Gurgaon: National Green Tribunal (NGT) has constituted a joint committee to investigate if 366 industries are violating environmental norms in Faridabad and are responsible for polluting air and water. The committee is expected to submit its report to the tribunal within eight weeks. The order was uploaded on Saturday. Faridabad district magistrate will act as the nodal agency in the joint committee. The next date of hearing is on May 20. The tribunal was hearing a petition by a resident who claimed that units in several villages are operating without necessary clearances and are causing substantial air and water pollution. On Wednesday (Feb 12), applicant Narender Sirohi — while supporting these claims with photographic evidence — said that these units were allegedly using coal in industrial furnaces, burning plastic and metal scraps and operating without the required consent to establish (CTE) and consent to operate (CTO) certificates. The villages, which were referred to by Sirohi during the hearing, include Saroorpur, Kureshipur, Madalpur, Karnera, Fatehpur Tagah, Nangla, Nekpur, Ghazipur, Kheri Gujran and Bhankri. The tribunal directed the joint committee to "visit the sites, verify the allegations and identify units" operating without necessary environmental clearances. They will also randomly check the units to confirm their compliance with environmental norms. Chairperson Prakash Shrivastava and expert member Dr A Senthil Vel said in their order, "The original application (OA) raises substantial issues relating to compliance with environmental norms. Issue notice to the respondents for filing their response/reply by way of affidavit at least one week before the next date of hearing through e-filing." The order said, "The applicant is directed to serve the respondents and file the affidavit of service at least one week before the next hearing date. Having regard to the seriousness of the issue raised in the OA, we also deem it proper to constitute a joint committee comprising the representative of the member secretary, Central Pollution Control Board; member secretary, Haryana State Pollution Control Board (HSPCB); regional office, MoEF & CC, Chandigarh; and Faridabad DM. Faridabad DM will act as the nodal agency in the joint committee." "The committee will also check the units, the geo-coordinates of which are disclosed by the applicant in annexure A/1 on a random basis and ascertain if the units are operating at those locations by flouting the norms. The joint committee will submit the report before the tribunal within eight weeks," it said. Shubhansh Tiwari, a research associate at the Centre for Science and Environment, said, "These units pollute water by discharging untreated effluents directly into drains and the air by emitting noxious particles. They also cause noise pollution. These units need to move out of residential areas. Civic bodies need to conduct regular checks to ensure they are operating while following all norms."

The Central Pollution Control Board (CPCB) has filed a report before the National Green Tribunal (NGT), flagging alarmingly high levels of fecal coliform bacteria in the Ganga River at Prayagraj. The report comes as millions take holy dips at the Sangam amid the ongoing Maha Kumbh Mela. The CPCB findings show these bacterial levels are way above the safe limit of 2,500 MPN/100ml prescribed for bathing water. Bacterial levels raise health concerns Fecal coliform bacteria, which are normally present in the intestines of humans and warm-blooded animals, suggest possible contamination by human or animal waste. This can lead to health hazards like diarrhea, vomiting, typhoid, and cholera. Dr. Atul Kakar from Sir Ganga Ram Hospital told PTI that the situation was concerning as "the level of sanitization and preparedness required is not up to the mark," making the water unfit for drinking or bathing. Total coliform levels in Ganga exceed standard limits The CPCB report also revealed that total coliform levels in the Ganga were nearly 1,400 times higher than prescribed limits, while fecal coliform bacteria stood at 7,900 MPN/100ml at Sangam. Such bacterial contamination on "poses a health risk..be it for..domestic purposes....as well as exposing farmers who often use raw sewage," a report by Centre for Science (CSE) and Environment said. In the Yamuna River, prior to its confluence with the Ganga at Sangam, fecal coliform levels stood at 4,900 MPN/100ml. Water contamination threatens aquatic ecosystems While coliform bacteria don't directly cause illness, they indicate harmful pathogens' presence in water, the CSE added. According to KnowYourH2O, untreated fecal matter depletes oxygen levels in water, endangering aquatic ecosystems. Continuous exposure can lead to infections affecting the skin, digestive systems, and respiratory health. A 2004 committee constituted by the Ministry of Urban Development suggested the desirable limit of fecal coliform be 500 MPN/100 ml, with a maximum permitted limit of 2,500 MPN/100 ml for discharge into the river.

Likewise in Lahore, where the provincial government had to declare a health emergency, shut down schools and colleges, and order residents to stay at home. In the two Punjabs, Indian and Pakistani, an arid winter is making farmers nervous about the rabi crop. Jammu & Kashmir hasn’t had enough snowfall this year, which is bad news for its rivers. The Chenab has bottomed out already. Pakistan-occupied Kashmir (PoK) is undergoing a similarly dry winter. The impact is felt all the way across in the Himalayas in Nepal, dependent for snow and rain on the same western disturbances that bring winter precipitation to northern India and Pakistan. Across the entire region, climate change has affected livelihoods and is endangering lives. Typically, it is the poor that bear the brunt of extreme weather events. When global warming raises sea levels, threatening to engulf Mumbai, Karachi, Kolkata and Dhaka in frequent flooding, extreme rainfall, cyclones and salinisation, it is the poorest in these large cities who will be the worst affected. The warming is also depleting marine resources, causing conflicts among fishers across borders, for example, between those from Tamil Nadu and Sri Lanka’s Jaffna. In the face of these challenges, civil society groups and media representatives from South Asia gathered earlier this month to discuss the possibilities of regional cooperation for climate action. It is possible to imagine that as the biggest economy in the region, a rising world power and an aspiring leader of the Global South, India would have hosted the conference, in line with its Neighbourhood First policy. But that boat has sailed. The conference, which brought together about a hundred people, was held in Islamabad at the Jinnah Convention Centre, all spruced up after a recent facelift for the SCO Heads of Government meeting that Pakistan hosted last October. The event was put together and helmed by the leading Pakistani media group Dawn. Seamlessly choreographed, the two-day conference, ‘Breathe Pakistan — International Climate Change Conference’, packed in 14 sessions, had the backing of several sponsors led by the provincial government of Punjab, the United Nations and the World Bank. Call it Track 2.5 or 3.5 or even 4. The visas, especially for invitees from India, would not have been possible without the official green light. I attended the event as a speaker in a session on the media’s role in climate action. Sonam Wangchuk, the famous Ladakh-based activist, and Harjeet Singh, the head of a climate resilience NGO, were among the others from India. Sunita Narain of the Centre for Science and Environment participated via Zoom. The conference was being held against the rise of climate change-denying leaders in the US, and in other parts of the world — copycat ‘Trumpism’, as Harjeet described the new American age during a session on ‘Decarbonisation of South Asia’. The other elephant in the room was the absence of official engagement between the two biggest nations in the region, India and Pakistan. But that seemed to be the point: the climate emergency is too real, too here and now, to wait for conflict resolution, or for Trumpism to fade.

The National Green Tribunal (NGT) has raised concerns over high faecal coliform bacteria levels in the Ganga and Yamuna rivers in Prayagraj as millions are taking a dip at the Sangam during the Maha Kumbh. This came after a report by the Central Pollution Control Board (CPCB), filed on February 3, indicated high levels of faecal bacteria at various points along both the rivers near Prayagraj's Sangam, especially on Shahi Snan days. But what does high levels of faecal bacteria in water mean, and how big a health hazard is it? Levels of faecal coliform, which get in water due to the mixing of human or livestock excreta, indicate water quality and help in monitoring the presence of disease-causing bacteria in any water sample. The report also revealed that total coliform levels (faecal plus other) in the Ganga were found to be around 1,400 times the standard, while in the Yamuna, they were 660 times higher at certain locations in Prayagraj. The CPCB report says the river water quality did not conform with the bathing criteria with respect to biochemical oxygen demand (BOD). It also didn't conform with the primary water quality for bathing with respect to faecal coliform (FC). "Untreated faecal material adds excess organic material to the water which decays, depleting the water of oxygen," says US-based water research programme, KnowYourH2O, adding that it is a threat to the aquatic ecosystem. High levels of faecal coliform are associated with several health risks, including typhoid, gastroenteritis and dysentery, it says. The water quality mentioned by the CPCB was monitored on January 12-13 and the sewage treatment plants (STPs) were operational. WHAT IS FAECAL COLIFORM, AND WHAT ARE SAFE LEVELS? "The strength of faecal matter in sewage is monitored by coliform counts, a water quality parameter that acts as an indicator of pathogens that most commonly cause diarrhoea, as well as typhoid and a whole host of enteric diseases," according to a report by the Centre for Science and Environment (CSE). A 2004 committee formed by the Ministry of Urban Development recommended that the desirable limit of faecal coliform should be at 500 MPN/100ml and said that the maximum permissible limit should be capped at 2,500 MPN/100ml for discharge into the river. MPN/100ml denotes the most probable number per 100 millilitre of water sample. The Union Ministry of Environment, Forest and Climate Change's CPCB, in its Maha Kumbh 2025 dashboard on the water quality at the various spots along the Ganga and the Yamuna also notes that the faecal coliform in the water should be less than or equal to 2,500 MPN/100ml. In the last recorded data on faecal coliform from February 4, the CPCB reported its levels in the Ganga at 11,000 MPN/100ml before Shastri Bridge and 7,900 MPN/100ml at Sangam. The Shastri Bridge over the Ganga is about 2km ahead of the Sangam site. In the Yamuna, before its confluence with the Ganga at Sangam, the reading was 4,900 MPN/100ml near the Old Naini Bridge. The data mentioned above was recorded a day after Basant Panchami, one of the Shahi Snan days. Basant Panchami was on February 3 this year.

According to the US-based water research programme, KnowYourH2O, high levels of faecal coliform are associated with several health risks, including typhoid, gastroenteritis and dysentery. “Untreated faecal material adds excess organic material to the water which decays, depleting the water of oxygen,” says the research programme. In the latest data recorded on faecal coliform from February 4, the CPCB reported its levels at 11,000 MPN/100ml in the Ganga before Shastri Bridge and 7,900 MPN/100ml at Sangam. In the Yamuna, before its confluence with the Ganga at Sangam, it was 4,900 MPN/100ml near Old Naini Bridge. What happens if there is high faecal level in Maha Kumbh’s Sangam water? Though the bacteria itself is not a cause of illness, it shows the presence of pathogenic organisms of faecal origin like bacteria, viruses, or protozoa, in water samples. “The level of sanitisation and preparedness required is not up to the mark, and the bacteria from our stool are entering the water. Therefore, it is not safe for consumption or even for bathing. This is what the report has indicated,” said senior consultant in the department of internal medicine at New Delhi’s Sir Ganga Ram Hospital, Dr Atul Kakar. “Whenever there is infected water, it can lead to various waterborne diseases, including skin diseases, and ailments like loose motions, diarrhoea, vomiting, typhoid, and cholera,” Dr Atul Kakar was quoted by PTI. Faecal bacteria in drinking water, effect on farmers According to a paper in the WHO, contamination of water with faecal coliform bacteria in drinking-water has been implicated in the spread of important infectious and parasitic diseases such as cholera, typhoid, dysentery, hepatitis, giardiasis, guinea worm and schistosomiasis. Citing a study from UP’s Varanasi in the 1990s, a report by the Centre for Science and Environment (CSE) stated that a “lack of sewage treatment and bacteriological standards have been linked to adverse health impacts on farmers who use the contaminated water. Farmworkers using untreated sewage showed “a high prevalence of diarrhoeal disease, a haematic infection and skin diseases.” According to KnowYourH2O, bathing in waters with high levels of faecal coliform bacteria “increases the chance of developing illness (fever, nausea, or stomach cramps) from pathogens entering the body through the mouth, nose, ears, or cuts in the skin.” Bathing or swimming in water with high faecal above 2,500 MPN/100ml causes typhoid fever, hepatitis, gastroenteritis, dysentery, and ear infections.
Everyone loves a breath of fresh air. Unfortunately, too often, our air is anything but fresh. While air quality varies dramatically from place to place and day to day, nearly the entire world – about 99% of the global population – is exposed to air at some point that doesn't meet the strict standards set by the World Health Organization (WHO). Polluted air, laden with noxious gasses or tiny, invisible particles that burrow into human bodies, kills 7 million people prematurely every year, the U.N. health agency estimates. And for the millions living in some of the world’s smoggiest cities – many of them in Asia like New Delhi, Dhaka, Bangladesh, Bangkok and Jakarta, Indonesia – bad air might seem inescapable. But there are things that people can do, starting with understanding that the air isn’t only polluted when it looks smoggy, said Tanushree Ganguly of the Energy Policy Institute of Chicago in India. "Blue skies can’t guarantee you clean air,” she said. Air pollutants often come from people burning things: Fuels such as coal, natural gas, diesel and gasoline for electricity and transportation; crops or trees for agricultural purposes; or as a result of wildfires. Fine, inhalable particles, known as particulate matter, are among the most dangerous. The tiniest of these – known as PM 2.5 because they are less than 2.5 microns in diameter – can get deep into human lungs and are mostly created by burning fuels. Coarser particles, known as PM 10, are linked to agriculture, roadways, mining, or the wind-blowing eroded dust, according to the WHO. Other dangerous pollutants include gases like nitrogen dioxide or sulfur dioxide, which are also produced from burning fuels, said Anumita Roychowdhury, an air pollution expert at the Center for Science and Environment in New Delhi. The sources and intensity of air pollution vary in different cities and seasons. For instance, old motorbikes and industrial boilers are major contributors to bad air in the Indonesian capital, Jakarta, while the burning of agricultural waste is a major reason for air pollution spikes in cities in Thailand and India. Air pollution is the second-largest risk factor for early death globally, behind high blood pressure, according to a recent report by the Health Effects Institute. Short-term exposure can trigger asthma attacks and increase the risk of heart attacks and stroke, especially in the elderly or people with medical problems. Long-term exposure can cause serious heart and lung problems that can lead to death, including heart disease, chronic obstructive pulmonary disease and lung infections. A recent analysis by the U.N. children’s agency found that more than 500 million children in East Asia and Pacific countries breathe unhealthy air and the pollution is linked to the deaths of 100 children under five every day. June Kunugi, UNICEF Regional Director for East Asia, said the polluted air compromises growth, harms lungs and impacts cognitive abilities. "Every breath matters, but for too many children, every breath can bring harm,” she said. Over 6,000 cities in 117 countries now monitor air quality, and many weather mobile apps include air quality information. But trying to gauge how bad the air is by looking at these numbers can be confusing. To help people understand air quality levels more efficiently, many countries have adopted an air quality index or AQI – a numerical scale where larger numbers mean worse air. They are also often assigned different colors to show whether the air is clean or not. However, different countries have different air quality standards. For instance, India’s daily PM 2.5 limit is more than 1.5 times higher than that of Thailand and 4 times higher than WHO standards. This means that countries calculate AQIs differently and the numbers aren’t comparable. This is also why sometimes AQI scores by private companies using stricter standards may be different from those calculated by national regulators. The goal, of course, is to limit exposure when air quality is bad by staying inside or wearing a mask. Staying inside, however, isn't always possible, especially for people who must live or work outside, noted Danny Djarum, an air quality researcher at the World Resources Institute, an environmental advocacy group. People also need to be aware of indoor air pollution, which can often be caused by common household activities like cooking or even burning an incense stick. Air purifiers can help reduce indoor air pollution, but they have limitations. They work by pulling air from a room and pushing it through a filter that traps pollutants before circulating it back. But they are most effective when used in small spaces and when people are nearby.
