Monsoon becomes hotter in megacities: Night-time cooling wanes but Calcutta offers some relief

The monsoon months have become hotter and night-time temperatures don’t fall as much as they used to in India’s megacities, a climate and environment think-tank said in a report on growing heat stress. The report released by the Centre for Science and Environment (CSE), New Delhi, on Monday said that rising temperatures and relative humidity had worsened heat discomfort in all six megacities — Bengaluru, Calcutta, Chennai, Delhi, Hyderabad and Mumbai. Calcutta was the second hottest city with an average summer heat index of 36.5°C, with humidity impact measured to be 6.4°C between 2014 and 2023. Chennai was the hottest with a heat index of 37.4°C and humidity impact of 6.9°C, while Mumbai’s heat index of 34.3°C and humidity impact of 3.3°C was ranked third. The average summer temperature of the six cities increased by 0.01°C between the decades 2001-2010 and 2014-2023. In contrast, the average heat index of the six cities over the same periods increased by 0.8°C, or 80 times faster. The rising humidity has also impacted monsoon temperatures. Overall, the monsoon months have on average become 1°C hotter while the premonsoon months are on average 0.5°C hotter, measured through the heat index. The CSE analysis has shown that Calcutta stands out among the six megacities with its night-time temperatures cooling at the same rate during the 2014-2023 decade as they used to between 2001-2010. Calcutta’s night-time land surface temperatures continue to drop by about 6.2°C at night. But night-time cooling has waned in the other cities. Delhi’s nights, for instance, during 2014-2023 were cooler by just 11.2°C, or about 9 per cent below the 2001-2010 level. Nights in Bengaluru have cooled by 10.1°C, about 15 per cent down from the 2001-2010 cooling level. Mumbai nights are cooler by 7.8°C, or 24 per cent lower than the 2001-2010 level. Alongside a rise in temperatures and humidity, the six cities have all witnessed increases in their built-up area that contributes to what scientists call the urban heat island effect — the greater the built-up area, the higher the temperatures in the urban areas, compared to their relatively greener surrounding or rural areas.

More concrete, more heat: Why our cities are hotter than ever

Even as large parts of the country swelter in a brutally hot summer, with prolonged heat waves, a recently published report shows that rising temperatures is not the sole contributing factor to the heat stress being experienced in urban India. According to a report by the Centre for Science and Environment, the extreme discomfort of the summer months in Chennai, Mumbai, Delhi, Bengaluru, Kolkata and Hyderabad over the last two decades is caused by a combination of air temperature, land surface temperature and relative humidity, as well as a rapid increase in built-up areas and concretisation. It poses a grave risk to lives, especially among vulnerable groups like the elderly, babies, pregnant women, those who live in slums and work outdoors. This is the third straight year of severe heat waves in India, which have been far longer — over 10 days-long — this time than the usual four to eight days. Thanks to climate change, temperatures have shot up, as has humidity. But, as the CSE report points out, the effect of this — the moisture in the air keeps sweat from evaporating fast enough, making it seem even hotter than it actually is — is compounded by other factors, including changes in land use and the growing urban sprawl. This has resulted in the “urban heat island effect”: The trapping of heat due to a dense concentration of buildings, paved roads and other surfaces made of materials like concrete, glass and steel, results in higher temperatures in city centres than in the outlying areas. One alarming consequence of this is that summer nights now offer little respite from the searing heat of the day, with cities across climatic zones not cooling down at the rate they once did. This is a serious cause for concern as the heat stress continues to build, increasing the risk of heat-related illnesses and even death. All these factors would need to be taken into consideration for relief measures to be effective. While more than 20 states have worked with the NDMA to create heat action plans (HAP), most remain on paper. They are hampered by a lack of funding, granularity and a sustainable vision for transformation. There is a growing consensus among experts that city-specific management plans, which take into account local factors, are a far more effective response to heat waves. Such plans should prioritise green spaces and water bodies and target all heat generators, including vehicles, industries and concrete surfaces — an example is Ahmedabad’s Cool Roofs programme, which offers an affordable solution for the urban heat island effect. Along with emergency steps to be implemented during a heat event, long-term planning can keep cities from heating up excessively and save lives.

Urbanisation led to 60 pc more night-time warming in Indian cities than non-urban areas: Study

New Delhi: Urbanization has led to nearly 60 per cent more night-time warming in over 140 prominent Indian cities compared to non-urban areas surrounding them, a new research from the Indian Institute of Technology Bhubaneswar has found. According to the research, Ahmedabad, Jaipur and Rajkot had the highest urban effect, while Delhi-NCR and Pune were found to be at the fourth and fifth position, respectively. Urbanisation is known to be responsible for the urban heat island (UHI) effect, in which the concrete and asphalt (used in constructing roads and pavements) surfaces store heat during the day and release it in the evening, thereby raising night-time temperatures. Over time, this heat further affects other aspects of climate, including rainfall and pollution, researchers said in the study published in the journal Nature Cities. The study sought to determine how much urbanisation and local climate change each contributed to raising night-time temperatures over the past two decades (2003-2020). “The mean urban effect for all these cities across India was found to be 0.2 degrees Celsius per decade. This leads to an estimate of 37.73 per cent of the total urban warming being linked to urbanisation — that is, nearly 60 per cent enhancement of warming relative to the surrounding non-urban areas,” the authors wrote. They also found that cities in the northwestern, northeastern and southern regions showed a “more pronounced increase” in night-time temperatures than in the other parts of the country. However, the contribution of urbanisation towards night-time warming was higher in the eastern and central Indian cities, which are developing and thereby, undergoing rapid expansion, the researchers said. Almost all the cities, included in the analysis, showed rising night-time surface temperatures, which have increased by about 0.53 degrees Celsius on average every decade. Further, the trend of hotter night-time temperatures was not limited to the cities, as most of India warmed by 0.26 degrees Celsius on average every decade during the period studied, the researchers said. This indicated that cities were warming at almost double the rate at which the whole country was warming, they said. The authors explained that as cities are highly vulnerable to the combined effects of urbanisation and climate change, the people and the infrastructure in these areas are on the “frontlines” of climate change consequences, such as heatwaves, extreme weather events and flooding. They said the study highlighted the need for diverse mitigation efforts for effectively lowering the ongoing urban warming. According to an analysis by the Centre for Science and Environment (CSE), New Delhi, cities are not cooling down at night like they used to during 2001-2010 because they have “become more concretised in the last two decades” contributing to the rise in heat stress. They said that while increasing green cover can moderate day-time heat, it is ineffective for arresting night-time heat. According to the World Resources Institute (WRI) India Ross Center, seven out of 10 people around the world are projected to live in urban areas by 2050. While about 90 per cent of the growth is expected to happen in the Global South, a significant fraction of this will occur in India, it said. Currently, 36 per cent of India’s population, or about 40 crore, is urban and will double to 80 crore by 2050, according to the WRI India Ross Center. With India projected to become the fastest growing economy globally, and expected to witness the greatest urban growth, the latest findings could help urban planners and policymakers better allocate resources and understand the scale of planning required for building sustainable cities, the authors said.

Heatwave Alert : देश में चल रहा महागर्मी का दौर नगरों और महानगरों पर कहर बनकर टूट रहा है। खासकर उत्तर-पश्चिमी राज्यों में विकट हालात हैं, जहां कई स्थानों पर तापमान 50 डिग्री के आसपास चला गया है। आईआइटी-भुवनेश्वर के एक नए शोध में पाया गया कि शहरीकरण के कारण भारत के 140 से अधिक प्रमुख शहरों की रात उनके आसपास के गैर-शहरी क्षेत्रों की तुलना में 60 प्रतिशत अधिक गर्म है। अहमदाबाद, जयपुर, राजकोट में शहरीकरण का सबसे ज्यादा असर देखा गया जबकि दिल्ली-राष्ट्रीय राजधानी क्षेत्र चौथे व पुणे पांचवें स्थान पर रहे। इन छह शहरों में लू का कहर इसबीच, सेंटर फॉर साइंस एंड एनवायरनमेंट (सीएसई) ने भी भारत के छह प्रमुख शहरों में लू के थपेड़ों और ऊंचे तापमान को खतरनाक बनाने वाले कारणों का विश्लेषण कर बताया कि इस बार पारा के साथ हवा में बढ़ती नमी (ह्यूमिडिटी) का खतरनाक संयोजन परेशान करने वाला है। यह अध्ययन दिल्ली, मुंबई, बेंगलुरु, हैदराबाद, चेन्नई और कोलकाता के आंकड़ों का आकलन किया। सीएसई के अनुसार, बेंगलूरु को छोड़कर बाकी महानगरों में औसत सापेक्ष नमी (रिलेविट ह्यूमेडिटी) में पांच से 10% की वृद्धि हुई है। हैदराबाद जैसे शुष्क क्षेत्रों में रिलेविट ह्यूमेडिटी 2001-2010 की तुलना में 10% बढ़ी है। वहीं, दिल्ली में यह 8% बढ़ी है। मुंबई, कोलकाता और चेन्नई में अभी भी दिल्ली और हैदराबाद की तुलना में 25% से ज़्यादा ह्यूमेडिटी है। दिल्ली में रात के समय तापमान औसत 12.2 डिग्री तक की बजाय औसतन केवल 8.5 डिग्री तक ठंडा हो पा रहा है। रिकॉर्डतोड़ गर्मी, रात को नहीं मिल रही राहत विशेषज्ञों का कहना है कि दिन के समय रिकॉर्डतोड़ गर्मी के बाद रात को भी राहत नहीं मिलने से स्वास्थ्य संबंधी समस्याएं बढ़ सकती हैं। यह स्थिति बच्चों के दिमाग के विकास पर असर डालने से लेकर गर्भवती महिलाओं तक को प्रभावित कर सकती हैं। बुजुर्ग तो इसके आसान शिकार हो ही रहे हैं। शहरीकरण को ‘अर्बन हीट आइलैंड’ (यूएचआई) प्रभाव के लिए जिम्मेदार माना जाता है। ‘अर्बन हीट आइलैंड’ में कंक्रीट और डामर (सड़कों और फुटपाथों के निर्माण में प्रयुक्त) की सतहें दिन के दौरान गर्मी को सोखती हैं और शाम को इसे छोड़ती हैं, जिससे रात के समय का तापमान बढ़ जाता है।

दिल्ली में पारा पहुंचा 50 के करीब, गर्मी का नया रिकॉर्ड

मौसम विभाग के मुताबिक मंगलवार को उत्तरी दिल्ली के इलाकों नरेला और मुंगेशपुर में तापमान 49.9 डिग्री सेल्सियस दर्ज किया गया. मीडिया रिपोर्टों के मुताबिक इतना अधिक तापमान इससे पहले दिल्ली में कभी दर्ज नहीं किया गया. इससे पहले 2022 में मुंगेशपुर में ही 49.2 डिग्री सेल्सियस तापमान दर्ज किया गया था. इस समय उत्तरी, पश्चिमी, पूर्वी और मध्य भारत के कई इलाके गर्मी की एक भीषण लहर की चपेट में हैं. मंगलवार को देश में सबसे ज्यादा गर्मी राजस्थान और हरियाणा में दर्ज की गई. राजस्थान के चूरू में पारा 50.5 तक और हरियाणा के सिरसा में 50.3 तक पहुंच गया. मौसम विभाग का कहना है कि तापमान अपेक्षित स्तर से नौ डिग्री ज्यादा है. विभाग ने बुधवार को भी गर्मी की लहर के बरकरार रहने का पूर्वानुमान दिया है. मीडिया रिपोर्टों में दावा किया जा रहा है कि राजस्थान में गर्मी की वजह से कई लोगों की मौत हो चुकी है. रात का तापमान भी बढ़ा इस बीच निजी संस्थान सेंटर फॉर साइंस एंड एनवायरनमेंट ने गर्मी पर एक नया अध्ययन किया है. अध्ययन में कहा गया है कि किसी भी शहर में गर्मी की लहर का कारण सिर्फ बढ़ता तापमान नहीं है, बल्कि हवा के तापमान, जमीन की सतह का तापमान और तुलनात्मक ह्यूमिडिटी का मिश्रण है. अगर कहीं पर हवा का तापमान गिर भी जाए तो बाकी दोनों कारण मिल कर ऐसे हालात नहीं बनने देते जिनमें थोड़ी राहत महसूस हो. अध्ययन के मुताबिक देश के लगभग सभी बड़े शहरों में बीते 10 सालों में तुलनात्मक ह्यूमिडिटी बढ़ी है. इसके अलावा एक और चिंताजनक बात यह है कि रात का तापमान भी लगातार बढ़ा हुआ रह रहा है. अध्ययन के मुताबिक 2001 से 2010 तक गर्मियों में जमीन का तापमान रात को 6.2 से 13.2 डिग्री सेल्सियस तक गिर जाता था, लेकिन 2014 से 23 के बीच रात के समय तापमान 6.2 से लेकर सिर्फ 11.5 डिग्री तक ही गिरा. दिल्ली में अब रातें नौ प्रतिशत, हैदराबाद में 13 प्रतिशत, बेंगलुरु में 15, चेन्नई में पांच और मुंबई में 24 प्रतिशत कम ठंडी रहने लगी हैं. भट्टी बनते शहर साथ ही अध्ययन में बढ़ते शहरीकरण के दुष्प्रभावों के बारे में भी बताया गया है. अध्ययन के मुताबिक निर्माण में बढ़ोतरी और शहरी हीट स्ट्रेस के बीच सीधा संबंध है. बीते दो दशकों में सभी बड़े शहरों में कंक्रीट का इस्तेमाल बढ़ा है और पेड़ कटे हैं. 2023 में कोलकाता में ऐसी जमीन का प्रतिशत सबसे ज्यादा था, जिसमें कंक्रीट के ढांचे हों. ग्रीन कवर सभी शहरों के मुकाबले सबसे ज्यादा कोलकाता में कम हुआ है. दिल्ली में तुलनात्मक रूप से कंक्रीट कवर सबसे कम और ग्रीन कवर सबसे ज्यादा है. मुंबई और चेन्नई में भी ग्रीन कवर गिरा है. सीएसई का यह भी कहना है कि अगर ग्लोबल वार्मिंग 1.5 डिग्री सेल्सियस पर रुक भी गई तो भी चरम गर्मी की तीव्रता और बारंबारता और बढ़ेगी. साथ ही गर्मी की लहर वाले दिनों की संख्या भी बढ़ेगी. इस स्थिति से निपटने के लिए अलग अलग शहरों के हिसाब से गर्मी प्रबंधन योजनाओं की जरूरत है.

भारत के महानगरों में गर्मी से बढ़ता तनाव

सेंटर फॉर साइंस एंड एनवायरनमेंट (सीएसई) की एक नई रिपोर्ट के अनुसार, कंक्रीटीकरण और आर्द्रता के बढ़ते स्तर से भारत के महानगरों में गर्मी का तनाव बढ़ रहा है, जो एक दशक पहले की दर से रात में ठंडे नहीं हो रहे हैं। सीएसई ने जनवरी 2001 से अप्रैल 2024 तक छह महानगरों - दिल्ली, मुंबई, कोलकाता, हैदराबाद, बेंगलुरु और चेन्नई - के लिए गर्मियों के वायु तापमान, भूमि की सतह के तापमान और सापेक्ष आर्द्रता के आंकड़ों का विश्लेषण किया। थिंक टैंक ने पाया कि बढ़ी हुई आर्द्रता सभी जलवायु क्षेत्रों में गर्मी के तनाव को बढ़ा रही है, यहाँ तक कि दिल्ली और हैदराबाद में हवा के तापमान में मामूली गिरावट को भी नकार दिया है। बेंगलुरु को छोड़कर, 2001-2010 के औसत की तुलना में 2014-2023 तक अन्य पाँच महानगरों में गर्मियों की औसत सापेक्ष आर्द्रता में 5-10 प्रतिशत की वृद्धि हुई है।

हीटवेव में भी साल दर साल आया फर्क भारत में हीटवेव ने शहर का ताप प्रभाव खराब कर दिया है. सेंटर फॉर साइंस एंड एनवायरनमेंट के प्रोग्राम एग्जिक्यूटिव शरणजीत कौर ने बताया कि शहरों में भीषण गर्मी की वजह उच्च तापमान और आर्द्रता है. उन्होंने कहा, “आमतौर पर हीटवेव मार्च और जुलाई के बीच होती हैं, लेकिन आजकल हम गर्मी की तुलना में अधिक आर्द्रता देख रहे हैं. इसके परिणामस्वरूप गर्मी बढ़ रही है. रात का तापमान भी ठंडा नहीं हो रहा. क्योंकि कंक्रीट के स्ट्रक्चर दिन के दौरान गर्मी को अब्सॉर्ब (अवशोषित) कर लेती हैं और फंसकर रह जाती है. लिहाजा रात में भी गर्म हवाओं का एहसास होता है. प्री-मॉनसून और मॉनसून के बीच भी बदला ट्रेंड CSE की स्टडी के मुताबिक, 2001-10 के दौरान दिल्ली, मुंबई और कोलकाता में प्री-मॉनसून और मॉनसून के बीच तापमान बढ़ता था. लेकिन हैदराबाद, बेंगलुरु और चेन्नई में प्री-मॉनसून और मॉनसून के बीच तापमान में गिरावट आती थी. अब ये ट्रेंड बदल गया है. पिछले 10 साल में दिल्ली, मुंबई और कोलकाता में मॉनसून पहले की तुलना में ज्यादा गर्म हो गया है. चेन्नई, बेंगलुरु और हैदराबाद में ऐसा नहीं है. कुल मिलाकर 2001-10 की तुलना में मॉनसून औसतन 1 डिग्री सेल्सियस गर्म हो गया है.

इन छह शहरों में लू का कहर इसबीच, सेंटर फॉर साइंस एंड एनवायरनमेंट (सीएसई) ने भी भारत के छह प्रमुख शहरों में लू के थपेड़ों और ऊंचे तापमान को खतरनाक बनाने वाले कारणों का विश्लेषण कर बताया कि इस बार पारा के साथ हवा में बढ़ती नमी (ह्यूमिडिटी) का खतरनाक संयोजन परेशान करने वाला है। यह अध्ययन दिल्ली, मुंबई, बेंगलुरु, हैदराबाद, चेन्नई और कोलकाता के आंकड़ों का आकलन किया। सीएसई के अनुसार, बेंगलूरु को छोड़कर बाकी महानगरों में औसत सापेक्ष नमी (रिलेविट ह्यूमेडिटी) में पांच से 10% की वृद्धि हुई है। हैदराबाद जैसे शुष्क क्षेत्रों में रिलेविट ह्यूमेडिटी 2001-2010 की तुलना में 10% बढ़ी है। वहीं, दिल्ली में यह 8% बढ़ी है। मुंबई, कोलकाता और चेन्नई में अभी भी दिल्ली और हैदराबाद की तुलना में 25% से ज़्यादा ह्यूमेडिटी है। दिल्ली में रात के समय तापमान औसत 12.2 डिग्री तक की बजाय औसतन केवल 8.5 डिग्री तक ठंडा हो पा रहा है।

सेंटर फॉर साइंस एंड एनवायरनमेंट की हालिया रिपोर्ट के अनुसार दिल्ली का कोर एरिया पेरी अर्बन और ग्रामीण एरिया से अधिक गर्म है। इसकी वजह यह है कि दिल्ली के कोर एरिया में बिल्टअप एरिया गर्मी को लंबे समय तक ट्रैप करके रख रहा है। इसी पर बीते कुछ सालों के दौरान एक्सपर्ट चिंता जता रहे हैं। इसी को अर्बन आइलैंड भी कहा जा रहा है। वहीं नासा सैटेलाइट इमेज बता रही हैं कि दिन के समय दिल्ली का कोर एरिया पेरी अर्बन एरिया से ठंडा रहता है। सीएसई के अनुसार दिल्ली का कोर एरिया पेरिफेरी और पेरी अर्बन एरिया की तुलना में दिन के समय 0.8 डिग्री ठंडा रहता है। लेकिन रात में यह स्थिति इसके विपरीत हो जाती है। रात के समय दिल्ली का कोर एरिया पेरिफेरी और पेरी अर्बन एरिया के मुकाबले 2.9 डिग्री अधिक गर्म रहता है। 2003 में सेंट्रल दिल्ली में तापमान 30.1 से 36 डिग्री तक रहता था। वहीं नॉदर्न और साउथवेस्ट सेमीअर्बन एरिया में घनी आबादी और पथरीले एरिया की वजह से तापमान 36 डिग्री से अधिक रहता था। इसके बाद दिल्ली के साउथवेस्ट, नॉर्थवेस्ट, नॉर्थ, नई दिल्ली और साउथ दिल्ली में तेजी से बिल्ट अप एरिया बढ़ा। इसकी वजह से 2022 में दिल्ली के हर हिस्से का तापमान लगभग 40 डिग्री से उपर रहा। सिर्फ हरे-भरे इलाकों में ही यह 38 से 40 डिग्री रहा।

सीएसई का यह भी कहना है कि अगर ग्लोबल वार्मिंग 1.5 डिग्री सेल्सियस पर रुक भी गई तो भी चरम गर्मी की तीव्रता और बारंबारता और बढ़ेगी. साथ ही गर्मी की लहर वाले दिनों की संख्या भी बढ़ेगी. इस स्थिति से निपटने के लिए अलग अलग शहरों के हिसाब से गर्मी प्रबंधन योजनाओं की जरूरत है.

CSE की रिपोर्ट में क्या कुछ खुलासे हुए हैं.. आपको बताते हैं..पिछले दो दशक बेहद गर्म रहे हैं और तापमान लगातार बढ़ रहा है... महानगरों जैसे दिल्ली मुंबई, चेन्नई में उमस बीते दशक में 5 से 10 फीसदी बढ़ी है.. हैदराबाद में 10 फीसदी...मुंबई में 8 फीसदी... कोलकाता में 7 फीसदी तो वहीं चेन्नई में 5 फीसदी तक उमस बढ़ गई है.. इसकी वजह है बढ़ता शहरीकरण क्योंकि बिल्टअप एरिया लगातार बढ़ा है.. 2003 में 31 दशमलव 3 फीसदी बिल्टअप एरिया बढ़कर 2022 में 38 दशमलव 2 फीसदी पहुंच गया है...
