In the same period, Haryana deployed 28 teams and inspected 1,003 units and Uttar Pradesh deployed 35 teams and inspected 1,775 units. Rajasthan meanwhile formed eight teams and conducted 257 inspections of units. Among the NCR states, the affidavit showed, all 1,636 industries in Delhi that had pipeline facilities were operating on PNG, while Haryana had 626 out of 630 units running on clean fuels and UP had 1,057 out of 1,161 industries using PNG. In Rajasthan, only 58 out of 198 industrial units run on clean fuels. “We have been taking the implementation of pollution control measures very seriously. Apart from conducting our own inspections and drives, we are also conducting daily reviews with other agencies in the city to ensure that there is no laxity in action. All the directions issued by the CAQM is also being implemented thoroughly,” said a senior official of Delhi’s environment department. As pollution in Delhi and the National Capital Region (NCR) reached hazardous levels in November, the Supreme Court directed the CAQM and state governments to act and reduce the levels of bad air. After the apex court’s order, the CAQM on November 16 issued a detailed set of directions for Delhi and NCR states to cut pollution levels, including the closure of schools and educational institutions, banning construction activities, stopping the entry of trucks carrying non-essential items into Delhi and regulating industrial activities. Despite the curbs, November this year ended up being the most polluted since 2015—when the Central Pollution Control Board (CPCB) started recording the air quality index (AQI). November this year recorded 11 severe days, breaking the previous record of 10 such days recorded in November, 2016. S Narayanan, member secretary, Haryana Pollution Control Board said, “Our teams are doing a lot and are closing down industries and other units that are not complying with the pollution norms, but unlike Delhi, Haryana does not have concentrated pockets and PNG gas pipelines have not reached all areas. The infrastructure is yet to be set up in most parts. Satellite towns like Gurugram and Faridabad are faring well, but parts of Sonipat, Panipat, many industrial clusters do not have proper infrastructure.” Officials from the UP and Rajasthan pollution control boards did not respond to requests for comment. Anumita Roychowdhury, executive director (research and advocacy), Centre for Science and Environment said that Delhi and NCR have need to be treated as “a single unit” when pollution control measures are implemented. “You cannot focus all your action in Delhi and hope to see results. By now we have all realised that Delhi’s pollution is not Delhi’s problem alone, it is the problem of the air shed that it shares with its neighbouring states. NCR states will also need to pick up action so that results can be seen,” Roychowdhury said.

It will reduce our cost, increase our yield severalfold, and reduce pollution to a great extent.” The crop-residue management programme, the largest ever project to eliminate stubble burning in India, hopes to end the scorching of more than 2.3m hectares (9,000 sq miles) of paddy fields annually. The scheme was conceived and led by nurture.farm, a digital platform for sustainable agriculture that was launched 18 months ago. More than 700 spraying machines were deployed across 170,000 hectares in 23 districts. More than 25,000 farmers took part in the experiment. Findings from the trial, published on Wednesday, found more than 1m tonnes of carbon dioxide emissions had been prevented. The enzyme, developed by the Indian Agricultural Research Institute, increases organic carbon in the soil and maintains overall soil health. The firm is launching a “sustainably grown rice” label so people can buy rice from the fields where burning no longer happens. “We’re also considering generating more carbon credits through introducing additional sustainable practices such as alternative wetting and drying [of rice paddies], which will save water and reduce greenhouse gas emissions,” says Sawhney. The programme will expand next year to cover about 800,000 hectares of land, roughly 40% of the area usually burned. Previous bans on stubble burning and threats of fines have done little to dissuade farmers, who see it as the only viable option to clear fields in the short period between two crops. Faced with farmers’ protests, the government decriminalised stubble burning in November. This move came after the Supreme Court on Friday allowed the Commission for Air Quality Management in NCR & Adjoining Areas to take a decision on relaxing ban on construction activities and restrictions on industrial activities, after examining representation of various bodies. Since 2015 onwards, with the onset of winter, Delhi's air quality starts deteriorating and goes on to settle in the "very poor" and "hazardous" category. An AQI between zero and 50 is considered "good", 51 to 100 "satisfactory", 101 to 200 "moderate", 201 to 300 "poor", 301 to 400 "very poor", and 401 to 500 is considered "severe". According to the Centre for Science and Environment (CSE), vehicular pollution comprises more than half of all sources, followed by household pollution between 12.5 and 13.5 per cent. Industry contributes 9.9-13.7 per cent of the pollutants, construction 6.7-7.9 per cent, waste burning 4.6-4.9 per cent, and road dust 3.6-4.1 per cent. According to a compiled Action Taken Report (ATR) prepared by the Department of Environment & Forest, from November 17 to December 6, a total of 4,245 sites using diesel generator sets were inspected, of which 48 were found using the sets, 18 were shut down, and a fine of 5.4 lakh was imposed on them for not adhering to the anti-dust pollution guidelines. The Central Pollution Control Board (CPCB), in October, banned the use of diesel generator sets and ordered enhancing parking fees by up to four times in Delhi-NCR. This measure was listed under the Graded Response Action Plan (Grap) when the air quality settled in the "very poor" category.

राजस्थान (नीमली)/ नई दिल्ली [संजीव गुप्ता]। जलवायु परिवर्तन सिर्फ वैश्विक अवधारणा भर नहीं रहा बल्कि इसका दुष्प्रभाव अब स्थानीय स्तर पर भी दिखने लगा है। अगर भारत की ही बात करें तो पिछले कुछ वर्षों के दौरान चरम मौसमी घटनाएं जलवायु परिवर्तन की वजह से ही सामने आई हैं। चीन की बाढ़ हो या दिल्ली में विस्तारित मानसून के दौरान अनियमित रिकॉर्ड तोड़ वर्षा, दोनों ही मुसीबतों का कारण जलवायु परिवर्तन ही रहा है। विशेषज्ञों की मानें तो जलवायु परिवर्तन की प्रमुख वजह मानवीय गतिविधियों के द्वारा जीवाश्म ईंधन का जलाया जाना और वनों की कटाई है। इन दोनों वजहों की निरंतरता के कारण ही धरती 1850 (पूर्व औद्योगिक काल) से 1.09 डिग्री सेल्सियस अधिक गर्म हो चुकी है। वहीं, विशेषज्ञों के मुताबिक बीता दशक (2011-2020) 1.25 लाख वर्षों में सबसे गर्म दशक के तौर पर दर्ज किया गया है। यह सभी तथ्य बृहस्पतिवार को राजस्थान में नीमली स्थित अनिल अग्रवाल एनवायरमेंट ट्रेनिंग इंस्टीट्यूट (एएईटीआइ) में सेंटर फार साइंस एंड एनवायरमेंट (सीएसई) की ओर से आयोजित दो दिवसीय सम्मेलन मंथन-5 के पहले दिन जलवायु विशेषज्ञों ने सामने रखे। ग्लासगो में आयोजित कान्फ्रेंस आफ पार्टीज (कोप-26) से शिरकत करके लौटीं सीएसई की जलवायु विशेषज्ञ अवंतिका गोस्वामी ने बताया कि हर 0.5 डिग्री तापमान की अतिरिक्त वृद्धि धरती को और गर्म बनाएगी, जिसके कारण सूखा और अतिवृष्टि की समस्या प्रबल रूप धारण कर सकती है। उन्होंने कहा कि ग्रीन हाउस गैसों (कार्बन डाई आक्साइड और मीथेन ) के उत्सर्जन में कमी लाने के ठोस प्रयास नहीं किए जाते हैं तो आने वाले वर्षों में न सिर्फ तापमान बढ़ेगा बल्कि गरीबी की मार झेलने वाली आबादी इसका सबसे बड़ा शिकार बनेगी। उन्होंने बताया कि कोप-26 के दौरान भारत ने अपना और विकासशील देशों का पक्ष मजबूती के साथ रखा लेकिन अंतरराष्ट्रीय फलक पर मांगों को लेकर अनदेखी की गई है जो बेहद चिंताजनक है। ज्यादातर विकसित देश कोयले के इस्तेमाल को चरणबद्ध तरीके से खत्म करने की नसीहत भारत को ही दे रहे हैं जबकि 15 गुना अधिक तक उत्सर्जन करने वाले विकसित देश अपने उत्सर्जन में कटौती को लेकर चुप्पी साधे हुए हैं। अवंतिका गोस्वामी ने सम्मेलन के दौरान बताया कि सर्वाधिक चिंता का विषय यह है कि वातावरण में मौजूदा कार्बन डाई ऑक्साइड की सांद्रता 414 पार्ट्स प्रति मिलियन तक पहुंच गई है जबकि इसका सामान्य सुरक्षित स्तर 350 पार्ट्स प्रति मिलियन तक रखा गया था। डाउन टू अर्थ के प्रबंध निदेशक रिचर्ड महापात्रा ने बताया कि ग्लोबल वार्मिंग के कारण हवाओं का तापमान बढ़ जाता है और उसके बहाव की दिशा बदल जाती है और उसका असर मौसम की चरम घटनाओं के रूप में सामने आता है। उत्तरी ध्रुव क्षेत्र जो कि बेहद ठंडे होते हैं वहा भी बढते तापमान का असर दिखाई दे रहा है। वह भी क्षेत्र भी गर्म हो रहे हैं जिसकी वजह से तूफान और बेमौसमी घटनाओं में इजाफा हो रहा है। मिसाल के तौर पर उत्तर प्रदेश में जीका और डेंगू बढ़ने की वजह भी तापमान में 1.2 डिग्री की बढोत्तरी है, जो कि मच्छरों के प्रसार के लिए अनुकूल वातावरण तैयार करती है। इनमें टिड्डी दल का हमला भी शामिल है जो कि किसानों के 10 से 15 फीसदी फसलों को नुकसान पहुंचा रही है। उन्होंने राज्य और जिला व गांव स्तर के जलवायु परिवर्तन से निपटने वाली योजनाओं को लागू करने की अनिवार्यता पर भी बल दिया। इसके अलावा विशेषज्ञों ने आइपीसीसी रिपोर्ट के आधार पर कहा कि यदि तापमान में बढोत्तरी जारी रही तो दिल्ली-एनसीआर का इलाका भी आने वाले वर्षों में न सिर्फ मानसून की लंबी अवधि बल्कि भारी और अनियमित वर्षा से त्रस्त रह सकता है।

Waste management methods in Karnataka lauded by NITI Aayog

HUBBALLI: Bengaluru and Mysuru have been recognised for the use of effective methods in the disposal and management of solid waste, according to the study, 'Waste-Wise Cities' conducted by NITI Aayog, and the Centre for Science and Environment, New Delhi. While Bengaluru has shown the way in the employment of internet and communications technology (ICT) for effective management of solid waste, Mysuru's pioneering methods in the handling of biodegradable solid waste has been highlighted in the report. The 244-page report is the compilation of a thorough review of the tools and methods utilised for management of waste across 28 cities in 15 states of the country. Bengaluru has been identified as one of the five cities where work is currently under way to improve the efficiency in processing of waste. Bengaluru has topped the charts when it comes to use of technological innovation to tackle the growing problem of waste management. With a population of over 1.3 crore, it has grabbed the first rank in this category, followed by Leh, Vijayawada, Keonjhar and Kakinada. The report pointed to the outreach initiatives undertaken in Bengaluru by Hasiru Dala, an organisation that specialises in offering services in waste management. "Hasiru Dala reached out to rag pickers and convinced them to be part of a pilot project in select areas of Kadma, including ECC flats, farms and a part of the Kadma Market. Nearly 50 rag pickers were trained in door-to-door collection, and segregation of waste. They were rebranded as social entrepreneurs, and based on their performance, promoted to vendors. This project was subsequently extended to other areas, and more than 200 rag pickers have now turned vendors," the report stated. Congratulations! You have successfully cast your vote Among other ICT tools, Bengaluru civic agencies employ the radio frequency identification (RFID)-based attendance system, geo-tagging of collection routes and a mobile-based application to identify areas vulnerable to indiscriminate dumping of garbage. Consequently, these tools have helped Bengaluru extend the door-to-door collection service to the entire city. "Nearly 6,100 tonnes of waste are generated in Bengaluru every day. Technological innovation has transformed the city's waste management system, which is now transparent and easily monitored. Disputes between officials of the civic bodies and contractors, which plague urban local bodies of big cities, are now a thing of the past in Bengaluru," the report added. The 'zero-waste management' plants set up in each of the zones in Mysuru City Corporation (MCC) had proved to be the 'game changer', the report pointed out. These plants receive segregated bio-degradable waste from five wards, on average. "MCC has emerged as the torchbearer in processing of biodegradable waste, which is converted to compost. The compost is then packaged and sold to farmers in the nearby villages and to the horticulture department. The compost unit on the outskirts of Mysuru city can process up to 200 tonnes of waste per day, while non-biodegradable waste is sent to any one of the 43 collection centres in the city," the report read.

Delhi pollution: Construction ban adds to delay in key infra projects

Agencies executing these projects and site managers have said that the prolonged halt on work will ensure that it will take them at least 20-25 days to achieve the same speed of work as it was when the work stopped. Several key infrastructure projects aimed at decongesting arterial stretches, some of them on the verge of completion, are stuck as a ban on construction activities in Delhi is on since November 14. Agencies executing these projects and site managers have said that the prolonged halt on work will ensure that it will take them at least 20-25 days to achieve the same speed of work as it was when the work stopped. The managers said the sourcing of construction material has also become difficult due to the ban on the operations of stone crushers and hot-mix plants which was enforced by the Central Pollution Control Board on November 8, 2021. At least three of these projects -- Ashram underpass, Pragati Maidan underground tunnel and the underpass connecting San Martin Marg-Benito Juarez Marg -- have missed deadlines set earlier due to various reasons, and are yet again looking at delays. Experts, however, have been arguing that instead of imposing restrictions on an impulse, the authorities should combine a forecast-based system with the measures mentioned in the Graded Response Action Plan (Grap). When the air quality is expected to deteriorate, these measures such as shutting of schools and ban on construction should be imposed immediately. But, when an improvement is expected, these measures should be reviewed immediately. The Supreme Court in its order on 24th November decided to reinforce the prohibition till further orders. The ban remains in force. It also directed the state governments of Delhi, Haryana, Punjab and Uttar Pradesh to utilise the corpus of labour cess for paying wages to construction workers during suspension of activities. The local task force of CAQM is holding daily review meeting however the CAQM is yet to hold a review meeting on the construction ban. A 2018 study conducted by The Energy and Resources Institute (Teri), a Delhi-based research institute, showed that vehicle emissions account for 24%-28% of the city’s pollution. Dust, on the other hand, contributed only 18%-38% to the city’s overall pollution. Anumita Roychowdhury, executive director, research and advocacy at the Centre for Science and Environment says Grap was designed so that restrictions could be imposed and lifted dynamically, based on the air quality. However, that is not seemingly being done. “Under Grap, construction work is banned when the air quality touches severe plus levels, but even when air has come down to the poor category, these activities stay banned. We need to implement Grap in the correct manner,” she said. Delhi has not seen a severe-plus day this year. However, Delhi recorded 11 severe (AQI between 401-500) air days in November this year. Dr. S Velmurugan Chief Scientist, Central Road Research Institute (CRRI) said maintaining a timeline may not be possible in several infrastructure projects if the ban on construction is extended. He suggested that the agencies should apply to the courts to permit construction work during the night time when the vehicular load is low on the roads. “The authorities should consider providing some relaxation to the projects which are in advanced stage by mandating stringent dust pollution control norms like regular sprinking of water at the site, prohibition on idling construction vehicles etc. Lakhs of vehicles are passing through the congested intersections are also contributing to additional air pollution,” he added.

नई दिल्ली। दिल्ली में एक बार फिर दम घोंटने वाली सर्दी शुरू हो चुकी है। पिछले कई सालों से हर सर्दी में प्रदूषण के दमघोटूं लहर की लगातार पुनरावृत्ति ने हमें दुखी कर दिया है, लेकिन किसी को इसकी परवाह नहीं है। प्रख्यात पर्यावरणविद् सुनीता नारायण कहती हैं कि दिल्ली में प्रदूषण का स्तर इतना कम होना चाहिए कि हवा की गति धीमी होने पर ठंडी हवाओं के जमने से जब प्रदूषण का स्तर बढ़ जाता है तो उसे जल्द से जल्द ठीक किया जा सके… हर साल इसी तरह प्रदूषण का दौर आता है और चला जाता है। हम भी इस दौर के गुजरने के साथ ही इसकी पीड़ा भूल जाते हैं। अगर हम अपनी पीड़ा को इसी तरह भूलते रहे तो वह दिन दूर नहीं जब हम स्वच्छ हवा पाने के अधिकार को खो देंगे। जानलेवा प्रदूषण की जिम्मेदारी एक-दूसरे पर थोपने की आवाजें समाचार पत्रों की सुर्खियां जरूर बन सकती हैं, लेकिन इससे आने वाली सर्दियों में प्रदूषण से राहत नहीं मिल सकती है। अत: प्रदूषण से लडऩे के क्रम आगे बढ़ते हुए हमें तीन प्रश्नों को हमेशा ध्यान में रखना होगा। पहला, पिछले कई सालों से नवंबर का महीना दम घोंटने वाला क्यों बना हुआ है और इसके लिए कौन जिम्मेदार है? क्या हम इस समस्या के मूल कारणों से अनभिज्ञ हैं? दूसरा, वायु प्रदूषण से निपटने के लिए अब तक क्या प्रयास किए गए हैं और यह सफल क्यों नहीं हो रहे हैं? तीसरा, ऐसा क्या प्रयास किया जाए जिससे हम प्रदूषकों के जहरीले स्तरों वाली हवा में सांस लेने से खुद को बचा सकें? रदूषण के कारणों को समझने के लिए किसी राकेट साइंस की जरूरत नहीं है। प्रदूषण स्थानीय रूप से उत्पन्न होता है, पड़ोसी राज्यों से आता है या इसके लिए यह दोनों कारक सम्मिलित रूप से जिम्मेदार हैं इसे आसानी से समझा जा सकता है। उदाहरण के लिए इस सर्दी को ही लें। सेंटर फॉर साइंस एंड एनवायरनमेंट (सीएसई) के मेरे सहयोगियों ने दीपावली से एक दिन पहले यह आंकड़ा दिया कि इस बार हवा की गुणवत्ता पहले से बेहतर थी। उन्होंने इसके लिए देर से बारिश और हवा की अच्छी गति को जिम्मेदार ठहराया। इसके बाद धूमधाम से दीपावली मनाई गई और पटाखे फोड़े गए। हालांकि, अगर हवा चलती रहती तो वायु की गुणवत्ता पर इनका प्रभाव बहुत कम पड़ता, लेकिन यही वह समय था जब देश में दो चक्रवातीय व्यवस्था टूट रही थी। इसके कारण दिल्ली सहित पूरे उत्तर भारत में एक प्रति-चक्रवातीय हवा के पैटर्न का निर्माण हुआ। स्थिर हवा के कारण दीपावली की रात हुई आतिशबाजी के कोहरे बिखर नहीं पाए साथ ही स्थानीय प्रदूषकों का भी हवा में घुलना जारी रहा। इसके साथ ही पड़ोसी राज्यों से पराली जलाने से निकलने वाला धुंआ आना शुरू हो गया। बारिश के कारण धान की कटाई मे देरी से हुई थी और किसान जल्दी से खेतों को खाली कर गेहूं की बुवाई के लिए तैयार करना चाहते थे इसलिए उन्होंने एक साथ ही खेतों में पड़ी पराली में आग लगा दी। इस प्रकार से प्रदूषकों का एक जहरीला काकटेल तैयार हो गया। यहां एक बात स्पष्ट है कि खराब हवा के लिए कोई एक कारक जिम्मेदार नहीं है। साथ ही कौन सा कारक कितना जिम्मेदार है और इसके सटीक प्रतिशत आकलन पर विवाद करना भी व्यर्थ है। शहरों में प्रदूषण के स्रोत क्या हैं इस पर उत्सर्जन सूची के नाम से दो मुख्य अध्ययन हमारे पास हैं। हालांकि, प्रतिशत आकलन में भिन्नता हो सकती है, लेकिन इन अध्ययनों से कमोबेश इतना निश्चित रूप से कहा जा सकता है कि वाहन, उद्योग, बिजली संयंत्र, धूल और कचरा जलाना ही शहरी प्रदूषण के प्रमुख स्रोत हैं। साथ ही यह भी स्पष्ट है कि क्योंकि दिल्ली तथा उत्तर प्रदेश और हरियाणा के पड़ोसी जिले एक ही वायु-आवरण (एयर शेड) के अंतर्गत आते हैं इसलिए इनके बीच प्रदूषकों का आवागमन होते रहता है। अत: प्रदूषण प्रबंधन को एक सहकारी दृष्टिकोण की जरूरत है। यहां यह समझना सबसे जरूरी है कि प्रदूषण के लिए कोई अकेला कारक नहीं बल्कि सभी जिम्मेदार हैं। हमें कार्रवाई के एजेंडे को विकसित करने के लिए विभिन्न स्रोतों पर जानकारी चाहिए। हमें यह काम मिल-जुलकर करना होगा। कार्रवाई की जिम्मेदारी एक-दूसरे के ऊपर थोपने से काम नहीं चलेगा बल्कि सबको मिल-जुलकर काम करना होगा। साथ ही इस पर भी विचार करना होगा कि क्या किया जा चुका है और किए गए प्रयास काम क्यों नहीं कर रहे? आपको यह याद रखना चाहिए कि दिल्ली में वायु प्रदूषण को कम करने के लिए बहुत सारे कदम उठाए गए हैं। एक व्यापक और गतिशील एयर एक्शन प्लान भी इसमें शामिल है। इसमें प्रदूषण के एक विशेष स्रोत के खिलाफ कार्रवाई शामिल है क्योंकि इसके बारे में हमें अधिक जानकारी मिलती है। उदाहरण के लिए, वाहनों से होने वाले प्रदूषण को रोकने के लिए हाल में की गई कार्रवाई ले सकते हैं। जैसे पहली पीढ़ी के वाहनों को संपीडि़त प्राकृतिक गैस में बदलने के साथ-साथ वाहन प्रौद्योगिकी और इंधन में सुधार किया गया। ट्रकों तथा भारी वाहनों जैसे सकल प्रदूषकों को शहर की सीमा में प्रवेश से रोकने के लिए भीड़-भाड़ कर (कंजेशन टैक्स) लगाया गया है। भारी वाहनों के लिए वैकल्पिक बाईपास प्रदान करने के लिए एक्सप्रेस-वे का निर्माण किया गया है। इसके अलावा सार्वजनिक परिवहन में सुधार के लिए भविष्य में मेट्रो के चौथे चरण को आंशिक रूप से मंजूरी दे दी गई है। साथ ही निजी परिवहन की आवश्यकता को कम करने के लिए पड़ोसी शहरों को जोडऩे वाले हाई स्पीड ट्रेन का निर्माण किया जा रहा है। औद्योगिक क्षेत्रों में कोयले के उपयोग को खत्म करने के साथ-साथ कोयले से चलने वाले दिल्ली के आखिरी बिजली संयंत्र को भी बंद कर दिया गया है। हालांकि इसमें संदेह नहीं है कि तथाकथित अनधिकृत क्षेत्रों में तथा शहरी सीमा के आस-पास के औद्योगिक क्षेत्रों के हजारों छोटे बायलरों में कोयले का उपयोग जारी है, लेकिन इससे पहले कि हम अगले कदमों के लिए जरूरी समस्याओं की सूची में जाएं, आइए अब तक किए गए कार्यों के प्रभावों को समझने का प्रयास करते हैं। पिछले कुछ वर्षों में 'संतोषजनक' हवा वाले दिनों की संख्या बढ़ गई है (2018 में 121 दिन से 2020 में 174 दिन)। इससे भी महत्वपूर्ण बात यह है कि 'गंभीर हवा' वाले दिनों की संख्या में कमी आई है (2018 में 28 दिन से घटकर 2020 में 20 दिन)। हालांकि यह पर्याप्त नहीं है, लेकिन यह सच है कि हम प्रदूषण के वक्र (कर्व) को झुका रहे हैं। हमारी हवा साफ नहीं है, लेकिन साल के कई दिनों में यह साफ रहती है। हालांकि प्रदूषण के स्तर को कम करने के लिए बहुत कुछ करने की आवश्यकता है ताकि जब हवा की गति धीमी हो और ठंडी हवा जम जाए तब दीपावली से लेकर पराली के जलाने तक चलने वाले भयानक प्रदूषण के दौर में हम सुधार ला सकें और सुरक्षित रूप से सांस ले सकें। वायु की गति तेज रहने पर वायु स्वत: स्वच्छ हो जाती है, लेकिन, तेज गति की अनुकूल परिस्थिति न होने पर भी वायु में स्वत: स्वच्छ होने की क्षमता की आवश्यकता है।

जलवायु संकट पर अमीर देशों और भारत के ताकतवर लोगों के भरोसे रहना बड़ी भूल

हाल ही में 31 अक्टूबर और 12 नवंबर के बीच ग्लासगो में संपन्न हुई जलवायु परिवर्तन की 26वीं अंतर्राष्ट्रीय वार्ता में भारत सहित कई विकासशील देशों ने जलवायु न्याय का मुद्दा उठाया. इन देशों की मांग वाजिब है क्योंकि बैंगलुरु के राष्ट्रीय प्रगत अध्ययन संस्थान की डॉक्टर तेजल कानिटकर के अनुसार, विश्व के सबसे धनी देश 1990 में अंतर्राष्ट्रीय जलवायु परिवर्तन के समझौतों पर चर्चा शुरू होने तक जलवायु परिवर्तन के लिए जिम्मेदार कुल जमा गैसों के उत्सर्जन के 71 प्रतिशत हिस्से के लिए जिम्मेदार हैं. अहम बात यह कि दुनिया के सबसे धनी देश उत्सर्जन कम करने और विकाशशील देशों में जलवायु परिवर्तन के कारण होने वाले नुकसान की भरपाई करने के अपने ही वादों पर बार बार मुकर जाते हैं. इसलिए जलवायु परिवर्तन निश्चित रूप से अंतर्राष्ट्रीय स्तर पर जलवायु न्याय का मुद्दा है और रहेगा. इस सबके बावजूद जलवायु परिवर्तन से जुड़े अन्याय अंतर्राष्ट्रीय सीमाओं पर ही खत्म नहीं होते. भारत में जलवायु परिवर्तन के गंभीर प्रभावों और लगातार बढ़ती जा रही अमीर-गरीब के बीच की खाई को देखते हुए देश के भीतर होने वाले जलवायु व पर्यावरण सम्बंधित अन्यायों के बारे में गंभीरता से सोचना आवश्यक है. {1} आपने पढ़ा होगा की दिल्ली में वर्ष 2021 में ‘आक्सीजन बार’ खोले गए जहां आप पैसा देकर शुद्ध वायु का सेवन कर सकते हैं. सुनने में यह बड़ा अटपटा लगता है लेकिन हकीकत तो यह है कि वायु प्रदूषण एक बहुत गंभीर समस्या बन गई है. भारत में सालाना 16 लाख से ज्यादा लोग वायु प्रदूषण के कारण अकाल मौत का शिकार होते हैं. शहरों में वायु प्रदूषण का सबसे बड़ा कारण मोटर वाहन होते हैं लेकिन उसका सबसे ज्यादा नुकसान रिक्शा चालकों, दिहाड़ी मजदूरों, और फुटपाथ पर अपनी रोजी रोटी जुटाने को मजबूर गरीब महिलाओं और पुरुषों को उठाना पड़ता है. जहां अमीर लोग अपने घरों में एयर-कंडीश्नर और एयर-प्यूरीफायर जैसे यंत्र लगा रहे हैं, शहरों में रहने वाले एक बड़े वर्ग को दिन रात वायु प्रदूषण का सामना करना पड़ता है. उन परिस्थितियों में प्रदूषण के लिए सबसे कम जिम्मेदार लोगों पर उसका सबसे ज्यादा असर देखने को मिलता है. यह पर्यावरणीय अन्याय का एक बड़ा उदाहरण है. राष्ट्रीय राजधानी क्षेत्र में सर्दियों की शुरुआत में पंजाब और हरियाणा के खेतों में डंठल जलाने के कारण दिल्ली में कोहरे की समस्या और ज्यादा गंभीर हो जाती है. हालांकि यह समस्या वर्ष में कुछ समय के लिए ही रहती है, कई बार इस बहाने दिल्ली में प्रदूषण का पूरा दोष किसानों पर डाल दिया जाता है. यह भी ध्यान देने की बात है कि डंठल जलाने की समस्या पंजाब और हरियाणा में खेती के पूर्ण मशीनीकरण के कारण ज्यादा बढ़ी है. कंबाइंड हार्विस्टर मशीन, जो फसल काटने के साथ साथ धान निकालने का काम भी करती है, खेतों में नुकेले और बड़े डंठल पीछे छोड़ देती है जिनको जलाने के अलावा किसानों के पास और कोई किफायती रास्ता नहीं है. इस समस्या को सुलझाने के प्रयास जारी हैं लेकिन जिन इलाकों में डंठल जलाने की समस्या इतनी गंभीर नहीं है उन ग्रामीण इलाकों में भी वायु प्रदूषण एक बड़ी समस्या है. वैज्ञानिक शोध से पता चला है की भारत में वायु प्रदूषण के होने वाली मौतों में से 75 फीसदी से ज्यादा मौतें ग्रामीण क्षेत्र में होती हैं. इसका सबसे बड़ा कारण घर के अंदर चूल्हा जलाने से होने वाला वायु प्रदूषण है जिसका सबसे ज्यादा खामियाजा महिलाओं को भुगतना पड़ता है. खाना पूरा परिवार खाता है लेकिन उसकी कीमत मुख्यतः महिलाएं ही चुकाती हैं. यह पर्यावरणीय अन्याय का एक और उदाहरण है. वायु प्रदूषण एवं पर्यावरणीय अन्याय का यह सिलसिला अंतर्राष्ट्रीय व राष्ट्रीय स्तर पर जलवायु परिवर्तन के मासले से भी जुड़ा है. वित्तीय पारदर्शिता के अभाव में जलवायु परिवर्तन से जुड़ी परियोजनाएं भी निजी कंपनियों के लिए पैसे बनाने का माध्यम बन कर रह गई हैं. उदाहरण के तौर पर, भारत में तेजी से फैल रहे सूर्य और पवन ऊर्जा के साधनों का स्वामित्व पूर्णतः निजी हाथों में ही है. दुर्भाग्य तो यह है कि इन विषयों पर कोई सार्वजनिक चर्चा भी नहीं हो रही है जो राजनैतिक जवाबदेही की कमी का एक और प्रमाण है. कार्बन ब्रीफ नाम के वेब पोर्टल के अनुसार भारत, चीन, ब्राजील और इंडोनेशिया, जहां दुनिया की 42 प्रतिशत जनसंख्या रहती है, ने जलवायु परिवर्तन के लिए जिम्मेदार गैसों का केवल 23 प्रतिशत उत्सर्जन किया है, जबकि 10 सबसे धनवान देश, जैसे अमेरिका, रूस, जर्मनी, ब्रिटैन, जापान और कनाडा ने, जहा विश्व की सिर्फ 10 प्रतिशत आबादी रहती है, इन गैसों का 40 फीसदी उत्सर्जन किया है. इस प्रकार पूरी दुनिया में सिर्फ 10 प्रतिशत लोग ग्लोबल वॉर्मिंग से जुड़ी ग्रीन हाउस गैसों की अधिकतर मात्रा के उत्सर्जन के लिए जिम्मेदार हैं लेकिन उसका नुकसान पूरी दुनिया, खास तौर से गरीब देशों और गरीब लोगों को उठाना पड़ रहा है. ग्लोबल वॉर्मिंग व जलवायु परिवर्तन के कारण दुनिया भर में प्राकृतिक आपदाओं की संख्या और तीव्रता में लगातार बढ़ोतरी हो रही है. उदाहरण के तौर पर वर्ष 2017 में उत्तर और पूर्वी भारत, बांग्लादेश एवं नेपाल में बाढ़ की वजह से एक हजार से अधिक लोगों को जान से हाथ धोना पड़ा और करीब चार करोड़ लोगों को अस्थायी विस्थापन का दर्द झेलना पड़ा. इसी तरह वर्ष 2020 के मॉनसून के दौरान भी इन्ही इलाकों में भीषण बाढ़ के कारण 1300 से ज्यादा लोगों की मौत हुई और करीब 2.5 करोड़ से ज्यादा लोगों को हफ्तों तक अपने घरों से विस्थापित होना पड़ा. भारत और दूसरे विकासशील देशों में लोगों की गरीबी, घनी आबादी के मुकाबले साधनों की कमी और जनसंख्या के एक बड़े हिस्से की खेती, पशुपालन एवं दूसरे प्राकृतिक संसाधनों पर निर्भरता की वजह से जलवायु परिवर्तन का असर सबसे ज्यादा होता है. अंतर्राष्ट्रीय स्तर पर यह विकसित और विकासशील देशों के बीच के अन्याय का विषय है क्योंकि जलवायु परिवर्तन के लिए जिम्मेदार ग्रीन हाउस गैसों की कुल मात्र का करीब 70 फीसदी हिस्सा विकसित देशों के सघन ऊर्जा-आधारित विकास के लंबे इतिहास से संबंधित है. वातावरण में जमा ग्रीन हाउस गैसों की कुल मात्रा में विभिन्न राष्ट्रों के हिस्से के आंकलन का काम सबसे पहले 1991 में भारत की ही संस्था विज्ञान और पर्यावरण केंद्र (सेंटर फॉर साइंस एंड एनवायरनमेंट) ने किया था. इस संस्थान के अनिल अग्रवाल एवं सुनीता नारायण ने दिखाया कि विकसित देशों ने अपने न्यायपूर्ण हिस्से से कई गुना अधिक प्रदूषण पैदा कर ग्लोबल वार्मिंग एवं जलवायु परिवर्तन को बढावा दिया है. इन तथ्यों को ध्यान में रखते हुए संयुक्त राष्ट्र जलवायु परिवर्तन समझौते के अंतर्गत समान परंतु विभेदित उत्तरदायित्त्वों का सिद्धांत अपनाया गया. इसका मतलब यह था कि जलवायु परिवर्तन को रोकने के लिए सभी देशों को प्रयत्न करने होंगे लेकिन विकसित देशों को इसमें मुख्य भूमिका निभानी होगी. इस सिद्धांत की भावना के विपरीत विकसित देश अपनी जिम्मेदारियों से बचते रहे हैं और वर्ष 2009 से ही चीन और भारत जैसे देशों पर जलवायु परिवर्तन को रोकने में अधिक योगदान करने का दबाव बना रहे हैं. {2} इस बीच जलवायु परिवर्तन का संकट गहराता जा रहा है. हर वर्ष अधिक तीव्रता वाले तूफान और बाढ़ जैसी प्राकृतिक आपदाओं की संख्या बढ़ती जा रही है. इन आपदाओं का असर आर्थिक रूप से पिछड़े और समाज के हाशिए पर जीने वाले लोगों पर सबसे अधिक पड़ता है. बीबीसी संवाददाताओं की रिपोर्ट ने दिखाया है कि बिहार में साल 2020 की बाढ़ से विस्थापित दलित एवं मुस्लिम परिवारों को किस तरह सांप दंश के खतरों के बावजूद अस्थायी टेंट लगाकर रातें गुजारनी पड़ीं. वर्ष 2015 में चेन्नई में आई भयंकर बाढ़ के बाद पूरे तामिलनाडु प्रांत से दलित एवं आदिवासी सफाई कर्मियों को बाढ़ का मलबा हटाने के काम पर दिन रात लगाया गया. कई मौकों पर उनको बिना दस्तानों या मास्क पहने ही मनुष्यों एवं जानवरों की सड़ती लाशों को उठाना पड़ा. पर्याप्त सुविधाओं की बात तो दूर, इन सफाई कर्मियों को लगा कि उनसे बंधुवा मजदूरों की तरह काम करवाया गया. इसके अलावा राहत और बचाव कार्यों में भी दलित, आदिवासी व अन्य कमजोर तबकों की अनदेखी की गई. दुनिया भर मे आर्थिक रूप से कमजोर वर्गों की जीवन शैली की सादगी की वजह से जलवायु परिवर्तन करने वाली ग्रीन हाउस गैस में उनका योगदान नगण्य है. फिर भी जलवायु परिवर्तन के सबसे गंभीर परिणाम आर्थिक व सामाजिक रूप से कमजोर वर्गों को ही झेलने पड़ते हैं. यही वातावर्णीय न्याय का मुख्य बिन्दु है. जलवायु परिवर्तन के लिए जिम्मेदार देशों और लोगों के पास प्राकृतिक आपदाओं का सामना करने के लिए साधन ज्यादा होते हैं लेकिन जो देश, और खास तौर से जो तबके, इसके लिए सबसे कम जिम्मेदार हैं, वही साधनों की कमी की वजह से इन आपदाओं की सबसे अधिक कीमत चुकाते हैं. ध्यान देने की बात यह है कि जलवायु परिवर्तन के असर सिर्फ बड़ी प्राकृतिक आपदाओं तक ही सीमित नहीं हैं. पूर्वी भारत में ब्रह्मपुत्र नदी के किनारे रहने और खेती करने वाले लाखों लोगों को नदी के निरंतर ऊफान की वजह से हुए भू-स्खलन के कारण अपने घरों और खेती की जमीन को खोना पड़ा है. इस तरह समुद्री तापमान व क्षारता में आए बदलावों के कारण मछुवारों की आजीविका खतरे में है. केंद्र सरकार के पृथ्वी विज्ञान मंत्रालय द्वारा जारी की गई भारत की जलवायु परिवर्तन पर पहली विस्तृत रिपोर्ट के अनुसार जलवायु परिवर्तन की वजह से भारत में औसत तापमान में वर्ष 1901 से लेकर अब तक लगातार वृद्धि हुई है. वर्ष 2015 में भीषण गर्मी के कारण 2400 से ज्यादा लोगों की मौत हुई. यह भी ध्यान देने लायक बात है कि गरीब लोगों को प्रभावित करने वाली दूसरी समस्याओं की तरह ही गर्मी से हुई मौतों की सही संख्या का सिर्फ 10 प्रतिशत ही सरकारी आंकडों में दर्ज हो पता है. जलवायु परिवर्तन के कारण वर्षा-आधारित खेती, पशुपालन और जंगलों पर निर्भर लोगों की जिंदगी पर बहुत गंभीर प्रभाव पड़ रहे हैं. याद रहे कि ये सभी वही समूह हैं जिनकी जीवनचर्या की वजह से जलवायु परिवर्तन जैसे नकारात्मक असर नहीं हुए हैं. लेकिन प्राकृतिक संसाधनों की देखरेख करने वाले इन समुदायों से सीखने या इनके अधिकारों की रक्षा करने की बजाय भारत के नीति निर्धारकों ने कई मौकों पर खेती में बाजारीकरण और जंगलों के विनाश करने वाले खनन व औद्योकीकरण को बढ़ावा दिया है. जैविक खेती, पशुपालन और जंगल आधारित आजीविका से दुनिया की बड़ी आबादी का भरण पोषण होता है और पर्यावरण व जलवायु सुरक्षा में भी मदद मिलती है. उदाहरण के तौर पर छोटे किसानों की जैविक खेती की वजह से खेतों की मिट्टी में कार्बन का संरक्षण होता है और आदिवासियों की देख-रेख में पनपे जंगल प्रकृति के संरक्षण की मजबूती के अलावा कार्बन के भंडार की तरह काम करते हैं. दूसरी तरफ बाजार आधारित रासायनिक खेती व फूड प्रोसेसिंग उद्धयोग से दुनिया की बहुत कम जनसंख्या की खाने की जरूरतें पूरी होती हैं लेकिन जलवायु परिवर्तन में औद्योगिक खेती सेक्टर की एक बड़ी भूमिका है. दुनिया भर मे आर्थिक रूप से कमजोर वर्गों की जीवन शैली की सादगी की वजह से जलवायु परिवर्तन करने वाली ग्रीन हाउस गैस में उनका योगदान नगण्य है. फिर भी जलवायु परिवर्तन के सबसे गंभीर परिणाम आर्थिक व सामाजिक रूप से कमजोर वर्गों को ही झेलने पड़ते हैं. बावजूद इसके, भारत और अन्य देशों की सरकारें बाजार आधारित खेती को ही बहुत बड़े पैमाने पर प्रत्यक्ष एवं अप्रत्यक्ष अनुदान देती रही हैं. उदाहरण के लिए, भारत सरकार रासायनिक खाद को बढ़ावा देने के लिए 70000 करोड़ रुपए से अधिक का अनुदान देती है, जिसका एक बड़ा हिस्सा रासायनिक खाद बनाने वाली कंपनियों के मुनाफे को बढाता है. इसके विपरीत जैविक खेती को बढ़ाने के लिए सरकार सिर्फ 500 करोड़ रुपए ही खर्च करती है, जिसको बढ़ाने की जरूरत है. यह भी सुनिश्चित करना होगा कि मध्यम वर्ग की जरूरत पूरी करने वाली ब्रांडेड जैविक उत्पादों के बजाय सरकार का ध्यान जैविक खेती करने वाले छोटे और मध्यम किसानों पर होना चाहिए. डेक्कन डेवलपमेंट सोसाइटी और इस तरह की दूसरी संस्थाएं भूमिहीन महिलाओं के समूह बनाकर उनको खेती की जमीन इजारे पर दिलाकर उनको जैविक खेती करने के लिए प्रोत्साहित करते हैं. भारत और राज्य सरकारों को ऐसे कार्यक्रमों को मदद करनी चाहिए क्योंकि वे सामाजिक न्याय एवं जलवायु परिवर्तन से मुकाबला करने के उद्देश्यों को एक साथ आगे बढ़ाते हैं. इसके विपरीत जलवायु परिवर्तन के नाम पर जंगलों व दूसरे प्राकृतिक संसाधनों में स्थानीय समुदायों की हक छीने जा रहे हैं. भारत सरकार के ग्रीन इंडिया मिशन और क्षतिपूरक वृक्षारोपण जैसे कार्यक्रमों के दो मुख्य कारण नजर आते हैं– एक, क्षतिपूरक वृक्षारोपण के बहाने सरकार जंगल की जमीन पूंजीपतियों को दे सके; और दूसरा, सरकार नए जंगलों में संचित कार्बन की मात्रा के बदले विकसित देशों से पैसा ले सके. यह बात सही है कि भारत के जंगल दुनिया में बढ़ते जलवायु परिवर्तन को रोकने में मदद करेंगे. लेकिन नेट जीरो उत्सर्जन के अंतर्गत जंगलों को इस तरह के बाजारू आदान-प्रदान में घसीटने के नुकसान ही ज्यादा नजर आते हैं. व्यवसायिक हितों को बढ़ावा देने के लिए जंगलों को अक्सर तेजी से उगने वाले पेड़ों के बागान में बदल दिया जाता है जो किसी तरह प्राकृतिक जंगलों की भरपायी कर सकें इसका सवाल ही पैदा नहीं होता. अगर ऐसी समस्याओं को ध्यान में रखा जाए और अगर जलवायु परिवर्तन को रोकने से जुड़ी धन राशि को आदिवासी समुदाय के लिए जैविक खेती और स्थानीय प्राकृतिक संसाधनों के विकास में लगाया जाए तो फायदा हो सकता है. हमारा व अन्य शोध समूहों का शोध यह दिखाता है कि भारत का पर्यावरण मंत्रालय व राज्यों के वन विभाग में जवाबदेही का घोर अभाव है. इसके कारण पर्यावरण व जंगली जानवरों को बचाने के नाम पर आदिवासियों व अन्य स्थानीय समुदाय के हक छीने गए हैं. वन विभाग व अन्य सरकारी संस्थाएं अक्सर इन कार्यक्रमों का दुरुपयोग जंगल पर अपना मालिकाना हक जताने के लिए ही करती रही हैं ताकि कार्बन बाजार जैसे कार्यक्रमों के माध्यम से अधिक से अधिक फंड वन विभाग में सुविधाओं को बढ़ाने के लिए लाए जा सकें. पर्यावरण संरक्षण व जलवायु परिवर्तन का इतिहास हमें अगर कुछ सिखाता है तो वह यह कि दुनिया के ताकतवर देशों और हमारे देश के ताकतवर लोगों के भरोसे रहना बड़ी भूल होगी. अंततः राजनीतिक जवाबदेही, आर्थिक पारदर्शिता और सामाजिक संवेदनशीलता से किए गए कार्य ही आम जनता के हित में हो सकते हैं. ध्यान रखने वाली बात यह है कि सरकारी विभागों की खामियों का एक बड़ा कारण भारत में राजनैतिक जवाबदेही की कमी भी है. भारत उन चंद देशों में है जहां जलवायु परिवर्तन से संबंधित कोई कानून नहीं है और देश की नीतियां प्रशासनिक आदेशों के भरोसे ही गैर-जवाबदेह तरीके से चलाई जा रही हैं. यह एक बड़ी समस्या है क्योंकि जलवायु परिवर्तन से प्रभावी तौर पर मुकाबला करने के लिए भारत को ऊर्जा, यातायात और पूरी अर्थव्यवस्था में आमूलचूल ढांचागत परिवर्तन लाने होंगे. साथ ही भारत में तेजी से बढ़ते शहरीकरण का प्रबंधन इस तरह से करना पड़ेगा कि यह ऊर्जा, पानी व अन्य प्राकृतिक संसाधनों के दोहन व विनाश का कारण नहीं बने और जलवायु परिवर्तन को बढ़ावा नहीं दे. इंदौर के रहने वाले डॉ. राहुल बनर्जी कम लागत वाले, टिकाऊ व विकेंद्रित शहरी ढांचागत विकास पर काम करते रहे हैं. जयपुर व इंदौर जैसे कई शहरों के अध्ययन के आधार पर उन्होंने दिखाया है इस तरह का विकास प्राकृतिक साधनों के संचयन और जलवायु परिवर्तन को रोकने के काम मे मददगार हो सकता है. लेकिन ऐसी व्यवस्थाओं को बढ़ावा देने के बजाय भारत सरकार, स्मार्ट सिटी जैसी चमकदार लेकिन खोखली परियोजनाओं में निवेश कर रही है, जिनकी वजह से होने वाली ऊर्जा की अत्यधिक खपत और प्राकृतिक साधनों के दोहन के कारण जलवायु परिवर्तन को बढ़ावा मिलेगा. वित्तीय पारदर्शिता के अभाव में जलवायु परिवर्तन से जुड़ी परियोजनाएं भी निजी कंपनियों के लिए पैसे बनाने का माध्यम बन कर रह गई हैं. उदाहरण के तौर पर, भारत में तेजी से फैल रहे सूर्य और पवन ऊर्जा के साधनों का स्वामित्व पूर्णतः निजी हाथों में ही है. दुर्भाग्य तो यह है कि इन विषयों पर कोई सार्वजनिक चर्चा भी नहीं हो रही है जो राजनैतिक जवाबदेही की कमी का एक और प्रमाण है. यह इसलिए भी जरूरी है क्योंकि इस ढांचागत विकास में जनता की मेहनत की कमाई को अनुदानों के तौर पर लगाया जा रहा है. इसके साथ ही भारत सरकार और राज्य सरकारें जनहित के नाम पर किसानों की जमीनें निजी कंपनियों द्वारा लगाए जा रहे सौर्य व पवन ऊर्जा पार्कों को दे रही है. सौर्य और पवन ऊर्जा का विकास निश्चित ही जनहित में हो सकता है मगर उसके लिए यह सुनिश्चित करना पड़ेगा कि जलवायु परिवर्तन को रोकने के लिए जरूरी ढांचागत विकास का स्वामित्व पब्लिक सेक्टर में ही रहे. यह सही है कि पब्लिक सेक्टर में भ्रष्टाचार की बड़ी समस्या है मगर उसका समाधान निजी हाथों में मुनाफा पहुंचाना बिल्कुल नहीं है.लेकिन सौर्य और पवन ऊर्जा का विकास इस तरह से सुनियोजित किया जा सकता है कि पब्लिक इंटरेस्ट को मुनाफा भांजने के लिए प्रयोग नहीं किया जा सके. सरकार ऐसे कार्यक्रमों को देश के विकास के साथ जोड़ कर प्रचारित करती है लेकिन ऐसे विकास का फायदा कुछ ही तबकों तक सीमित रहा है, जबकि गरीब और अमीरों की खाई पिछले तीन दशकों से तेजी से बढ़ रही है. पी. साइनाथ की प्रसिद्ध किताब एव्रीबॉडी लव्ज अ गुड ड्राउट (जिसका हिंदी अनुवाद ‘तीसरी फसल’ के नाम से प्रकाशित है) में शामिल विश्लेषण से यह स्पष्ट हो जाता है कि निजी कंपनियों और सरकारी विभागों के भ्रष्ट अफसरों के लिए जलवायु परिवर्तन एक मुनाफे वाला व्यापार बन सकता है. गहराई से सोचा जाए तो स्मार्ट सिटी जैसे कार्यक्रम अभी से शहरीकरण को निजी कंपनियों के लिए एक व्यवसायिक अवसर की तरह से ही प्रस्तुत कर रहे हैं और जलवायु परिवर्तन के बहाने इस प्रक्रिया को और बल मिलेगा. यह एक मिथक ही है कि पर्यावरण की रक्षा व जलवायु की स्थिरता का विषय सामाजिक व आर्थिक असमानता के सवाल से अलग हट कर सोच जा सकता है. सच तो यह है कि ऐसी सोच की वजह से ही हम आज बहुआयामी संकटों के दौर से गुजर रहे हैं. पर्यावरण संरक्षण व जलवायु परिवर्तन का इतिहास हमें अगर कुछ सिखाता है तो वह यह कि दुनिया के ताकतवर देशों और हमारे देश के ताकतवर लोगों के भरोसे रहना बड़ी भूल होगी. अंततः राजनीतिक जवाबदेही, आर्थिक पारदर्शिता और सामाजिक संवेदनशीलता से किए गए कार्य ही आम जनता के हित में हो सकते हैं. न्याय संगत व्यवस्थाओं के चलते ही पर्यावरण को बचाया जा सकेगा व जलवायु परिवर्तन का मुकाबला किया जा सकता है. सामाजिक न्याय पर आधारित चिंतन हमारे लिए आर्थिक और राजनैतिक भ्रष्टाचार से मुकाबला करने में मददगार होगा. ब्राजील के चिंतक पाउलो फ्रेरे ने लिखा है, “समाज की मुक्ति प्रताड़ित वर्गों की सामाजिक राजनैतिक चेतना व भागीदारी से ही संभव है.” दलित, आदिवासी, मुस्लिम, महिलाओं व समाज के हाशिए पर रहे शोषित वर्गों की भूमिका पर्यावरण संरक्षण व जलवायु परिवर्तन का मुकाबला करना में अत्यंत महत्वपूर्ण रहेगी.

जल में मानक से ज्यादा आर्सेनिक, हर घर में बने रोगी

जागरण संवाददाता, मझौवा (बलिया) : जिले के 310 गांवों के भूजल में मानक से अधिक आर्सेनिक होने की पुष्टि होने के कई साल बाद तक भी जिला प्रशासन संबंधित इलाके के लोगों को शुद्ध पेयजल मुहैया करा सका। इन गांवों में घर-घर के लोग रोगी बनते जा रहे हैं। कई घरों में तो पूरा परिवार ही तबाह हो चला है। बेलहरी ब्लाक के गंगापुर ग्राम पंचायत में तिवारी टोला है, यहां 350 परिवारों में कोई ऐसा घर नहीं जो आर्सेनिक के चलते परेशान न हो। इस पंचायत के दुर्जनपुर की संगीता पुत्री सुधा यादव की जिदगी ही तबाह हो गई है। 24 वर्ष की उम्र ही वह न ठीक से चल पाती हैं, न कुछ बोल पाती है। युवती के पिता बताते हैं कि उन्होंने अपनी पुत्री को बीएचयू तक में दिखाया। बीएचयू के चिकित्सकों ने भी कहा कि आर्सेनिक के चलते ही समस्या बढी है। इसी परिवार के पप्पू यादव की मृत्यु 2018 में हो गई। दुर्जनपुर गांव रमेश यादव पेट से परेशान हैं। सात वर्षों से अपना उपचार करा रहे हैं, लेकिन कोई राहत नहीं है। रामगढ़ के दुकानदार पारसनाथ पटेल का पूरा परिवार प्रभावित है। किसी के शरीर पर चकत्ते बने हैं तो किसी का हाथ पैर फटना लिवर में खराबी, कैंसर, पथरी, टीवी, आदि की बीमारी है। 2000 में हुई आर्सेनिक की जानकारी गांव के लोगों को वर्ष 2000 में आर्सेनिक की जानकारी हुई। यादवपुर मेडिकल कॉलेज कोलकाता की टीम पहुंची थी। टीम चौबे छपरा के पेयजल की जांच तो भूजल में मानक से ज्यादा आर्सेनिक की पुष्टि की। चंडीगढ़ विश्वविद्यालय व आगरा विश्वविद्यालय की मेडिकल टीम, बीएचयू के छात्र और नई दिल्ली से पर्यावरणविद सुनीता नारायण की टीम आदि ने भी जांच के उपरांत पाया कि यहां की स्थिति अत्यधिक खराब है। उपाय के नाम पर बनी पानी टंकी विशेषज्ञों की टीम ने इसका एकमात्र उपाय स्वच्छ पेयजल बताया था। गांव में 1300 फीट बोरिग कर पानी टंकी का निर्माण कराया गया, लेकिन 3600 हजार लीटर क्षमता वाली यह टंकी मात्र दो घंटे ही लोगों को पानी दे पाती है। उसके बाद लोग पुन: अपने हैंडपंप से वहीं मानक से ज्यादा आर्सेनिकयुक्त पानी पीने को विवश होते हैं। 100 से 130 पीपीबी है आर्सेनिक की मात्रा गंगापुर ग्राम पंचायत में आर्सेनिक की मात्रा 100 से 130 पीपीबी (माइक्रोग्राम प्रति लीटर) से अधिक है। डब्लूएचओ का मानक 10 पीपीबी है। सरकार 50 पीपीबी के ऊपर के आंकड़े को खतरनाक मानती है। चिकित्सकों के अनुसार यह स्थिति भयानक है। यही कारण है कि भारी संख्या में लोग आर्सेनिक के कारण रोगी बनते जा रहे हैं। ----- जिले में हमेशा जांच होते रहती है। यहां 100 से 500 पीपीबी तक आर्सेनिक की माता मिल रही है। बैरिया क्षेत्र में 80 फीसद हैंडपंपों में मानक से ज्यादा आर्सेनिक मिला है। अब 400 से 500 फीट नीचे के भूजल में ही आर्सेनिक नहीं मिल रही है।

Reuters The study released on Wednesday also showed that while high-income households were 13 times more likely to own air purifiers as compared to low-income households, its impact on indoor air pollution was only around 10%. The study further noted an 8.6% decline in indoor PM2.5 levels in homes with pollution monitors (usually with air purifiers), and said that such residents were likely to make “modest changes in inexpensive defensive practices and ventilation behaviours.” “In Delhi, the bottom line is, whether someone is rich or poor, no one gets to breathe clean air,” said Kenneth Lee, the lead author of the study. “It is a complex vicious cycle. When you do not know about the pollution levels inside your homes, you do not worry about it, and hence you are less likely to take corrective actions. Only with increased awareness, demand for clean air may gain momentum,” he added. The study surveyed thousands of Delhi households from varying socioeconomic strata between 2018 and 2020. and found that indoor PM2.5 levels tend to spike in the mornings and evenings when households were most likely to be cooking. Experts said that while there is growing awareness among people on the harmful impacts of outdoor pollution, people are still unaware about how the air inside their homes, offices and schools can also be highly polluted. “We need to create awareness among people. While there are a lot of studies about outdoor pollution and how severe it can be for your health, more studies are needed to assess the levels of indoor pollution and how they can impact people. At least you can gear yourself with masks outdoors but inside your homes, you tend to drop your guard,” said Anumita Roychowdhury, executive director (research and advocacy), Centre for Science and Environment.

Parliament: Opposition corners govt over commitments at Glasgow climate meet

Prime Minister (PM) Narendra Modi had announced at the Glasgow climate change conference (COP26) that India’s non-fossil energy capacity will reach 500 GW by 2030, meeting 50% of the country’s energy requirements by 2030. The climate crisis took centre stage in the Lok Sabha on Wednesday as opposition parties raised questions on how India plans to meet its commitments made at the recent climate conference in Glasgow and why states weren’t consulted before announcing that the country will achieve net-zero emissions before 2070. On November 1, Prime Minister Narendra Modi announced at the Glasgow climate change conference (COP26) that India’s non-fossil energy capacity will reach 500 GW by 2030, meeting 50% of the country’s energy requirements by 2030. He said India will reduce its total projected carbon emissions by one billion tonnes between now and 2030; reduce the carbon intensity of its economy by 45% by 2030, over 2005 levels, and achieve net-zero emissions by 2070. PM Modi had also flagged that the ambitious action will be impossible without adequate climate finance from developed nations. In the Lok Sabha, Dravida Munnetra Kazhagam (DMK) MP Kanimozhi Karunanidhi said the youth were facing uncertainty and anxiety due to the climate crisis and cited analysis that says India needs 5630 GW of total installed solar energy to transition to net zero emissions. “India has only 46.25 GW of grid connected solar power. I want to know how can we achieve so much? What we have done is nothing compared to what we have promised to the world,” she said. Kanimozhi said the PM’s Council on Climate Change last met in 2015 and asked how the PM announced national climate goals without consulting the council. “He also did not consult the states and chief ministers,” she added, asking for details on what has the Centre done under the national action plan on climate change. Kakoli Ghosh Dastidar of the Trinamool Congress, Adhir Ranjan Chowdhury of the Congress and Rahul Ramesh Shewale of the Shiv Sena raised issues like vulnerability of coastal areas, polluted air from north India moving towards the east during stubble fire episodes, and poor national performance on environmental parameters in the environmental performance index 2020. India ranked 168th out of 180 countries in the index released by Yale University last year. A senior official of the Union environment ministry said the climate crisis debate broke new ground. “I do not remember any Lok Sabha debate on climate crisis being held before. This is perhaps the first big one. It’s particular important because this shows that climate is an important issue for people. Environment minister Bhupender Yadav will respond to all these concerns and queries at the end of the debate under rule 193 of Lok Sabha.” Sunita Narain, director general at Centre for Science and Environment, said, "Extreme weather events are showing us how urgent the crisis is, and this is what is also reflected in the debate."

Delhi government Impounds Decade-Old Vehicles to Curb Air Pollution

The Delhi government has impounded 1,754 vehicles, including diesel cars older than ten years or petrol cars over 15 years old, to curb vehicular pollution. The data was shared in a compiled Action Taken Report (ATR) prepared by the Department of Environment & Forest, showing the figure from November 17 till December 6. As many as 749 vehicle owners have been fined, and 1,417 have been prosecuted during the same time frame. According to the National Green Tribunal (NGT) in 2015 and the Supreme Court in 2018, any registered diesel vehicle over ten years old and petrol vehicle over 15 years old cannot operate in the National Capital Region. However, bringing big relief to the owners of diesel vehicles older than ten years, Delhi Transport Minister Kailash Gahlot on November 18 announced that once a vehicle is retrofitted with the electric kit, it can continue to ply on roads of the national capital beyond ten years. Meanwhile, 7,79,304 visibly polluting vehicles and those without Pollution Under Control Certificates (PUCC) have also been inspected during the same time frame. Of these, 21,449 have been issued challans, 7,168 have been closed, and 21,679 vehicle owners have been prosecuted. According to the Centre for Science and Environment (CSE), vehicular emissions contribute the highest share to Delhi's PM 2.5 levels in terms of local sources of pollution. A total of 27,038 intersections, busy market areas, unauthorised parking lots, etc., have been monitored to ensure smooth flow of traffic and avoid congestion. In addition to that, to keep a check on industrial pollution, 1,432 industries have been examined in total, of which ten have been closed and another ten fined for using unapproved fuels. The report also mentioned that all the inspected industries had switched to Piped Natural Gas (PNG), where connectivity is available. As per CSE, industries have contributedA9.9-13.7 per cent of air in the national capital between October 24 and November 8 this year.

शिकागो विश्वविद्यालय के एनर्जी पॉलिसी इंस्टीट्यूट के नए शोध ने संकेत दिया है कि भारत की राजधानी के लोगों के बीच वायु प्रदूषण की जानकारी और इससे बचाव के लिए जागरूकता की कमी है. दिल्ली में घर के अंदर की हवा (इनडोर वायु प्रदूषण) का स्तर विश्व स्वास्थ्य संगठन (डब्ल्यूएचओ) के मानकों से 20 गुना अधिक है. शिकागो विश्वविद्यालय (ईपीआईसी इंडिया) में ऊर्जा नीति संस्थान के एक अध्ययन से पता चला है.अध्ययन में इस बात पर भी जोर दिया गया है कि पीएम 2.5 (2.5 माइक्रोमीटर से कम व्यास वाले कण) का स्तर निकटतम बाहरी सरकारी मॉनिटरों द्वारा बताए गए स्तरों से काफी अधिक था. बुधवार को जारी किए गए अध्ययन से यह भी पता चला है कि कम आय वाले घरों की तुलना में उच्च आय वाले घरों में एयर प्यूरीफायर रखने की संभावना 13 गुना अधिक थी, लेकिन इनडोर वायु प्रदूषण पर इसका प्रभाव केवल 10% के आसपास था. अध्ययन के प्रमुख लेखक केनेथ ली ने कहा, ‘अध्ययन में आगे प्रदूषण मॉनिटर (आमतौर पर एयर प्यूरीफायर के साथ) वाले घरों में इनडोर PM2.5 के स्तर में 8.6% की गिरावट देखी गई, और कहा कि ऐसे निवासियों द्वारा “सस्ती रक्षात्मक प्रथाओं और वेंटिलेशन व्यवहार में मामूली बदलाव” करने की संभावना थी. दिल्ली में मुख्य बात यह है कि चाहे कोई अमीर हो या गरीब, किसी को भी स्वच्छ हवा में सांस लेने को नहीं मिलता है.’ ‘यह एक जटिल दुष्चक्र है. जब आप अपने घरों के अंदर प्रदूषण के स्तर के बारे में नहीं जानते हैं, तो आप इसके बारे में चिंता नहीं करते हैं, और इसलिए आपके सुधारात्मक कार्रवाई करने की संभावना कम होती है. जागरूकता बढ़ने से ही स्वच्छ हवा की मांग को गति मिल सकती है. लोगों में है जागरूकता की कमी अध्ययन ने 2018 और 2020 के बीच अलग-अलग सामाजिक आर्थिक तबके के हजारों दिल्ली के घरों का सर्वेक्षण किया और पाया कि घर के अंदर पीएम2.5 का स्तर सुबह और शाम में बढ़ जाता है जब घरों में खाना पकाने की सबसे अधिक संभावना होती है.विशेषज्ञों ने कहा कि बाहरी प्रदूषण के हानिकारक प्रभावों के बारे में लोगों में जागरूकता बढ़ रही है, लेकिन लोग अभी भी इस बात से अनजान हैं कि उनके घरों, कार्यालयों और स्कूलों के अंदर की हवा भी अत्यधिक प्रदूषित कैसे हो सकती है. अध्ययन के मुताबिक, हमें लोगों में जागरूकता पैदा करने की जरूरत है. जबकि बाहरी प्रदूषण और यह आपके स्वास्थ्य के लिए कितना गंभीर हो सकता है, के बारे में बहुत सारे अध्ययन हैं. इनडोर प्रदूषण के स्तर और वे लोगों को कैसे प्रभावित कर सकते हैं, इसका आकलन करने के लिए अधिक अध्ययन की आवश्यकता है. कम से कम आप अपने आप को बाहर मास्क के साथ तैयार कर सकते हैं, लेकिन अपने घरों के अंदर, आप अपने गार्ड को छोड़ देते हैं, ”अनुमिता रॉयचौधरी, कार्यकारी निदेशक (अनुसंधान और वकालत), सेंटर फॉर साइंस एंड एनवायरनमेंट ने कहा.

क्लीन एयर प्रोग्राम लॉन्च किये जाने के करीब तीन साल बाद भी इसके तहत आने वाले शहरों में प्रदूषण का बुरा हाल है। नवंबर माह में लिये गये सीपीसीबी के आंकड़े बताते हैं कि दिल्ली, उत्तर प्रदेश और राजस्थान के कुल डेढ़ दर्जन शहरों में हानिकारक नाइट्रोजन डाइआक्साइड (एनओ2) का स्तर तय सुरक्षित मानकों से कहीं अधिक रहा। इन तीन राज्यों में कुल 22 जगह एनओ2 की मात्रा सुरक्षित मानक सीमा के दुगने से अधिक पाई गई। सल्फर और अमोनिया की तरह ही एनओ2 भी एक हानिकारक प्रदूषण है जो द्वितीयक प्रदूषक कणों पीएम 2.5 के बनने की कारण है। इसके कारण हानिकारक ओज़ोन का स्तर बढ़ता है। सर्दियों में एक बार फिर कई राज्यों में वायु प्रदूषण दमघोंटू स्तर पर है। पिछले दिनों दीवाली की आतिशबाज़ी, खेतों में पराली जलाने और उद्योगों के धुयें के साथ मौसमी कारकों से दिल्ली, पंजाब, राजस्थान और उत्तर प्रदेश में कई जगह एयर क्वॉलिटी इंडेक्स 400 से भी ऊपर रहा। बीते शुक्रवात को चीनी मिलों से हो रहे प्रदूषण पर सुनवाई के दौरान उत्तर प्रदेश सरकार ने सुप्रीम कोर्ट में यह तक कहा कि अधिकतर प्रदूषण पाकिस्तान से आ रही हवा से हो रहा है जिस पर कोर्ट को कहना पड़ा कि क्या पाकिस्तान के उद्योगों पर रोक लगा दें। यह हालात एक बार फिर वायु प्रदूषण की भयावहता को बता रहे हैं। इस बीच केंद्रीय प्रदूषण कंट्रोल बोर्ड यानी सीपीसीबी के आंकड़ों के अध्ययन से पता चलता है कि दिल्ली और उत्तर प्रदेश और राजस्थान के डेढ़ दर्जन शहरों में हानिकारक एनओ2 का स्तर तय सुरक्षित मानकों के दोगुने से अधिक है। इन तीन राज्यों में कम से कम 22 जगहों (मॉनीटरिंग स्टेशनों) पर एनओ2 सुरक्षित मानकों से दोगुना से अधिक पायी गयी। कोरोना महामारी के बढ़ते ग्राफ और नई लहर के संभावित खतरे को देखते हुये यह वायु प्रदूषण चिन्ता का विषय है। इसके बावजूद राजनीतिक रूप से महत्वपूर्ण उत्तर प्रदेश में आगामी विधानसभा से पहले यह कोई चुनावी मुद्दा बनता नहीं दिखता। क्यों खतरनाक हैं एनओ2 और नाइट्रोजन के अन्य ऑक्साइड? नाइट्रोजन के ऑक्साइड को नॉक्स भी कहा जाता है। यह बेहद हानिकारक प्रदूषक हैं। यह जीवाश्म ईंधन के जलने से निकलते हैं इसलिये वाहनों, बिजलीघरों और उद्योग-धन्धों को इनका स्रोत माना जाता है। कृषि क्षेत्र को भी एनओ2 का एक स्रोत माना जा रहा है। महत्वपूर्ण है कि जहां हवा में मौजूद प्राथमिक प्रदूषक पीएम-10 धूल के कण होते हैं जिन्हें रोकने के लिये मानव शरीर में प्राकृतिक कवच (जैसे नाक के बाल आदि) है वहीं पीएम 2.5 प्रदूषण के द्वितीयक कण होते हैं जिनके बनने में सल्फर के साथ नाइट्रोजन के आक्साइड और अमोनिया जैसे तत्व ज़िम्मेदार हैं। एनओ2 के साथ नाइट्रोजन के दूसरे ऑक्साइड (नॉक्स) हवा में मौजूद रासायनिक तत्वों के साथ मिलकर पार्टिकुलेट मैटर और ओज़ोन बनाते हैं। यानी पीएम 2.5 के स्तर को कम करने के लिये ज़रूरी है कि सल्फर के साथ–साथ नाइट्रोजन डाइ ऑक्साइड जैसे हानिकारक प्रदूषकों पर रोक लगायी जाये। पीएम 2.5, पीएम 10 की तुलना में आकार में छोटे होने के कारण आसानी से फेफड़ों में पहुंच जाते हैं और कई बीमारियों का कारण बनते हैं। इनमें सिरदर्द, अस्थमा, आंखों में जलन, ब्लड प्रेशर और हार्ट अटैक समेत कई बीमारियां शामिल हैं। चूंकि वाहनों से निकलने वाला धुंआं भी इसका स्रोत है इसलिये स्कूली बच्चों के अलावा बेघर लोगों और रेहड़ी-पटरी पर काम करने वालों के लिये एनओ2 का बढ़ना घातक है। क्या कहते हैं एनओ2 के आंकड़े? कार्बन कॉपी और रेसपाएरर लिविंग साइंस के संयुक्त प्रयास से चलने वाली वेबसाइट एनसीएपी ट्रैकर ने नेशनल क्लीन एयर प्रोग्राम (एनसीएपी) में शामिल शहरों में प्रदूषण की निरंतर मॉनीटरिंग के लिये लगे स्टेशनों के आंकड़ों का अध्ययन किया। सरकार ने जनवरी 2019 में एनसीएपी की घोषणा की जिसमें देश के करीब 100 शहरों को शामिल किया गया। इनमें साल 2024 तक हवा 20 से 30% तक (2017 के प्रदूषण को आधार मानते हुये) साफ करने का लक्ष्य रखा गया। एनसीएपी में आज कुल 131 शहर शामिल हैं। इस अध्ययन में किया गया आंकड़ों का विश्लेषण बताता है कि उत्तर भारत के तीन राज्यों उत्तर प्रदेश, दिल्ली और राजस्थान में एनओ2 का औसत स्तर केंद्रीय प्रदूषण नियंत्रण बोर्ड यानी सीपीसीबी की तय सीमा से कहीं अधिक है। सीपीसीबी के मानकों के हिसाब से हवा में एनओ2 सालाना औसत स्तर 40 माइक्रोग्राम प्रति घन मीटर से अधिक नहीं होना चाहिये जबकि विश्व स्वास्थ्य संगठन के हिसाब से यह सीमा 10 माइक्रोग्राम है। लेकिन सीपीसीबी के नवंबर के आंकड़ों के हिसाब से दिल्ली में एनओ2 का औसत स्तर 66 रहा यानी सुरक्षित मानकों से डेढ़ गुना से भी ज़्यादा। महत्वपूर्ण है कि अक्टूबर माह में इन्हीं शहरों में एनओ2 सुरक्षित मानकों में था। दिल्ली और एनसीआर के प्रदूषण में उछाल राजधानी के सभी 40 मॉनीटरिंग स्टेशनों से मिले नवंबर के आंकड़े बताते हैं कि आनन्द विहार में एनओ2 का स्तर 131 माइक्रोग्राम और डॉ करनी सिंह शूटिंग रेन्ज में 133 माइक्रोग्राम प्रति घन मीटर रहा। इसके अलावा दिल्ली में कम से कम 6 और जगह ऐसी रहीं जहां यह आंकड़ा 100 के ऊपर पाया गया। इनमें ओखला फेज-2 (110), पूर्वी अर्जुन नगर (125), इंदिरा गांधी एयरपोर्ट (111), दिलशाद गार्डन (105), जवाहरलाल नेहरू (109) और नेहरू नगर (108) शामिल हैं। उधर दिल्ली से सटे गाज़ियाबाद, नोयडा और ग्रेटर नोयडा तीनों ही रेड ज़ोन में थे। जहां गाज़ियाबाद में एनओ2 का स्तर 70 माइक्रोग्राम प्रति घन मीटर मापा गया वहीं नोयडा में यह 57 और ग्रेटर नोयडा में 65 रहा। गाज़ियाबाद और नोयडा में मिलाकर कुल आठ जगह निरंतर मॉनीटरिंग स्टेशन हैं इनमें से केवल लोनी में एनओ2 सुरक्षित सीमा में मापा गया। वायु प्रदूषण विशेषज्ञ और दिल्ली स्थित सेंटर फॉर साइंस एंड इन्वायरेंन्मेंट में रिसर्च और सलाह की कार्यकारी निदेशक अनुमिता रॉयचौधरी कहती हैं, “जब हम सीपीसीबी के इस साल सर्दियों की शुरुआत के आंकड़ों को देखते हैं तो सिर्फ पार्टिकुलेट मैटर ही नहीं बढ़ा है बल्कि हानिकारक गैसों खासकर नाइट्रोजन डाइ ऑक्साइड में बड़ा उछाल आया है। यह बात बड़ी आसानी से समझी जा सकती है कि जाड़ों में मौसमी कारकों की वजह से – जब ठंड हो और हवा न चल रही हो – तो हवा में पार्टिकुलेट मैटर ही नहीं फंसे रह जाते बल्कि अलग अलग स्रोतों से आने वाली गैसों की मात्रा भी हवा में बढ़ जाती है। रॉयचौधरी याद दिलाती हैं कि कैसे दीपावली की आतिशबाज़ी और खेतों में पराली के कारण दिल्ली-एनसीआर में प्रदूषण का ग्राफ नवंबर में उछल गया। उनका कहना है, “जब हवा में इन महीन कणों और हानिकारक गैसों का मिश्रण हो तो वह स्वास्थ्य के लिये कहीं अधिक खतरनाक हो जाती है। विशेष रूप से नाइट्रोजन डाइ ऑक्साइड को लेकर मैं कहूंगी कि यह ज़्यादातर वाहनों या उद्योगों से आती है और हमें यह पता चलता है पूरे गंगा के मैदानी इलाके में मोटरीकरण (और औद्योगिकीकरण) का कितना खतरनाक प्रभाव हुआ है। नाइट्रोजन डाइ ऑक्साइड के कारण हमारे श्वसन तंत्र पर बहुत ख़राब प्रभाव पड़ता है क्योंकि यह पार्टिकुलेट मैटर को बढ़ाने के साथ एक अन्य खतरनाक गैस ओज़ोन को बनाती है। इस साल सर्दियों में हम देख रहे हैं कि ओजोन का स्तर भी बढ़ा है।” क्या है उत्तर प्रदेश के बड़े शहरों का हाल? उत्तर प्रदेश की राजधानी लखनऊ में एनओ2 का औसत स्तर 58 माइक्रोग्राम प्रति घन मीटर है। यहां तालकटोरा इंडस्ट्रियल सेंटर में यह स्तर 78 और सेंट्रल स्कूल इलाके में 109 मापा गया। उधर कानपुर के नेहरू नगर इलाके में एनओ2 का स्तर 131 माइक्रोग्राम दर्ज किया गया जबकि किदवई नगर और कल्याणपुर के स्टेशन में यह मात्रा 34 और 22 मापी गई जिस कारण औसत स्तर 62 माइक्रोग्राम रहा। उधर मेरठ (59), मुज़फ्फरनगर(52), बागपत(60), बुलंदशहर (59) और फिरोज़ाबाद (47) में भी नवंबर में एनओ2 का औसत स्तर सीपीसीबी की तय सुरक्षित सीमा से अधिक रहा। इन आंकड़ों की रिसर्च और विश्लेषण कर रही टीम के सदस्य और रेस्पाइरर लिविंग साइंसेज के प्रमुख रौनक सुतारिया कहते हैं, “पीएम 2.5 को कम करने के लिये यह ज़रूरी है कि हम एनओ2 पर नियंत्रण करें क्योंकि यह पीएम 2.5 तो सेकेंडरी पार्टिकल हैं और असल में एनओ2 जैसी गैसें ही पीएम 2.5 का प्रीकर्सर (जन्मदाता) है। हवा में एनओ2 की इतनी अधिक उपस्थिति अच्छा संकेत नहीं है और स्वास्थ्य के लिये बहुत खतरनाक है।” आश्चर्यजनक रूप से उत्तर प्रदेश के गोरखपुर में लगे मॉनीटर में एनओ2 का स्तर 1 पाया गया है जो बाकी मॉनीटरों के आंकड़ों को देखते हुये अव्यवहारिक लगता है। सुतारिया कहते हैं, “गोरखपुर के मॉनीटर से जो डाटा मिला है वह इतना कम है कि वास्तविक ही नहीं लगता। इससे यह संकेत मिलता है कि मॉनीटर ठीक से काम नहीं कर रहा और इसकी जांच होनी चाहिये। इसे दुरुस्त किये जाने की ज़रूरत है।” राजस्थान के शहरों में भी बेलगाम प्रदूषण राजस्थान के जिन आठ शहरों में निरंतर निगरानी के मॉनीटर लगे हैं उनमें से पांच में नवंबर में एनओ2 का स्तर सुरक्षित सीमा (40 माइक्रोग्राम प्रति घन मीटर) से अधिक पाया गया। जयपुर में यह 70 माइक्रोग्राम और जोधपुर में 72 दर्ज किया गया। राजस्थान में प्रदूषण एक बड़ी समस्या है और साल 2017 में प्रति लाख आबादी में वायु प्रदूषण से होने वाली मौतों के मामले में राज्य नंबर वन रहा। राज्य में स्टोन क्रशर्स और कारखानों का बेलगाम प्रदूषण एक चिन्ता का विषय रहा है। महत्वपूर्ण यह भी है कि तीनों ही राज्यों में इक्का-दुक्का शहरों को छोड़कर सभी जगह अक्टूबर में एनओ2 स्तर सुरक्षित सीमा में था। सरकार ने संसद में दिया भरोसा वन, पर्यावरण और जलवायु परिवर्तन मंत्री भूपेन्द्र यादव ने गुरुवार को संसद में कहा कि सरकार 132 शहरों में हवा की क्वॉलिटी पर नज़र रखने के लिये मॉनीटरिंग स्टेशन लगाये हैं और शहरों की ज़रूरतों के हिसाब से नेशनल क्लीन एयर प्रोग्राम चलाया जा रहा है। उन्होंने कहा कि मॉनीटरिंग नेटवर्क बढ़ाने से लेकर कचरा प्रबंधन की सुविधायें देने और ग्रीन बफर बनाने के लिये 355.44 करोड़ रुपये खर्च किये गये हैं। इसके अलावा पांचवें वित्त आयोग की सिफारिशों के तहत 2020-21 में 42 शहरों के लिये 4,400 करोड़ रुपया दिया गया और साल 2021-26 के बीच एयर क्वॉलिटी सुधारने के लिये 12,139 करोड़ दिया जा रहा है। अनुमिता रॉयचौधरी के मुताबिक, “यह अच्छी बात हुई है कि पहली बार वायु प्रदूषण से निपटने के लिये अलग से फंड रखे गये हैं और दस लाख से अधिक आबादी वाले 40 से अधिक शहरों को केवल प्रदूषण से लड़ने के लिये यह पैसा दिया गया है। शर्त यह है कि ये पैसा इन शहरों की काम और प्रदूषण से लड़ने में उनके प्रोग्राम की कामयाबी के आधार पर दिया जायेगा। उन्हें अगले 5 साल तक हर साल प्रदूषण को 5% कम करना है लेकिन फिर भी मैं कहूंगी कि इस बात पर माइक्रो लेवल पर नज़र रखनी होगी। अब दिल्ली-एनसीआर क्षेत्र को देखिया जहां हम इतनी बड़ी समस्या देख रहे हैं लेकिन यहां पैसा केवल गाज़ियाबाद और फरीदाबाद में काम के लिये ही दिया गया है यानी प्रदूषण से लड़ने के लिये कोई रीज़नल एप्रोच नहीं है क्योंकि प्रदूषण तो पूरे रीज़न में फैलेगा।” पारदर्शिता की कमी, उत्तर प्रदेश में ऑनलाइन पोर्टल तक नहीं! साल 2019 में अमेरिकी अंतरिक्ष एजेंसी नासा के आंकड़ों और तस्वीरों से पता चला कि भारत हानिकारक सल्फर डाइ ऑक्साइड के उत्सर्जन में चीन और अमेरिका को पीछे छोड़कर नंबर वन हो गया है। इसके बावजूद एक बार फिर यह बात सामने आई है कि दिल्ली-एनसीआर इलाके के बिजलीघर और उद्योग अपने प्रदूषण उत्सर्जन पर रोक लगाना तो दूर उसकी कोई प्रभावी मॉनिटरिंग तक नहीं कर रहे हैं। दिल्ली स्थित गैर लाभकारी संस्था सीएसई ने अपनी रिपोर्ट में कहा है कि सुप्रीम कोर्ट के निर्देशों के बावजूद दिल्ली-एनसीआर के बिजलीघर और उद्योग प्रदूषण पर निरन्तर मॉनटरिंग प्रणाली (सीईएमएस) से प्रदूषण के आंकड़े रियल टाइम और ऑन लाइन नहीं दिखा रहे। रिपोर्ट कहती है कि दिल्ली से सटे उत्तर प्रदेश के पास सीईएमएस के आंकड़े ऑनलाइन दिखाने के लिये कोई पोर्टल तक नहीं है। एक और महत्वपूर्ण बात ये कि उत्तर प्रदेश उन राज्यों में है जहां उत्तराखंड, पंजाब और मणिपुर के साथ अगले साल विधानसभा चुनाव होने हैं। उत्तर प्रदेश के इन चुनावों को 2024 में होने वाले लोकसभा चुनाव से पहले सेमीफाइनल कहा जा रहा है लेकिन इतने महत्वपूर्ण इलेक्शन में हवा में घुला ज़हर कोई चुनावी मुद्दा नहीं है।

Can the ban on construction really improve Delhi’s air quality?

As Delhi’s air quality continues to oscillate between poor and severe this winter, the Delhi government imposed a ban on construction from November 15th. The Supreme Court too stepped in to reinforce the ban. In a move to alleviate the problems faced by about six lakh suddenly unemployed construction workers registered with the Delhi Government, the government launched the ‘Shramik Mitra‘ scheme for them. Under the scheme, 800 ‘Shramik Mitras’ will reach out to construction workers, and spread awareness on various government schemes available to them. These Shramik Mitras will work as District, Ward and Vidhan Sabha level coordinators and go door-to-door as part of the awareness-building drive. They will also help workers in applying and availing the benefits of government schemes. Chief Minister Arvind Kejriwal also announced financial aid for construction workers who have been affected by the ban on construction and demolition activities due to pollution, like increasing the dearness allowance for unskilled and semi-skilled workers. In a statement, Delhi Government said the monthly salary of unskilled workers has been increased from Rs 15,908 to Rs 16,064, that of semiskilled workers from Rs 17,537 to Rs 17,693 and of skilled workers from Rs 19,291 to Rs 19,473. Financial aid Meanwhile, a Delhi government communication said that financial assistance worth Rs 5000 each was deposited on November 27th in the account of 2.95 lakh construction workers. Those left out are likely to receive the amount over the next few days. The estimated number of construction workers in Delhi is around 10 lakh. Nearly seven lakh workers are either already registered or in the process of getting themselves registered. Currently, more than 80% of construction labour are “permanent residents of Delhi”, though most of them originally belonged to U.P, Haryana, MP, Chhattisgarh, Bihar and Jharkhand. Though the construction sector is of vital importance to the Indian economy contributing 7.7% to the country’s GDP, with a total turnover of Rs 10,640.68 billion in 2015-16, it was the segment most affected by the lockdowns and now due to the capital’s severe pollution crisis. The brick kiln menace and other threats In a survey by Purpose, the Mahila Housing Trust Delhi and CMSR, respondents said that the main reasons for air pollution were vehicular traffic (65%), industrial activities (47%), poor waste management and waste burning (35%). Only 21% hold construction responsible for poor air quality. According to Anumita Roychowdhury, Executive Director, Research and Advocacy, CSE, Delhi has set up more processing capacity of construction and demolition waste than what it generates. A Delhi Pollution Control Report says, the total waste generation is 3,711.64 tonnes per day against the processing capacity of 4,150 tonnes per day. But, at the ground level, due to inefficient collection, the entire waste does not reach the processing plants. This also requires a mandate for all construction agencies to utilize the recycled aggregate and material (like the way the new Supreme Court building was done), Anumita said. In a move to check pollution due to construction activities which resumed after a break of almost two years, the Delhi government has recommended fresh guidelines to check pollution caused by dust by installing three real-time monitors and CCTV cameras at every construction site larger than 20,000 square metres. On the outskirts of NCR are roughly 360 brick kilns, mostly in the Jhajjar, Faridabad and Ghaziabad regions, whose peak business months are December to June. Emissions from these kilns rise during the winter months, as in summer and spring, the winds are relatively faster, and gases do not stay suspended in one place. Fine dust from construction activities is a significant contributor to the poisonous mixture referred to as ‘smog,” said a paper on “Air Pollution in Delhi – Filling the policy gaps,” by Arpan Chatterji of Observer Research Foundation (ORF). Government and local municipal corporations have not adequately ensured compliance of the construction industry with environmental regulations such as covering up debris and waste management. Compounding the problem is the fact that infrastructure projects do not bother to publish timelines, rendering their construction teams without any accountability. During evaluations of construction workplaces, investigators with the National Institute for Occupational Safety and Health (NIOSH) identified issues that could affect indoor environmental quality (IEQ) too. It was found that during construction, renovation, demolition, or repair projects, workers and residents can be exposed to dust, gases, organic vapors, microbiological contaminants and mold. Government measures Meanwhile, the Delhi Government recommendations said the data reflected from ‘real-time particulate monitor’ will be directly sent to the Delhi Pollution Control Committee (DPCC), which will then alert the project developers if pollutant concentration crosses the defined level. The DPCC has maintained that it will issue an order to halt work at the site if no remedial action is taken within 24 hours of the first warning. The guidelines also state that the pollution control body will revoke the environmental clearance granted to the project if any tampering of devices or information is identified. “It is clear that lot of attention is being paid by Delhi Government to dust and particulate from demolition and construction,” said Anumita Roychowdhury. “Recycling of waste is also happening, better than in other cities”. “However, one distortion is that the GST levied on recycled material is higher than the virgin material and this issue needs to be addressed.” What the rules say According to Delhi government regulations, if the hourly average value of PM2.5 and PM10 at a construction site is greater than the level at the nearest Continuous Ambient Air Quality Monitoring Stations (CAAQMS), a computerized warning will be sent out to the project proponent to recognize the origin and take corrective measures within a period of three hours. Sarath K. Guttikunda and Rahul Goel inferred from their study “Health impacts of particulate pollution in a megacity —Delhi,” that around 10,750 tonne of construction waste is generated in Delhi every year. Even after the construction phase, these buildings have the potential to be major contributors of GHG (Green House Gas) emissions. Greater use of green building technologies and the application of green infrastructure and materials during construction could tackle this issue to a large extent, thereby preserving biodiversity and maintaining cleaner air quality. The government recently launched an online portal to self-audit and manage Construction & Demolition (C&D) waste, said Delhi environment minister Gopal Rai. The state government issued a public notice making it mandatory for private and government contractors to comply with the 14 norms laid out for construction sites to control dust emissions. The norms include covering construction materials, installing anti-smog guns and dust/wind breaking walls. “Under the campaign, 31 teams have been formed to carry out inspections for any violation of norms,” said Rai. “Of these, 17 constitute the Delhi Pollution Control Committee (DPCC) while 14 are of green marshals from the Green War Room”. “Our inspection teams are trained to identify violations and report them on Green Delhi app for registering pollution-related complaints”. As per the National Green Tribunal (NGT) guidelines, a fine between Rs 10,000 to Rs five lakh could be imposed for violation of rules depending on the size of construction sites. “Through the portal, all construction agencies will have to comply with the checklist and conduct self-audits on it. The website will be linked with the DPCC war room and help to curb dust pollution,” added Rai. Curbing dust pollution Some real estate developers proactively installed anti-smog guns and cameras to provide a live feed to the local administration for monitoring their under construction projects. Realtors are investing Rs 10 lakh to Rs 30 lakh per project to reduce pollution and avoid fines. “The dust suppression system uses high-pressure water fogging with turbo air-flow, which further creates very fine water droplets (10-30 microns in size),”said Amarjit Bakshi, CMD, Central Park. “They are expected to reduce pollution in the atmosphere by approximately 80% for a certain period of time.” Confederation of Real Estate Developers Association of India (CREDAI) had sent an advisory to install anti-smog guns to all its members at their under construction project sites and maximum members have installed the gun. “As a precautionary measure, we are putting PTZ cameras and smog guns at sites beside regular water sprinkling,” said Santosh Agarwal, CFO, Alpha Corp. “Water sprinkling too will help in reducing dust to a major extent.” With no construction activity during the majority of last year, first due to pollution ban and then due to lockdown, developers are facing consistent delays in delivering projects. What if the ban continues? “The agencies should not leave the open construction sites unattended in places such as Ashram underpass or Central Vista project,” said Dr S Velmurugan, chief scientist, Central Road Research Institute (CRRI). “A section of labourers should be used to sprinkle water at the sites and in implementing anti-dust measures”. If the government decides to further extend the ban, it may consider exempting a few projects that will prove critical in decongesting major stretches, albeit with stringent dust control measures, Dr Velmurugan added. दिल्ली प्रदूषण: अब प्रदूषण से मिलेगी राहत! 15 साल से ज्यादा पुराने 1754 वाहनों को किया गया जब्त

डिजिटल डेस्क, नई दिल्ली। वाहनों से होने वाले प्रदूषण पर लगाम लगाने के लिए दिल्ली सरकार ने दस साल से अधिक पुरानी डीजल कारों या 15 साल से अधिक पुरानी पेट्रोल कारों सहित 1,754 वाहनों को जब्त कर लिया है। इससे संबंधित आंकड़े को पर्यावरण और वन विभाग द्वारा तैयार की गई एक संकलित कार्रवाई रिपोर्ट (एटीआर) में साझा किया गया था, जिसमें 17 नवंबर से 6 दिसंबर तक का आंकड़ा दिखाया गया था। इसी अवधि के दौरान 749 वाहन मालिकों पर जुर्माना लगाया गया है और 1,417 लोगों पर मुकदमा चलाया गया है। 2015 में नेशनल ग्रीन ट्रिब्यूनल (एनजीटी) और 2018 में सुप्रीम कोर्ट के अनुसार, 10 साल से अधिक पुराना कोई भी पंजीकृत डीजल वाहन और 15 साल से अधिक पुराना पेट्रोल वाहन राष्ट्रीय राजधानी क्षेत्र में चल नहीं कर सकता है। हालांकि, 10 साल से अधिक पुराने डीजल वाहनों के मालिकों को एक बड़ी राहत देते हुए, दिल्ली के परिवहन मंत्री कैलाश गहलोत ने 18 नवंबर को घोषणा की है कि एक बार इलेक्ट्रिक किट के साथ एक वाहन को रेट्रोफिट करने के बाद, यह राष्ट्रीय राजधानी की सड़कों पर 10 वर्षों से ज्यादा चल सकता है। इस बीच, 7,79,304 स्पष्ट रूप से प्रदूषण करने वाले वाहनों और बिना प्रदूषण नियंत्रण प्रमाणपत्र (पीयूसीसी) के वाहनों का भी इसी समय सीमा के दौरान निरीक्षण किया गया है। इनमें से 21,449 का चालान किया गया है, 7,168 को जब्त किया गया है और 21,679 वाहन मालिकों पर मुकदमा चलाया गया है। सेंटर फॉर साइंस एंड एनवायरनमेंट (सीएसई) के अनुसार, प्रदूषण के स्थानीय स्रोतों के मामले में वाहनों से होने वाला उत्सर्जन दिल्ली के पीएम 2.5 स्तरों में सबसे अधिक योगदान देता है। यातायात के आवाजाही को ठीक करने और भीड़भाड़ से बचने के लिए कुल 27,038 चौराहों, व्यस्त बाजार क्षेत्रों, अनधिकृत पाकिर्ंग स्थल आदि की निगरानी की गई है। इसके अलावा, औद्योगिक प्रदूषण पर नियंत्रण रखने के लिए, कुल 1,432 उद्योगों की जांच की गई है, जिनमें से 10 को बंद कर दिया गया है। अन्य 10 को गैर-अनुमोदित ईंधन का उपयोग करने के लिए जुर्माना लगाया गया है। रिपोर्ट में यह भी उल्लेख किया गया है कि सभी निरीक्षण किए गए उद्योग पाइप्ड नेचुरल गैस (पीएनजी) पर स्विच कर चुके हैं, जहां कनेक्टिविटी उपलब्ध है। सीएसई के अनुसार, इस साल 24 अक्टूबर से 8 नवंबर के बीच उद्योगों ने राष्ट्रीय राजधानी में हवा में 9.9-13.7 प्रतिशत का योगदान दिया है।
