Bijna elke winter ademen inwoners giftige lucht in.

New Delhi sparaliżowane przez smog. "Samo oddychanie staje się niebezpieczne"

Miasto wygląda jak spowite sinoniebieskim dymem papierosowym, a władze wprowadziły szereg obostrzeń. "Potrzebujemy całorocznych działań dotyczących kluczowych źródeł zanieczyszczeń, aby można było wypracować trwalsze rozwiązania" - krytykują organizacje środowiskowe. New Delhi mieszka 20 mln ludzi.

First Severe Smog Episode Hits Delhi, Could Be Longest In 4 Years: Report

The average intensity of the smog in Delhi so far is 329 microgram per cubic metre per day. New Delhi: The first severe smog episode has hit Delhi and the National Capital Region (NCR) and is expected to last for another two days, green think-tank Centre for Science and Environment (CSE) said today. Even though the seasonal smog in Delhi is intense, the average daily contribution of smoke from farm fires from the middle of October to November 8 has been the lowest in last four years, it said. “Predictably, the season’s first episode has been triggered by the combined effect of unfavourable weather conditions (cool and calm winds and inversion), stubble burning and firecrackers,” said Anumita Roychowdhury, executive director, research and advocacy, CSE. Compared to the first smog episode of previous four years, the current smog has matched the duration of the first smog of 2018 and 2020 season — both lasted six days. If conditions don’t improve, it might overtake the 2019 smog that lasted eight days, the CSE said. The average intensity of the smog this year so far is 329 microgram per cubic metre per day, which is lower than that of the 2020 smog (by 7 per cent) and 2019 smog (by 3 per cent). It is more intense than the 2018 smog (about 9 per cent). Lingering on of this year’s smog for longer duration despite relatively windier local conditions might be due to the lack of pollution control measures in the city, the green think tank said. “While very high concentrations of PM2.5 have hogged attention, the levels of gases – ozone, CO or NO2 — have remained elevated during this smog episode. Also, the ratio of SO2 to NO2 increased on Diwali night indicating increased pollution load from firecrackers. The PM2.5 concentration on Diwali night (8 pm to 8 am) has been the most intense since 2017,” said Avikal Somvanshi, programme manager, Urban Lab, CSE. This analysis is based on the real time data available from the current working air quality monitoring stations in Delhi-NCR and the larger Indo-Gangetic Plain. “On an average, contribution of smoke to Delhi’s daily PM2.5 during middle of October to November 8 has been the lowest in the last four years. So far, it has recorded on an average 12 per cent per day in contrast to 17 per cent per day in 2020, 14 per cent per day in 2019, and 16 per cent per day in 2018 (as reported by SAFAR),” the CSE said. “If converted to absolute concentrations, the per day contribution of smoke stood at 26 microgram per cubic metre this year so far compared to 35 microgram per cubic metre in 2020, 40 microgram per cubic metre in 2019, and 31 microgram per cubic metre in 2018,” it said. However, the peak contribution of smoke to Delhi’s PM level was recorded on 7th November when it hit 48 per cent. This the second highest daily contribution percentage recorded since such estimation was started by SAFAR in 2018. The highest single day contribution percentage has been 58 per cent recorded on November 5, 2018.

Delhi-NCR Gripped by Season’s First Smog Episode, Could be Longest in 4 Years: CSE Report

This requires urgent emergency action on key combustion sources (vehicles, industry, waste burning) and dust sources (construction and roads) to prevent further trapping of pollution when there is no wind to blow this away. We need pollution-source-wise and hotspot-wise status of action,” Roychowdhury said.

Emergency’ measures not implemented despite 8 days of ‘severe’ air in Delhi

CAQM adheres to rules that don’t take into account predictions of bad air quality Despite Delhi’s air quality index (AQI) being “severe” for eight out of 10 days after Deepavali, measures under the “emergency” category of the Supreme Court-ordered Graded Response Action Plan (GRAP) to control air pollution were not implemented by the authorities. The air quality after Deepavali is the worst in years. “Emergency” steps were not taken as the Commission for Air Quality Management (CAQM) in National Capital Region and Adjoining Areas, which has the authority to order measures under GRAP, stuck to the rules that do not consider predictions of deteriorating air quality. In the past, measures under GRAP have been implemented differently from the rules, based on predictions of a spike in pollution. On Saturday, the Supreme Court pulled up the Centre and the State Governments for the rising air pollution and later in the day, Delhi Chief Minister Arvind Kejriwal announced closure of schools and a ban on construction activities. These two measures are also part of the list under the “emergency” category of GRAP, but the CM’s announcement was separate. The CM doesn’t have the authority to impose GRAP, as per rules. “Like in the past, GRAP should have been implemented as a preventive and pre-emptive measure. We cannot wait for the smog to be over to take action. The purpose of it is lost in that case,” said Anumita Roychowdhury, executive director, Centre for Science and Environment. The chairman and member secretary of the CAQM did not respond to calls or messages seeking comment. An official privy to the development said, “There was a prediction, but it was also not as bad as what happened after Deepavali. Also, implementing ‘emergency’ measures is not an easy call as a lot of people will lose their work on the days they are imposed.” How GRAP works GRAP is a set of measures to be taken to reduce air pollution depending on the current level. It was notified by the Union Environment Ministry in 2017 to fight air pollution, based on the SC directions. Actions under the “emergency” category of GRAP include stopping of construction activities, shutting down of schools, and the odd-even vehicle rationing scheme. As per the CAQM, the “emergency” measures under GRAP were not imposed after Deepavali this year, as the criteria as per rules were not met. GRAP is implemented depending upon the level of PM2.5 and PM10, which are fine inhalable particles, and not the AQI. After Deepavali, PM2.5 was above 300µg/m3, which is the “threshold” for only 46 hours during November 11-13, official data shows. To implement “emergency” measures under GRAP, it has to remain above the threshold for 48 hours, as per rules. But in the past, the implementation of GRAP has been done not exactly as per rules, but based on predictions of air quality as well. For instance, on October 8 last year, when the AQI was “poor”, measures under the “very poor/severe” category were announced to kick in from October 15, according to an official order. This was done in anticipation of the AQI worsening, a week in advance. Ms. Roychowdhury said the Government should also consider forecasts of air quality to implement GRAP measures rather than waiting for the air to be “severe” for days at a stretch. “Why have we developed forecasting systems? To take actions, right? So, these forecasts should be made part of the criteria to invoke GRAP,” she said.

Delhi: Where do we go now? AQI third worst in Country

NEW DELHI: Air quality in the city slipped into the “severe” category again on Tuesday after hovering in the “very poor” range for the past two days. Experts see no relief any time soon. With an AQI of 403, the capital stood the third-most polluted city in the country next only to Jind (AQI 428) and Manesar (AQI 410), data from Central Pollution Control Board showed. PM2.5 levels remained over three times the safe limit. Experts said the city was in dire need of emergency steps to curb further accumulation of pollutants. On Tuesday, the meteorological conditions allowed further accumulation of pollutants with low mixing height keeping them below the surface, calm winds failing to ventilate the area and low temperature making air heavy and holding the pollutants tighter. Weather analysts expect the wind speed to drop further. “The wind on Tuesday was northwesterly and the speed was not strong enough to disperse pollutants. The wind may turn easterly, but the speed will be low and unfit for dispersion of pollutants. A combination of other meteorological factors will restrict improvement in the air quality,” said Mahesh Palawat, vice-president, meteorology and climate change, Skymet. “Wind speed on Wednesday is likely to be around 4 kmph and minimum and maximum temperature may hover around 8 and 26 degrees Celsius, respectively,” said an India Meteorological Department official. SAFAR said the contribution of stubble burning to the city’s PM2.5 on Tuesday came down to 8% against 10% on Monday. Surface winds were likely to remain very low for the next few days. However, the number of farm fires may drop too. “Surface winds are likely to be very calm with a low ventilation index, pushing AQI to fluctuate between severe to the upper end of the very poor category till November 18. The peak in fire count appears to have reached last week and stubble burning is now showing a declining trend,” added SAFAR. Anumita Roy Chowdhury, executive director, research and advocacy, Centre for Science and Environment, said, “What the city actually needs is a long-term action plan to curb pollution throughout the year, but it also needs to stop further accumulation of pollutants through emergency action plans because the ventilation is low.”

Govt To Hire 1,000 Buses For A Month To Cut Pvt Vehicle Load

New Delhi: With public transport a crucial component of the fight against air pollution, Delhi government will hire around 1,000 private buses to augment the current fleet. Transport minister Kailash Gahlot said the state government had also proposed to Delhi Disaster Management Authority that standing passengers should now be allowed in buses and Delhi Metro. Vehicles are among the biggest contributors to particulate pollution in Delhi and a recent analysis by the Centre for Science and Environment showed traffic congestion was back to pre-pandemic levels at a time when the air quality had degraded. Gahlot requested Delhiites on Tuesday to shift from personal vehicles to public transport to curb vehicular emissions. “To augment public transport, Delhi government is in the process of hiring around 1,000 private buses for a period of one month,” he added. Gahlot told TOI, “This is being done as an emergency measure. During the operation of the odd-even scheme in previous years, only around 650 buses could be arranged, but the government will strive to engage 1,000 buses.” During the road rationing exercise since 2016, the government has been engaging private buses to augment the existing public transport. “Owing to the improved Covid situation and to control pollution from private vehicles, we have also proposed to DDMA that standing passengers in buses and Delhi Metro should be allowed and the current prohibition lifted,” Gahlot disclosed. Kundra said that there are no large private bus fleets in the city, with most operators having 50 to 100 buses. But overall, these will add up to have around 1,000 buses that will augment DTC and Cluster Scheme buses. He said that the transport department and DTC would be flexible with arrangements, such as allowing school buses to be deployed only after school hours.
