Call for Political Belt-tightening to Prevent Drought Becoming the Next Pandemic

A new report shows that climate change, overuse and conversion for agriculture, cities and infrastructure, which also drive drought and desertification, have already degraded one fifth of the planet’s land area. “Drought is on the verge of becoming the next pandemic and there is no vaccine to cure it.” “Drought has directly affected 1.5 billion people so far this century and this number will grow dramatically unless the world gets better at managing this risk,” said Mami Mizutori, United Nations Secretary-General’s Special Representative for Disaster Risk Reduction (UNDRR). Mizutori was speaking before launch of the Global Assessment Report on Disaster Risk Reduction’s (GAR) Special Report on Drought 2021, released today Jun. 17. Climate change, overuse and conversion for agriculture, cities and infrastructure, which also drive drought and desertification, have already degraded one fifth of the planet’s land area. This damage harms the livelihoods of almost half the planet’s population. As of 2018, 170 countries were affected by desertification, land degradation and drought according to the UN Convention to Combat Desertification (UNCCD). Desertification and Drought Day is celebrated every Jun. 17 by UN member nations. The 2021 theme calls for investing in activities that protect and restore natural ecosystems to boost the recovery from COVID-19 for communities, countries and economies worldwide. “A land-centred approach to COVID-19 recovery can change the world,” said Executive Secretary of the Bonn-based UNCCD Ibrahim Thiaw. “So far, the world’s largest economies have already spent $ 16 trillion in post-COVID recovery efforts. Investing a fifth of that amount, collectively, per year, could shift the world’s economies to a sustainability trajectory. Within a decade, the global economy could create close to 400 million new green jobs, generating over $ 10 trillion in annual business value,” he said. The scale of the land degradation challenge Since 2015, when only three countries had comprehensive, effective drought-response plans, today 73 countries are working with the Desertification Convention developing a policy to ensure drought is survivable, not a disaster. At the start of the 2021–2030 UN Decade on Ecosystem Restoration over 115 countries have pledged to restore one billion hectares of degrading land by 2030 at a cost of $1.67 trillion. While this is progress, it is clearly not enough. As of 2018, 70 countries are affected by drought regularly, costing lives, while 170 countries were affected by either desertification, land degradation or drought or both. A report by PBL Netherlands Environmental Assessment Agency, released early June, draws a stark picture if current land-use policies are not changed. Between 2015 and 2050 without land restoration measures, and combined with farming intensification, soil productivity is projected to go down on 12 percent of the global land area. To meet growing food demand, cropland expansion by about 20 percent or 300 million hectares of land would be cleared by 2050 at the expense of natural ecosystems. As a result, global biodiversity would decline six percent with 32 gigatons of carbon released to the atmosphere and marked decline in soil health and its ability to hold water would lead to increased drought and floods. India’s drought deaths In a country of 1.4 billion, 70 percent of its rural households still depend primarily on agriculture for their livelihood, 8 out of 10 farmers are small and marginal and with 60 percent of cropland depending on monsoon for irrigation, drought can kill, quite literally. Abinash Mohanty, researcher-author of a 2020 study mapping India’s extreme climate hotspots, told IPS that “more than 68 percent of the Indian districts are currently drought hotspots.” The study, from Delhi-based research non-profit Council on Energy, Environment and Water (CEEW), finds the Indian subcontinent has witnessed more than 478 extreme events since 1970 whose frequency has accelerated after 2005. Post-2005 period, 79 districts in India witnessed extreme drought events year-on-year affecting over 140 million people. With microclimatic zones shifting across various regions due to global warming, drought events are becoming more intense, some parts of India which were historically otherwise, are increasingly drought-prone, even flood-prone areas are becoming drought-prone, Mohanty’s study finds. A summer of extreme heatwaves followed by a deficient monsoon is turning out deadly droughts as in 2018. As drought’s stranglehold creeps over more and more land in India, agricultural uncertainties are claiming rural livelihoods and lives. Crops fail year after year and rural farmers make desperate bids to dig deeper borewells and take on untenable debts in hope that one good crop could salvage it all. These skyrocketing farm costs and their inability to pay off debts have forced many farmers, share-croppers and daily-wage farm labourers in India to take their own life over this last decade. In 2019, many as 10,281 persons involved in the farming sector (5,957 farmers and 4,324 agricultural labourers) have committed suicide, accounting for 7.4 percent of total suicides according the government’s National Crime Records Bureau. Activists say this is a huge under-estimation. A majority of the 32,559 daily wage earners’ suicides are none other than migrant rural farm workers driven out to urban centres. Stigma forces families to not reveal suicides, and on the other hand local governments declare suicides as deaths for health, spurious liquor or other reasons. Solutions exist if there is political will More than five billion hectares of land around the world can be restored with a combination of restoration and protection — an improvement in land management. “These are not utopian scenarios,” Thiaw said, “it is fully within our abilities to reach this most ambitious scenario. But it takes determination among the world’s leaders to do so.” Speaking at the GAR 2021 pre-launch hybrid media briefing, Head of Geneva-based UNDRR, Mizutori told journalists, “Science tells us the prevention cost for drought or any other disaster is much lower than reacting after. Putting that extra dollar in resilience by governments is not happening because politicians see their policies more in the short span of their election cycles.” “And there is no glory in prevention. When successful in preventing a hazard becoming a disaster, you really can’t show it,” she said. “Which is why we (UNDRR) are now saying, for complex disaster like drought we need a comprehensive governance system, (firm) rules and regulations.” India builds drought resilience with pandemic migrant returnees When India went into a complete lockdown in March 2020, a mass reverse migration of an estimated 23 million migrant labourers (this estimation varies widely) returned to their rural homes, they were immediately employed under the rural job guarantee programme. From March 2020 till March 2021, 3.44 billion person-days of work was generated, 44 precent higher than the corresponding period pre-pandemic. A good chunk of this mass labour was employed in building rural water conservation and irrigation infrastructure. That such community-built drought adaptation assets are effective, is established by a country-wide 2021 study by Delhi-based non-profit research organisation Centre for Science and Environment (CSE). As per government records, over the last 15 years, more than 30 million water conservation-related ecological assets have been created totalling some 50 water structures in every Indian village. Calculations show that these structures have potentially conserved roughly 29,000 million cubic meters of water in this period and have the potential to irrigate some 19 million hectares, the study says. Maintenance of half of these water structure have been neglected however, cutting utility long-term. “Droughts are among the most complex and severe climate-related hazards encountered, with wide-ranging and cascading impacts across societies, ecosystems and economies,” Mizutori said. “Droughts are disasters but they do not have to be devastating,” she said.

As people remained indoors, the pandemic of killer coal pollution continued to spread in Mormugao

While this was during pre-Covid times, the figure is close to fifty per cent of the total number of COVID casualties in Goa, roughly a twelve-month period from mid-2020 to mind 2021. Though the study doesn’t indicate the specific areas in Goa, there is a very high likelihood that the air quality in a large radius around the Mormugao area was a direct result of pollution caused by rampant coal pollution. Even today, during COVID times, locals and anti-coal activists speak of non-stop coal transportation and pollution even during the times of COVID restrictions. As people remained indoors to save their lives, their futures were constantly put at risk by coal-laden wagons. There was no quarantine against coal pollution. Savio Correia, environmentalist and anti-coal activist from Vasco said that the data released in the Assembly in 2019 states that 4,500 people in and around Vasco required hospitalization in GMC in T.B. hospital and other govrnment hospitals. He further said that the children and the senior citizen category people are the most vulnerable to this pollution. “I have faced this problem with my own son in his childhood days as he would feel difficulty in breathing due to coal pollution and at times we had to put my son on the nebulizer. Doctors told us that this was because of the coal dust pollution,” Correia said. He said that “coal handlers are unable or unwilling to take measures to control the coal pollution. The only option left is to stop coal handling in MPT,” he added. Capt Viriato Fernandes, State convenor of Goencho Avaaz Party and social activist said, “MPT is not supposed to be used for cargo like coal and this was aptly put in black and white in a report made by a committee chaired by a high official of MPT himself in 2012. This report was about the 12th Five Year Plan.” Fernandes added, “In the pandemic during the first wave and second wave majority of the people who died are from the Vasco and from Mormugao taluka as per the official figures. Two weeks back as per the government figures 273 people died from Vasco. Considering these things I feel coal handling should be completely stopped and instead green cargo should be considered.” Parshuram Sonurlekar, Goa First NGO president and RTI activist from Vasco said that people are finding it difficult to survive in pandemic times. There is no permission to carry coal from the municipal jurisdiction on trucks. Chief Minister had promised to decrease the quantum of coal by 50 per cent but not even 5 per cent has been decreased, he said. Sonurlekar said that in Vasco several COVID deaths were due to lung infection caused by coal pollution. “We wrote to the government, did agitations against coal but government seems to turn a blind eye towards this issue. We want a complete stop on coal handling in MPT for people’s safety,” Sonurlekar added. Xencor Polgi, anti-coal activist from Headland Sada said that coal pollution exists at Sada, the jetty and Vasco. It is visible on the roads, water and is in the air. “Many people fell ill during COVID-19 wave and died. The reason behind such infections and deaths in the Vasco area is the coal pollution.” He added that even marine life is in danger due to the coal pollution which during the monsoon will go into the sea. “Coal handling in Mormugao needs to be completely closed totally. People have suffered cancer, lung-related health issues. Government should consider bringing in green cargo and should stop coal handling” he said. Vikram Sarmalkar, activist of ‘Goa Against Coal’ (Citizen’s Group) said coal pollution in Vasco is very bad along with other cargo like bauxite. The transportation of such hazardous cargo is haphazard that the cargo dust falls on the roads and later that dust enters into the body or settles on the roads, trees, structures. He added that Goa Against Coal had collected several samples of the dust from people’s houses and had given it to the Pollution Control Board but there was no action. The anti-coal protest, agitations and complaints to the GSPCB has fallen on deaf ears.

अडानी ग्रुप पर गुजरात के मुंद्रा पोर्ट के निर्माण के दौरान पर्यावरण को नुकसान पहुंचाने के आरोप लगे थे, इसी को लेकर 2012 में यूपीए सरकार ने सुनीता नारायण के नेतृत्व में जांच कमेटी गठित की थी। देश के सबसे बड़े उद्योगपतियों में शुमार गौतम अडानी की संपत्ति में पिछले कुछ सालों में जबरदस्त बढ़ोतरी हुई है। खासकर कोरोनाकाल में तो अडानी ने मुकेश अंबानी से ज्यादा तेजी से कमाई की। हालांकि, उनकी कंपनियों में निवेश करने वाले तीन फंड्स पर पर नेशनल सिक्योरिटीज डिपॉजिटरी लिमिटेड (NSDL) की ओर से रोक लगाने वाली खबर ने अडानी का खासा नुकसान किया है। वे अब एशिया के दूसरे सबसे अमीर आदमी का तमगा खोकर तीसरे स्थान पर पहुंच गए हैं। उनकी नेटवर्थ तीन दिन के अंदर ही करीब 70 हजार करोड़ रुपए तक गिर गई। हालांकि, इस तरह की परेशानियां अडानी समूह के लिए नई नहीं हैं। करीब पांच साल पहले विपक्ष ने केंद्र पर अडानी पर लगा 200 करोड़ के जुर्माने को माफ करने का आरोप लगाया था। अडानी पर यह जुर्माना सुनीता नारायण कमेटी की ओर से पर्यावरण को नुकसान पहुंचाने के लिए लगाया गया था। हालांकि, तब इस जुर्माने पर 2014 में खुद अडानी ही एक टीवी इंटरव्यू में जवाब दिया था। क्या था पत्रकार का सवाल? पर्यावरणविद सुनीता नारायण की कमेटी की ओर से लगाए गए जुर्माने पर जब पत्रकार ने सवाल किया था, तो अडानी ने सूझबूझ से जवाब दिया था। पत्रकार ने पूछा था कि एक कमेटी आई थी जिसे सुनीता नारायण हेड कर रही थीं। उन्होंने कहा कि आपने पर्यावरण के काफी उल्लंघन कर रखे हैं। इतने उल्लंघन करे हैं कि आप पर 200 करोड़ का जुर्माना लगना चाहिए। इतना बड़ा जुर्माना क्यों लगाया गया था? क्या था गौतम अडानी का जवाब?: इस पर अडानी ने कहा था कि सुनीता नारायण जी जब आई थीं, भारत सरकार ने एक कमेटी बनाई थी। वो उल्लंघन की जहां-जहां बात करती हैं, वहां अडानी ग्रुप ने कुछ किया नहीं है। उन्होंने 200 करोड़ का जुर्माना नहीं लगाया, बल्कि सुझा दिया है कि अडानी को 200 करोड़ का एक फंड बनाना चाहिए, जिससे जहां पर भी नुकसान होता है या जीवन को क्षति पहुंचती है तो उसमें फंड का इस्तेमाल हो। अडानी ने आगे कहा था कि अब वो तो उनका (सुनीता नारायण कमेटी का) सुझाव है। सरकार ने निर्णय नहीं लिया है, जो भी वो निर्णय लेगी जो हमें ठीक लगेगा हम आगे करेंगे। अडानी ने बताया था कि हम अभी भी हर साल 20-25 करोड़ रुपए खर्च कर ही रहे हैं। ताकि वहां के जीवन पर प्रभाव नहीं पड़े। जो भी सरकार आखिर में फैसला करेगी, हम उसे देखेंगे। क्या था पूरा मामला?: यह पूरा मामला गुजरा के मुंद्रा पोर्ट के निर्माण से जुड़ा था। इसका निर्माण अडानी समूह की ओर से किया गया था और आरोप लगा था कि बंदरगाह निर्माण में कंपनी ने पर्यावरण नियमों का उल्लंघन किया। केंद्रीय पर्यावरण मंत्रालय ने 2012 में सुनीता नारायण के नेतृत्व में एक कमेटी का गठन किया था। कमेटी ने पाया कि कई नियमों का उल्‍लंघन किया गया। यह भी पाया कि बड़े पैमाने पर अर्थव्‍यवस्‍था को नुकसान पहुंचा। कमेटी ने जांच के बाद प्रोजेक्‍ट के उत्‍तरी पोर्ट पर बैन की सिफारिश की थी। इसके अलावा प्रोजेक्‍ट की कीमत का एक पर्सेंट या 200 करोड़ रुपए (जो भी ज्‍यादा हो) का जुर्माना भरने के लिए भी कहा था। यह जुर्माना उस अधिकतम 1 लाख रुपए की रकम से ज्‍यादा थी, जो एनवायरमेंट प्रोटेक्‍शन एक्‍ट के तहत लगाई जा सकती है। केंद्रीय पर्यावरण मंत्रालय ने इन सिफारिशों को 2013 में मंजूरी दे दी। अडानी ग्रुप ने किसी भी गलती से इनकार किया था। तब गुजरात सरकार ने भी कंपनी का खासा समर्थन किया था। बाद में एनडीए सरकार के आने के बाद प्रकाश जावड़ेकर ने पर्यावरण मंत्री का पद संभाला। पूरे मामले की दोबारा जांच की गई और अधिकारियों ने माना कि इस पर्यावरण को हुए नुकसान के लिए प्रोजक्‍ट को जिम्‍मेदार ठहराने के सबूत नहीं हैं।

रहने योग्य शहरों की सूची में बहुत पीछे है देश की राजधानी दिल्ली, बेंगलुरु पहले स्थान पर

नई दिल्ली [संजीव गुप्ता]। दिल्ली देश की राजधानी जरूर है, लेकिन रहने योग्य शहरों की सूची में कई राज्यों की राजधानी से भी पीछे है। ज्यादातर मानकों में दिल्ली को प्रथम श्रेणी यानी 60 फीसद अंक भी नहीं मिलते। यह सामने आया है सेंटर फार साइंस एंड एन्वायरनमेंट (सीएसई) की नई सांख्यिकीय विश्लेषण रिपोर्ट स्टेट आफ इंडियाज एन्वायरमेंट में। आंकड़ों के विश्लेषण के आधार पर तैयार इस रिपोर्ट में बताया गया है कि भारतीय शहरों में सतत विकास और रहने की स्थिति आज भी बहुत अच्छी नहीं है। रिपोर्ट के मुताबिक, सुख सुविधाओं, जीवन की गुणवत्ता, आर्थिक अवसरों की उपलब्धता, सतत विकास और लोगों की सोच के आधार पर बेंगलुरु पहले, चेन्नई दूसरे और शिमला तीसरे स्थान पर है। भुवनेश्वर चौथे, मुंबई पांचवें और दिल्ली छठे पायदान पर है। भोपाल, रायपुर, गांधीनगर और जयपुर क्रमश: सातवें, आठवें, नौवें और दसवें स्थान पर है। रिपोर्ट बताती है कि भारतीय शहरों में तेजी से विस्तार हुआ है, लेकिन आवश्यक नगर पालिका सेवाओं, आर्थिक और अन्य अवसरों को बनाए रखने में ज्यादातर शहर विफल रहे हैं। आलम यह है कि इन शहरों में सीवेज उपचार का फीसद तक बेहद कम है। कुल मिलाकर 28 फीसद सीवेज का ही उपचार किया जा रहा है। अंडमान- निकोबार द्वीप समूह, अरुणाचल प्रदेश, असम, बिहार, छत्तीसगढ़, लक्षद्वीप, मणिपुर, मेघालय, मिजोरम और नागालैंड के राज्य और केंद्र शासित प्रदेश (यूटी) अपने शहरों में सीवेज का शोधन बिल्कुल भी नहीं करते। 13 राज्य और केंद्र शासित प्रदेश अपने सीवेज का 20 फीसद से भी कम का शोधन करते हैं। सात अन्य राज्य 20 से 50 फीसद का उपचार करते हैं। केवल पांच राज्य और केंद्र शासित प्रदेश अपने यहां 50 फीसद से अधिक सीवेज को शोधित करते हैं। सुनीता नारायण (महानिदेशक, सीएसई) का कहना है कि भारतीय शहरों के मामले में आंकड़े स्पष्ट रूप से बताते हैं कि उनमें विकास की दिशा अस्थिर है। इन्हें स्मार्ट और विकसित शहर बनाने के लिए अभी लंबा सफर तय करने की जरूरत है। राज्य सरकारों की भूमिका तो इसमें सबसे अहम है ही, एक आम नागरिक के योगदान को भी नकारा नहीं जा सकता। राज्यों की राजधानियों की तुलना में देश की राजधानी दिल्ली को तो बहुत कुछ करने की जरूरत है।

फुटबॉल इतिहास में सबसे ज्यादा गोल करने वाले करिश्माई स्ट्राइकर क्रिस्टियानो रोनाल्डो ने कोका कोला को खरिज करने का साहस तो दिखाया लेकिन भारत के सेलिब्रिटी ऐसा क्यों नहीं कर पाते ? भारत की मशहूर हस्तियां पैसों की लालच में सेहत को नुकसान पहुंचाने वाले कोल्ड ड्रिंक का प्रचार क्यों करती हैं ? भारतीय क्रिकेट टीम के मौजूदा कप्तान विराट कोहली 2011 से 2017 तक पेप्सी का प्रचार करते रहे। छह साल बाद कोहली का करार जब खत्म होने को आया तब उन्होंने सेहत का हवाला देकर पेप्सी के प्रचार से मना कर दिया। उस समय कोहली ने कहा था, जो चीज मैं खुद नहीं खा-पी सकता उसे दूसरे को खाने -पीने के लिए कैसे कह सकता हूं। कोल्ड ड्रिंक (पेप्सी) स्वास्थ्य के लिए नुकसानदेह है, इस बात को समझने में कोहली को छह साल क्यों लगे ? करोड़ों रुपये कमा लिये तब ये बात समझ में आयी। हालांकि डॉक्टर हमेशा बताते रहे हैं कि कोल्ड ड्रिंक पीने से मोटापा, डायबिटिज और अन्य बीमारियों का खतरा बढ़ जाता है। फिर भी लोग इसे पीने से बाज नहीं आते। दरअसल जब टेलीविजन के पर्दे पर आमिर खान यह कहते हैं कि ठंडा मतलब कोका कोला, तो लोग बिना कुछ सोचे समझे गर्मी में कूल-कूल होने लगते हैं। जब कि असलियत में वे अपनी सेहत को चौपट कर रहे होते हैं। तेंदुलकर भी नहीं छोड़ पाये थे मोह महान क्रिकेटर सचिन तेंदुलकर ने 2011 में कोका कोला के प्रचार के लिए एक करार किया था। ये करार 2011 से 2013 के लिए था जिसके लिए सचिन को लगभग 20 करोड़ रुपये दिये गये थे। इस बीच 2012 में कांग्रेस सरकार ने सचिन तेंदुलकर को क्रिकेट में विशिष्ट योगदान देने के लिए राज्यसभा सांसद बना दिया। सांसद बनने के बाद भी तेंदुलकर कोला कोला का प्रचार करते रहे। तब दिल्ली की एक सामाजिक संस्था ने सचिन से अनुरोध किया कि वे अब माननीय संसाद बन गये हैं। इसलिए सेहत को नुकसान पहुंचाने वाले पेय पदार्थ का प्रचार न करें। सचिन अब क्रिकेटर के साथ-साथ भारतीय संसद के सदस्य भी हैं। वे स्वास्थ्य के लिए वर्जित चीजों का टेलीविजन और अखबारों में प्राचार कैसे कर सकते हैं ? इस सामाजिक संस्था के अधिकारी अरुण गुप्ता ने डब्ल्यूएचओ की रिपोर्टों का हवाला देकर कहा था कि कोल्ड ड्रिंक्स पीने से मोटापा, दिल की बीमारी समेत कई परेशानियां हो सकती हैं। वे खुद शिशु रोग विशेषज्ञ थे। क्या सचिन जैसे जागरूक खिलाड़ी इस बात से अंजान थे ? पैसे के लिए कुछ भी करेंगे ? हिंदी सिनेमा के मेगास्टार अमिताभ बच्चन से 2001 में जयपुर की एक छोटी सी बच्ची ने सवाल पूछा था, मेरी टीचर कहती हैं कि कोल्ड ड्रिंक्स में जहर होता है। फिर आप पेप्सी का प्रचार क्यों करते हैं ? इस बच्ची के सवाल ने अमिताभ बच्चन को बेचैन तो किया लेकिन वे करार तोड़ने की हिम्मत नहीं जुटा पाये। जाहिर है ऐसा करते तो करोड़ों रुपये का नुकसान होता। 2005 में जब करार खत्म हुआ तो उन्होंने पेप्सी के प्रचार से खुद को अलग कर लिया। तब उन्होंने बताया था कि एक बच्ची के सवाल की वजह वे ऐसा करने के लिए मजबूर हुए। लेकिन सवाल ये है कि वे 2004 तक कैसे लोगों को बीमारी वाले पेय पदार्थ को पीने की सलाह देते रहे। दरअसल शीतल पेय बनने वाली बहुराष्ट्रीय कंपनियां मशहूर हस्तियों की ख्याति का दुरुपयोग कर बीमारी वाला कार्बोनेटेड वाटर बेचने में कामयाब हो जाती हैं। सलमान खान भारत के सबसे सफल हीरो में एक हैं। उनकी छवि एक बॉडीबिल्डर के रूप में है। वे फिटनेस आइकॉन हैं। लेकिन इसके बाद भी उन्होंने पैसे के लिए पेप्सी का प्रचार किय। 2019 उन्होंने पेप्सी के विज्ञापन के लिए 15 करोड़ रुपये में करार किया था। 10 रुपये की बोतल, 8 रुपये प्रचार पर खर्च कोल्ड ड्रिंक्स में कीटनाशक पाये जाने के मुद्दे पर संसद में भी बहस हुई थी। अगस्त 2003 में फिरोजाबाद के सांसद रामजी लाल सुमन ने चर्चा में भाग लेते हुए कहा था, हमारे देश में शीतल पेय बनाने वाली कंपनियां लंबे समय से गोरखधंधा कर रही हैं। लेकिन भारतीय मानक ब्यूरो ने अभी तक कोई कार्रवाई नहीं की। सीएसई की निदेशक सुनीता नारायण के मुताबिक हमारे देश में बोतल बंद पानी के लिए तो कानून है लेकिन कोल्ड ड्रिंक्स के लिए कोई कानून नहीं है। यूरोपीय मानकों के मुताबिक भारत में कोका कोला में 45 गुना अधिक, पेप्सी में 37 गुना अधिक, लिम्का में 30 गुना अधिक, थम्स अप में 32 गुना अधिक आर्सेनिक कंटेंट हैं। ये तत्व खतरनाक बीमारियां फैलाते हैं। इनका असर धीरे-धीरे होता है। फिर भी इनकी बिक्री हो रही। मैं जहरीले पेय पदार्थों की बिक्री पर रोक लगाने की मांग करता हूं। तब राज बब्बर आगरा के सांसद थे। उन्होंने लोकसभा में कहा था, कोका कोला बनाने वाली कंपनी दस रुपये की बोतल बेचने के लिए 8 रुपये प्रचार पर खर्च करती है। जाहिर कोल्ड ड्रिंक्स की बिक्री, प्रचार और पैसे का खेल है।

इस फार्मूले से खत्म हो जाएगा किसान आंदोलन, नरमी के संकेत, क्या मोदी मानेंगे बात

केंद्र के तीन कृषि कानूनों को निरस्त कराने की जिद्द से हटकर किसान संगठन एक सकारात्मक विकल्प पर विचार कर सकते हैं जिससे खेती-किसानी की दशा दिशा बदल सकती है। केंद्रीय कृषि मंत्री नरेंद्र तौमर ने भी आंदोलनकारी किसानों को अगले दौर की बातचीत के लिए सकारात्मक विकल्प पर विचार करने के लिए कहा है। किसान संगठनों में भी इस बात को लेकर चर्चा है कि 500 से अधिक किसानों की शहादत व्यर्थ न जाए इसलिए केंद्र से अगले दौर की बातचीत के लिए कोई सार्थक विकल्प ले कर जाया जाए। इसके लिए किसान संगठन सभी फसलों के लिए एमएसपी कानूनी गारंटी पर सहमति के लिए विचार कर रहे हैं। केंद्र सरकार इस पर सहमत होती है तो किसान संगठन तीन कृषि कानूनों को निरस्त करने की जिद्द से पीछे हट सकते हैं। संयुक्त किसान मोर्चा के किसान नेताओं बलबीर सिंह राजेवाल, डॉ दर्शन पाल, गुरनाम सिंह चढूनी, हन्नान मुल्ला, जगजीत सिंह दल्लेवाल, जोगिंदर सिंह उगरान, युद्धवीर सिंह, योगेंद्र यादव और अभिमन्यु कोहर की ओर से 8 जून को जारी बयान मुताबिक देश का किसान बाजार में मिल रही कम कीमतों के कारण भारी नुकसान उठा रहा है। सरकार सिर्फ अपने अहंकार के कारण इस आंदोलन को इतना लम्बा खींच रही है। पंजाब में मक्के का एमएसपी रु. 1850/- प्रति क्विंटल घोषित है लेकिन किसान को सिर्फ रु. 700 से रु. 800 रुपये प्रति क्विंटल मिला है। यह उनकी लागत मूल्य तक को भी कवर नहीं करता है। अन्य चीज़ो के साथ डीिजल की कीमतों में वृद्धि अभी भी जारी है। इस तरह की स्थिति में कैसे एक किसान परिवार किसानी पर निर्भर रह पाएगा है, अपना जीवन निर्वाह करेगा? किसान नेताओं ने सवाल उठाया है कि ऐसी स्थिति में सरकार 2022 तक किसानों की आय दोगुनी करने के अपने वादे को कैसे पूरा करेगी? संयुक्त किसान मोर्चा सभी फसलों और किसानों के लिए एमएसपी की गारंटी के लिए तत्काल एक कानून की मांग करता है, ताकि फसल विविधीकरण को प्रोत्साहित किया जा सके। संयुक्त किसान मोर्चा ने कहा कि सरकार को अलोकतांत्रिक रूप से विरोध की आवाज को दबाने के बजाय किसानों की मांगों को जल्द मान लेना चाहिए। इधर आंदोलनकारी किसानों ने विरोध के अपने तेवर ढीले करते हुए हरियाणा में सत्तारुढ भाजपा व जजपा गठबंधन सरकार के नेताओं के निजी कार्यक्रमों में बहिष्कार रद्द करने के फैसले से फिर से बातचीत के माहौल का रास्ता साफ किया है। इधर पंजाब भाजपा के वरिष्ठ नेता और पूर्व कैबिनेट मंत्री अनिल जोशी ने पार्टी नेतृत्व द्वारा किसानों के विरोध प्रदर्शन से निपटने के तरीके की आलोचना से किसान संगठनों के आंदोलन को बल मिला है। सेंटर फॉर साइंस एंड एनवायरनमेंट द्वारा एकत्र किए गए आंकड़ों के अनुसार, देश में 2017 के बाद से किसानों के आंदोलन में पांच गुना वृद्धि हुई है। सीएसई के अनुसार इन विरोधों का मुख्य कारण बाजार की विफलता और किसानों के लिए लाभकारी या उचित मूल्य की कमी है। इसके लिए किसानों की एक स्वर से मांग है कि लाभकारी एमएसपी की कानूनी गारंटी के लिए एक नया कानून जल्द से जल्द बनाना चाहिए।

बढ़ता मरुस्थल गंभीर पर्यावरणीय संकट

अन्तर्राष्ट्रीय रेगिस्तान एवं सूखा रोकथाम दिवस-17 जून, 2021 विश्व मरुस्थलीकरण रोकथाम दिवस (डब्ल्यूडीसीडी) वर्ष 1995 से प्रतिवर्ष 17 जून को मनाया जा रहा है। इसका उद्देश्य अंतरराष्ट्रीय सहयोग से उपजाऊ भूमि को मरुस्थल होने से बचाना, बंजर और सूखे के प्रभाव का मुकाबला करना और दसके लिये जन जागरुकता को बढ़ावा देना है। वर्ष 1994 में संयुक्त राष्ट्र महासभा ने अपने एक प्रस्ताव में बंजर और सूखे से जुड़े मुद्दे पर जन जागृति का माहौल निर्मित करने के लिये विश्व मरुस्थलीकरण रोकथाम और सूखा दिवस की घोषणा की। बढ़ते मरुस्थल के प्रति सचेत होना इसलिये जरूरी है कि दुनिया हर साल 24 अरब टन उपजाऊ भूमि खो देती है। भूमि की गुणवत्ता खराब होने से राष्ट्रीय घरेलू उत्पाद में हर साल आठ प्रतिशत तक की गिरावट आने एवं भूमि क्षरण और उसके दुष्प्रभावों से मानवता पर मंडराते जलवायु संकट के और गहराने की आशंकाओं को देखते हुए इस दिवस की उपयोगिता एवं सार्थकता है। मरुस्थलीकरण, भूमि क्षरण और सूखा बड़े खतरे हैं जिनसे दुनिया भर में लाखों लोग, विशेषकर महिलाएं और बच्चे, प्रभावित हो रहे हैं। मरुस्थलीकरण एक तरह से भूमि क्षरण का वह प्रकार है, जब शुष्क भूमि क्षेत्र निरंतर बंजर होता है और नम भूमि भी कम हो जाती है। साथ ही साथ, वन्य जीव व वनस्पति भी खत्म होती जाती है। इसकी कई वजह होती हैं, इसमें जलवायु परिवर्तन और इंसानी गतिविधियां प्रमुख हैं। इसे रेगिस्तान भी कहा जाता है। संयुक्त राष्ट्र के अनुमान के मुताबिक 2025 तक दुनिया के दो-तिहाई लोग जल संकट की परिस्थितियों में रहने को मजबूर होंगे। उन्हें कुछ ऐसे दिनों का भी सामना करना पड़ेगा जब जल की मांग और आपूर्ति में भारी अंतर होगा। ऐसे में मरुस्थलीकरण के परिणामस्वरूप विस्थापन बढ़ने की संभावना है और 2045 तक करीब 13 करोड़ से ज्यादा लोगों को अपना घर छोड़ना पड़ सकता है। विश्व में जमीन का मरुस्थल में परिवर्तन होना गंभीर समस्या एवं चिन्ता का विषय है। भारत में भी यह चिंता लगातार बढ़ रही है। इसकी वजह यह है कि भारत की करीब 30 फीसदी जमीन मरुस्थल में बदल चुकी है। इसमें से 82 प्रतिशत हिस्सा केवल आठ राज्यों राजस्थान, महाराष्ट्र, गुजरात, जम्मू एवं कश्मीर, कर्नाटक, झारखंड, ओडिशा, मध्य प्रदेश और तेलंगाना में है। सेंटर फॉर साइंस एंड एनवायरमेंट (सीएसई) द्वारा जारी “स्टेट ऑफ एनवायरमेंट इन फिगर्स 2019” की रिपोर्ट के मुताबिक 2003-05 से 2011-13 के बीच भारत में मरुस्थलीकरण 18.7 लाख हेक्टेयर बढ़ चुका है। सूखा प्रभावित 78 में से 21 जिले ऐसे हैं, जिनका 50 फीसदी से अधिक क्षेत्र मरुस्थलीकरण में बदल चुका है। इस आपदा से निपटने के लिए कार्बन उत्सर्जन को रोकना ही काफी नहीं है। इसके लिए खेती में बदलाव करने होंगे, शाकाहार को बढ़ावा देना होगा और जमीन का इस्तेमाल सोच-समझकर करना होगा। ऊपजाऊ भूमि भी रेगिस्तान में तब्दील हो रही है। तकनीकी तौर पर मरुस्थल उस इलाके को कहते हैं, जहां पेड़ नहीं सिर्फ झाड़ियां उगती हैं। जिन इलाकों में यह भू-जल के खात्मे के चलते हो रहा है, वहां इसे मरुस्थलीकरण का नाम दिया गया है। लेकिन शहरों का दायरा बढ़ने के साथ सड़क, पुल, कारखानों और रेलवे लाइनों के निर्माण से खेतिहर जमीन का खात्मा और बची जमीन की उर्वरा शक्ति कम होना भू-क्षरण का दूसरा रूप है, जिस पर कोई बात ही नहीं होती। लेकिन मोदी की पहल से इस पर बात ही नहीं हो रही, बल्कि इस समस्या से निजात पाने की दिशा में सार्थक कदम भी उठाये जा रहे हैं। रेगिस्तान या मरुस्थल एक बंजर, शुष्क क्षेत्र है, जहाँ वनस्पति नहीं के बराबर होती है, यहाँ केवल वही पौधे पनप सकते हैं, जिनमें जल संचय करने की अथवा धरती के बहुत नीचे से जल प्राप्त करने की अदभुत क्षमता हो। इस क्षेत्र में बेहद शुष्क व गर्म स्थिति किसी भी पैदावार के लिए उपयुक्त नहीं होती है। वास्तविक मरुस्थल में बालू की प्रचुरता पाई जाती है। मरुस्थल कई प्रकार के हैं जैसे पथरीले मरुस्थल में कंकड़-पत्थर से युक्त भूमि पाई जाती है। इन्हें अल्जीरिया में रेग तथा लीबिया में सेरिर के नाम से जाना जाता है। चट्टानी मरुस्थल में चट्टानी भूमि का हिस्सा अधिकाधिक होता है। इन्हें सहारा क्षेत्र में हमादा कहा जाता है। राजस्थान प्रदेश में थार का रेगिस्तान दबे पांव अरावली पर्वतमाला की दीवार पार कर पूर्वी राजस्थान के जयपुर, अलवर और दौसा जिलों की ओर बढ़ रहा है। केंद्रीय पर्यावरण मंत्रालय और भारतीय अंतरिक्ष अनुसंधान संगठन (इसरो) के राजस्थान में चल रहे प्रोजेक्ट में ऐसे संकेत मिल रहे हैं। अब तक 3000 किमी लंबे रेगिस्तानी इलाकों को उत्तर प्रदेश, बिहार और प. बंगाल तक पसरने से अरावली पर्वतमाला रोकती है। कुछ वर्षो से लगातार वैध-अवैध खनन के चलते कई जगहों से इसका सफाया हो गया है। उन्हीं दरारों और अंतरालों के बीच से रेगिस्तान पश्चिम से पूर्व की ओर बढ़ चला है। यही स्थिति रही तो आगे यह हरियाणा, दिल्ली, यूपी तक पहुंच सकता है। भारत में लगातार बढ़ रहे रेगिस्तान की गंभीर चिन्ताजनक स्थिति पर प्रधानमंत्री नरेंद्र मोदी जागरूक है और अपनी दूसरी पारी में अब प्रकृति- पर्यावरण संरक्षण एवं प्रदूषण-मुक्ति के साथ बढ़तेे रेगिस्तान को रोकने के लिये उल्लेखनीय कदम उठाये हैं। बंजर जमीन को उपजाऊ बनाने एवं पर्यावरण की रक्षा को लेकर प्रधानमंत्री का संकल्प एक शुभ संकेत है, नये भारत के अभ्युदय का प्रतीक है। उम्मीद करें कि सरकार की नीतियों में जल, जंगल, जमीन एवं जीवन की उन्नत संभावनाएं और भी प्रखर रूप में झलकेगी और धरती के मरुस्थलीकरण के विस्तार होते जाने की स्थितियों पर काबू पाने में सफलता मिलेगी। उपजाऊ जमीनों का मरुस्थल में बदलना निश्चय ही पूरी दुनिया के लिए भारी चिंता का विषय है। इसे अब एक धीमी प्राकृतिक आपदा के रूप में देखा जाने लगा है। यह देखा गया है कि मनुष्य अपनी आवश्यकताओं की पूर्ति के लिए प्रकृति का दोहन करता चला आ रहा है, भूमि को बंजर करता जा रहा है, जिससे मरुस्थलीकरण का विस्तार हो रहा है। अगर प्रकृति के साथ इस प्रकार से खिलवाड़ होता रहा तो वह दिन दूर नहीं होगा, जब हमें शुद्ध पानी, शुद्ध हवा, उपजाऊ भूमि, शुद्ध वातावरण एवं शुद्ध वनस्पतियाँ नहीं मिल सकेंगी। इन सबके बिना हमारा जीवन जीना मुश्किल हो जायेगा। आज आवश्यकता है कि प्राकृतिक संसाधनों के संरक्षण की ओर विशेष ध्यान दिया जाए, जिसमें मुख्यतः धूप, खनिज, वनस्पति, हवा, पानी, वातावरण, भूमि तथा जानवर आदि शामिल हैं। इन संसाधनों का अंधाधुंध दुरुपयोग किया जा रहा है, जिसके कारण ये संसाधन धीरे-धीरे समाप्त होने की कगार पर हैं। इस जटिल होती समस्या की ओर प्रधानमंत्री का चिन्तीत होना एवं कुछ सार्थक कदम उठाने के लिये पहल करना मरुस्थल को उपजाऊ भूमि में बदलने की नयी संभावनाओं को उजागर करता है। बढ़ती जनसंख्या, बढ़ता प्रदूषण, नष्ट होता पर्यावरण, दूषित गैसों से छिद्रित होती ओजोन की ढाल, प्रकृति एवं पर्यावरण का अत्यधिक दोहन- ये सब देश के लिए सबसे बडे़ खतरे हैं और इन खतरों का अहसास करना एवं कराना ही मोदी का ध्येय है। प्रतिवर्ष धरती का तापमान बढ़ रहा है। आबादी बढ़ रही है, जमीन छोटी पड़ रही है। हर चीज की उपलब्धता कम हो रही है। आक्सीजन की कमी हो रही है, इंसानों के लिये आक्सीजन की उपयोगिता को हमने कोरोना महामारी की दूसरी लहर में देखा। प्रकृति में आक्सीजन की कमी का कारण हमारा पर्यावरण के प्रति उदासीन होना है। यह उदासीनता, हमारा सुविधावादी नजरिया एवं तथाकथित आधुनिक जीवनशैली पर्यावरण एवं प्रकृति के लिये एक गंभीर खतरा बन कर प्रस्तुत हो रहा हैं। वन क्षेत्र का लगातार खत्म होना भी इसकी एक बड़ी वजह है लेकिन सबसे बड़ी वजह है निर्माण क्षेत्र का अराजक व्यवहार। शहरीकरण की तेज प्रक्रिया में इधर खेतों में कंक्रीट के जंगल खड़े कर दिए गए हैं। इन स्थितियों के प्रति सावधान होकर ही हम बढ़ते मरूस्थल को रोक पाएंगे।

बड़ी-बड़ी कंपनियों की बनाई लिपस्टिक का जो सच सामने आया वो डराने वाला है

हाल ही में एक स्टडी सामने आई है. Environmental Science and Technology जर्नल में. ये स्टडी कॉस्मेटिक प्रोडक्ट्स को लेकर की गई थी. अमेरिका और कनाडा में अलग-अलग ब्रांड के करीब 231 मेकअप और सेल्फ केयर प्रोडक्ट्स के सैंपल्स को स्टडी में शामिल किया गया था. स्टडी में इन प्रोडक्ट्स में से ज्यादातर में बेहद हानिकारक केमिकल्स की मौजूदगी पाई गई है. इन केमिकल्स को कहते हैं PFAS. इसका पूरा नाम है पर-फ्लूरो-अलकिल एंड पॉली-फ्लूरो-अलकिल सब्सटेंसेस. इसे चलती-फिरती भाषा में ‘फॉरेवर केमिकल्स’ भी कहा जाता है. ‘द गार्जियन’ की रिपोर्ट के मुताबिक, करीब 100 से भी ज्यादा प्रोडक्ट्स में फ्लोरीन काफी ज्यादा मात्रा में पाया गया है, जो PFAS की मौजूदगी को दर्शाता है. जिन प्रोडक्ट्स की जांच की गई, उनमें- लिपस्टिक, मसकारा, फाउंडेशन, लिप बाम, ब्लश, नेल पॉलिश शामिल हैं. और जिन ब्रांड्स के प्रोडक्ट्स की सैंपलिंग की गई, उनमें कई नामी ब्रांड शामिल थे. हालांकि स्टडी में इस बात का खुलासा नहीं हुआ है कि इनमें से किस ब्रांड के प्रोडक्ट में PFAS की मौजूदगी मिली है. क्योंकि अधिकारी नहीं चाहते थे कि वो अभी किसी ब्रांड को टारगेट करें. कितने प्रोडक्ट्स में केमिकल मिला? हालांकि अगर प्रोडक्ट्स की कैटेगिरी की बात करें, तो जांच गिए गए कुल सैंपल्स में से 82 फीसद वॉटरप्रूफ मसकारा में हाई फ्लोरीन मिला, 63 फीसद फाउंडेशन में और 62 फीसद लिक्विड लिपस्टिक में ये केमिकल मिला. जिस केमिकल की मौजूदगी मिली है, ‘द गार्जियन’ की रिपोर्ट के मुताबिक, वो कैंसर, बर्थ डिफेक्ट्स, लिवर की बीमारी, थायरॉइड की दिक्कत, इम्युनिटी कम करने, हॉर्मोन्स की दिक्कत जैसी सीरियस हेल्थ प्रॉब्लम्स का कारक हो सकता है. PFAS केमिकल आसानी से पर्यावरण से इंसान के शरीर के अंदर जा सकता है. इसे इंसान का शरीर आसानी से अपने अंदर समा सकता है. फिर चाहे वो टियर डक्ट्स के ज़रिए हो या फिर मुंह के ज़रिए. कंपनियां अक्सर ही अपने प्रोडक्ट्स की लेबलिंग में PFAS की मौजूदगी को नहीं दिखातीं. इस वजह से कस्टमर को पता ही नहीं चलता कि जो प्रोडक्ट्स को इस्तेमाल कर रहे हैं वो सही है भी या नहीं. हालांकि स्टडी में ये सामने आया है कि PFAS ज्यादातर उन प्रोडक्ट्स में मिला है, जिनके विज्ञापनों में लॉन्ग लास्टिंग और वॉटरप्रूफ होने का दावा किया जाता है. माने स्टडी में ये सामने आया है कि प्रोडक्ट्स को वॉटरप्रूफ, लॉन्ग लास्टिंग और आसानी से अप्लाई करने वाला बनाने में PFAS का ही योगदान है. हालांकि स्टडी में ये भी कहा गया है कि इन प्रोडक्ट्स की सप्लाई चेन काफी कॉम्प्लिकेटेड है, इस वजह से ये अभी साफ नहीं है कि कंपनियां इन ज़हरीले केमिकल्स की मौजूदगी के बारे में जानती भी थीं या नहीं. Beauty Products (2) लिपस्टिक को लेकर भारत में भी स्टडी हो चुकी है. (प्रतीकात्मक तस्वीर) क्या है PFAS? ये केमिकल कार्बन और फ्लोरीन के एटम्स की काफी कॉम्प्लिकेटेड सी चेन है. इन एटम्स के बीच बॉन्ड काफी स्ट्रॉन्ग है, यही वजह है कि PFAS केमिकल्स आसानी से पर्यावरण में डिग्रेड नहीं होते. PFAS के करीब 4700 केमिकल्स अभी हमारे बीच मौजूद हैं. इन केमिकल्स का इस्तेमाल काफी बड़े लेवल में किया जाता है. भारत में क्या हाल? इस स्टडी ने एक नया सवाल खड़ा कर दिया. ये कि क्या वाकई कॉस्मेटिक प्रोडक्ट्स इतने ज्यादा हानिकारक हो सकते हैं? ये जो स्टडी हमने आपको अभी बताई, वो अमेरिका और कनाडा में हुई. अब बात करते हैं भारत की. भारत की अगर बात करें तो ये कॉस्मेटिक प्रोडक्ट्स का काफी बड़ा मार्केट है. और सबसे बड़ी ग्राहक हैं महिलाएं. और इन प्रोडक्ट्स में सबसे ज्यादा इस्तेमाल होने वाला प्रोडक्ट है लिपस्टिक. लिपस्टिक वो बेसिक कॉस्मेटिक है जिसे मैं और आप आम दिनों में लगाते हैं. लगाकर ऑफिस चले जाते हैं, घूमने चले जाते हैं. इसलिए ये जानना बेहद ज़रूरी है कि लिपस्टिक में हमारे यहां किस तरह के केमिकल्स या पदार्थों का इस्तेमाल किया जाता है. इसे लेकर जनवरी 2014 में एक रिपोर्ट सामने आई थी. ये रिपोर्ट भारत के सेंटर फॉर साइंस एंड इनवायरमेंट यानी CSE में पॉल्यूशन मॉनिटर लैब माने PML ने जारी की थी. अलग-अलग कैटेगिरी के 73 कॉस्मेटिक प्रोडक्ट्स पर ये स्टडी हुई थी. पता चला था कि इनमें मरक्यूरी जैसे कुछ बेहद हानिकारक मेटल्स मौजूद थे. CSE के डिप्टी डायरेक्टर जनरल चंद्र भूषण ने कहा था- “भारत में कॉस्मेटिक प्रोडक्ट्स का इस्तेमाल काफी बढ़ रहा है. इसलिए इसका हेल्थ पर क्या असर होता है, इसे जानना भी ज़रूरी था. इसलिए हमने स्टडी की. मोटिवेशन यही था कि इसके पहले इंडिया के पब्लिक डोमेन में इस तरह की कोई भी बड़ी स्टडी नहीं हुई थी. हमने 32 फेयरनेस क्रीम को टेस्ट किया, 30 लिपस्टिक सैंपल्स को टेस्ट किया, कुछ लिप-बाम और एंटी-एजिंग क्रीम को भी टेस्ट किया. टोटल 73 कॉस्मेटिक प्रोडक्ट को टेस्ट किया था. 40 फीसद से ज्यादा फेयरनेस क्रीम्स में हमें मरक्यूरी मिला. जबकि फेयरनेस क्रीम्स में मरक्यूरी के इस्तेमाल पर बैन लगा हुआ है. माने जो मरक्यूरी की मौजूदगी हमें मिली, वो ये बता रही थीं कि ये गैर-कानूनी काम हुआ. 60 फीसद लिपस्टिक में कुछ हैवी मेटल्स थे, जिनमें दो थे क्रोमियम और निकल. क्रोमियम तो बहुत ही हानिकारक है. अगर टोटल बताया जाए तो 50 फीसद से ज्यादा सैंपल्स में हमें या तो मरक्यूरी मिला, या क्रोमियम या निकल मिला.” 2014 की इस रिपोर्ट में इस बात पर ज़ोर दिया गया था कि सरकार नियम-कानून को कठोर बनाए और क्रोमियम-निकल के इस्तेमाल पर रोक लगाए. क्योंकि कॉस्मेटिक इंडस्ट्री अपनी तरफ से ये काम नहीं कर रही थी. अक्टूबर 2019 में ‘इंडियन एक्सप्रेस’ में एक रिपोर्ट छपि थी, जिसमें बताया गया था कि FDA यानी फूड एंड ड्रग एडमिनिस्ट्रेशन ने 100 से भी ज्यादा लिपस्टिक्स को टेस्ट किया. और पाया कि सभी में लेड, जो खुद एक केमिकल एलिमेंट है, वो मौजूद था. ये सारे प्रोडक्ट्स किसी ने किसी तरह से इंसान की हेल्थ के लिए हानिकारक हैं. इस मुद्दे को और डिटेल में जानने के लिए हमने बात की डर्मेटोलॉजिस्ट डॉक्टर पंकज चतुर्वेदी से. उन्होंने कहा- “इन केमिकल्स के साइड-इफेक्ट्स जो हैं, जो लॉन्ग टर्म में देखे गए हैं, वो हैं कैंसर, लिवर डैमेज, इनफर्टिलिटी, थायरॉइड डिसऑर्डर और भी बहुत सारे हॉर्मोनल चेंजेस. ये सारे छोटे-मोटे साइड-इफेक्ट्स नहीं हैं. हमें पता है कि कैंसर के मामले टाइम के साथ बढ़ रहे हैं. पहले इतना फ्रिक्वेंटली नहीं होते थे. लेकिन अब कैंसर बढ़ रहा है. तो हमें पता करना होगा कि आखिर क्या कारण है. अगर बिना जानकारी के ये केमिकल्स शरीर में समा रहे हैं तो ये भी कैंसर का कारण हो सकते हैं. जैसे लिपस्टिक और मसकारा को आप बहुत ही नाज़ुक पार्ट्स में इस्तेमाल करते हैं. लिपस्टिक आप होठों पर लगाते हैं, मान लीजिए उसमें कोई हानिकारक केमिकल है, तो वो आसानी से आपके शरीर में चला जाएगा. मसकारा टियर डक्ट्स के ज़रिए बहुत जल्दी अंदर चला जाएगा.” Dr Pankaj जैसे-जैसे कॉस्मेटिक प्रोडक्ट्स में हानिकारक केमिकल्स के इस्तेमाल की बातें सामने आ रही हैं, वैसे-वैसे ऑर्गेनिक प्रोडक्ट्स का मार्केट बूम कर रहा है. कई सारी कंपनियां ये दावा करती हैं कि उनके प्रोडक्ट्स ऑर्गेनिक हैं और वो हेल्थ को ज्यादा नुकसान नहीं पहुंचाएंगे. क्या वाकई ऑर्गेनिक प्रोडक्ट्स, केमिकल वाले कॉस्मेटिक प्रोडक्ट्स से बेहतर हैं, इसके जवाब में डॉक्टर पंकज चतुर्वेदी ने कहा- “आइडियली हां, ऑर्गेनिक कॉस्मेटिक प्रोडक्ट्स, लिपस्टिक्स, वो केमिकल वाले प्रोडक्ट्स से ज्यादा सुरक्षित हैं. लेकिन बात वही आ जाती है कि बड़े ब्रांड्स भी इसका खुलासा नहीं कर रहे हैं कि उन्होंने कौन-से केमिकल इस्तेमाल किए थे, या जो केमिकल स्टडी में पाए गए उनका सोर्स क्या था. ऑर्गेनिक लिखने भर से कुछ नहीं होता, ऑर्गेनिक होना चाहिए.” क्या है लिपस्टिक का इतिहास? जितने भी कॉस्मेटिक प्रोडक्ट्स का इस्तेमाल अभी हो रहा है, उनमें लिपस्टिक सबसे ज्यादा चलन में है, ऐसा हमने पाया. हालांकि हमें इसे साबित करने के लिए कोई सटीक डेटा नहीं मिला, लेकिन आस-पास की औरतों से बात करने पर पता चला कि लिपस्टिक सभी मेकअप प्रोडक्ट्स में उनका पसंदीदा है. ये एक एवरग्रीन प्रोडक्ट है. लेकिन आप लिपस्टिक को केवल मेकअप प्रोडक्ट कहकर अपनी बात बंद नहीं कर सकते, क्योंकि अगर इतिहास और कल्चर को देखें, तो लिपस्टिक की अपनी एक अहम जगह है. ये काफी हद तक महिला सशक्तिकरण का एक सिंबल भी माना जाता रहा है. ‘इंडियन एक्सप्रेस’ की एक रिपोर्ट के मुताबिक, लिपस्टिक का कलरफुल इतिहास सदियों पीछे ले जाता है. 3500 BC यानी बिफोर क्राइस्ट के आस-पास इसकी शुरुआत हुई थी. मेसोपोटामिया की चार प्राचीन सभ्यताओं में से एक प्राचीन उर की क्वीन शूब-एड ने लिप कलर का इस्तेमाल किया था. उन्होंने सफेल लेड यानी सीसा और लाल जेम्स यानी रत्नों के चूरे को मिलाकर होठों पर लगाने वाला रंग बनाया था. यहां से फिर ये रंग होते हुए इजिप्ट तक पहुंचा. ‘स्टाइल क्रेज़’ वेबसाइट के मुताबिक, प्राचीन समय में मेकअप को स्टेटस सिंबल की तरह देखा जाता था. आदमी और औरत दोनों ही मेकअप अप्लाई करते थे. सुमेरियन सिविलाइज़ेशन को लिपस्टिक के शुरुआती इस्तेमाल का क्रेडिट दिया जा सकता है. यहां लोगों ने फ्रूट्स और बाकी नेचुरल प्रोडक्ट्स का इस्तेमाल करके लिप कलर तैयार किया था. माने सुमेरियन्स और उर सभ्यता से आप लिपस्टिक की शुरुआत मान सकते हैं. इजिप्ट के लोग लिपस्टिक के पहले असली प्रेमी माने गए. डाई का इस्तेमाल करके ये लिपस्टिक बनाते थे. हालांकि इन्होंने कई हानिकारक प्रोडक्ट्स का भी इस्तेमाल किया था, जैसे ब्रोमिन और आयोडिन का मिक्सचर. ये इतना खतरनाक है कि कई गंभीर बीमारी हो सकती हैं. जापान में भी प्राचीन समय में औरतें डार्क लिपस्टिक और मोटा मेकअप करती थीं. ग्रीक एम्पायर ने लिपस्टिक को प्रोस्टिट्यूशन यानी वेश्यावृत्ति से जोड़ रखा था. और यहां वेश्याओं पर लिपस्टिक लगाने का दबाव था. 9 एडी के आस-पास अरब साइंटिस्ट अबुकासिस ने सॉलिड लिपस्टिक बनाई थी. इसाई धर्म के आगमन के बाद चर्च ने लिपस्टिक या किसी भी मेकअप प्रोडक्ट के इस्तेमाल की आलोचना की. लाल होठों को शैतान की पूजा से जोड़कर देखा जाने लगा. और जो औरतें लिपस्टिक लगाती थीं, उन्हें हिकारत भरी नज़रों से देखा जाने लगा, उन्हें चुड़ैल कंसिडर किया जाता था. वेश्याओं के अलावा कोई भी महिला लिपस्टिक का इस्तेमाल नहीं करती थी. इसलिए औरतों ने फिर होठों में चुटकी काटने, उन्हें कतरकर या रगड़कर उन्हें हल्का लाल रंग देने का तरीका अपनाया. खुले रूप से लिपस्टिक दोबारा सामने आई क्वीन एलिज़ाबेथ के शासनकाल में. वो चटक लाल रंग अपने होठों पर लगता थीं. लेकिन तब भी लिपस्टिक की उपलब्धता केवल नामी लोगों को ही थी. साल 1884 में फ्रेंच परफ्यूम कंपनी ने पहली कमर्शियल लिपस्टिक लॉन्च की. इसके बाद धीरे से लिपस्टिक ने इस दुनिया में अपनी परमानेंट जगह बना ली. माने कभी लिपस्टिक सौंदर्य प्रसाधन का सामान मानी गई, कभी वेश्यावृत्ति का तो कभी मज़बूती का सिंबल. मज़बूती का सिंबल इसे बनाया था ब्रिटेन की रानी एलिज़ाबेथ ने. और शायद यही वजह है कि आज भी इसे कई बार महिला सशक्तिकरण के तौर पर देखा जाता है. कैसे? ये बताने के लिए ज्यादा दूर नहीं जाएंगे. बॉलीवुड में ही चलते हैं. कुछ साल पहले एक फिल्म आई थी- ‘लिपस्टिक अंडर माई बुर्का’. चार अलग-अलग उम्र वाली और अलग-अलग सिचुएशन से डील कर रही औरतों की कहानी थी. डायरेक्टर थीं अलंकृता श्रीवास्तव. जब उनसे पूछा गया कि ये टाइटल क्यों दिया गया. उन्होंने कहा था- “लिपस्टिक अंडर माई बुर्का एक प्रतीकात्मक टाइटल है. जो दिखाता है कि औरतों के अंदर हमेशा आज़ाद होने की एक मंशा धड़कती रहेगी. वो हमेशा सपने देखेंगी, भले ही सोसायटी उन्हें एक बक्से में ही क्यों न बंद कर दे. वो औरतों के जुनून, लक्ष्य और सपनों को नहीं मार सकते. ये उन चीज़ों की भी बातें करता है, जिन्हें औरतें कभी-कभी सीक्रेटली करती हैं, वो चीज़ें जिन्हें वो पब्लिकली नहीं कर सकतीं, जिसके लिए उन्हें अलाउ नहीं किया जाता. माने टाइटल बात करता है छिपे हुए सपनों की, सीक्रेट इच्छाओं और लक्ष्य की.” औरतों के बीच लिपस्टिक की मौजूदगी और इससे उनका जुड़ाव इसी से साबित होता है. कि स्त्रीवाद, जिसे पश्चिम एन तीन लहरों में बांटा गया है. उसकी तीसरी और सबसे नयी लहर लिपस्टिक फेमिनिजम कहलाई है. हालांकि एक धड़ा इससे आपत्ति जताता है. कि एक कॉस्मेटिक प्रोडक्ट औरतों को सिंबल कैसे हो सकता है. वहीँ दूसरा धड़ा ये मानता है कि बरसों से फेमिनिस्ट्स के बारे में कहा गया कि वे स्त्री के स्त्रीत्व को स्वीकार नहीं करतीं. लिपस्टिक फेमिनिजम इस बार जोर देता है कि मॉडर्न लड़कियां मेकअप करती है. इससे वो ताकतवर महसूस करती हैं. और कोई पुरुष उन्हें बताने का हक़ नहीं रखता कि सिर्फ इसलिए कि वो मेकअप लगाती हैं, वो वेश्याएं हैं. खूबसूरत महसूस करना उनका हक़ है.

Air pollution major killer in 2019

CSE report says Goa saw 1396 deaths due to polluted air in 2019; Bio-medical waste increased due to COVID-19 PANJIM: Air pollution turned out to be a major killer in 2019 in the State. A report from the Centre for Science and Environment that analysed various areas, revealed that there were 1396 deaths in Goa in 2019, which were attributable to air pollution and that these figures accounted for 13 per cent of the total deaths that year. It stated that this amounted to an economic loss of 79.9 million US Dollars, which was 0.7 per cent of the State GDP. The same report also found that Goa, which generates 176 mld of sewage daily, is part of the 13 States that treat less than 20 per cent of their daily sewage. Goa has nothing much to brag about in the CSE report titled State of India’s Environment in Figures 2021, an annual compendium of data and statistics on key issues of environment and development. The report, citing Central Pollution Board (CPB) statistics, says that Goa generated an average of 450 kg of COVID-19 biomedical waste per day for the first 21 days of May. When it comes to all forms of BMW, as on March 12, 2021, Goa was generating and treating a total of 1488.9 kgs per day. For perspective, State authorities have admitted their struggle in dealing with how the size of BMW waste being generated has doubled recently. The report also stated that Goa has 163 authorised healthcare facilities and 582 unauthorised healthcare facilities. Incidentally, this report that was released on World Environment Day, says that Goa has generated a total of 28,569 kgs of hazardous waste (HW), as per the CPB 2021 figures. The State has 1628 HW generating units and 76 landfills where HW is dumped in. There are 3599 recycled HW while 12-15 HW is incinerated and 12879 HW is utilisable. On a different topic, CSE published details of the Ease of Living Index 2020 that saw Panjim emerge as the best capital city for quality of life. It also published details of the Sustainable Development Goals Index 2020-21 that had placed Goa as the fourth highest in the combined list of States and Union Territories. It further shared details of MGNREGA Dashboard till April 20, 2021 that covered how payment delays marred the Centre’s flagship employment scheme for rural India, in which Goa had a total of Rs 33 lakh in delayed payments. The largest majority of this was of a gap of 16-30 days. The report also covered job crunch in India, with Goa (20.6%) being part of the ten States that had an unemployment rate of above 15 per cent. CSE also shared details of the National Family Health Survey that showed how between 2015 and 2019, Goa fared badly when it came to malnutrition indicators; higher incidence of C-section deliveries than the safe levels; having less than 80% households using clean fuel for cooking; and out-of-pocket expenditure per delivery in a public health facility. On the other hand, Goa fared better when it came to States/UTs having recorded a reduction in child and infant mortality rates; an increase in the share of expectant mothers who undertook antenatal check-ups in the first trimester; an increase in population living with electricity access. CSE’s report also revealed that Goa has a 42 per cent shortage of specialist doctors and 67 per cent radiographers at Community Health Centres (CHC). Goa also has a 28 per cent shortage of lab technicians at CHCs and Primary Health Centres (PHCS). On Biodiversity, Goa reported 131 forest fires between January 1 and May 1, 2021. It also covered the incidence of wildlife crimes in the State. In land records, Goa was average when it came to its individual parameters on its quality of land records but was amongst the better States on the country’s overall list. It reported that Goa has 58,114 farmers out of which 54 per cent are cultivators and 46 per cent are agricultural labourers. Goa was also amongst the lowest States in the country when it came to farm labourer suicides. In the agricultural space, Goa did report two protests on economic/farm policies and two others related to procurement and fair prices between January 2020 and May 2021. The State also has 23,000 hectare of land under organic farming, which is 18.1 per cent of the total cultivable land. State has achieved only 2 per cent of its 2020 solar power target of 358 MW. Goa has installed 6.49 MW of solar rooftop power as per 2021 figures.

Flagging alarming environmental trends in India

A report released by recently by the Centre for Science and Environment (CSE) in India has flagged several disturbing and alarming environmental trends in India. One of the major highlights was the startling fact that India has lost 90% of the area under its four biodiversity hotspots. India has four biodiversity hotspots that hosts numerous endemic species. Around 24.46% of the country’s geographical area covered by forests and trees. However, the report released by the New Delhi-based group said the extent of vegetation in the Indo-Burma hotspot has been reduced from 2,373,057 square kilometres to a mere 118,653 square kilometres, pegging a loss of 95%. Noting that the four biodiversity hotspots have been diminished to lower than 10% of their authentic extent, the report, titled ‘State of India’s Environment in Figures 2021’, shows at least 25 species have also gone extinct in these hotspots. The International Union for Conservation of Nature’s (IUCN) Red List monitors 1212 animal species in India and have tagged 12% as endangered. In addition to the Indo-Burma hotspot which incorporates total north-eastern India (besides Assam), Andaman group of islands, Myanmar, Thailand, Vietnam, Laos, Cambodia and southern China; the other three hotspots within the nation are Himalaya (Indian Himalayan area and the areas falling in Pakistan, Nepal, Bhutan, China and Myanmar), Western Ghats and Sri Lanka, and Sunda Land (Nicobar Islands, Indonesia, Malaysia, Singapore, Brunei and Philippines). A ‘biodiversity hotspot’ is characterised by distinctive ranges of plant endemism and by severe ranges of habitat loss. There are 36 biodiversity hotspots on the earth. Their mixed areas cowl 2.3% of the earth’s land floor. The CSE report lays special emphasis on climate change. The report points out that India recorded 12 of its 15 warmest years in the period between 2006 and 2020: it also had its warmest decade on record. Extreme weather events continued their rampage across the country, which was the fourth worst hit in the world in terms of internal displacements due to disasters. It points out that 16 states — including Odisha, Madhya Pradesh, Chhattisgarh and Uttarakhand — have also witnessed a significant rise in number of forest fire alerts. It says: “India has seen a drastic rise in forest fires since the start of 2021…Forest fires are influenced by temperature and rainfall in the preceding monsoon. The year 2016, the hottest on record when India’s annual temperature rose 0.71oC over the annual average of 25oC, saw 541,135 forest fires — the most in a decade.” The report adds: “Rainfall during the 2015 monsoon was 765.8 mm, 14 per cent less than the normal 880 mm, as per the India Meteorological Department. In 2021, too, India sees unusually warm weather along with 8.7 per cent surplus rainfall last monsoon that leaves adequate humidity for fires to spread.” Not only that but 14 states or UTs in the country have also registered a drop in carbon retention services or carbon sequestration. Carbon sequestration refers to the long term removal or capturing of carbon from the atmosphere to control or mitigate global warming, and this is done naturally using biological, physical and chemical processes. A decline in these services means a decline in the capturing of carbon dioxide from the atmosphere. Keeping such services in place is important to minimize the impact of human activities on the environment. Another alarming fact is that there has been a 46% increase in COVID-19 biomedical waste between April and May 2021. At the same time, treatment of this waste has dipped. In 2019, India managed to treat 88% of its biomedical waste – down from almost 93 per cent in 2017. The report said the biomedical waste generated daily in May this year was roughly 33% of India’s non-Covid biomedical waste. Further, the biomedical waste generated in May was 46% more than that in April. This is in line with data by the Central Pollution Control Board that said India 45,308 tonnes of Covid-19 biomedical waste between June 2020 and 10 May 2021. Kerala, Gujarat, Maharashtra, Delhi and Karnataka contributed 50% of biomedical waste generated in May. These states were hit particularly hard by the second wave of the Covid-19. New Delhi: Since the onset of COVID-19 pandemic, experts and scientists have suggested a clear link between diseases like COVID-19 and environment. UN’s environment chief, Inger Andersen said, “Nature is sending us a message with the coronavirus pandemic and the ongoing climate crisis.” United Nations Environment Programme says that COVID-19 disease has underlined an important link between the health of people and the planet are one and the same. It states that human activity has altered virtually every corner of Earth, bringing humans into contact with new vectors. It further estimates that seventy-five percent of all emerging infectious diseases in humans cross from animals. As per a study titled ‘Nature and COVID-19: The pandemic, the environment, and the way ahead’, the SARS-CoV-2 virus may have emerged from wildlife reservoirs linked to environmental disruption. The study decodes that the novel coronavirus was transmitted to humans via the wildlife trade, and its spread was facilitated by economic globalisation. Whereas WHO says that climate change may indirectly affect the COVID-19 response, as it undermines environmental determinants of health, and places additional stress on health systems. NDTV speaks with Environmentalist Sunita Narain, who heads the Centre for Science and Environment (CSE) and is a member of the Supreme Court-appointed Environment Pollution Control Authority (EPCA) about the same and what individuals and authorities can do to overcome future pandemics. Talking about the relationship of the environment with COVID-19 disease, she said, It is very clear that COVID has a major relationship with nature. What is very clear is that we know that zoonotic diseases or viruses that are found in wild animals are mutating and making their way to human beings. We already have Arabian Flu issue, Swine Flu and now COVID-19, which has literally destroyed the world. Stressing on the fact that COVID-19 is giving everyone a stark reminder that we need to start taking the environment seriously, Ms Narain added, One of the most important lessons COVID-19 has given us is that this is the time to repair our relationship with nature. Ecosystem Restoration is not just about the environment or ecosystem itself, it is also about the human beings and what we can do to restore our relationship with nature. Further talking about the prevention part of COVID-19 disease and its link with the environment, Ms Narain added, Today we know, to fight COVID-19, one of the basic ways is to wash hands – but water must be available to people as well, to fight the battle. The irony of the situation is not only we are not harvesting enough rainwater but whatever we have – the rivers, lakes, all our water resources – we are destroying it with deliberate pollution. Whereas, authorities, need to make sure individuals have more means and money to buy good food and our producer of the food is well cared for. Individuals should start doing rainwater harvesting, authorities should make it compulsory for institutions and buildings. We also need to look at ways we can stop polluting our environment. Authorities need to think beyond toilets and look at how we are treating our sewage waste. Both individuals and authorities have the power to walk the talk by doing things differently. After COVID-19, the next big threat we are looking at is climate change, so no questions asked, we all need to come forward and do something to save the environment and safeguard ourselves.

Experts spy link between Covid deaths and air pollution in Jharkhand

RANCHI: There seems to be a direct link between Covid-19 deaths and industrial pollution, including mining, in Jharkhand, pollution and health experts have pointed out. An analysis of the data collated from the state health department and one of the most polluted cities, Dhanbad, seems to cement this link, though no comprehensive study on the subject has been done so far. The experts now vouched for a scientific study to establish this link and safeguard the people. In Jharkhand, Dhanbad is the only district which has a real-time AQI monitor and was ranked among the most polluted cities of the country in January 2020 in the PM10 category. Dhanbad has also the highest Covid-19 mortality rate of 2.33% against the state's overall 1.4%. As of Thursday, 337 people have succumbed to the viral infection in the district which has a total of 16,149 infected cases. During the deadly second wave of the pandemic which arguably started on April 1 in the state, Dhanbad was among the worst affected with the mortality rate registered at 3.17% or 258 out of 8,115 infected patients died. In the first wave, the mortality rate was 1.47%, only second to East Singhbhum which recorded a 1.87% mortality rate. Ranchi, which also has a mortality rate of 1.85%, is also a highly polluted city. Commenting on the analysis, the director-general of Delhi-based public interest research and advocacy group, Centre for Science and Environment (CSE), Sunita Narayan, said, "Studies have shown that there is certainly a link between pollution level and the Covid-19 mortality rate as the virus affected the lungs, which are already compromised among people living in polluted areas." The CSE has done extensive study over the impact of pollution in different states of the country and pointed out that Jharkhand does not have real-time AQI data for most of its major industrial and mining districts. Environment activist and Jamshedpur (East) Saryu Rai has also been raising demand for the installation of real-time air quality monitors. “Jamshedpur is an industrial town but there is no device to monitor the air pollution. I have taken up the matter with the state government several times but to no avail,” he said. Currently, East Singhbhum ranks second in the Covid mortality rate at 2.01%. During the second wave, the Covid mortality rate was as high as 2.10%. President of the Jharkhand chapter of the Indian Medical Association (IMA), Dr Arun Kumar Singh, said a large number of people in Dhanbad are also found to be suffering from chronic obstructive pulmonary diseases (COPD) and the health condition of such people are grim when they are infected by Covid. Dr Singh, who happens to be from Dhanbad, said, "Apart from industrial pollution, all other types of pollutants from mining are hazardous for the lungs and Dhaband falls in the category of highly polluted areas because of mining." He admitted that the high Covid mortality rate of the district has links to pollution for a long time. Experts pointed out in industrial and vehicular pollution, the air has more of PM 2.5 polluting components while a comparatively bigger particulate matter, PM10, are higher in places where there is pollution from mining. PM10 is known to affect the lungs and bronchi, leading to asthma. Professor of pulmonary medicine at the Rajendra Institute of Medical Sciences (Rims), Dr Brajesh Mishra, said the lungs of people living in areas polluted by industries and mining are mostly affected. “Usually, their lungs are compromised even at the sub-clinical stage and when they are attacked by the Covid virus, chances of the lungs' recovery reduce,” he said. Dr Mishra highlighted that the instances of COPD are more in mining districts of the state. “Though we don’t have the data or research to prove the correlation between pollution and Covid’s impact on lungs, both are known to damage lungs. So, the presence of one factor is liable to worsen the impact of the other,” he added.

விவசாயிகள் தற்கொலை மோடி ஆட்சியிலும் தொடர்கிறது. விவசாயிகள் மற்றும் விவசாயத் தொழிலாளர்கள் என 10,281 பேர் 2019-ம் ஆண்டு தற்கொலை செய்துகொண்டிருக்கிறார்கள். இது தொடர்பான ஆய்வறிக்கை பெரும் அதிர்ச்சியை ஏற்படுத்தியிருக்கிறது. டெல்லியைத் தலைமையிடமாகக்கொண்டு செயல்படும் ‘அறிவியல் மற்றும் சுற்றுச்சூழல் மையம்’ (Centre for Science and Environment) என்கிற அமைப்பு விவசாயிகளின் போராட்டங்கள் மற்றும் தற்கொலைகள் தொடர்பான அதிர்ச்சிக்குரிய புள்ளிவிவரங்கள் அடங்கிய ஆய்வறிக்கை ஒன்றைச் சமீபத்தில் வெளியிட்டிருக்கிறது. 2021-ம் ஆண்டு இந்திய அளவில் 12 விவசாயிகளின் போராட்டங்கள் நடைபெற்றுள்ளன. இவற்றில், 11 போராட்டங்கள் என்பதைக் கண்டித்தும் மிகப்பெரிய அளவில் 96 போராட்டங்கள் நடைபெற்றுள்ளன என்கிறது சி.எஸ்.இ அறிக்கை. 2017-ம் ஆண்டிலிருந்து இந்தியாவில் விவசாயிகள் போராட்டம் ஐந்து மடங்கு அதிகரித்துள்ளது. 2017-ம் ஆண்டு 15 மாநிலங்களில் 34 மிகப்பெரிய போராட்டங்களை விவசாயிகள் நடத்தினர். பின்னர் அது, 22 மாநிலங்கள் மற்றும் யூனியன் பிரதேசங்கள் என விரிவடைந்து 165 போராட்டங்களாக அதிகரித்தன. விவசாயிகளுக்கான நெருக்கடிகளும், சிக்கல்களும் தீர்க்கப்படாத சூழலில், இந்தியாவில் ஒவ்வொரு நாளும் சராசரியாக 28-க்கும் அதிகமாக விவசாயிகள் தற்கொலை செய்துகொள்கிறார்கள். 2019-ம் ஆண்டு 5,957 விவசாயிகளும் 4,324 விவசாயத் தொழிலாளர்களும் தற்கொலை செய்துகொண்டிருக்கிறார்கள் என்கிறது அந்த அறிக்கை. அதேநேரத்தில், மத்திய அரசின் சர்ச்சைக்குரிய மூன்று வேளாண் சட்டங்கள் விவசாயிகளின் போராட்டங்களுக்கு முக்கியக் காரணமாக இருந்தாலும், வேளாண் சந்தை மற்றும் வேளாண் விளைபொருள்களுக்கு விலைகளை நிர்ணம் செய்தல் ஆகியவற்றில் ஏற்பட்ட தோல்வி காரணமான 38 போராட்டங்கள் நடைபெற்றுள்ளன. நெடுஞ்சாலைகள், விமான நிலையம் போன்ற வளர்ச்சித் திட்டங்களுக்காக வேளாண் நிலங்களைக் கையகப்படுத்துவதைக் கண்டித்து 17 போராட்டங்கள் நடைபெற்றுள்ளன. இத்தகைய போராட்டங்களின்போது விவசாயிகள் மீதான கைது நடவடிக்கையும் புதிய போராட்டங்களுக்குக் காரணமாக இருந்திருக்கிறது. மத்திய பா.ஜ.க அரசின் சர்ச்சைக்குரிய மூன்று வேளாண் சட்டங்களை வாபஸ் பெற வேண்டும் என்று வலியுறுத்தி டெல்லியின் எல்லையில் நடைபெற்றுவரும் போராட்டத்தை மிகப்பெரிய அளவுக்கு முன்னெடுத்துச் செல்பவர்கள் பஞ்சாப், ஹரியானா விவசாயிகள். இதேகாலகட்டத்தில் ஆந்திரா, தெலங்கானா, ஒடிசா ஆகிய மாநிலங்களிலும் மிகப்பெரிய போராட்டங்களை விவசாயிகள் நடத்தியிருப்பதாக சி.எஸ்.இ அறிக்கை குறிப்பிடுகிறது. இதில் குறிப்பிடப்பட்டிருக்கும் அனைத்தும், ஆயிரக்கணக்கான விவசாயிகள் பங்கேற்ற மிகப்பெரிய போராட்டங்கள் என்பது குறிப்பிடத்தக்கது. இதில் விவசாயிகளின் தற்கொலை தொடர்பாக வெளியிடப்பட்டிருக்கும் புள்ளிவிவரங்கள் வேதனை அளிக்கின்றன. இத்தனை பேர் தற்கொலை செய்துகொண்ட செய்தி, இப்படியோர் ஆய்வு அறிக்கை வழியாக, இவ்வளவு தாமதாக வெளியுலகுக்குத் தெரியவருகிறது என்பதே அதிர்ச்சிக்குரிய ஒன்றுதான். விவசாயிகளின் தற்கொலை என்பது மலிவான ஒரு விஷயமாகப் பார்க்கப்படுகிற அவலம் இந்தியாவில் ஏற்பட்டிருக்கிறது. இது குறித்து தென்னிந்திய விவசாய இயக்கங்களின் ஒருங்கிணைப்புக்குழுவின் பொதுச்செயலாளரான எஸ்.கண்ணையனிடம் பேசினோம். “முந்தைய காங்கிரஸ் ஆட்சியில் விவசாயிகளை பாதிக்கக்கூடிய ஒப்பந்தங்கள் உலக வர்த்தக அமைப்பு போன்ற அமைப்புகளுடன் மேற்கொள்ளப்பட்டன. அவை மிக மோசமான விளைவுகளை இந்திய விவசாயிகள் மத்தியில் ஏற்படுத்தின. விவசாயிகளின் பிரச்னைகள் அனைத்தும் தீர்க்கப்படும் என்ற வாக்குறுதியுடன் மோடி அரசு பதவியேற்றது. ஆனால், விவசாயிகளின் எந்தப் பிரச்னையும் தீர்க்கப்படவில்லை. இந்த ஆட்சியில் விவசாயிகள் தற்கொலைகள் திட்டமிட்டு இருட்டடிப்பு செய்யப்படுகின்றன. அதையும் மீறி சி.எஸ்.இ ஆய்வறிக்கையில் ஒரு புள்ளிவிவரம் வெளியாகியிருக்கிறது. கண்ணையன் கண்ணையன் விவசாயக்கூலி உயர்வு, இடுபொருள்கள் விலை உயர்வு என விவசாயத்துக்கான செலவுகள் பல மடங்கு அதிகரித்துள்ளன. ஆனால், வேளாண் விளைபொருள்களுக்கு கட்டுபடியான விலை கிடைக்கவில்லை. வெள்ளம், வறட்சி, புயல் என இயற்கைச் சீற்றங்களால் பாதிக்கப்படும் விவசாயிகளுக்கு உரிய நிவாரணம் வழங்கப்படுவதில்லை. இந்தியாவில் கரும்பு விவசாயிகளுக்கு ரூ.24,000 கோடி நிலுவைத்தொகை தரப்படாமல் இருக்கிறது. பண மதிப்பிழப்பு நடவடிக்கையால் விவசாயிகள் மிகக் கடுமையாக பாதிக்கப்பட்டிருக்கிறார்கள். விவசாயிகளின் கோரிக்கைகளை மத்திய ஆட்சியாளர்கள் கண்டுகொள்வதில்லை. லட்சக்கணக்கான விவசாயிகள் தலைநகரை முற்றுகையிடும் வகையில் பல மாதங்களாகப் போராட்டம் நடத்தியும்கூட, அவர்களின் கோரிக்கையை நிறைவேற்ற முடியாது என்பதில் மத்திய ஆட்சியாளர்கள் பிடிவாதமாக இருக்கிறார்கள். இத்தகைய அணுகுமுறைதான் போராட்டங்கள் அதிகரிப்பதற்கும், தற்கொலைகள் தொடர்வதற்கும் முக்கியக் காரணம்” என்றார் எஸ்.கண்ணையன். இந்த விவகாரம் குறித்து அகில இந்திய விவசாயிகள் சங்கத்தின் இணைச் செயலாளர் விஜு கிருஷ்ணனிடம் பேசினோம். “விவசாயிகளின் வருமானம் இரண்டு மடங்கு அதிகரிக்கப்படும் என்று 2014-ம் ஆண்டு பிரதமர் மோடி வாக்குறுதி அளித்தார். வேளாண் விளைபொருள்களுக்கு எம்.எஸ்.சுவாமிநாதன் கமிஷன் பரிந்துரையின்படி, குறைந்தபட்ச ஆதரவு விலை நிர்ணயிக்கப்படும் என்றும் வாக்குறுதி அளித்தார்கள். உரம், பூச்சிக்கொல்லி மருந்துகள் போன்றவற்றை மானிய விலையில் அளிப்போம் என்றார்கள். பயிர்கள் சேதடைந்தால் காப்பீடு வழங்கப்படும் என்றார்கள். ஆனால், கடந்த ஏழு ஆண்டுகளில் இந்த வாக்குறுதிகள் நிறைவேற்றப்படவில்லை. பண மதிப்பிழப்பு நடவடிக்கைக்குப் பிறகு நிறைய போராட்டங்கள் வெடிக்க ஆரம்பித்தன. அதே நாளில் நாட்டின் பல பகுதிகளிலிருந்து டெல்லியை நோக்கிப் பேரணி நடத்தினோம். மத்தியப் பிரதேச மாநிலத்தில் 2017-ம் ஆண்டு, ஜூன் மாதம் ஏழு விவசாயிகளை பா.ஜ.க அரசு சுட்டுக்கொன்றது. அதைத் தொடர்ந்து 250-க்கும் மேற்பட்ட விவசாய சங்கங்கள் இணைந்து வேளாண் விளைபொருள்களுக்கு நியாயமான விலை, விவசாயக் கடன் தள்ளுபடி உள்ளிட்ட கோரிக்கைகளை முன்வைத்துப் போராடி வருகிறோம். விஜு கிருஷ்ணன் விஜு கிருஷ்ணன் விவசாயம் மற்றும் விவசாயிகளின் பிரச்னைகள் தீவிரமடைந்திருப்பதன் காரணமாகவே, போராட்டங்களும் அதிகரித்துள்ளன. விளைபொருள்களுக்குச் சரியான விலை கிடைக்காத காரணத்தால், கடன்வலையில் விவசாயிகள் சிக்கியுள்ளனர். அதனால், விவசாயிகள் தற்கொலை அதிகரித்துள்ளது. கிராமப்புற வேலைவாய்ப்பு உறுதித்திட்டத்தின் கீழ் குறைந்த நபர்களுக்கு மட்டுமே வேலை வழங்கப்படுகிறது. இந்தத் திட்டத்தின் கீழ், ஓர் ஆண்டுக்கு 40 நாள்கள்கூட வேலை வழங்கப்படுவதில்லை. இவையெல்லாம்தான் விசாயிகளின் துயரங்களுக்கு முக்கியக் காரணங்கள். டெல்லியில் ஓராண்டுக்கு மேலாக விவசாயிகள் போராடிவருகிறார்கள். இந்தப் போராட்டத்தில் 500-க்கும் மேற்பட்ட விவசாயிகள் மரணமடைந்திருக்கிறார்கள். ஆனால், கார்ப்பரேட் நிறுவனங்கள் லாபம் பெற வேண்டும் என்பதில் மட்டுமே மத்திய ஆட்சியாளர்கள் மிகவும் கவனமாக இருக்கிறார்கள். விவசாயிகள் மற்றும் விவசாயத் தொழிலாளர்களைப் பற்றி அவர்கள் கவலைப்படுவதே இல்லை” என்றார்.
