 से दिल्ली में केवल इलेक्ट्रिक ऑटो (ई-ऑटो) और एन-1 श्रेणी के मालवाहक वाहनों का ही नया पंजीकरण किया जाएगा. 1 अप्रैल 2028 से दिल्ली के भीतर पेट्रोल से चलने वाले नए दोपहिया वाहनों का पंजीकरण पूरी तरह बंद हो जाएगा और सिर्फ ई-दोपहिया (इलेक्ट्रिक टू-व्हीलर) वाहनों का ही रजिस्ट्रेशन होगा. सेंटर फॉर साइंस एंड एनवायरनमेंट (CSE) की दिसंबर 2025 की रिपोर्ट के अनुसार, सर्दियों के दौरान दिल्ली के हवा में मौजूद पीएम 2.5 (PM 2.5) स्तर में वाहनों के धुएं की हिस्सेदारी 46% से 53% तक पहुंच जाती है. सीएसई की कार्यकारी निदेशक अनुमिता रायचौधरी के मुताबिक, यदि दिल्ली के परिवहन को 100% इलेक्ट्रिक में बदल दिया जाए, तो शहर का वायु प्रदूषण घटकर आधा हो सकता है क्योंकि ई-वाहन पूरी तरह धुआं-मुक्त होते हैं. बुनियादी ढांचे का विकास और रोजगार नई नीति केवल रियायतों तक सीमित नहीं है, बल्कि यह ऑटोमोबाइल क्षेत्र के लिए एक नया बाजार भी तैयार कर रही है. ई-वाहनों की बढ़ती संख्या को सुचारू रूप से चार्जिंग की सुविधा देने के लिए दिल्ली में 32 हजार नए चार्जिंग स्टेशन स्थापित किए जाएंगे. इससे निजी कंपनियों के व्यापार में वृद्धि होगी और साथ ही बड़े पैमाने पर तकनीकी और गैर-तकनीकी रोजगार के नए अवसर पैदा होंगे. हालांकि उत्तर प्रदेश, हरियाणा और महाराष्ट्र जैसे राज्यों में पहले से ईवी नीतियां लागू हैं. लेकिन दिल्ली की यह नई नीति देश में सबसे अधिक प्रोत्साहन देने वाली योजना बन गई है.

दिल्ली सरकार ने नई EV पॉलिसी 2026–2030 को मंजूरी दे दी है। इसके तहत इलेक्ट्रिक वाहनों की खरीद में बंपर छूट के साथ सब्सिडी दी जाएगी। 30 लाख तक की इलेक्ट्रिक वाहनों पर कोई रोड टैक्स नहीं लगेगा। यहाँ तक कि रजिस्ट्रेशन फीस भी नहीं देना होगा। 1 जुलाई 2026 से ये पॉलिसी लागू हो जाएगी और 31 मार्च 2030 तक रहेगी। इसका मकसद राजधानी में वायु प्रदूषण कम करना, पेट्रोल-डीजल वाहनों पर निर्भरता घटाना और इलेक्ट्रिक वाहनों को बढ़ावा देना है। रेखा गुप्ता सरकार का कहना है कि अगले चार वर्षों में इस पर लगभग ₹15,000 करोड़ खर्च किए जाएँगे। इलेक्ट्रिक वाहनों पर टैक्स में बड़ी राहत ₹30 लाख तक की इलेक्ट्रिक कारों पर रोड टैक्स और रजिस्ट्रेशन शुल्क में 100% छूट दी गई है। इससे EV खरीदने की शुरुआती लागत कम हो जाएगी। नई नीति के तहत जनवरी 2027 में सिर्फ ई-ऑटो का रजिस्ट्रेशन होगी जबकि अप्रैल 2028 से दोपहिया वाहनों का रजिस्ट्रेशन किया जाएगा। इलेक्ट्रिक टू व्हीलर के खरीदारों को पहले साल ₹30,000, दूसरे साल ₹20,000 और तीसरे साल ₹10,000 की सब्सिडी मिलेगी। स्क्रैपेज (पुरानी गाड़ी हटाने) पर प्रोत्साहन पुरानी BS-IV या उससे पुराने वाहन को स्क्रैप कर नया EV खरीदने को प्रोत्साहित करने के लिए सरकार ने वाहनों की खरीद में छूट दी है। कार के लिए अधिकतम ₹100000 तक का स्क्रैपेज इंसेंटिव दिया जा रहा है। दोपहिया और तिपहिया वाहनों के लिए भी अलग-अलग प्रोत्साहन राशि का ऐलान किया गया है। इसमें दो पहिया वाहनों के लिए ₹10000, तिपहिया वाहनों के लिए ₹25000, चार पहिया वाहनों के लिए ₹100000, N1 ट्रक के लिए ₹50000 और ग्रामीण सेवा वाहन के लिए ₹15000 इंसेंटिव की घोषणा की गई है। इलेक्ट्रिक ऑटो और थ्री व्हीलर को लेकर बदलाव 1 जनवरी 2027 से दिल्ली में नए रजिस्ट्रेशन केवल इलेक्ट्रिक ऑटो के होंगे। CNG और पेट्रोल ऑटो के नए रजिस्ट्रेशन बंद कर दिए जाएँगे। नई EV पॉलिसी के मुताबिक, खरीदारों को पहले साल ₹50,000, दूसरे साल ₹40,000 और तीसरे साल ₹30,000 की सब्सिडी दी जाएगी। अधिकारियों ने साफ कहा है कि हाइब्रिड वाहनों के लिए कोई सब्सिडी नहीं मिलेगी। यह पॉलिसी पूरी तरह से जीरो इमिशन वाहनों के लिए है। दिल्ली की नई नीति के तहत चरणबद्ध तरीके से प्लान लागू होंगे। इसमें 1 जनवरी 2027 से केवल इलेक्ट्रिक ऑटो रिक्शा का ही रजिस्ट्रेशन होगा। जबकि 1 अप्रैल 2028 से नए पेट्रोल या CNG दोपहिया वाहनों का रजिस्ट्रेशन बंद होगा। इसके बाद केवल इलेक्ट्रिक दोपहिया वाहनों का नया रजिस्ट्रेशन होगा। चार्जिंग इंफ्रास्ट्रक्चर का विस्तार सार्वजनिक चार्जिंग स्टेशन बढ़ाए जाएँगे। बैटरी स्वैपिंग और चार्जिंग नेटवर्क को मजबूत किया जाएगा। स्कूलों और कई व्यावसायिक वाहनों के लिए चरणबद्ध तरीके से EV अपनाने के लक्ष्य तय किए गए हैं। कैबिनेट के फैसले की जानकारी देते हुए प्रेस कॉन्फ्रेंस में मुख्यमंत्री रेखा गुप्ता ने कहा कि यह एक ऐतिहासिक दिन है और राज्य को पॉलिसी से ₹15,000 करोड़ के निवेश की उम्मीद है। लोगों को कैसे फायदा होगा? EV खरीदने पर लागत कम हो जाएगी। लोगों को रोड टैक्स और रजिस्ट्रेशन शुल्क में बचत होगी। पुरानी गाड़ी स्क्रैप करने पर अतिरिक्त रकम मिलेगा। वैसे भी इलेक्ट्रिक वाहन को चलाने की लागत पेट्रोल-डीजल की तुलना में काफी कम होती है। इससे शहर को वायु प्रदूषण और ध्वनि प्रदूषण से मुक्ति मिलने की उम्मीद है। चार्जिंग स्टेशन बढ़ने से EV इस्तेमाल करना आसान होगा। 30 लाख की कार पर 5 लाग की बचत दिल्ली में फिलहाल रोड टैक्स की बात करें तो ₹6 लाख तक की पेट्रोल कार पर 4 फीसदी, ₹10 लाख तक की कार पर 7 फीसदी और ₹10 लाख से ऊपर की कार पर 10 फीसदी रोड टैक्स लिया जाता है। ऐसे में अब दिल्ली के लोगों को ₹30 लाख तक की इलेक्ट्रिक कार खरीदने पर ₹3 लाख रोड टैक्स और रजिस्ट्रेशन फीस, ₹1लाख पुरानी कार की स्क्रैप और ₹1लाख की सब्सिडी यानी कुल मिलाकर ₹5 लाख तक की बचत हो जाएगी। नई EV पॉलिसी क्यों लाई गई? दिल्ली दुनिया के सबसे प्रदूषित शहरों में एक मानी जाती है। खासकर सर्दियों में तो शहर के दमघोंटू हवा में दिल्ली वासियों का जीना मुहाल हो जाता है। सरकार का कहना है कि वाहनों से निकलने वाला धुआँ प्रदूषण का बड़ा कारण है। गौरतलब है कि दिसंबर 2025 में सेंटर फॉर साइंस एंड एनवायरनमेंट की रिपोर्ट प्रकाशित हुई थी। रिपोर्ट के मुताबिक, सर्दियों में पीएम 2.5 स्तर पर था। इसमें वाहनों के इमिशन की हिस्सेदारी करीब 46-53 फीसदी थी।

Ground-level ozone, an invisible but highly harmful air pollutant, is rapidly emerging as a year-round public health and climate challenge across India's cities, according to a new analysis by the Centre for Science and Environment (CSE). Based on six years of data from 25 cities, the study shows that ozone pollution is no longer confined to isolated summer spikes or a handful of northern urban centres. Instead, it has spread across regions, with prolonged exposure becoming increasingly common in both inland and coastal cities.

Delhi EV Policy: 5 wins for buyers but why are hybrids missing out

Buying an electric vehicle in Delhi is set to become significantly cheaper from next month, with the Delhi government unveiling a new Electric Vehicle (EV) Policy that combines tax exemptions, purchase subsidies and scrappage incentives to encourage faster adoption of clean mobility. While the policy is primarily aimed at reducing vehicular pollution, it also lowers the upfront cost of owning an EV across multiple vehicle categories. Approved by the Delhi Cabinet, the policy will come into force from July 1 after receiving the Lieutenant Governor’s approval. It will remain in effect until March 31, 2030, and is backed by an investment of more than Rs 7,000 crore over the next four years. How buyers will benefit The biggest financial relief is for buyers of electric cars. Under the policy, all pure electric four-wheelers with an ex-showroom price of up to Rs 30 lakh will be exempt from paying road tax and registration charges, significantly reducing the upfront cost of purchase. The government has also announced direct purchase incentives for other EV categories. Buyers of electric two-wheelers will receive subsidies of Rs 30,000 in the first year, Rs 20,000 in the second year and Rs 10,000 in the third year. Electric three-wheelers, including e-autos, will be eligible for incentives of Rs 50,000, Rs 40,000 and Rs 30,000 during the first three years of the policy. Buyers of N1 category electric trucks will receive purchase incentives of up to Rs 1 lakh. Owners of BS-IV or older four-wheelers will also be encouraged to switch by offering a scrappage incentive of Rs 1 lakh upon replacing their old vehicle with an electric one. However, the policy does not extend any financial incentives to hybrid vehicles. To simplify the process, the government will launch a dedicated online portal through which buyers can apply for all eligible incentives. The April 2026 draft EV policy had proposed incentives for strong hybrid vehicles, but the final Delhi EV Policy 2.0 offers none. Chief Minister Rekha Gupta said benefits worth around Rs 15,000 crore, including government investment, tax exemptions and EV infrastructure development, will be extended under the policy over the next four years to accelerate electric mobility in the capital. Beyond incentives, the policy reshapes Delhi’s transport roadmap While financial incentives are designed to make EV ownership more affordable, the policy also lays down a long-term roadmap for transitioning Delhi’s transport ecosystem towards zero-emission mobility. Only electric autorickshaws will be registered in Delhi from January 1, 2027, while registrations of new petrol and CNG two-wheelers will gradually be phased out. From April 1, 2028, only electric two-wheelers will be registered in the capital. To support the growing EV fleet, the government plans to install around 30,000 charging points across Delhi. The policy also targets converting 30 per cent of all school buses to electric by March 2030 while expanding vehicle scrapping facilities and charging infrastructure. The government’s focus on electric mobility comes as transport continues to be Delhi’s single-largest local source of PM2.5 pollution. According to the Centre for Science and Environment, vehicles contributed between 46 per cent and 53 per cent of the capital’s local PM2.5 pollution during last winter’s peak pollution period. Sunil Dahiya, founder and lead analyst at EnviroCatalyst, said the policy directly links cleaner transport with public health. “By addressing vehicular emissions, a primary pollution source, the government is finally ensuring the transport sector takes ownership of its responsibility to provide a livable environment,” Dahiya had told PTI. The timing also coincides with growing consumer interest in electric mobility. Delhi registered more than 1.07 lakh EVs during FY26, up from 83,512 in FY25, while total vehicle registrations in the city rose nearly 18 per cent to 8.5 lakh units. Over the past six years, more than 4.07 lakh electric vehicles have been registered in the national capital, indicating that the new incentives are likely to further accelerate EV adoption.

Mumbai faces significant risks, recording some of the highest ozone peaks in the country, prolonged exposure durations, and persistent ozone levels at night. Ground-level ozone is a highly hazardous and invisible "secondary" pollutant formed when emissions from vehicles and industries react with strong sunlight. Delhi-NCR has emerged as the largest regional hotspot, with major impacts also seen in Chandigarh, Jaipur, Ahmedabad, Mumbai, Chennai, Bengaluru and Patna. Among all the cities analysed, Chandigarh recorded the highest average summer ozone concentration, followed by Ahmedabad and Jaipur.

New Delhi enforces EV policy to combat air pollution

New Delhi authorities announced a new policy on June 29 aimed at curbing pollution in the city, including incentives to get residents to scrap old vehicles for electric ones. New Delhi and its sprawling metropolitan region of 30 million residents is regularly ranked among the world’s most polluted capitals due to a mix of emissions from power plants, heavy traffic and the burning of rubbish and crops. “This is a historic step towards effectively controlling vehicular pollution in the capital and promoting clean transportation,” said Delhi Chief Minister Rekha Gupta. The new EV policy will start today and remain in place until March 31, 2030, she said. Gupta announced a slew of measures as part of the plan, including an incentive of “5,000 rupees ($53) to 100,000 rupees ($1,050) on scrapping old vehicles.” Buyers of new electric two-wheelers and three-wheelers will also get incentives of 30,000 rupees ($320) and 50,000 rupees ($530) respectively. Starting January next year, the government will only register electric three-wheelers and small trucks, the chief minister said. And from April the following year, only new electric two-wheeler vehicles will be registered, she added. A study in The Lancet Planetary Health last year estimated that 3.8 million deaths in India between 2009 and 2019 were linked to air pollution. According to an analysis by the Centre for Science and Environment from last year, vehicular emissions contributed a little over half to the city’s pollution levels.
