World Environment Day: स्टेट ऑफ इंडियाज एनवायरमेंट इन फिगर्स 2023 के नाम से प्रकाशित इस रिपोर्ट में पर्यावरण संरक्षण के लिए किए जा रहे कामों के आधार पर राज्यों की रैकिंग की गई है। 29 राज्यों की इस रैकिंग में तेलंगाना सबसे ऊपर जबकि राजस्थान सबसे नीचे है। छत्तीसगढ़ पर्यावरण संरक्षण के मामले में 10वें स्थान पर है। सेंटर फॉर साइंस एंड एनवायरमेंट (CSE) की वार्षिक रिपोर्ट स्टेट ऑफ इंडियाज एनवायरमेंट इन फिगर्स तेलंगाना ने 10 अंकों में से 7.213 अंक हासिल कर 70 प्रतिशत से अधिक स्कोर किया है। सीएसई की रिपोर्ट के अनुसार, राज्य ने वन आवरण में अच्छी प्रगति की है। साथ ही म्यूनिसिपल वेस्ट ट्रीटमेंट के मामले में शीर्ष राज्यों में शामिल है। सीएसई की रिपोर्ट में तेलंगाना के बाद दूसरे स्थान पर गुजरात, तीसरे स्थान पर गोवा, चौथे स्थान पर महाराष्ट्र और पांचवे स्थान पर हरियाणा है। रिपोर्ट में दावा किया गया है कि तेलंगाना में पर्यावरण संरक्षण के क्षेत्र में सबसे बहेतर काम हुआ है।

World Environment Day 2023: According to an evaluation of the states based on four criteria—the environment, agriculture, public health, and infrastructure—Telangana, Madhya Pradesh, Delhi, and Gujarat came out on top in that order in a new report, The State of India’s Environment 2023 Data is a great explainer. It tells the story at a glance and backs it up with evidence. The State of India’s Environment 2023: In Figures is our attempt to use the best available data points to tell you the story of India’s environmental performance: where it has faltered, where it has managed to move towards a sustainable existence, and where, if any, are the gaps in data,” said Sunita Narain, Director General Centre for Science and Environment (CSE), while releasing CSE and Down To Earth’s latest e-publication, The State of India’s Environment 2023: In Figures. A ranking of the Indian states based on four criteria—environment, agriculture, public health, and infrastructure—is one of the report's standout features this year. At the top are Telangana, Madhya Pradesh, Delhi, and Gujarat. Additionally, the report provides a plethora of statistics on the condition of the climate and extreme weather, health, food and nutrition, migration and displacement, agriculture, energy, waste, water, and biodiversity. “In this year’s report, we have, for the first time – analysed and ranked the performance of India’s states on four key parametres. The report makes sense of the state of affairs using data that otherwise remains cold statistics. As they say, what we can measure, we can fix. The State of India’s Environment 2023: In Figures does precisely that by quantifying the problems and indicating where they are,” said Richard Mahapatra, managing editor, Down To Earth. On the state of the states Telangana was rated as having the best overall environmental performance in the report due to its advancements in growing its forest cover and in the management of municipal trash. However, the state has fared worse than average in parameters including "change in the number of polluted river stretches," "stage of groundwater extraction," and "share of water bodies not in use." Telangana is followed, in that order, by Gujarat, Goa, and Maharashtra. Bihar, Nagaland, and Rajasthan are on the lowest rung. Six northeastern states, including Assam, are among the bottom 10 states, as well. In terms of net value added in agriculture, Madhya Pradesh tops the list thanks to an increase in foodgrain output. However, the state's cropland is still only partially covered. In the second, third, and fourth places are Andhra Pradesh, Chhattisgarh, and Uttar Pradesh. Among the states at the bottom are Delhi, Goa, and Meghalaya. Delhi is the leader in public health; it has given health the largest budgetary share and boasts a well-connected system of medical services. However, the vaccination rate is poor. Goa, Sikkim, and Mizoram are next. Gujarat tops the list for human development and public infrastructure because of its success in creating jobs and connecting people to the water supply. However, the state has a low sex ratio and a significant percentage of rural households who use unhygienic cooking fuels.The bottom-ranking state is Jharkhand, which is followed by Arunachal Pradesh, Rajasthan, and Nagaland. Says Mahapatra: “Three key things emerge out of this ranking of states. One, we have found that in each theme, even the top-ranked states are struggling in some of the crucial indicators. Two, none of the states perform well across all four themes that are critical for sustainable development. And three, small states like Goa and Sikkim seem to be performing well.” Some key findings in other areas When India outlawed single-use plastics in July 2022: The Central Pollution Control Board released a smartphone application called SUP-CPCB that allowed residents to report the sale and usage of illegal plastic. The term "a dismal redressal rate" referred to a decrease in the volume of complaints. Regarding the management of municipal solid trash: In the years 2020–21, India produced more than 160,000 tonnes of municipal solid waste per day, of which 32% was still unaccounted for. Typically, this unexplained garbage is burned illegally or clogs drains. Positively, the nation's monitoring and waste treatment systems improved. On air pollution and health: By 2020, air pollution is estimated to have reduced the average life expectancy of Indians by four years and 11 months. Given that their average life expectancy has been reduced by five years and two months, people living in rural regions are probably the hardest affected. Their metropolitan counterparts have nine months longer average lifespans. Regarding climate catastrophes and extreme weather: In 2022, India saw 314 out of 365 days encounter extreme weather, which resulted in the loss of over 3,026 lives and damage to 1.96 million hectares of cropland. Heatwaves were frequent in the first half of 2022, but hailstorms took over as the most frequent extreme weather event in 2023. Regarding internal migration and displacement: In 2022, the La Nina weather phenomenon and the Ukraine war resulted in almost 60 million more displaced persons around the world. Nearly all of India's 2.51 million new displaced people were caused by climatic calamities. The methodology of analysis Kiran Pandey, programme director, environment resources unit, CSE and one of the lead analysts behind this report explains,“We have sourced all the data from government and official documents and sources. For ranking the states, we have looked at 32 indicators under four themes for 29 states. The report’s first chapter clearly lays down the methodology used.”

CSE Report: How Madhya Pradesh is leading in agriculture sector?

In a recent report titled ‘India’s State of Environment 2023 in Figures’, Madhya Pradesh has emerged as the leading state in terms of agriculture, with the highest share of net value added and experiencing significant growth in production of food grains. The report highlights the remarkable achievement of Madhya Pradesh in the production of food grains. The state witnessed substantial growth in food grain production in 2021-22 compared to the previous year, positioning it as a leader in ensuring food security. This achievement is vital not only to meet the food needs of the state’s population, but also to contribute to the nation’s food self-sufficiency. The report sheds light on the achievements of the agricultural sector in Madhya Pradesh and draws attention to the need for more crop insurance coverage. It serves as a valuable resource for policymakers, researchers, and environmental enthusiasts in assessing the country’s progress toward a sustainable future. The agriculture rankings placed Andhra Pradesh, Chhattisgarh and Uttar Pradesh in the second, third and fourth position respectively. At the other end of the spectrum, Delhi, Goa and Meghalaya occupied the bottom three spots.

Five schools of Himachal got ‘Green School Award’, including 4 government schools

Five schools in Himachal Pradesh have been conferred with the ‘Green School Award’ for making their campus eco-friendly. These include 4 government schools. Centre for Science and Environment releases annual compendium of data 'The State of India’s Environment 2023: In figures'

The Centre for Science and Environment (CSE) and Down To Earth released its annual e-publication, "The State of India’s Environment 2023: In Figures" on Sunday on the eve of World Environment Day. "State of India’s Environment, a data based chronicling of the various parameters tells about India’s environmental performance: where it has faltered, where it has managed to move towards a sustainable existence, and where are the gaps in data,” said Sunita Narain, director general CSE, while releasing the e-publication. In this year’s report for the first time it has analysed and ranked the performance of India’s states on four key parameters. Down To Earth managing editor Richard Mahapatra says “Three key things emerge out of this ranking of states. One, we have found that in each theme, even the top-ranked states are struggling in some of the crucial indicators. Two, none of the states perform well across all four themes that are critical for sustainable development. And three, small states like Goa and Sikkim seem to be performing well.” On illegal use of plastic: In July 2022, when India banned single-use plastics, the Central Pollution Control Board had rolled out a mobile application called SUP-CPCB that allows citizens to complain about illegal plastic sale and use. A dismal redressal rate has meant a declining number of complaints. On management of municipal solid waste: In 2020-21, India generated over 160,000 tonne of municipal solid waste a day – 32 per cent of this remained accounted for. This unaccounted waste usually ends up choking drains or is burnt illegally. On the brighter side, the country’ waste treatment and monitoring improved. On air pollution and health: The average life expectancy of an Indian is likely to have shortened by four years and 11 months due to air pollution in 2020. People in rural areas are likely to have been the worst hit, with their average life expectancy cut short by five years and two months. The life expectancy of their urban counterparts is nine months longer. On climate disasters and extreme weather: In 2022, India experienced extreme weather events on 314 of the 365 days – leading to a loss of over 3,026 lives and damage to 1.96 million hectare of crop area. While heatwaves were common in the first part of 2022, hailstorms became the predominant extreme weather phenomena in 2023. On internal displacement and migration: In 2022, the world saw over 60 million newly displaced people due to the Ukraine war and the La Nina weather phenomenon. In India, climate-induced disasters accounted for almost 100 per cent of the 2.51 million new displacements. Says Kiran Pandey, programme director, environment resources unit, CSE: “We have sourced all the data from government and official documents and sources. For ranking the states, we have looked at 32 indicators under four themes for 29 states. The report’s first chapter clearly lays down the methodology used.” Rajit Sengupta, associate editor, Down To Earth, adds: “We identified and compiled the data, and then standardised the numbers to make them comparable. Differential weightages were assigned to the indicators, and the final scores and rankings were computed thereafter.” In terms of overall environmental performance, the report has ranked Telangana at the top for its progress in increasing its forest cover and in municipal waste treatment. However, the state has performed below average in parameters such as share of water bodies not in use, stage of groundwater extraction and change in number of polluted river stretches. The bottom-ranked 10 states include six from the northeast, including Assam. In agriculture, Madhya Pradesh takes the top slot for the highest share of net value added, and its jump in foodgrain production. However, almost half the crop area in the state remains un-insured. Delhi leads in public health – it has allocated the highest share of its budget to health and boasts of a robust network of healthcare facilities. It, however, has a low immunisation rate. In public infrastructure and human development, Gujarat leads the rankings – it makes the cut for its performance in providing employment and tap water connections. The state, however, ranks comparatively low in sex ratio and has a high proportion of rural households using unclean cooking fuels.

170 nations take first step to end plastic pollution

Currently, only 9% of the annual global plastic waste of 353 million tons is recycled while 19% is incinerated As the world gears up to mark the 50th World Environment Day on Monday with a focus on solutions to plastic pollution, nearly 170 countries have agreed to prepare a draft text called zero draft of an international treaty by November to end plastic pollution through multiple measures in a time-bound manner. The decision on preparing the ‘zero draft' was taken at the UNEP's second session of the Intergovernmental Negotiating Committee (INC), which ended in Paris on Friday. It was decided that the ‘zero draft' will be put forth by UNEP at the third session of the INC at Nairobi (Kenya) in November. It will become the basis for member-countries to enter into subsequent negotiations to finalize the global treaty, which will also cover the marine environment. At the second INC session in Paris, India is learnt to have advocated for a “consensus-based approach” for taking decisions in the Committee even as some of the developed countries, including few EU nations, wanted it to be decided through majority vote as their representatives argued that the consensus-based approach will block progress and delay the final treaty. Developing countries' representatives, on the other hand, argued that consensus-based approach will ensure inclusivity and this is how any global agreement is agreed upon at the UN forums. Experts from the New Delhi-based think tank, Centre for Science and Environment (CSE), who participated in the INC in Paris said India has also rejected phasing down polymer production, one of the suggestions presented in the options paper. In its intervention during the meeting, India pointed out that plastic as a material was not a problem the problem was plastic litter.

Telangana tops in overall environmental performance, Delhi ranked no 1 in public health, as per CSE 2023 report

The bottom ranked states in terms of environmental performance are Rajasthan, Nagaland and Bihar. As per the report, in terms of overall environmental performance Telangana is at the top. Its rank is based on its progress in enhancing the forest cover and also done well in municipal waste treatment. The bottom ranked states in terms of environmental performance are Rajasthan, Nagaland and Bihar. In agriculture, Madhya Pradesh takes the top slot for a big jump in foodgrain production. Unfortunately, though about 50 per cent of the cropped area in the state remains uninsured. Andhra Pradesh, Chhattisgarh and Uttar Pradesh feature on the second, third and fourth spots while at the bottom of the ranking in agriculture is Delhi, Goa and Meghalaya. In public health, Delhi is ranked number one. The national capital has allocated the highest share of its budget to health. It boasts of a robust network of healthcare facilities. However, it has a low immunisation rate. Delhi is followed by Sikkim, Goa and Mizoram. Madhya Pradesh, which is at the bottom, has a high incidence of maternal mortality ratio and infant mortality rate. Chhattisgarh, Assam and Uttar Pradesh also range in the bottom-half.
