Due to this the particle pollutants don’t disperse leading to pollution,” said Kuldeep Srivastava, head, regional weather forecasting centre, IMD. Experts say that consistent wind of at least 8kmph is required to ventilate the region. They, however, added that there was more to the air pollution this year than just the meteorological factors. “Other cities too have suffered more highly polluted days this year. People talk of meteorology as the sole reason, but last year the Environment Pollution (Prevention and Control) Authority (Epca) was active and monitored the ground situation and the graded response action plan (Grap) was effectively implemented. In the absence of a larger powerful monitoring agency, measures like ensuring curbs on construction activities seem not to be that effective,” said Shambhavi Shukla, program officer, air pollution, centre for science and environment (CSE). The Supreme Court-appointed Epca was replaced last year with the central government-appointed Commission for Air Quality Management. According to the AQI, on a scale of 0 to 500, Noida recorded was 315 against 322 a day earlier, Greater Noida was 336 against 337 and Ghaziabad was 325 against 328. The AQI between 101 to 200 is considered ‘moderate’, between 201 and 300 is ‘poor’, between 301 and 400 is considered ‘very poor’ and above 400 is considered ‘severe’. According to the System of air quality and weather forecasting and research (SAFAR), the air quality is likely to improve from February 20. “Surface winds are low and forecasted to improve and change in direction to easterly. Better ventilation is likely to influence AQI positively. AQI is likely to stay in the lower end of Very Poor for the next two days. AQI is likely to further improve on 20th Feb,” said the SAFAR statement on Thursday.

तीन फरवरी को सुप्रीम कोर्ट की तरफ से गठित एक कमिटी ने बताया था कि एक पेड़ साल भर में 75 हज़ार रुपए का ऑक्सीजन और खाद पैदा करता है. मामला पश्चिम बंगाल में सेतु भारतमाला परियोजना के तहत 5 रेलवे ओवरब्रिज के निर्माण का है. परियोजना के लिए 356 पेड़ काटे जाने हैं. नई दिल्ली: सुप्रीम कोर्ट ने कहा है कि वह सरकारी परियोजनाओं के लिए पेड़ काटे जाने को लेकर दिशा-निर्देश बनाएगा. कोर्ट ने कहा, "यह तय किया जाना जरूरी है कि कितनी उम्र के पेड़ों को बिल्कुल नहीं काटा जा सकता है. यह भी तय करना होगा कि किस तरह की नस्ल के पेड़ हैं जिनकी पर्यावरण के लिए उपयोगिता को देखते हुए उन्हें नहीं काटा जाना चाहिए. बाकी पेड़ों को भी बहुत जरूरी स्थिति में ही कांटा जाना चाहिए." कोर्ट ने कहा कि काटे गए पेड़ों का मूल्यांकन कर उनकी लागत परियोजना की लागत में जोड़ी जानी चाहिए. एक पेड़ की कीमत 75 लाख! तीन फरवरी को सुप्रीम कोर्ट की तरफ से गठित एक कमिटी ने बताया था कि एक पेड़ साल भर में 75 हज़ार रुपए का ऑक्सीजन और खाद पैदा करता है. इस लिहाज से पुराने और मजबूत पेड़ों की कीमत 75 लाख या उससे ज़्यादा हो सकती है. कोर्ट ने तब कहा था कि वह कमिटी की रिपोर्ट और दूसरे तथ्यों को ध्यान में रखते हुए सरकारी परियोजनाओं के लिए पेड़ों को काटने पर प्रोटोकॉल तैयार करेगा. बंगाल की सड़क परियोजना को चुनौती मामला पश्चिम बंगाल में सेतु भारतमाला परियोजना के तहत 5 रेलवे ओवरब्रिज के निर्माण का है. परियोजना के लिए 356 पेड़ काटे जाने हैं. एसोसिएशन फ़ॉर प्रोटेक्शन ऑफ डेमोक्रेटिक राइट्स नाम की संस्था ने वकील प्रशांत भूषण के ज़रिए इसका विरोध करते हुए याचिका दाखिल की है. नेशनल हाईवे 112 को रेलवे क्रॉसिंग मुक्त करने के लिए बन रहे इन ओवरब्रिजों के निर्माण का विरोध करते हुए एनजीओ ने कहा है कि जो पेड़ परियोजना के लिए काटे जाएंगे, वह काफी पुराने और मजबूत पेड़ हैं. उन्हें नहीं काटा जाना चाहिए. सरकार को आर्थिक विकास के नाम पर पर्यावरण का नुकसान करने की अनुमति नहीं दी जा सकती. कोर्ट ने बनाई 5 सदस्यीय कमिटी सुप्रीम कोर्ट ने पुराने पेड़ों की कीमत का आकलन करने के लिए 5 पर्यावरणविदों की एक कमिटी बनाई थी. सोहम पांड्या, निशिकांत मुखर्जी, सुनीता नारायण, बिकाश कुमार माजी और निरंजिता मित्रा की इस कमिटी ने कोर्ट को बताया है कि एक पेड़ साल भर में जितना ऑक्सीजन देता है, उसकी कीमत 45 हज़ार रुपए होती है. पेड़ के चलते ज़मीन को जो पोषण मिलता है, जो कंपोस्ट खाद तैयार होती है तो उसकी सालाना उत्पादकता 75 हज़ार रुपए है. इस हिसाब से एक पुराने और मजबूत पेड़, जिसकी आयु 100 साल बाकी है, की कीमत कम से कम 75 लाख रुपए होती है. बन सकती है नई कमिटी चीफ जस्टिस एस ए बोबडे की अध्यक्षता वाली बेंच ने आज के कहा कि मामले में यह देखने की भी जरूरत है कि किस तरह के पेड़ों को नहीं काटा जाना चाहिए. कितनी उम्र के पेड़ इतने उपयोगी हो जाते हैं कि उन्हें बिल्कुल नहीं काटना चाहिए. कोर्ट ने कहा कि इस मसले पर भी एक विशेषज्ञ समिति से रिपोर्ट ली जानी चाहिए. इससे भविष्य के लिए दिशानिर्देश बनाने में आसानी होगी. सरकार की अधिसूचना पर रोक कोर्ट ने आज केंद्र सरकार के उस नोटिफिकेशन पर भी रोक लगा दी,जिसमें यह कहा गया था कि 100 किलोमीटर से कम लंबाई की सड़क परियोजनाओं के निर्माण के लिए पेड़ों को काटने से पहले पर्यावरण मंजूरी लेना जरूरी नहीं होगा. कोर्ट ने कहा, "बात सड़क की लंबाई की नहीं है. अगर इस नीति को जारी रहने दिया गया तो इसका दूरगामी बुरा सर हो सकता है." आज पश्चिम बंगाल की तरफ से पेश वरिष्ठ वकील अभिषेक मनु सिंघवी ने 5 ओवरब्रिज परियोजना का काम बाधित होने पर आपत्ति जताई. लेकिन कोर्ट ने फिलहाल इस मसले पर कुछ नहीं कहा.

Has India found an auto policy that’s good for the economy and for its air?

In an attempt to save India’s shrinking economy, the Narendra Modi government has taken a leaf out of the playbook that several countries used to battle the 2008 global financial crisis. But for the trick to really work, the move must be localised to India instead of a blind copy-paste of the West. In the union budget for 2021-22 (April-March), Indian finance minister Nirmala Sitharaman introduced a voluntary vehicle scrapping policy. Under this, cars older than 20 years and commercial vehicles older than 15 years will be phased out from the roads. These vehicles will need to undergo a test at automated centres to determine whether they are fit for driving or need to be scrapped, Sitharaman said in her budget speech (pdf) on Feb. 1, without further details. “This will help in encouraging fuel-efficient, environment-friendly vehicles, thereby reducing vehicular pollution and oil import bill,” she added. The move will impact over 20 million cars in India and is aimed at improving India’s “filthy air,” while boosting automobile demand, which has been under pressure for nearly a year now due to the Covid-19 pandemic. If global trends are anything to go by, the step will be pretty effective, industry experts said, adding that there are some things the Indian government must do differently. “Countries like the US, Germany, UK, and Japan had introduced incentive-based scrappage policy, which boosted their demand massively in the subsequent quarters,” explained Shruti Saboo, associate director at New Delhi-based India Ratings and Research. “However, given the price-sensitive nature of Indian consumers and the fact that they are still recovering from the financial impact of Covid-19, the incentives for scrapping older vehicles have to be really attractive.” A brief history of scrapping cars After the 2008 crisis, several countries, including Japan, the US, and some European countries implemented the scrappage policy. The motive was to push the auto sector out of a slump. While India did not come up with such a policy then, countries like Russia announced schemes such as subsidised loans for customers to buy locally produced cars. On the other hand, South Korea accelerated the auto demand by providing incentives in the form of tax cuts to consumers (pdf). Some of the biggest car scrapping schemes that have been announced so far are by the US, the UK, France, Spain, and Germany. Just like India, the objective of the policy across these nations was two-fold: support the automobile industry and ensure environmental benefits. These policies have shown results when it comes to the environment. “Under the US’ Car Allowance Rebate System, the fuel efficiency of the new cars purchased was 58% greater than that of the old cars traded-in,” economist Arne Schweinfurth said in a research paper about the efficiency of such policy (pdf) 2009. ”The schemes seem to have steered buyers toward smaller, more fuel-efficient vehicles.” But in a developing country like India, environmental benefits are unlikely to be big selling points. What India’s vehicle scrapping policy needs Automobiles that are 15-20 years old have a very low resale value, which would not cover the cost of buying a new vehicle. So, if the Modi government wants Indians to mandatorily give up their vehicles, it would need to include a lucrative monetary compensation in return. “If the consumer does not find significant financial incentives in scrapping the vehicle, they may decide against it,” said Vahishta M. Unwalla, research analyst at CARE Ratings. “Some of the customer-based incentives could include discounts on buying a new vehicle in lieu of scrapping their old automobile. There should be some tax-based benefits for the original equipment manufacturers as well.” An HDFC Bank study in 2018 (pdf) estimated the industry for the scrapping of older vehicles and recycling of automotive parts in India is worth $6 billion. If the government can manage to make the deal viable for Indians, the move could end up giving some additional benefits. For instance, when replacing their outdated vehicles, users could be encouraged to purchase more environment-friendly electric vehicles (EVs). “It will push the mindset of people to adapt to cleaner commute and open the market for brand new vehicle infusions which can be EV and help the manufacturing industry to grow,” said Suhas Rajkumar, founder of a Bengaluru-based EV startup, Simple Energy. Other benefits of the policy could include re-using scrap materials like steel and aluminium for manufacturing new vehicles. But there are several pitfalls to this ambitious plan. For instance, disposing of automobile parts that cannot be reused in an ecological way could pose a big challenge. While most of the parts of a car, including belts, wheels, and seats, can be easily recycled, components such as batteries, headlamps, video display screens, switches, and sensors cannot be reused. Old car batteries mostly contain sulphuric acid, a toxic and corrosive chemical, which can cause soil and groundwater contamination if not stored with caution. Besides, creating efficient infrastructure to deal with such a massive overhaul will be a task in itself. “The government will require infrastructure especially in terms of setting up of organised scrapping centres, which is currently largely confined to small unorganised players,” said Saboo of India Ratings and Research. Given that the fine print of the policy has not yet been shared by the government, experts are now waiting to understand who will bear the cost of the project. They also believe that the move could have benefits beyond just boosting auto demand and helping the environment. Vehicle scrapping and informal jobs The scrappage policy will generate employment in the informal sector at a time when unemployment rates in India are at a record high, analysts said. “The informal sector plays an important role in the collection, dismantling, and recycling of end of life vehicles. The spare part recovery business generates livelihood and also serves the market for in-use vehicles,” said Anumita Roychowdhury and Vivek Chattopadhyaya, analysts at Centre for Science and Environment, a New-Delhi based think tank. Due to the Covid-19 pandemic, in December 2020, the unemployment rate in India rose to 9%, with as many as 9 million people losing jobs between September and December.

संजीव गुप्ता, नई दिल्ली। आप सरकार के तीसरे कार्यकाल का पहला वर्ष पर्यावरण के लिहाज से खासा उल्लेखनीय कहा जा सकता है। वृक्ष प्रत्यारोपण नीति अधिसूचित हुई तो युद्ध-प्रदूषण के विरुद्ध नाम से एक अभियान भी चला। हालांकि वर्ष भर चले जिस अध्ययन की रिपोर्ट आनी थी वह नहीं आ पाई। इसी रिपोर्ट के आधार पर भविष्य की नीतियां बननी थीं। कोरोना काल में अनलाक (पाबंदियों में छूट देने का दौर) में सरकार ने सर्दियों में भी अनुकूल हवा बनाए रखने के लिए युद्ध-प्रदूषण के विरुद्ध चलाने की घोषणा की। इसके तहत एंटी डस्ट कैंपेन चलाया गया। निर्माण स्थलों के लिए एंटी स्माग गन अनिवार्य कर दी गई। एक ग्रीन एप लांच किया गया, जिस पर 24 घंटे प्रदूषण से जुड़ी कोई भी शिकायत दर्ज की जा सकती है। फिर रेड लाइट आन, गाड़ी आफ अभियान चलाया गया। वर्ष के अंत में वृक्ष प्रत्यारोपण नीति भी अधिसूचित कर दी गई। अब एक पेड़ काटने पर 100 लगाने होंगे। इतना सब होने पर भी दिल्ली को सर्दियों के प्रदूषण से नहीं बचाया जा सका। ठीकरा इस बार भी पराली के धुएं के सिर फूटा। पहला वर्ष पूरा होते-होते सामने आया कि एक साल पहले अमेरिका की यूनिवर्सिटी के साथ दिल्ली में वर्ष भर के वायु प्रदूषण पर अध्ययन कराने को जो समझौता हुआ था उसकी रिपोर्ट ही नहीं आई है। इसमें देखा जाना था कि किस मौसम में प्रदूषण क्यों बढ़ता है? रिपोर्ट बन भी गई, लेकिन शायद ठीक नहीं थी। आखिर में वह समझौता भी रद कर दिया गया। अब आइआइटी कानपुर, दिल्ली और टेरी के साथ मिलकर किसी स्थान पर वास्तविक समय में प्रदूषण का मूल स्नोत पता लगाने के लिए रियल टाइम सोर्स अपोर्शनमेंट आफ एयर पाल्युशन तकनीक का सहारा लेने की घोषणा की गई है। एक्सपर्ट की राय प्रदूषण नियंत्रण में जन जागरूकता अभियान सर्वाधिक कारगर साबित हो सकते हैं। अगर ग्रेडेड रिस्पांस एक्शन प्लान (ग्रेप) को पूरी सख्ती से लागू किया जाए तो भी निश्चित तौर पर सकारात्मक परिणाम सामने आएंगे। लापरवाही बरतने वाले अधिकारियों पर सख्त एक्शन हो। कारण, वायु गुणवत्ता प्रबंधन आयोग या सीपीसीबी प्लान तो बना सकते हैं, दिशा-निर्देश जारी कर सकते हैं, लेकिन उन पर अमल कराना राज्य सरकारों का ही काम है। दिल्ली सरकार के इस दिशा में उठाए गए कदम स्वागत योग्य हैं। ऐसे ही धीरे-धीरे हालात में सुधार आता जाएगा। (सुनीता नारायण, महानिदेशक, सेंटर फॉर साइंस एंड एनवायरमेंट (सीएसई), दिल्ली) बायोडिकंपोजर दवा की पहल पर्यावरण की बेहतरी के लिए 31 लाख पौधे रोपने की मुहिम चलाई गई। पराली की समस्या से निपटने के लिए पूसा इंस्टीट्यूट की मदद से दिल्ली के 800 हेक्टेयर में फैले खेतों में बायोडिकंपोजर दवा का छिड़काव किया गया। निजी वाहनों पर निर्भरता अब भी समस्या दिल्ली में प्रदूषण के लिए पराली का धुआं और बायोमास जलना ही नहीं, वाहनों का धुआं भी बहुत हद तक जिम्मेदार हैं। साल दर साल 5.81 फीसद की दर से राजधानी में निजी वाहनों की संख्या बढ़ रही है। यह संख्या एक करोड़ 10 लाख के आंकड़े को छू रही है। दिल्ली में सबसे अधिक करीब 71 लाख दोपहिया वाहन और उसके बाद करीब 33 लाख कारें पंजीकृत हैं। इसमें भी डीजल के वाहनों की तादाद बहुत ज्यादा है, जो प्रदूषण में इजाफे के लिए प्रमुख रूप से जिम्मेदार है। शोध रिपोर्ट बताती है कि दिल्ली के प्रदूषण में पीएम 10 के स्तर पर वाहनों से 14 फीसद और पीएम 2.5 के स्तर पर 25 से 36 फीसद योगदान है।

Winter pollution shows rise in most Indian cities, says CSE

Smaller and upcoming cities emerging as pollution hotspots, says report. The levels of PM 2.5, the most threatening of particulate matter, worsened in 43 out of 99 cities whose winter air in two years, 2020 and 2019, was compared by the Centre for Science and Environment (CSE). Only 19 registered “substantial improvement” — and one of these was Chennai. The restof the cities did not experience significant change. In the aftermath of the lockdown, several cities reported improved pollution levels but by winter, when lockdowns were significantly eased, pollution levels had clawed back to pre-COVID-19 levels, the CSE notes, underlining the significant contribution of local and regional factors to a city’s pollution levels. The cities with the worst pollution spikes in 2020 over 2019 include Gurugram, Lucknow, Jaipur, Visakhapatnam, Agra, Navi Mumbai, and Jodhpur. Kolkata is the only mega city in this group. In 37 cities that are otherwise showing stable or declining seasonal averages, their peak pollution levels have risen significantly during winter. These include Aurangabad, Indore, Nashik, Jabalpur, Rupnagar, Bhopal, Dewas, Kochi, and Kozhikode. On the other hand, in north India, other cities, including Delhi, have experienced the reverse, that is, an increase in the seasonal average but decline in the seasonal peak. During winter, cool and calm weather traps and spikes daily pollution, particularly in north Indian cities located in the Indo Gangetic Plain. This year, the average level of PM2.5 during the summer and monsoon months was considerably lower than the previous year due to the summer lockdown. However, the winter PM2.5 concentration has risen compared to the 2019 winter in many cities across regions. “This bouncing back of pollution post-lockdown unmasks the high impacts of local and regional pollution. This demands quicker regional reforms to curb pollution from vehicles, industry, power plants and waste burning to curb the winter pollution and also sustain annual improvement at a regional scale with speed,” says Anumita Roychowdhury, CSE’s executive director in charge of research and advocacy, said in a statement. The analysis is part of the air pollution tracker initiative of CSE. It’s based on publicly available granular real time data (15-minute averages) from the Central Pollution Control Board (CPCB). The data is captured from 248 official stations under the Continuous Ambient Air Quality Monitoring System (CAAQMS) spread across 115 cities in 22 States and Union Territories. The CSE analysts only considered cities that had readings for both years in at least 75% of the winter days (from October 1 to January 31). When ranked from the most to the least polluted cities, 23 of the most polluted cities are from north India. While Mysuru is the least polluted, followed by Satna in Madhya Pradesh and Kochi in Kerala, Ghaziabad is the most polluted city in the northern belt. There are only four cities (Satna, Mysuru, Vijaypura and Chikkamagaluru) that have met the national 24-hour standard (60 μg/m3) during the winter season. Satna and Maihar in Madhya Pradesh, and Mysuru in Karnataka, are the cleanest cities in the country, according to the report. The authors of the study also emphasise that rather than mega cities, it was the smaller and upcoming cities that were emerging as pollution hotspots. “ This report makes it amply clear that this winter pollution challenge is not limited to mega cities or one specific region; it is an omnipresent problem and requires urgent and deliberate action everywhere. This requires quicker reforms and action in key sectors of pollution — vehicles, industry, power plants and waste management to control winter pollution and bend the annual air pollution curve.”

Toolkit case: Activists, environmentalists demand release of Disha Ravi

Social activists and environmentalists called for immediate release of climate activist Disha Ravi who was arrested in the 'toolkit' document case, asking the government to stop targeting India's youth. Kavita Krishnan, the secretary of All India Progressive Women's Association, said people like Ravi are India's best hope because they are concerned about not just themselves, but the future generations. "We are not behaving like a democracy right now. If we are going to equate protest with conspiracy and organising protests as conspiracy, then you are not a democracy anymore," she said. "They should immediately drop this case based upon absolutely flimsy, ridiculous and evil pretext. A toolkit is not sedition, it is not conspiracy, toolkit is for protest," she added. Rights activist Shabnam Hashmi also questioned the basis of Ravi's arrest, saying anybody even doing a local campaign prepares a toolkit. "We should look at the prime minister's campaign toolkit. We are crossing the limits of absurdity. We will become a laughing stock internationally," she said. Sunita Narain, head of the Delhi-based Centre for Science and Environment, also extended her support to the arrested activist. "We know #climatechange is an existential threat. World desperately needs the passion and commitment of the youth and their loud and strong voice to shake it to more action #FreeDishaRavi," she tweeted.

पेट्रोल बिकने से देश परेशान नहीं है. दिल्ली में एक रात में गैस के सिलेंडर के दाम 50 रुपये बढ़ गए, दिल्ली परेशान नहीं है. जो देश इन बातों से परेशान नहीं है उस देश को इस बात से परेशान किया जा रहा है कि बंगलुरु की एक 22 साल की लड़की दिशा ए रवि गिरफ्तार हुई है जिस पर राजद्रोह, दो समुदायों के बीच नफरत और साज़िश करने के आरोप हैं. भारत की छवि ख़राब करने के आरोप हैं. भारत की छवि ख़राब करना एक नया आरोप है, परीक्षाओं के सताए नौजवानों ने ऐसे बहुत सारे पोस्टर बनाए और ट्रेंड कराया जिसे आज आप टूल किट कह रहे हैं. इस अभियान को भी डिजिटल स्टार्म कहा जा सकता है. उस समय ऐसे पोस्टर खूब आते थे कि कितने बजे थाली बजानी है, किस किस मंत्री को टैग करना है और कौन सा हैशटैग ट्रेंड कराना है. इसे आराम से टूल किट कहा जा सकता है. बस तब ये पोस्टर बनाकर इनबाक्स में वायरल हो रहा था और इसे ट्वीटर पर भी शेयर किया जा रहा था. उस दिन प्रधानमंत्री का जन्मदिन था. उस मौके पर विरोध जता कर सरकारी भर्ती परीक्षाओं के सताए नौजवान अपना विरोध जताना चाहते थे और सरकार को झकझोरना चाहते थे. गनीमत है कि तब इस तरह की योजना को साज़िश नहीं माना गया लेकिन कहा नहीं जा सकता कि अब आगे ऐसा नहीं होगा. कोई कह सकता है कि बेरोज़गारों के ऐसे अभियान से लोकप्रिय प्रधानमंत्री और भारत की छवि ख़राब हो रही है. 17 सितंबर 2020 को बेरोज़गारों ने तीस लाख से अधिक ट्वीट किए थे और ट्विटर पर यह नंबर वन ट्रेंड करने लगा था. यही डिजिटल स्टार्म है. यानी डिजिटल दुनिया का तूफान. सरकार के विरोध में भी होता है और सरकार के समर्थन में भी होता है. इस दौरान जो रणनीति बनती है कि किसे टैग करना है किसे क्या लिखना है उसे टूल किट कह सकते हैं. 22 साल की दिशा ए रवि को इसी प्रकार के टूल किट बनाने के मामले में गिरफ्तार किया गया है. पहले मामला समझें. यह ध्यान रखें कि टूल किट शब्द का प्रयोग पहली बार पुलिस ने नहीं, ग्रेटा थनबर्ग ने किया. क्लाइमेट एक्टिविस्ट ग्रेटा थनबर्ग ने 3 फरवरी को अपने ट्विटर हैंडल से ट्वीट किया और एक टूल किट भी जारी किया. इस टूल किट में लिखा है कि किसी खास समय पर हैशटैग Askindiawhy नाम से ट्विटर पर ट्रेंड कराना है. तस्वीरें साझा करनी है. ऐसा करने के लिए 23 जनवरी, 26 जनवरी और 13-14 फरवरी का दिन तय किया गया है. अगर मार्च में हिस्सा नहीं ले सकते तो डिजिटली हिस्सा लें. फोटो वीडियो को किसी खास ईमेल पर भेजने की बात कही गई है. साथ ही वही फोटो वीडियो प्रधानमंत्री के कार्यालय से लेकर अपने राज्य के प्रमुखों को टैग करने की भी बात है. भारतीय दूतावासों, सरकारी दफ्तरों, मीडिया के दफ्तरों और अंबानी अडानी के दफ्तर के बाहर दुनिया भर में प्रदर्शन करना है. तो आपने देखा कि जिस तरह 17 सितंबर 2020 के अभियान के लिए बेरोज़गार नौजवान टूल किट वायरल करा रहे थे कि कब थाली बजानी है और कब तक ट्वीट करना है, वही भाषा और उसी तरह की योजना ग्रेटा थनबर्ग के ट्वीट में बताई गई है जिसे टूल किट कहा जा रहा है. इंटरनेट पर क्रैंबिज डिक्शनरी में टूल किट की एक परिभाषा इस तरह से दी गई है. टूल किट का इस्तमाल सरकार भी अपनी कई योजनाओं के प्रचार प्रसार में करती है. ट्विटर पर जो लोग इस शब्द को आतंकवादी साज़िश का हिस्सा बनाने में लगे हैं उनकी मदद के लिए बता दूं कि 16 फरवरी 2020 को प्रधानमंत्री मोदी का एक बयान बीजेपी ने अपने ट्विटर हैंडल से ट्वीट किया था कि पिछले दो साल में 3500 से अधिक शिल्पकारों, बुनकरों को डिज़ाइन में सहायता दी गई. एक हज़ार कलाकारों को Tool Kit भी दिए गए हैं: पीएम मोदी #PMInKashi. प्रधानमंत्री ने टूल किट देने की बात की थी. केंद्र सरकार की स्मार्ट सिटी की वेबसाइट पर भी टूल किट है. स्मार्ट सिटी का टूल किट. उसमें भी इसी तरह की बातें हैं कि क्या क्या करना है. ऐसे ही आर्थिक मामलों के विभाग ने public private partnerships in india की वेबसाइट पर भी PPP मॉडल के बारे में एक टूल किट डाला है. भाषा में आ रहे बदलाव को समझना चाहिए. अब पहले भाषा में आप सुनने जा रहे हैं ज़रा ध्यान से सुनिए. इसी तरह की योजना के बारे में गृह मंत्री अमित शाह अपनी पार्टी के सोशल मीडिया के कार्यकर्ताओं को समझा रहे हैं. गुप्त रूप से नहीं बल्कि सबके सामने. यह भाषण यूटयूब पर भी है और 11 फरवरी का यानी उससे दिल्ली पुलिस टूल किट के मामले में ऐसी योजनाओं को लेकर केस दर्ज कर चुकी थी. गृह मंत्री जिस तरह से बता रहे हैं वह एक तरह का मौखिक टूल किट है. बता रहे हैं कि कैसे हंसाने वाली और डराने वाली चीज़ें वायरल करानी है. उन्हीं के शब्द हैं हंसाने वाली और डराने वाली. अब यह अलग सवाल है कि गृह मंत्री को अपने कार्यकर्ताओं को हंसाने वाली और डराने वाली चीज़ों की ट्रेनिंग देनी चाहिए या नहीं. यह इस पर निर्भर करेगा कि इस प्रश्न का सामना करने वालों की सोचने समझने की ट्रेनिग किस तरह से व्हाट्सएप यूनिवर्सिटी ने की है. टूल किट का इस्तमाल इस तरह से किया जा रहा है जैसे किसी ने सीट के नीचे लावारिस वस्तु रख दी हो. मगर यहां तो ग्रेटा के ट्विटर अकाउंट में यह टूल किट अभी तक रखी हुई है. ज़ाहिर है यह कोई लावारिस वस्तु नहीं है. फिलहाल ग्रेटा इसकी वारिस हैं और 49 लाख फॉलोअर इसे देख सकते हैं. आप भी देख सकते हैं. पढ़ सकते हैं. 3 फरवरी ने जो ट्वीट किया था उसे डिलिट कर दिया और यह भी लिखा कि उसे इसलिए डिलिट किया क्योंकि वह पुराना हो चुका था. यानी ग्रेटा ने छिपा कर डिलिट नहीं किया. कारण बता कर डिलिट किया. नए टूल किट में 13-14 फरवरी की योजना शामिल थी. पुलिस के अनुसार दिशा ने ग्रेटा को व्हाट्सएप चैट में लिखा है कि इसके ट्वीट करने से हमारे खिलाफ UAPA लग सकता है. यह भी एक सवाल है कि क्या सरकार ने ट्विटर से ग्रेटा थनबर्ग के खाते पर मौजूद इस टूल किट को हटाने का कोई आग्रह किया है और ट्विटर का क्या जवाब है. क्या पुलिस ग्रेटा से पूछने स्वीडन जाएगी? अगर जाए तो कम से कम पता कर ले कि ग्रेटा कहीं अटलांटिक की यात्रा पर तो नहीं निकल गई है. क्या पुलिस जानबूझ कर इस वक्त ग्रेटा से दूरी बना रही है या जांच के बाद तय करेगी कि ग्रेटा का पीछा किया जाएगा या नहीं. दिल्ली पुलिस का कहना है कि इस टूल किट को बनाने वाले एक व्हाट्सएप गुप से जुड़े थे और दिशा ने टूल किट ग्रेटा को टेलीग्राम से भेजा था. तो क्या पुलिस ग्रेटा को इस साज़िश का हिस्सा मानती है? इसका ठोस उत्तर नहीं मिला. दिशा ए रवि की गिरफ्तारी के मामले में दिल्ली पुलिस के साइबर सेल के ज्वाइंट कमिश्नर प्रेमनाथ ने प्रेस कांफ्रेंस की. बताया कि 4 फरवरी को जिस टूलकिट की जानकारी मिली उसे खालिस्तानी संगठन की मदद से बनाया गया था. 11 फरवरी को निकिता के यहां सर्च हुआ जिसमें काफी सारे संवेदनशील सबूत मिले हैं. ट्विटर पर हैशटैग अभियान का हिंसा से क्या संबंध है इस बारे में पुलिस को कुछ चीज़ें और साफ़ करना बाक़ी है. इसी संदर्भ में मेरे कुछ सवाल हैं. पहला ये कि जिस टूल किट की बात की जा रही है उसके लिखित स्वरूप में कहीं भी हिंसा फैलाने की बात नहीं है. जैसा कि हमने आपको अभी बताया. दूसरा ये कि क्या किसान आंदोलन में हिंसा की योजना बाहर के लोग कर रहे थे जिसकी जानकारी किसानों को नहीं थी? हिंसा होने से अगर किसी का नुक़सान होता तो वो किसान आंदोलन ही था इसीलिए किसान संगठन शुरू से शांतिपूर्ण आंदोलन की बात कर रहे थे. तो क्या दिल्ली पुलिस ये बात मानती है किसान संगठनों का दिल्ली की हिंसा में कोई हाथ नहीं था. और क्या इस हिंसा का मक़सद किसान आंदोलन को बदनाम करना था? जैसा प्लान था वैसा किया गया. प्लान exactly क्या था ये अभी साफ़ होना बाक़ी है. दिल्ली पुलिस ने दिशा और शांतनु पर भी बयान दिया है. अभी तक पुलिस इनकी बैठक में मो धालीवाल के होने का हवाला दे रही है जो पोएटिक जस्टिस नाम की संस्था से जुड़ा है. धालीवाल को खालिस्तान से जोड़ रही है. इस नौजवान ने 26 जनवरी की हिंसा के बाद एक बयान जारी किया है. कनाडा में भी अन्याय होता है तो हम बोलते हैं. दुनिया में कहीं अन्याय होता है तो बोलेंगे. इसमें तो यही लिखा है कि नफरत के खिलाफ है. हम प्यार के लिए काम करते हैं. हम किसानं के साथ हैं. हम लोकतंत्र में नियमों में यकीन करते हैं. क्यों भारत में किसानों की हत्या हो रही है, क्या भारत अल्पसंख्यकों की हत्या कर रहा है, क्यों भारत अपने लोकतंत्र की हत्या कर रहा है. इसमें यह भी लिखा है कि पोएटिक जस्टिस फाउंडेशन ने रिहाना, ग्रेटा थनबर्ग या किसी सेलिब्रेटी के साथ तालमेल नहीं किया है. किसी को टवीट करने के लिए पैसे नहीं दिए हैं. हमने जरूर ये अपील की है कि दुनिया इसे साझा करे. इंडियन एक्सप्रेस ने पोएटिक जस्टिस फाउंडेशन के बारे में लिखा है कि यह संस्था मार्च 2020 में बनी थी. मकसद दक्षिण एशियाई समुदाय के बीच मानवाधिकार और सामाजिक न्याय को लेकर 142वां हैं. इंडियन एक्सप्रेस की अंजु अग्निहोत्री चाबा ने धालीवाल से बात की है. अंजू की रिपोर्ट में लिखा है कि पुलिस के पास 17 सितंबर 2019 का धालीवाल का एक मैसेज है जो सोशल मीडिया पर है जिसमें धालीवाल कहता है कि मैं खालीस्तानी हूं. आप मेरे बारे में नहीं जानते होंगे. क्यों? क्योंकि खालिस्तान एक विचार है. खालिस्तान का आंदोलन ज़िंदा है, सांसे ले रहा है. इस पर अंजु ने सवाल किया तो धालीवाल का जवाब है कि सिखों के प्रति हमदर्दी जताने के लिए कहा था क्योंकि समय समय पर कनाडा में सिखों को आतंकवादी कह कर किनारे किया जाता है. उसका कहना है कि फेसबुक पर उसके पूरे पोस्ट को पढ़ा जाए. अगर कनाडा में किसी को आतंकवादी कहे और कोई उसके साथ में खड़ा हो जाए तो क्या वह खालिस्तानी कहा जाएगा. ये आपको समझना है. ट्विटर पर अगर ग्लोबल ट्रेंड कराना छवि खराब करना और साज़िश का हिस्सा है तब तो फिर पूरा ट्विटर ही किसी साज़िश का हिस्सा है. बात यह है कि जहां आप पहले दबदबा बनाते हैं और वहां पोल खुल जाती है तब फिर वह माध्यम दुश्मन लगने लगता है. फिर आप नए माध्यम की तलाश करने लगते हैं. खैर ये अलग विषय है. पंजाब में यह एक सच्चाई है कि कुछ लोग खालिस्तान की बात करते हैं लेकिन उसका विरोध भी पंजाब के लोग दिन रात करते हैं. खालिस्तान को किसानों से जोड़ने की जल्दी में इस बात का ध्यान ज़रूर रखिए कि यह हाशिये की सच्चाई है. पंजाब के ही कई किसान संगठन इस धारा के खिलाफ हैं और लड़ते हैं. हमने आपको बताया था कि किसान आंदोलन में हरिंदर बिन्दु आई हैं. वे भारतीय किसान यूनियन उग्राहां की सदस्य हैं. हरिंदर बिन्दु के पिता को खालिस्तानी आतंकवादी ने हत्या कर दी थी. इस किसान मोर्चे में ऐसे कई लोग आए हैं जिनके किसी प्रिय को खालिस्तानियों ने हत्या कर दी थी. वे आतंकवाद का विरोध करते हैं. विरोध करने वाले किसान हैं और इस तरह के पोस्टर किसान मोर्चे में दिखे थे कि हम आतंकवादी नहीं हैं. लेकिन जो ट्विटर पर हैशटैग चलाने, फोटो वीडियो अपलोड करने की योजना है उसमें कहीं से भी ऐसा कुछ नहीं है जो लगे कि आतंकवादी योजना है. पुलिस इस हिस्से को कैसे साबित करेगी देखना होगा. लेकिन ग्रेटा ने जो ट्वीट किया है उसमें वही सारी बातें हैं जो आए दिन ट्विटर पर हैशटैग चलाने वाले करते रहते हैं. पुलिस की दलील है कि 26 जनवरी के बाद अंतर्राष्ट्रीय सेलिब्रिटी और एक्टिविस्ट से संपर्क किया गया. क्या पुलिस का मतलब अमरीकी पॉप स्टार रिहाना के ट्वीट से है, दो फरवरी को रिहाना ने सीएनन की खबर ट्वीट की थी, क्या सीएनन ने खबर साज़िश के तहत छापी? कमाल है न. क्या उस सैलिब्रेटी में अमरीका की उप राष्ट्रपति कमला हैरिस की भांजी मीना हैरिस का ट्वीट भी शामिल होगा? अगर आप घटनाओं को देखें तो अमरीका कनाडा और ब्रिटेन की संसद में किसान आंदोलन की कब से चर्चा हो रही है. हाल ही में ब्रिटेन की संसद में ये मुद्दा उठा था. क्या ब्रिटेन के सांसद किसी साज़िश का हिस्सा हैं? किसान आंदोलन को लेकर कई देश से बयान आए हैं. हम क्या कर रहे हैं? हैशटैग चलाने की योजना को आतंकी साज़िश और भारत के खिलाफ साज़िश से जोड़ रहे हैं. पुलिस की धाराओं में जितनी बातें हैं उससे अधिक और आगे जाकर बातें सोशल मीडिया में कही जा रही हैं. क्या इसलिए कि लड़कियों को डराया जा सके? 22 साल की एक लड़की आज सबके सामने साज़िश रचने वाली गिरोह के मुखिया के तौर पर पेश कर दी गई है. फ्राइडे फॉर फ्यूचर. FFF से जुड़ी है. यह वो प्रयास है जिसे ग्रेटा थनबर्ग ने शुरू किया था. स्कूलों में पढ़ने वाले बच्चे हर शुक्रवार जलवायु प्रदर्शन को लेकर प्रदर्शन करते हैं. दिशा ए रवि भारत में इस प्रयास की संस्थापकों में से एक है. 2019 में जब वे माउंट कार्मेल कालेज बंगलुरु में पढ़ती थी तब फ्राइडे फॉर फ्यूचर की स्थापनी की थी. कृषि परिवार से आने वाली दिशा का जलवायु और पर्यावरण के सवालों को लेकर चिन्तित होना स्वाभाविक था. जब केंद्र सरकार ने पर्यावरण के असर के मूल्याकंन के लिए नया कानून बनाने का मसौदा तैयार किया तब इसे लेकर दिशा जागरुकता फैलाने में व्यस्त हो गई. हिन्दू अखबार में लिखा है कि इस कैंपेन को लेकर भी दिल्ली पुलिस को दिक्कत हो गई. इन्होंने पर्यावरण क़ानूनों में संशोधन को लेकर इन्होंने प्रदर्शन किया था जिसके बाद UAPA और इंफोर्मेशन टेक्नालजी एक्ट के तहत नोटिस जारी कर दिया. बाद में वापस ले लिया गया. इस संस्था के लिए काम करते हुए दिशा की अंतर्राष्ट्रीय पहचान बन गई. ब्रिटेन के मशहूर अखबार द गार्डियन में उसके बारे में लेख छपा. दिशा ए रवि मांसाहारी से शाकाहारी हो गई क्योंकि उसे लगा कि जानवरों के प्रति क्रूरता नहीं होनी चाहिए. इसके बाद शहर में एक स्टार्ट अप के साथ काम करने लगी जो शाकाहारी दुग्ध उत्पादन के क्षेत्र में काम करता है. बंगलुरु में जहां भी पेड़ कटते हैं उसे रोकने में दिशा ए रवि की सक्रिय भूमिका रहती है. शाकाहारी होने के बाद भी आज की राजनीति में दिशा को शत्रु की तरह देखा जा रहा है. do you get my point. 22 साल की दिशा रवि के किसी ख़्याल से या गतिविधि से देश इतना डर गया है कि हरियाणा के गृहमंत्री अनिल विज को ट्वीट करना पड़ा कि देश विरोध का बीज जिसके भी दिमाग़ में हो, उसका समूल नाश कर देना चाहिए फिर चाहे वह दिशा रवि हो या कोई और. हरियाणा के गृहमंत्री का यह बयान काफी सीरीयस हैं. वे समूल नाश का इस्तमाल करते हैं. संविधान में किसी भी गंभीर अपराध की सज़ा के तौर पर समूल नाश का प्रावधान नहीं है और न ही इस तरह के शब्द इस्तमाल होते हैं. अनिल विज को कम से कम से भारत के गृह मंत्री से सीखना चाहिए. वे कितने प्यार से और चटखारे लेते हैं हंसाने वाली और डराने वाली ट्रेनिंग दे रहे हैं. लेकिन समूल नाश के लिए नहीं. सिर्फ एकाध चुनाव जीतने के लिए. आप फिर से सुनें कि किस अंदाज़ में 11 फरवरी को गृह मंत्री अपने कार्यकर्ताओं को बता रहे हैं कि चुनाव के समय सोशल मीडिया का इस्तमाल कैसे होता है. दिल्ली पुलिस कम से कम इस बयान को सीरीयसली न ले. दोबारा इसलिए सुनाया क्योंकि ये वाकई सीरीयस है. हंसाने की बात तो ठीक है लेकिन डराने वाली चीज़ों से किसी की प्रतिष्ठा मिट्टी में मिल जाती है. ऐसे अभियानों के बाद केस मुकदमे भी हो जाते हैं. Kavita Krishnan, the secretary of All India Progressive Women’s Association, said people like Ravi are India’s best hope because they are concerned about not just themselves, but the future generations. “We are not behaving like a democracy right now. If we are going to equate protest with conspiracy and organising protests as conspiracy, then you are not a democracy anymore,” she said. “They should immediately drop this case based upon absolutely flimsy, ridiculous and evil pretext. A toolkit is not sedition, it is not conspiracy, toolkit is for protest,” she added. Rights activist Shabnam Hashmi also questioned the basis of Ravi’s arrest, saying anybody even doing a local campaign prepares a toolkit. “We should look at the prime minister’s campaign toolkit. We are crossing the limits of absurdity. We will become a laughing stock internationally,” she said. Sunita Narain, head of the Delhi-based Centre for Science and Environment, also extended her support to the arrested activist. “We know #climatechange is an existential threat. World desperately needs the passion and commitment of the youth and their loud and strong voice to shake it to more action #FreeDishaRavi,” she tweeted. Nine-year-old climate activist Licypriya Kangujam called it an attempt to silence the voices of young girls and women in the country. “This is an attempt to silence the voices of young girls and women in this country. But this will not stop us from fighting for our planet and future,” Kangujam tweeted. In a joint statement, more than 50 academics, artists and activists voiced support for Ravi and called her arrest “disturbing,” “illegal in nature” and an “over-reaction of the State”. The statement issued under the banner of ‘Coalition for Environmental Justice in India’ also called it an attempt to distract the public. “It is also becoming increasingly clear that the current actions of the central government are diversionary tactics to distract people from real issues like the ever-rising cost of fuel and essential items, widespread unemployment and distress caused due to the lockdown without a plan, and the alarming state of the environment,” it said. An online petition has also been started by the group demanding the immediate release of the climate activist. Environmentalist Vikrant Tongad said the incident will be demotivational for climate activists. “We cannot go on the merit of the case as the probe is ongoing, but the incident will be demotivational for climate activists...,” he said. Greta Thunberg, a teen climate activist, had shared the “toolkit” to lend her support to the farmers agitation against the three farm reform laws. In the document, various urgent actions, including creating a Twitter storm and protesting outside Indian embassies, were listed which were needed to be taken to support the farmers protest. An online petition has also been started by the group demanding the immediate release of the climate activist. Environmentalist Vikrant Tongad said the incident will be demotivational for climate activists. "We cannot go on the merit of the case as the probe is ongoing, but the incident will be demotivational for climate activists...," he said. Thunberg, a teen climate activist, had shared the "toolkit" to lend her support to the farmers agitation against the three farm reform laws. Mahmud Mohammed-Nurudeen: Leverage India’s rainwater harvesting technique to boost agriculture in Ghana

Acute shortage of potable water at Churu in the Rajasthan State in India was one of the main challenges to an initiative to improve sanitation in the area. The state is water-deficient. It has only 1% of the country’s water resources despite representing about 5% of India’s total population. Low rainfall and water supply adversely affected agriculture and livestock production. The western part of the state was hard hit by water scarcity. The state has a difficult geo-climatic environment with annual rainfall of only 300 mm. The soil is sandy and rainwater rapidly gets absorbed into it. Below the sand is a limestone layer and the groundwater is very brackish. The state has two drinking water problems; first, the availability of water is very low and second, the quality of water is not good for consumption. Women get exposed to hot burns and other health risks walking long distances to fetch water. But the challenge of water supply is being addressed, after the Indian government and its partners built 20,000 litters underground reservoir for each household. It is cylindrical asphalt underground pit where rainwater is collected from rooftops, courtyards or artificially prepared sumps. Once fully filled, the stored water can last through the dry season and save families from daily routine of fetching water from distant locations. There are 500 households in Baniyala Village in Churu. About 200 of the harvesting techniques have been constructed through an on-going initiative. The community’s contribution to the facility is primarily through loans provided by self-help groups. The money collected to pay off the loan is used as a revolving fund to help more families build the system. The loan product for rainwater harvesting structure is unique and possibly first of its kind. Ninety percent of the cost is borne by the government. Ram Swarop Jaht, the District Collector said the government’s priority is to provide continuous water supply to households for effective use. “The government intends to make water available to everybody”, he said. One of the beneficiaries in Baniyala village, Taranagar Block, Churu District, is excited about the life-changing intervention. Lichma Devi received public funding for the construction and use a 20,000 litter capacity concrete water reservoir. She says the availability of the reservoir in that arid village has given her family access to safe drinking water. The State also has a high density of human and cattle population density as compared to other desert areas of the country. Ensuring constant water supply in the Region was the only way of survival. Crops are taken care of by stored rainwater because the system of rainwater harvesting is designed for agriculture purposes too. The traditional method has been employed by many villagers since the 15th century. Over the past three decades, demand for irrigation has gone up. From open community lands, capturing water from swollen streams, and flooded rivers, water is collected and stored in various forms. An open well with multiple owners is the most important source of irrigation. The soil dug out to make the well pit is used to construct a huge circular foundation or an elevated platform sloping away from the well. Small earthen check dams known as Johads captures and conserves rainwater, improving percolation and groundwater recharge. It is a system that has been in existence for many years and the country revived some 3000 Johads across over 650 villages in Rajasthan. This has resulted in a general rise of the groundwater level by almost 6 metres and a 33 percent increase in the forest cover in the area. According to scientists at Indian-based Centre for Science and Environment, five rivers that used to go dry immediately following the monsoon have now become perennial, “such as the River Arvari, has come alive.” Farmers produce two to three crops, which makes a systematic and scientific approach to rainwater harvesting system even more critical. Water received from the monsoon during July and August is stored and used for crops between October and March. Intensive farming continues to grow across the world, and the issue of reliable water supply needs to be adequately addressed for sustainable agriculture. The massive progress made by India in water infrastructure provides opportunities for Ghana to draw important lessons to drive the growth of the agricultural sector. The dams, which are at various stages of completion, are expected to provide enough water for farmers to boost agriculture, and domestic purposes. But the policy has not yielded the needed results due to the absence of standard dams that are fit for purpose. Trained hydrologist and senior lecturer at the Kumasi Technical University, Dr Anthony Osei Twumasi, says integrating the rainwater harvesting system into the one village one dam could have addressed some concerns. Dr Twumasi says areas where one village one Dam are being constructed have higher evaporation rate that cannot stand the test of time. “If put open dam and it is not to a very high capacity, during the dry spells the water will evaporate from the dams.” He says capacities of individuals or communities should be built to have the expertise to harvest rainwater for use. “If you have stored water, small communities can use it.” Though rooftop water harvesting for drinking purposes is not new in the five regions of the north, it is gradually losing its significance. Dr Twumasi wants residents to revisit the old aged system to increase the availability of water in the regions. “Policy makers should look at that area again and encourage communities to consider it as a good practice,” he said. He also believes government has a major role to play in promoting rooftop water harvesting to address water-related issues. Dr Twumasi has firm belief that India’s experience can reduce government’s burden of constructing dams, which don’t benefit targeted groups of people. “It can be used during the dry spells for agriculture purposes,” he stated. Dr Twumasi has taught for several years in areas of environmental engineering, hydro-engineering among others. He says one of his top priorities is to get his students to understand the enormous benefits of water harvesting as he leverages that in his home. “We can reduce water bills if we take it seriously,” he said.
