Toolkit case: एक्टिविस्ट, पर्यावरणविदों ने की दिशा रवि की रिहाई की मांग

नई दिल्ली, पीटीआइ। सामाजिक कार्यकर्ताओं और पर्यावरणविदों ने जलवायु कार्यकर्ता दिश रवि की तत्काल रिहाई की मांग की है, जिन्हें 'टूलकिट' दस्तावेज़ मामले में गिरफ्तार किया गया था। साथ ही सरकार से भारत के युवाओं को निशाना बनाने से रोकने के लिए कहा गया है। पुलिस ने बताया कि रवि (22 वर्षीय) को शनिवार को बेंगलुरु से ग्रेटा थुनबर्ग के साथ केंद्र के तीन नए कृषि कानूनों के खिलाफ किसान के विरोध से संबंधित टूलकिट साझा करने के लिए गिरफ्तार किया गया था। दिल्ली पुलिस ने दावा किया कि रवि, 'टूलकिट' गूगल डॉक की संपादक हैं और दस्तावेज तैयार करने एवं इसके प्रसार में एक प्रमुख साजिशकर्ता हैं। वहीं, कार्यकर्ताओं और पर्यावरणविदों ने गिरफ्तारी की निंदा की है। अखिल भारतीय प्रगतिशील महिला संघ की सचिव कविता कृष्णन ने कहा कि रवि जैसे लोग भारत की सबसे अच्छी उम्मीद हैं क्योंकि उन्हें न सिर्फ खुद की बल्कि आने वाली पीढ़ियों की चिंता है। उन्होंने कहा, 'हम अभी लोकतंत्र की तरह व्यवहार नहीं कर रहे हैं। अगर हम विरोध को साजिश के साथ जोड़ रहे हैं तो आप अब लोकतंत्र की बात नहीं कर रहे।' उन्होंने आगे कहा कि गलत तरीके से बनाए गए मामले को बंद कर देना चाहिए। एक टूलकिट राजद्रोह नहीं है, यह साजिश नहीं है, टूलकिट विरोध के लिए है। राइट्स एक्टिविस्ट शबनम हाशमी ने भी रवि की गिरफ्तारी के आधार पर सवाल उठाया। उन्होंने कहा कि कोई भी किसी स्थानीय अभियान के लिए भी टूलकिट तैयार कर सकता है। उन्होंने आगे कहा कि हमें प्रधानमंत्री के अभियान टूलकिट को देखना चाहिए। हम बेहूदगी की हदें पार कर रहे हैं। हम अंतरराष्ट्रीय स्तर पर हंसी का पात्र बनेंगे। दिल्ली स्थित सेंटर फॉर साइंस एंड एनवायरमेंट की प्रमुख सुनीता नारायण ने भी गिरफ्तार कार्यकर्ता को अपना समर्थन दिया। वहीं, नौ वर्षीय जलवायु कार्यकर्ता लाइसिप्रिया कंगुजम ने इसे देश में युवा लड़कियों और महिलाओं की आवाज दबाने का प्रयास बताया। उन्होंने कहा कि यह इस देश में युवा लड़कियों और महिलाओं की आवाज़ को चुप कराने की कोशिश है। लेकिन यह हमें हमारे ग्रह और भविष्य के लिए लड़ने से नहीं रोकेगा। एक संयुक्त बयान में, 50 से अधिक शिक्षाविदों, कलाकारों और कार्यकर्ताओं ने रवि के समर्थन में आवाज उठाई और उनकी गिरफ्तारी को परेशान करने वाला बताया। पर्यावरणविद् विक्रांत तोंगड़ ने कहा कि यह घटना जलवायु कार्यकर्ताओं के लिए प्रेरक साबित नहीं होगी।

पेट्रोल बिकने से देश परेशान नहीं है. दिल्ली में एक रात में गैस के सिलेंडर के दाम 50 रुपये बढ़ गए, दिल्ली परेशान नहीं है. जो देश इन बातों से परेशान नहीं है उस देश को इस बात से परेशान किया जा रहा है कि बंगलुरु की एक 22 साल की लड़की दिशा ए रवि गिरफ्तार हुई है जिस पर राजद्रोह, दो समुदायों के बीच नफरत और साज़िश करने के आरोप हैं. भारत की छवि ख़राब करने के आरोप हैं. भारत की छवि ख़राब करना एक नया आरोप है, उस दिन प्रधानमंत्री का जन्मदिन था. उस मौके पर विरोध जता कर सरकारी भर्ती परीक्षाओं के सताए नौजवान अपना विरोध जताना चाहते थे और सरकार को झकझोरना चाहते थे. गनीमत है कि तब इस तरह की योजना को साज़िश नहीं माना गया लेकिन कहा नहीं जा सकता कि अब आगे ऐसा नहीं होगा. कोई कह सकता है कि बेरोज़गारों के ऐसे अभियान से लोकप्रिय प्रधानमंत्री और भारत की छवि ख़राब हो रही है. 17 सितंबर 2020 को बेरोज़गारों ने तीस लाख से अधिक ट्वीट किए थे और ट्विटर पर यह नंबर वन ट्रेंड करने लगा था. यही डिजिटल स्टार्म है. यानी डिजिटल दुनिया का तूफान. सरकार के विरोध में भी होता है और सरकार के समर्थन में भी होता है. इस दौरान जो रणनीति बनती है कि किसे टैग करना है किसे क्या लिखना है उसे टूल किट कह सकते हैं. 22 साल की दिशा ए रवि को इसी प्रकार के टूल किट बनाने के मामले में गिरफ्तार किया गया है. पहले मामला समझें. यह ध्यान रखें कि टूल किसी खास समय पर हैशटैग Askindiawhy नाम से ट्विटर पर ट्रेंड कराना है. तस्वीरें साझा करनी है. ऐसा करने के लिए 23 जनवरी, 26 जनवरी और 13-14 फरवरी का दिन तय किया गया है. अगर मार्च में हिस्सा नहीं ले सकते तो डिजिटली हिस्सा लें. फोटो वीडियो को किसी खास ईमेल पर भेजने की बात कही गई है. साथ ही वही फोटो वीडियो प्रधानमंत्री के कार्यालय से लेकर अपने राज्य के प्रमुखों को टैग करने की भी बात है. भारतीय रहे थे कि कब थाली बजानी है और कब तक ट्वीट करना है, वही भाषा और उसी तरह की योजना ग्रेटा थनबर्ग के ट्वीट में बताई गई है जिसे टूल किट कहा जा रहा है. इंटरनेट पर क्रैंबिज डिक्शनरी में टूल किट की एक परिभाषा इस तरह से दी गई है. टूल किट का इस्तमाल सरकार भी अपनी कई योजनाओं के प्रचार प्रसार में करती है. ट्विटर पर जो लोग इस शब्द को आतंकवादी साज़िश का हिस्सा बनाने में लगे हैं उनकी मदद के लिए बता दूं कि 16 फरवरी 2020 को प्रधानमंत्री मोदी का एक बयान बीजेपी ने अपने ट्विटर हैंडल से ट्वीट किया था कि पिछले दो साल में 3500 से अधिक शिल्पकारों, बुनकरों को डिज़ाइन में सहायता दी गई. एक हज़ार कलाकारों को Tool Kit सरकार ने ट्विटर से ग्रेटा थनबर्ग के खाते पर मौजूद इस टूल किट को हटाने का कोई आग्रह किया है और ट्विटर का क्या जवाब है. क्या पुलिस ग्रेटा से पूछने स्वीडन जाएगी? अगर जाए तो कम से कम पता कर ले कि ग्रेटा कहीं अटलांटिक की यात्रा पर तो नहीं निकल गई है. क्या पुलिस जानबूझ कर इस वक्त ग्रेटा से दूरी बना रही है या जांच के बाद तय करेगी कि ग्रेटा का पीछा किया जाएगा या नहीं. दिल्ली पुलिस का कहना है कि इस टूल किट को बनाने वाले एक व्हाट्सएप गुप से जुड़े थे और दिशा ने टूल किट ग्रेटा को टेलीग्राम से भेजा था. तो क्या पुलिस ग्रेटा को इस साज़िश का हिस्सा मानती है? इसका ठोस उत्तर नहीं मिला. दिशा ए रवि की गिरफ्तारी के मामले में दिल्ली पुलिस के साइबर सेल के ज्वाइंट कमिश्नर प्रेमनाथ ने प्रेस कांफ्रेंस की. बताया कि 4 फरवरी को जिस टूलकिट की जानकारी मिली उसे खालिस्तानी संगठन की मदद से बनाया गया था. 11 फरवरी को निकिता के यहां सर्च हुआ जिसमें काफी सारे संवेदनशील सबूत मिले हैं. ट्विटर पर हैशटैग अभियान का हिंसा से क्या संबंध है इस बारे में पुलिस को कुछ चीज़ें और साफ़ करना बाक़ी है. इसी संदर्भ में मेरे कुछ सवाल हैं. पहला ये कि जिस टूल किट की बात की जा रही है उसके लिखित स्वरूप में कहीं भी हिंसा फैलाने की बात नहीं है. जैसा कि हमने आपको अभी बताया. दूसरा ये कि क्या किसान आंदोलन में हिंसा की योजना बाहर के लोग कर रहे थे जिसकी जानकारी किसानों को नहीं थी? हिंसा होने से अगर किसी का नुक़सान होता तो वो किसान आंदोलन ही था इसीलिए किसान संगठन शुरू से शांतिपूर्ण आंदोलन की बात कर रहे थे. तो क्या दिल्ली पुलिस ये बात मानती है किसान संगठनों का दिल्ली की हिंसा में कोई हाथ नहीं था. और क्या इस हिंसा का मक़सद किसान आंदोलन को बदनाम करना था? जैसा प्लान था वैसा किया गया. प्लान exactly क्या था ये अभी साफ़ होना बाक़ी है. दिल्ली पुलिस ने दिशा और शांतनु पर भी बयान दिया है. अभी तक पुलिस इनकी बैठक में मो धालीवाल के होने का हवाला दे रही है जो पोएटिक जस्टिस नाम की संस्था से जुड़ा है. धालीवाल को खालिस्तान से जोड़ रही है. इस नौजवान ने 26 जनवरी की हिंसा के बाद एक बयान जारी किया है. कनाडा में भी अन्याय होता है तो हम बोलते हैं. दुनिया में कहीं अन्याय होता है तो बोलेंगे. इसमें तो यही लिखा है कि नफरत के खिलाफ है. हम प्यार के लिए काम करते हैं. हम किसानं के साथ हैं. हम लोकतंत्र में नियमों में यकीन करते हैं. क्यों भारत में किसानों की हत्या हो रही है, क्या भारत अल्पसंख्यकों की हत्या कर रहा है, क्यों भारत अपने लोकतंत्र की हत्या कर रहा है. इसमें यह भी लिखा है कि पोएटिक जस्टिस फाउंडेशन ने रिहाना, ग्रेटा थनबर्ग या किसी सेलिब्रेटी के साथ तालमेल नहीं किया है. किसी को टवीट करने के लिए पैसे नहीं दिए हैं. हमने जरूर ये अपील की कहता है कि मैं खालीस्तानी हूं. आप मेरे बारे में नहीं जानते होंगे. क्यों? क्योंकि खालिस्तान एक विचार है. खालिस्तान का आंदोलन ज़िंदा है, सांसे ले रहा है. इस पर अंजु ने सवाल किया तो धालीवाल का जवाब है कि सिखों के प्रति हमदर्दी जताने के लिए कहा था क्योंकि समय समय पर कनाडा में सिखों को आतंकवादी कह कर किनारे किया जाता है. उसका कहना है कि फेसबुक पर उसके पूरे पोस्ट को पढ़ा जाए. अगर कनाडा में किसी को आतंकवादी कहे और कोई उसके साथ में खड़ा हो जाए तो क्या वह खालिस्तानी कहा जाएगा. ये आपको समझना है. ट्विटर पर अगर ग्लोबल ट्रेंड कराना छवि खराब करना और साज़िश का हिस्सा है तब तो फिर पूरा ट्विटर ही किसी साज़िश का हिस्सा है. बात यह है कि जहां आप पहले दबदबा बनाते हैं और वहां पोल खुल जाती है तब फिर वह माध्यम दुश्मन लगने लगता है. फिर आप नए माध्यम की तलाश करने लगते हैं. खैर ये अलग विषय है. पंजाब में यह एक सच्चाई है कि कुछ लोग खालिस्तान की बात करते हैं लेकिन उसका विरोध भी पंजाब के लोग दिन रात करते हैं. खालिस्तान को किसानों से जोड़ने की जल्दी में इस बात का ध्यान ज़रूर रखिए कि यह हाशिये की सच्चाई है. पंजाब के ही कई किसान संगठन इस धारा के खिलाफ हैं और लड़ते हैं. हमने आपको बताया था कि किसान आंदोलन में हरिंदर बिन्दु आई हैं. वे भारतीय किसान यूनियन उग्राहां की सदस्य हैं. हरिंदर बिन्दु के पिता को खालिस्तानी आतंकवादी ने हत्या कर दी थी. इस किसान मोर्चे में ऐसे कई लोग आए हैं जिनके किसी प्रिय को खालिस्तानियों ने हत्या कर दी थी. वे आतंकवाद का विरोध करते हैं. विरोध करने वाले किसान हैं और इस तरह के पोस्टर किसान मोर्चे में दिखे थे कि हम आतंकवादी नहीं हैं. लेकिन जो ट्विटर पर हैशटैग चलाने, फोटो वीडियो अपलोड करने की योजना है उसमें कहीं से भी ऐसा कुछ नहीं है जो लगे कि आतंकवादी योजना है. पुलिस इस हिस्से को कैसे साबित करेगी देखना होगा. लेकिन ग्रेटा ने जो ट्वीट किया है उसमें वही सारी बातें हैं जो आए दिन ट्विटर पर हैशटैग चलाने वाले करते रहते हैं. पुलिस की दलील है कि 26 जनवरी के बाद अंतर्राष्ट्रीय सेलिब्रिटी और एक्टिविस्ट से संपर्क किया गया. क्या पुलिस का मतलब अमरीकी पॉप स्टार रिहाना के ट्वीट से है, दो फरवरी को रिहाना ने सीएनन की खबर ट्वीट की थी, क्या सीएनन ने खबर साज़िश के तहत छापी? कमाल है न. क्या उस सैलिब्रेटी में अमरीका की उप राष्ट्रपति कमला हैरिस की भांजी मीना हैरिस का ट्वीट भी शामिल होगा? अगर आप घटनाओं को देखें तो अमरीका कनाडा और ब्रिटेन की संसद में किसान आंदोलन की कब से चर्चा हो रही है. हाल ही में ब्रिटेन की संसद में ये मुद्दा उठा था. क्या ब्रिटेन के सांसद किसी साज़िश का हिस्सा हैं? किसान आंदोलन को लेकर कई देश से बयान आए हैं. हम क्या कर रहे हैं? हैशटैग चलाने की योजना को आतंकी साज़िश और भारत के खिलाफ साज़िश से जोड़ रहे हैं. पुलिस की धाराओं में जितनी बातें हैं उससे अधिक और आगे जाकर बातें सोशल मीडिया में कही जा रही हैं. क्या इसलिए कि लड़कियों को डराया जा सके? 22 साल की एक लड़की आज सबके सामने साज़िश रचने वाली गिरोह के मुखिया के तौर पर पेश कर दी गई है. फ्राइडे फॉर फ्यूचर. Kavita Krishnan, the secretary of All India Progressive Women’s Association, said people like Ravi are India’s best hope because they are concerned about not just themselves, but the future generations. “We are not behaving like a democracy right now. If we are going to equate protest with conspiracy and organising protests as conspiracy, then you are not a democracy anymore,” she said. “They should immediately drop this case based upon absolutely flimsy, ridiculous and evil pretext. A toolkit is not sedition, it is not conspiracy, toolkit is for protest,” she added. Rights activist Shabnam Hashmi also questioned the basis of Ravi’s arrest, saying anybody even doing a local campaign prepares a toolkit. “We should look at the prime minister’s campaign toolkit. We are crossing the limits of absurdity. We will become a laughing stock internationally,” she said. Sunita Narain, head of the Delhi-based Centre for Science and Environment, also extended her support to the arrested activist. “We know #climatechange is an existential threat. World desperately needs the passion and commitment of the youth and their loud and strong voice to shake it to more action #FreeDishaRavi,” she tweeted. Nine-year-old climate activist Licypriya Kangujam called it an attempt to silence the voices of young girls and women in the country. “This is an attempt to silence the voices of young girls and women in this country. But this will not stop us from fighting for our planet and future,” Kangujam tweeted. In a joint statement, more than 50 academics, artists and activists voiced support for Ravi and called her arrest “disturbing,” “illegal in nature” and an “over-reaction of the State”. The statement issued under the banner of ‘Coalition for Environmental Justice in India’ also called it an attempt to distract the public. “It is also becoming increasingly clear that the current actions of the central government are diversionary tactics to distract people from real issues like the ever-rising cost of fuel and essential items, widespread unemployment and distress caused due to the lockdown without a plan, and the alarming state of the environment,” it said. Environmentalist Vikrant Tongad said the incident will be demotivational for climate activists. “We cannot go on the merit of the case as the probe is ongoing, but the incident will be demotivational for climate activists...,” he said. Mahmud Mohammed-Nurudeen: Leverage India’s rainwater harvesting technique to boost agriculture in Ghana

Acute shortage of potable water at Churu in the Rajasthan State in India was one of the main challenges to an initiative to improve sanitation in the area. The state is water-deficient. It has only 1% of the country’s water resources despite representing about 5% of India’s total population. Low rainfall and water supply adversely affected agriculture and livestock production. The western part of the state was hard hit by water scarcity. The state has a difficult geo-climatic environment with annual rainfall of only 300 mm. The soil is sandy and rainwater rapidly gets absorbed into it. Below the sand is a limestone layer and the groundwater is very brackish. The state has two drinking water problems; first, the availability of water is very low and second, the quality of water is not good for consumption. Women get exposed to hot burns and other health risks walking long distances to fetch water. But the challenge of water supply is being addressed, after the Indian government and its partners built 20,000 litters underground reservoir for each household. It is cylindrical asphalt underground pit where rainwater is collected from rooftops, courtyards or artificially prepared sumps. Once fully filled, the stored water can last through the dry season and save families from daily routine of fetching water from distant locations. There are 500 households in Baniyala Village in Churu. About 200 of the harvesting techniques have been constructed through an on-going initiative. The community’s contribution to the facility is primarily through loans provided by self-help groups. The money collected to pay off the loan is used as a revolving fund to help more families build the system. The loan product for rainwater harvesting structure is unique and possibly first of its kind. Ninety percent of the cost is borne by the government. Ram Swarop Jaht, the District Collector said the government’s priority is to provide continuous water supply to households for effective use. “The government intends to make water available to everybody”, he said. One of the beneficiaries in Baniyala village, Taranagar Block, Churu District, is excited about the life-changing intervention. The analysis, done thrice at eight important road intersections, revealed that the car count had increased from around 18,000 in 2013 to 53,930 last year. During the same period, the number of scooters and motorcycles increased from 8,689 to 66,038. According to a transport expert, the result is pollution. Travellers say buses and cars were less of a hazard. 80% found motorcycles to be unsafe compared with other modes of transport. The city was designed for public transport and non-motorised modes of transport like bicycles, apart from walking, according to experts. If one creates space for private cars, more cars would keep coming to clog Kolkata forever, Geetam Tiwari of IIT Delhi told the Times of India. Official ambient air quality monitoring had shown a 61% rise in particulate matter in just four years in between 2010-13. KOLKATA: The result of a vehicle-use survey in Kolkata has found that the number of personal-use vehicles has jumped four times in the eight years between 2013 and 2021. Transport department studies say the average vehicular speed in Kolkata has gone down by 25%. Taken together, this indicates that travelling comfort may have come at the cost of congestion and, of course, pollution. The report, which has been recently submitted to the state government, says that while car use has gone up threefold, two-wheeler use went up more than seven times in the same period. Even as registration of two-wheelers had exploded since 2000 and more cars were being purchased each year till 2020, when the pandemic-led lockdown saw sales plummet, usage of cars and two-wheelers have increased in the past 10 months because of safety concerns over travelling in public transport. The study, carried out three times daily at eight major road intersections, revealed that the car count had jumped up from 17,976 in 2013 to 53,930 in 2020-21. During the same period, the number of scooters and motorcycles sky-rocketed from 8,689 to 66,038. The most immediate price that Kolkatans are paying for this is, of course, congestion, which has reduced the average traffic speed from 24-25kmph in 2013 to 18-19kmph. The other is, of course, pollution, said a transport expert. The same methodology was used in the study carried out during morning peak hours (9am to 11am), afternoon off-peak hours (noon to 2pm) and pre-evening peak hours (3pm to 5pm) at Ultadanga, Rajabazar, Sealdah, Esplanade, Park Circus, Ballygunge, Dhakuria and Hazra. The study was conducted by prominent citizens’ group Switch ON, which advocates clean air and use of non-motorised transport. The only redeeming feature appeared to be a nine-fold increase in the use of bicycles. Post lockdown, use of bicycles had exploded in Kolkata, with many commuters from neighbouring districts using them, not only because they were safe but also because of lack of adequate public transport in the initial months. South Kolkata saw bicycle use go up by 15% although north Kolkata witnessed an 8% decline. Private cars, along with taxis, accounted for nearly 43% of the city’s vehicles, while motorcycles and cycles made up a further 23%. Only a third of the vehicles comprised public transport: buses, autos and trams. Switch ON also carried out a perception survey among 493 commuters at the crossings. Of them, 41% said they used buses to commute; 20.7% trains; and 12% taxis. As many as 81% commuters travel less than 10km, while for 39%, the daily commute duration is less than 30 minutes. Road users felt the biggest threat came from trucks, followed by autorickshaws. Buses and cars were less of a hazard, they said. An overwhelming 80% found motorcycles to be unsafe, while 74% said cycles were safer, compared with other modes of transport. Experts, such as Geetam Tiwari of IIT-Delhi and Sri Prakash, transport and urban governance expert from TERI, said Kolkata was designed for public transport and non-motorised modes of transport like bicycles, apart from walking. प्रति अपमान का आलम यह है कि गंगा नदी को उसके उद्गम के पास ही बांध दिया गया है। बड़े बांध बन गए हैं और भारत की संस्कृति से जुड़ी यह नदी कई जगह पर अपने रास्ते से हटाकर सुरंगों के जरिये बहने को मजबूर कर दी गई है। पहाड़ों को खोखला करने का सिलसिला टिहरी बांध की परिकल्पना के साथ शुरू हुआ था। 1974 में उत्तर प्रदेश के मुख्यमंत्री रहे, हेमवती नंदन बहुगुणा ने सपना देखा था कि प्रकृति पर विजय पाने की लड़ाई के बाद जो जीत मिलेगी वह पहाड़ों को भी उतना ही संपन्न बना देगी जितना मैदानी इलाकों के शहर हैं। उनका कहना था कि पहाड़ों पर बांध बनाकर देश की आर्थिक तरक्की के लिए बिजली पैदा की जायेगी। इसी सोच के चलते गंगा को घेरने की योजना बनाई गई थी। ऐसा लगता है कि हिमालय के पुत्र हेमवती नंदन बहुगुणा को यह बिल्कुल अंदाजा नहीं रहा होगा कि वे किस तरह की तबाही को अपने हिमालय में न्योता दे रहे हैं। पहाड़ों से बिजली पैदा करके संपन्न होने की दीवानगी के चलते ही उत्तरकाशी और गंगोत्री के 125 किलोमीटर इलाके में पांच बड़ी बिजली परियोजनाएं हैं। जिसके कारण गंगा को अपना रास्ता छोड़ना पड़ा। इस इलाके में बिजली की परियोजनाएं एक दूसरे से लगी हुई हैं। एक परियोजना जहां खत्म होती है वहीं से दूसरी शुरू हो जाती है। यानी नदी एक सुरंग से निकलती है और फिर दूसरी सुरंग में घुस जाती है। इसका मतलब ये है कि जब ये सारी परियोजनाएं पूरी हों जाएंगी तो इस पूरे क्षेत्र में अधिकांश जगहों पर गंगा अपना स्वाभाविक रास्ता छोड़कर सिर्फ सुरंगों में बह रही होगी। वर्ल्ड वाइल्डलाइफ फंड ने गंगा को दुनिया की उन 10 बड़ी नदियों में रखा है जिनके अस्तित्व पर खतरा मंडरा रहा है। गंगा मछलियों की 140 प्रजातियों को आश्रय देती है। इसमें पांच ऐसे इलाके हैं जिनमें मिलने वाले पक्षियों की किस्में दुनिया के किसी अन्य हिस्से में नहीं मिलतीं। जानकार कहते हैं कि गंगा के पानी में अनूठे बैक्टीरिया प्रतिरोधी गुण हैं। यही वजह है कि दुनिया की किसी भी नदी के मुकाबले इसके पानी में आक्सीजन का स्तर 25 फीसदी ज्यादा होता है। ये अनूठा गुण तब नष्ट हो जाता है जब गंगा को सुरंगों में धकेल दिया जाता है जहां न ऑक्सीजन होती है और न सूरज की रोशनी। इसके बावजूद सरकारें बड़ी परियोजनाओं को मंजूरी देने पर आमादा रहती हैं। भागीरथी को सुरंगों और बांधों के जरिए कैद करने का विरोध तो स्थानीय लोग तभी से कर रहे हैं जब इन परियोजनाओं को मंजूरी दी गई थी। लेकिन वहीं पर रहने वाले बहुत से नामी साहित्यकार और बुद्धिजीवी इस अनुचित विकास की बात भी करने लगे हैं। उसमें कुछ ऐसे लोग भी शामिल थे जिन्होंने पहले बड़े बांधों के नुकसान से लोगों को आगाह भी किया था लेकिन बाद में पता नहीं किस लालच में वे सत्ता के पक्षधर बन गए। ऐसा भी नहीं है कि हिमालय और गंगा के साथ हो रहे अन्याय से लोगों ने आगाह नहीं किया था। बीस साल पहले सुनीता नारायण, मेधा पाटकर, आईआईटी कानपुर के पूर्व प्रोफेसर जी डी अग्रवाल और बहुत सारे हिमालय प्रेमियों ने इसका विरोध किया। बहुत सारी पत्रिकाओं ने बाकायदा अभियान चलाया लेकिन सरकारी तंत्र ने कुछ नहीं सुना। सरकार ने जो सबसे बड़ी कृपा की थी वह यह कि प्रोफेसर अग्रवाल का अनशन तुड़वाने के लिए उत्तराखंड के तत्कालीन मुख्यमंत्री भुवन चंद्र खंडूड़ी ने दो परियोजनाओं को अस्थायी रूप से रोकने पर सहमत जता दी थी लेकिन बाद में फिर उन परियोजनाओं पर उसी अंधी गति से काम शुरू हो गया। सबसे तकलीफ की बात यह है कि भारत में बड़े बांधों की योजनाओं को आगे बढ़ाया जा रहा है जब दुनिया भर में बड़े बांधों को हटाया जा रहा है। अकेले अमेरिका में ही करीब 700 बांधों को हटाया जा चुका है। सेंटर फार साइंस एंड इन्वायरमेंट ने एक रिपोर्ट जारी करके कहा था कि 25 मेगावाट से कम की जिन छोटी पनबिजली परियोजनाओं को सरकार बढ़ावा दे रही है उनसे भी पर्यावरण को बहुत नुकसान हो रहा है। आज जो चमोली में हुआ है वही 2013 में केदारनाथ में हुआ था। उत्तराखंड के तत्कालीन मुख्यमंत्री विजय बहुगुणा को हिमालय की इकोलाजी से खिलवाड़ करने वाली नीतियों को रोकने की सलाह दी गई थी। वे उन दिनों कांग्रेस में थे। जून 2013 की बाढ़ को ठीक से संभाल नहीं पाए थे। उनकी चौतरफा आलोचना हुई थी। उसी सिलसिले में उनको मुख्यमंत्री पद भी गंवाना पड़ा था। वर्तमान प्रधानमंत्री नरेंद्र मोदी उन दिनों गुजरात के मुख्यमंत्री हुआ करते थे और केदारनाथ में फंसे हुए गुजरातियों को बचाने के लिए उन्होंने गुजरात सरकार को सक्रिय कर दिया था। नरेंद्र मोदी ने विजय बहुगुणा और मनमोहन सिंह सरकार की केदारनाथ की बाढ़ के कुप्रबंध को लेकर सख्त आलोचना की थी। आज उनकी सरकार केंद्र में भी है और राज्य में भी। उम्मीद की जानी चाहिए कि विजय बहुगुणा वाली गलतियां आने वाले समय में कोई भी सरकार न करने पाए। केंद्र सरकार को विकास के लिए अन्य जगहों से अलग तरह की नीतियों को हिमालय में लागू करना चाहिए। हिमालय के क्षेत्र में आने वाले सभी राज्यों की सरकारों को शामिल करके केंद्र सरकार एक ज़रूरी नीति की घोषणा कर सकती है।
