Chief minister Rekha Gupta on Sunday said it was essential to reduce dependence on private vehicles and control vehicular emissions in order to tackle air pollution in Delhi. Stating that the National Capital Region (NCR) required a robust public transport system with last-mile connectivity, Gupta said her government was working towards a reliable, extensive and convenient public transport network. “The data from the Centre for Science and Environment (CSE) and other government and research-based institutions indicate that vehicular emissions are a major contributor to environmental degradation and pollution in Delhi-NCR. Strengthening public transport, therefore, is essential to reduce dependence on private vehicles and to address the pollution crisis effectively. The Delhi government has made substantial budgetary provisions for public transport, particularly for the expansion of the Delhi Metro (DMRC),” the chief minister added. In a statement issued on Sunday, Gupta said that an allocation of ₹9,110 crore has been made in the 2025–26 budget for the capital’s public transport system, up from the ₹5,702 crore earmarked in 2024–25.
The Delhi Government, in an effort to combat air pollution in the Capital, is focusing on strengthening the public transport system and has allocated 60 per cent additional funds in the current budget for the endeavor, with special focus on expansion of the Delhi Metro. Making this assertion on Sunday, Chief Minister Rekha Gupta informed that an allocation of Rs 9,110 crore has been made in the 2025–26 Budget, compared to Rs 5,702 crore in 2024–25, an increase of nearly 60 per cent. This enhanced allocation reflects the Government’s strong commitment to the Delhi Metro, often regarded as the lifeline of the Capital. While the previous Government had allocated around Rs 500 crore for Metro projects last year, the current Government has earmarked Rs 2,929 crore for Metro expansion in 2025–26. She said effective control of pollution in the national Capital and the NCR requires a robust public transport system with seamless last-mile connectivity. She stated that the Transport Department has been allocated 60 per cent additional funds in the current budget to strengthen public transportation. Adequate provisions have also been made for the expansion of the Delhi Metro to ensure that ongoing projects proceed without hindrance. The Chief Minister added that the Delhi Government is also clearing pending liabilities related to Metro projects that were left unpaid by previous Governments. The Chief Minister noted that neglect of public transport expansion by previous Governments had contributed significantly to the current pollution challenges faced by Delhi-NCR. According to the Chief Minister, data from the Centre for Science and Environment (CSE) and other Government and research-based institutions indicate that vehicular emissions are a major contributor to environmental degradation and pollution in Delhi-NCR. Strengthening public transport, therefore, is essential to reduce dependence on private vehicles and to address the pollution crisis effectively. She said in line with Prime Minister Narendra Modi’s vision of ‘Net Zero Emission’ and modern, sustainable transport, the Delhi Government has made substantial budgetary provisions for public transport, particularly for the expansion of the Delhi Metro (DMRC). Rekha Gupta said the Delhi Government’s Cabinet has approved three major corridors under MRTS Phase-IV- Lajpat Nagar to Saket, Inderlok to Indraprastha, and Rithala to Kundli (Haryana), paving the way for enhanced connectivity within Delhi and improved travel options for commuters across Delhi-NCR. For this project, the Delhi Government is bearing a financial responsibility of Rs 3,386.18 crore. An amount of Rs 940 crore has already been released in the current financial year, while the next instalment of Rs 336 crore is in process. Additionally, pending liabilities of nearly Rs 2,700 crore related to Phases I, II and III are also being cleared. Emphasising the need for a shift from private vehicles to public transport, the Chief Minister said lasting solutions to pollution are possible only when citizens are provided with a reliable, extensive and convenient public transport network. She added that active representation of the Delhi Government on the DMRC Board is ensuring better coordination, timely funding and faster implementation of projects. Reiterating the Government’s long-term vision, she said the Delhi Government is working in mission mode to realise the Prime Minister Modi’s dream of a ‘Zero Emission’ transport system. Efficient utilisation of funds received under the Central Government’s Special Assistance Scheme is being ensured to complete Phase-IV of the Metro expansion within the stipulated timelines. Rekha Gupta concluded by stating that the Government’s priority is not merely the construction of roads, but the development of an eco-friendly, sustainable transport system that can ensure cleaner air and a healthier future for the coming generations.
दिल्ली सरकार का स्पष्ट मानना है कि देश की राजधानी व एनसीआर के प्रदूषण को प्रभावी रूप नियंत्रित करने के लिए सार्वजनक परिवहन व्यवस्था विशेषकर दिल्ली मेट्रो के नेटवर्क को मजबूत व लास्ट कनेक्टिविटी तक पहुंचाना आवश्यक है। मुख्यमंत्री श्रीमती रेखा गुप्ता का कहना है कि हमारी सरकार ने परिवहन विभाग को सुदृढ़ करने के लिए वर्तमान बजट में 60 प्रतिशत अधिक राशि का प्रावधान किया है। इस बजट में दिल्ली मेट्रो के विस्तार के लिए भी समुचित धनराशि रखी गई है, ताकि उसकी वर्तमान परियोजनाओं में किसी प्रकार की बाधा न आए। मुख्यमंत्री ने यह भी जानकारी दी कि दिल्ली सरकार दिल्ली मेट्रो की पुरानी देनदारियों को भी अदा कर रही है, जिसे पूर्व सरकारों ने अदा नहीं किया था। उन्होंने कहा कि अगर दिल्ली की पूर्व सरकारों ने राजधानी के परिवहन व्यवस्था को लेकर गंभीरता दिखाई होती तो आज दिल्ली को गंभीर प्रदूषण का सामना नहीं करना पड़ता। प्रदूषण नियंत्रण के लिए वाहनों का उत्सर्जन रोकना आवश्यक ः मुख्यमंत्री रेखा गुप्ता ने कहा कि सेंटर फॉर साइंस एंड एन्वायरमेंट (सीएसई) व अन्य सरकारी और शोध-आधारित स्रोतों के अनुसार दिल्ली-एनसीआर का पर्यावरण बिगाडने और प्रदूषण को गंभीर बनाने में वाहनों से निकला उत्सर्जन प्रमुख भूमिका निभा रहा है। इस प्रदूषण को रोकने के लिए सार्वजनक परिवहन सिस्टम को मजबूत किया जाना बेहद आवश्यक है। उन्होंने कहा कि राजधानी दिल्ली प्रदूषण संकट और सड़कों पर वाहनों के बढ़ते दबाव को कम करने के लिए निर्णायक कदम उठा रही है। प्रधानमंत्री श्री नरेंद्र मोदी जी के 'नेट जीरो एमिशन' और आधुनिक परिवहन के विजन को धरातल पर लाने के लिए दिल्ली सरकार ने सार्वजनिक परिवहन व्यवस्था, विशेषकर दिल्ली मेट्रो (डीएमआरसी) के विस्तार के लिए बजट की पर्याप्त व्यवस्था की है। परिवहन विभाग के बजट में की ऐतिहासिक बढ़ोतरी ः मुख्यमंत्री ने बताया कि दिल्ली सरकार ने वर्ष 2025-26 के बजट में सार्वजनिक परिवहन क्षेत्र का विस्तार व मजबूती देने के लिए समुचित व्यवस्था की है। हमारी सरकार ने वर्तमान बजट में परिवहन विभाग को सुदृढ़ करने के लिए 9,110 करोड़ रुपये का प्रावधान किया है। यह बजट पिछली सरकार द्वारा वर्ष 2024-25 में आवंटित 5,702 करोड़ रुपये की तुलना में लगभग 60 प्रतिशत अधिक है। यह वृद्धि केवल आंकड़ों तक सीमित नहीं है, बल्कि दिल्ली की लाइफलाइन कही जाने वाली 'दिल्ली मेट्रो' के प्रति सरकार की गंभीरता को भी दर्शाती है। उन्होंने बताया कि जहां पूर्ववर्ती सरकार ने पिछले वर्ष मेट्रो के लिए महज 500 करोड़ रुपये के आसपास की राशि का प्रावधान किया था, वहीं हमारी सरकार ने वर्ष 2025-26 के बजट में मेट्रो परियोजनाओं के लिए 2,929 करोड़ रुपये का भारी-भरकम आवंटन किया है। मेट्रो की पुरानी देनदारी भी चुका रही है सरकार ः मुख्यमंत्री रेखा गुप्ता ने यह भी बताया कि उनकी सरकार की कैबिनेट ने एमआरटीएस (मास रैपिड ट्रांजिट सिस्टम) फेज-न्न् के तीन प्रमुख कॉरिडोर को मंजूरी देकर इसके विस्तार का मार्ग प्रशस्त किया है। इन कॉरिडोर में लाजपत नगर से साकेत, इंद्रलोक से इंद्रप्रस्थ और रिठाला से कुंडली (हरियाणा) शामिल है। इस विस्तार से न केवल दिल्ली के भीतर कनेक्टिविटी बेहतर होगी, बल्कि दिल्ली-एनसीआर के बीच यात्रियों को एक सुलभ विकल्प मिलेगा। इस परियोजना के लिए दिल्ली सरकार 3,386.18 करोड़ रुपये का वित्तीय भार स्वयं वहन कर रही है। दिल्ली सरकार ने फंड की उपलब्धता सुनिश्चित करते हुए चालू वित्त वर्ष में 940 करोड़ रुपये की राशि पहले ही वितरित कर दी है, जबकि 336 करोड़ रुपये की अगली किस्त प्रािढया में है। इसके अतिरिक्त, सरकार पिछली देनदारियों (फेज-घ्, घ्घ्, घ्घ्घ्) के करीब 2,700 करोड़ रुपये का भी निपटान कर रही है। सार्वजनिक परिवहन व्यवस्था पर पिछली सरकारों की अनदेखी ः मुख्यमंत्री रेखा गुप्ता का स्पष्ट मानना है कि जब तक लोग निजी वाहनों को छोड़कर सार्वजनिक परिवहन की ओर रुख नहीं करेंगे, तब तक प्रदूषण की समस्या का स्थाई समाधान संभव नहीं है। हमारी सरकार का संकल्प है कि मेट्रो नेटवर्क को इतना सुदृढ़ और व्यापक बना दिया जाए कि अंतिम छोर तक लोगों को निजी वाहन निकालने की आवश्यकता ही न पड़े। इसी प्रतिबद्धता के अंर्तगत हमारी सरकार दिल्ली मेट्रो को पर्याप्त बजट उपलब्ध करा रही है, साथ ही पुरानी देनदारियों का भी भुगतान कर रही है। उन्होंने यह भी बताया कि डीएमआरसी बोर्ड में दिल्ली सरकार का सािढय प्रतिनिधित्व अब बेहतर समन्वय, त्वरित फंडिंग और परियोजनाओं के समय पर कार्यान्वयन को सुनिश्चित कर रहा है। मुख्यमंत्री ने कहा कि दिल्ली की पिछली सरकारों ने अगर सार्वजनिक परिवहन व्यवस्था को सुदृढ़ व उसका विस्तार करने के लिए गंभीरता दिखाई होती तो आज दिल्ली-एनसीआर में प्रदूषण की समस्या इतनी गंभीर न होती और आम जन को स्वास्थ्य व अन्य समस्याओ का सामना नहीं करना पड़ता। प्रधानमंत्री जी के जीरो उत्सर्जन विजन को साकार कर रही है सरकार ः मुख्यमंत्री ने कहा कि परिवहन व्यवस्था को 'जीरो उत्सर्जन' बनाने का जो सपना प्रधानमंत्री श्री नरेंद्र मोदी जी ने देश के लिए देखा है, दिल्ली सरकार उसे मिशन मोड में अपना रही है। प्रधानमंत्री मोदी अक्सर आधुनिक बुनियादी ढांचे और पर्यावरण के अनुकूल विकास पर जोर देते रहे हैं। दिल्ली की वर्तमान सरकार केंद्र सरकार की विशेष सहायता योजना के तहत प्राप्त आवंटन का कुशलतापूर्वक उपयोग कर रही है, ताकि मेट्रो के फेज-न्न् विस्तार को समय सीमा के भीतर पूरा किया जा सके। मुख्यमंत्री के अनुसार दिल्ली सरकार की प्राथमिकता केवल सड़कें बनाना नहीं, बल्कि एक ऐसी इको-फ्रेंडली परिवहन प्रणाली विकसित करना है जो, आने वाली पीढ़ियों को स्वच्छ हवा दे सके।

दिल्ली सरकार ने राजधानी और NCR में बढ़ते प्रदूषण के स्तर से निपटने की अपनी रणनीति के तहत मेट्रो नेटवर्क के विस्तार पर अपना ध्यान बढ़ाया है। गाड़ियों से होने वाले प्रदूषण को कम करने में पब्लिक ट्रांसपोर्ट की भूमिका पर ज़ोर देते हुए, मुख्यमंत्री रेखा गुप्ता ने कहा, “हमारी सरकार ने ट्रांसपोर्ट डिपार्टमेंट को मज़बूत करने के लिए मौजूदा बजट में 60 प्रतिशत ज़्यादा फंड का प्रावधान किया है।” उन्होंने कहा कि सरकार मेट्रो प्रोजेक्ट्स के लिए पर्याप्त फंडिंग सुनिश्चित कर रही है और पिछली सरकारों द्वारा छोड़े गए बकाया बिलों का भी भुगतान कर रही है, और कहा, “अगर पिछली सरकारों ने राजधानी के ट्रांसपोर्ट सिस्टम के प्रति गंभीरता दिखाई होती, तो आज दिल्ली को इतने गंभीर प्रदूषण का सामना नहीं करना पड़ता।” सेंटर फॉर साइंस एंड एनवायरनमेंट (CSE) और अन्य रिसर्च संस्थानों के अध्ययनों का हवाला देते हुए, CM ने हवा की क्वालिटी पर गाड़ियों के असर पर ज़ोर दिया, और कहा, “सेंटर फॉर साइंस एंड एनवायरनमेंट (CSE) और अन्य सरकारी और रिसर्च-आधारित सोर्स के अनुसार, गाड़ियों से निकलने वाला धुआँ पर्यावरण को खराब करने और दिल्ली-NCR में प्रदूषण को बढ़ाने में एक बड़ी भूमिका निभाता है।” उन्होंने आगे कहा, “इस प्रदूषण को रोकने के लिए, पब्लिक ट्रांसपोर्ट सिस्टम को मज़बूत करना बहुत ज़रूरी है।”
दिल्ली में प्रदूषण की समस्या को एक क्षेत्र विशेष की समस्या मानकर इससे नहीं निपटा जा सकता है। हमें यह समझना होगा कि पूरे उत्तर भारत में प्रदूषण की गंभीर स्थिति एक खास भौगोलिक स्थिति के कारण है। यह पूरे इंडो गैग्नेटिक प्लेन यानी उत्तरी मैदान की समस्या है। ठंड में प्रदूषण की स्थिति इसलिए गंभीर हो जाती है क्योंकि हवा का प्राकृतिक वेंटिलेशन रुक जाता है। ऐसा भी नहीं है कि दिल्ली का प्रदूषण सिर्फ यहीं सीमित है। यह पूरे एनसीआर क्षेत्र और आस-पास के दूसरे प्रदेशों में भी फैलता है। इसी तरह से दूसरे प्रदेशों का प्रदूषण भी दिल्ली तक आता है। दिल्ली के प्रदूषण में उसका योगदान सिर्फ 30 प्रतिशत है। बाकी प्रदूषण का स्रोत दिल्ली से बाहर है। ऐसे में प्रदूषण की समस्या को खत्म करने के लिए हमें सबसे पहले पूरे उत्तर भारत के शहरों के हॉटस्पॉट यानी ऐसी जगहें जहां सबसे ज्यादा प्रदूषण है, वहां से शुरुआत करनी होगी। इसके बाद शहरों और रीजन के हिसाब से कदम उठाने होंगे। सिर्फ दिल्ली में कोयला, लकड़ी और जैविक कचरा जलाने पर रोक लगाना एक तात्कालिक कदम है, लेकिन हमें पूरे उत्तरी मैदान के हिसाब से एक्शन प्लान बनाकर उस पर अमल करना होगा। दिल्ली ही नहीं, इससे पूरे देश में हो रहा पॉल्यूशन अगर कोयला लकड़ी और जैविक कचरे के जलने से दिल्ली की हवा प्रदूषित हो रही है तो यही प्रदूषण देश के बाकी हिस्सों में भी हो रहा है। ऐसे में जब तक हम पूरे रीजन में जीवाश्म ईंधन की जगह स्वच्छ ऊर्जा का इस्तेमाल सुनिश्चित नहीं करेंगे, तब तक प्रदूषण की समस्या से प्रभावी तरीके से नहीं निपटा जा सकता है। यह सही है कि बिजली उत्पादन के लिए हमें कोयले की जरूरत है, लेकिन अब समय आ गया है कि हम अपने पावर प्लांट को धीरे धीरे स्वच्छ ऊर्जा स्रोतों की ओर ले जाएं। इसी तरह जैविक कचरा न जलाया जाए। इसके लिए हमें पूरे देश में घरों से निकलने वाले कचरे को एकत्र करके इससे बायोगैस या दूसरी चीजें बनाने का एक मजबूत तंत्र विकसित करना होगा। सिर्फ कुछ शहरों में कचरा प्रबंधन करके काम नहीं चला सकते हैं। अब बात आती है कि प्रदूषण की समस्या से निपटने के लिए पूरे वर्ष काम करने की। आम तौर पर जब प्रदूषण की बात आती है सिर्फ दिल्ली की बात होती है और वह भी ठंड के कुछ महीनों की। ऐसा इसलिए होता है क्योंकि ठंड के दिनों में प्रदूषण धुंध के रूप में हमें दिखने लगता है, जबकि दिल्ली में पूरे वर्ष का एक्यूआई 126 है। वहीं विश्व स्वास्थ्य संगठन के मानक के हिसाब से पूरे वर्ष का एक्यूआई 40 होना चाहिए। इसका मतलब है कि पूरे वर्ष दिल्ली में प्रदूषण मानक से चार पांच गुना अधिक रहता है। इसका मतलब है कि हमें प्रदूषण पर अंकुश लगाने के लिए पूरे वर्ष काम करना होगा और प्रदूषण से प्रभावित पूरे रीजन यानी उत्तर भारत में काम करना होगा। ऐसा नहीं है कि इस दिशा में कोई काम नहीं हो रहा है। काम हो रहा है लेकिन जितने बड़े पैमाने पर और जितनी तेजी से काम होना चाहिए, उस तरह से काम नहीं हो रहा है। राज्य क्या करें उपाय? राज्यों को सार्वजनिक परिवहन की दिशा में बड़े पैमाने पर काम करना होगा, जिससे लोग आसानी से आ जा सकें और सड़कों पर निजी गाड़ियों की संख्या कम हो। ग्रामीण इलाकों में खाना बनाने के लिए लकड़ी का इस्तेमाल अब भी हो रहा है। सरकार को इस दिशा में भी ध्यान देना चाहिए। आप सिर्फ शहरों में कदम उठा कर प्रदूषण से नहीं निपट सकते हैं क्योंकि अगर ग्रामीण इलाकों में प्रदूषण हो रहा है यह शहरों तक जरूर आएगा। (सोर्स: सेंटर फॉर साइंस एंड एनवायरमेंट की कार्यकारी निदेशक अनुमिता राय चौधरी)

Speaking on the government’s renewed focus on sustainable transport, CM Gupta said that controlling pollution effectively requires a robust public transport system with seamless last-mile connectivity. She noted that the Transport Department has been allocated a 60 per cent increase in funds in the 2025-26 budget to bolster public transportation. “The Delhi Government is also clearing pending liabilities on Metro projects left unpaid by previous administrations,” the Chief Minister added, stressing that earlier neglect of the city’s transport infrastructure has contributed to the current pollution crisis. Citing data from the Centre for Science and Environment (CSE) and other research bodies, she noted that vehicular emissions are a major source of air pollution in Delhi-NCR. Strengthening public transport, particularly the Delhi Metro, is therefore critical to reducing dependence on private vehicles and addressing the environmental challenge.
The Delhi government has increased the transport department's budget by nearly 60 per cent in 2025-26 to Rs 9,110 crore, with a major push for Delhi Metro expansion to curb air pollution, Chief Minister Rekha Gupta said on Sunday. She said adequate provisions have been made for Metro expansion so that ongoing projects proceed without hindrance and added that the government is also clearing pending liabilities related to Metro projects left unpaid by previous governments. The chief minister said effective control of pollution in Delhi-NCR requires a strong public transport system with seamless last-mile connectivity. Citing data from the Centre for Science and Environment and other institutions, Gupta said vehicular emissions are a major contributor to pollution in Delhi-NCR and strengthening public transport is essential to reduce dependence on private vehicles. She said the government has made substantial budgetary provisions for public transport in line with Prime Minister Narendra Modi's vision of 'Net Zero Emission'. The chief minister said the allocation for the transport department has gone up from Rs 5,702 crore in 2024-25 to Rs 9,110 crore in 2025-26, while the allocation for Metro projects has increased to Rs 2,929 crore from around Rs 500 crore last year. She added that the cabinet has approved three Phase-IV MRTS corridors -- Lajpat Nagar to Saket, Inderlok to Indraprastha, and Rithala to Kundli -- for which the Delhi government will bear a financial responsibility of Rs 3,386.18 crore. An amount of Rs 940 crore has already been released in the current financial year, and the next instalment of Rs 336 crore is in process, and pending liabilities of nearly Rs 2,700 crore related to Metro Phases I, II, and III are also being cleared, she said. Gupta said the government aims to make the Metro network so comprehensive that people do not need to rely on private vehicles, adding that the focus is on developing eco-friendly, sustainable transport system to ensure cleaner air for future generations.

Pollution levels remain high from October to November, with air quality deteriorating across the region, including smaller towns, and recent gains at risk of reversal. CSE highlights the daily synchronised rise of PM2.5 with toxic gases such as nitrogen dioxide (NO?) and carbon monoxide (CO), mainly from vehicular and combustion sources, forming a dangerous mix that has received inadequate policy attention. Long-term trends indicate a plateau rather than improvement, suggesting a structural failure and underscoring CSE's warning that only sustained, long-term measures-not seasonal fixes-can reverse the decline. Every winter after Diwali, the National Capital Region (NCR) slips into a silent public health emergency. Pollution spikes begin with the bursting of firecrackers-whether officially permitted “green” crackers or illegal ones, where “green” is often only a label-and are followed by stubble burning in neighbouring states. Public discourse then predictably shifts into a blame game, frequently singling out resource-poor farmers. As temperatures fall, winter meteorological conditions-characterised by low wind speeds, high moisture, and overcast skies-trap pollutants near the ground and intensify exposure. Sluggish winds and rising moisture form dense smog; the denser the smog, the worse the Air Quality Index (AQI). Under these stagnant conditions, industrial and vehicular emissions blanket the air with toxic pollutants, further aggravated by construction dust, biomass burning, and other sources, leaving the NCR struggling to breathe. Governance responds each year with a burst of emergency measures, such as smog towers, chemical water sprinkling, and episodic controls, including GRAP, many of which are cosmetic or gimmick-driven. These interventions operate on a minimal scale and cannot meaningfully improve air quality across a region of tens of millions. Pollution monitoring is at times compromised, further eroding public trust. Judicial interventions follow, directives are issued, and committees are formed to recycle well-known recommendations, often announced just as winter recedes and natural atmospheric dispersion sets in. Pollution levels dip marginally but remain unsafe for most of the year, improving only during rainfall; the same cycle repeats, winter after winter. It is not that solutions are unknown. The core principle-simply put, not to pollute-is well understood, including by governance. However, translating this into action requires strict measures, initial inconvenience for all, and substantial investments in building pollution-control infrastructure. To avoid accountability and difficult choices, governance often defaults to populist measures, gimmicks, and temporary fixes. Last week, the Commission for Air Quality Management (CAQM) informed the Supreme Court that vehicular emissions are the largest contributor to Delhi-NCR's air pollution (41%), followed by construction dust (21%), industry (19%), power plants (5%), residential sources (3%), and others (11%). While stubble burning is seasonal, most major sources persist year-round, together generating consistently high levels of toxic air. A Silent Health Epidemic: Officially Denied Severe air pollution in the NCR during winter has become a slow-moving medical epidemic. AQI, PM2.5, and other pollutants often reach hazardous levels. When the AQI exceeds 400, even healthy individuals are affected. Infants, children, the elderly, and those with chronic lung diseases such as COPD (Chronic Obstructive Pulmonary Disease) suffer the gravest and often lasting harm. The scale of this crisis is highlighted by the Lancet Countdown on Health and Climate Change, prepared with the World Health Organization (WHO), which estimates that 1.7 million deaths in India in 2022 were attributable to PM2.5 exposure, with fossil fuel combustion accounting for the largest share-a finding also echoed by CAQM. Despite this evidence, a July 2024 Lok Sabha reply by the Ministry of Environment, Forest and Climate Change stated that no deaths were reported due to air pollution, citing the absence of conclusive data linking deaths exclusively to it, and noting that health outcomes are influenced by multiple factors such as diet, occupation, socio-economic conditions, medical history, immunity, heredity, and the environment. More troublingly, the Ministry of Health and Family Welfare issued an identical, word-for-word response in the Rajya Sabha in early December 2025, despite a gap of nearly 17 months. This verbatim repetition by two lead ministries reflects a troubling lack of seriousness and an evasion of accountability, underscoring the persistent apathy of governance towards a deadly menace that warrants recognition as a public health epidemic. Air pollution in the NCR is not a rhetorical or seasonal inconvenience; it is a slow, deadly epidemic, particularly for infants, the elderly, and those with chronic respiratory diseases. Nonetheless, due to the growing outcry, CAQM has recently formed a committee to promote “evidence-based policy action for improving air quality and safeguarding public health in Delhi-NCR.” The 15-member committee, chaired by an electrical engineer specialising in electric vehicles, is expected to submit its report in two months. As happens every year, by the time winter recedes, atmospheric conditions improve, and pollution levels fall. The crisis then appears resolved, attention drifts, familiar recommendations resurface, and the annual cycle resumes with the reassurance that “all is well”. When the committee releases its recommendations, it is unlikely that they will contain anything new. They will reiterate familiar points already known to all. In short, it will be business as usual-no fundamental innovation, and none expected or feasible. Learning from Beijing's Experiences India does not need to reinvent solutions; they are already well known. As a pointed reminder, a Chinese Embassy official in India recently tweeted how Beijing-until not long ago facing a similar crisis-successfully curbed air pollution through decisive and sustained action. What India now needs is the holistic implementation of that proven approach. Beijing demonstrated that decisive, evidence-based policies backed by firm enforcement can rapidly reduce urban air pollution. Its multi-pronged strategy focused on cutting emissions at the source, particularly from vehicles and industry, through ultra-stringent emission norms, phasing out older high-emission vehicles, curbing unchecked private car growth, expanding clean mobility via metros, buses, rail, and electric vehicles, and relocating polluting industries away from dense urban centres. These hard choices delivered measurable and sustained improvements in air quality. Real improvement in India similarly depends on preventing pollution at its source: strict control of vehicular and industrial emissions, cleaner construction practices, sustained investment in clean energy and public transport, a planned transition to electric mobility across all segments, and decongestion of the NCR through decentralised economic planning. Conclusion The lesson is clear. Governance must move beyond appointing routine committees to restate known solutions and instead establish task-oriented bodies to assess feasibility, estimate costs, define timelines, and move swiftly towards execution. What is urgently required is implementation on a war footing-not another cycle of reports and delays. Breathable air can be achieved only through genuine prevention, cleaner mobility, strict emission control, and accountable governance. It will not come from rhetoric, gimmicks, optics, or committees that delay action. Addressing air pollution is neither ideological nor political; it is a scientific necessity and an urgent public health imperative.
