The newest entrant to this “danger zone” is ‘Ocean Acidification’, joining climate change, biodiversity loss and land-system change. This report marks a shift in narrative from managing pollution to preventing systemic collapse.

Reimagining Eco-Justice: South Asian Jesuits Move Toward Advocacy

Environmentalist Dr Sunita Narain, Director of the Centre for Science and Environment in New Delhi, situated the ecological crisis within a broader global reality. She spoke about three major forces shaping the present world: climate disruption, political and economic instability, and the rapid rise of artificial intelligence. “These crises are interconnected,” she said, “and together they increase vulnerability, especially among the poor.” Her message was direct and uncompromising:“Sustainability without justice is impossible.” The annual meeting of Eco-Jesuit delegates in South Asia, held from 17-19 April 2026 at Inigo Bhawan in Matigara, Darjeeling, became much more than a routine gathering. Set against the fragile ecology of the Eastern Himalayas, the meeting turned into a moment of discernment on the future of Jesuit ecological engagement in the region. Representatives from across the Jesuit Conference of South Asia (JCSA) gathered to reflect on one pressing question: how can Jesuit ecological efforts move beyond awareness toward meaningful advocacy and systemic change? A Context of Urgency and Hope Held during the Easter season, the gathering carried a spirit of hope rooted in action. Participants recognised that the ecological crisis is no longer distant or abstract. It is immediate, complex, and deeply unjust, disproportionately affecting the poor and vulnerable. In his keynote address, Fr Stanislaus D’Souza reflected on the Jesuit ecological journey through the lenses of past, present, and future. He acknowledged the many initiatives already undertaken across the Conference, including environmental education, grassroots engagement, and sustainability efforts within Jesuit institutions. At the same time, he pointed out important shortcomings. “Our efforts are often fragmented”, he observed. “Ecology is still treated as secondary in many places, rather than as something central to our mission.” Understanding the Wider Crisis Environmentalist Dr Sunita Narain, Director of the Centre for Science and Environment in New Delhi, situated the ecological crisis within a broader global reality. Advocacy, he insisted, is a natural extension of the Jesuit call to faith and justice. Offering a global perspective, Fr Roberto Jaramillo reflected on the gradual process through which Jesuits are learning the language and practice of advocacy. “We are still learning advocacy”, he admitted. “It requires humility, openness, and the willingness to work with others.”

Why Bundelkhand’s Banda became India’s hottest city as temperatures cross 48°C

Rajneesh Sareen, director, sustainable building and habitat programme, Centre for Science and Environment, said the land cover pattern was a major factor behind the extreme temperatures in Banda. As north India reels under a heatwave with temperatures crossing well over 40 degrees Celsius, there is one city that with no respite from the extreme weather — Banda in Uttar Pradesh’s Bundelkhand region. Termed the ‘world’s hottest city’, Banda has consecutively topped the list, with mercury here reaching as high as 48.2 on the Centigrade scale. But it is not just the weather that heats Banda. As per scientists and environmentalists, the heat here has also catapulted various ecological reasons — environmental damage, deforestation, reducing water bodies, mining along the Ken river, and changes in land-use pattern in Banda and its surroundings. The many challenges Banda’s topology plays a major role in increasing the temperature. The region has widespread open land, rocky terrain and exposed agricultural land, paired with less green cover. Rajneesh Sareen, director, sustainable building and habitat programme, Centre for Science and Environment, said the land cover pattern was a major factor behind the extreme temperatures in Banda. “After harvesting, much of the land remains exposed in Banda and starts behaving like a heat centre,” Sareen said, adding that dried riverbeds and reduced water flow also intensify the problem. Such terrains absorb more heat, and — combined with the mining zones, brick kilns and heavy machinery in the area — turn Banda region into what many experts describe as a “man-made heat centre”. Sareen adds, “Banda is one such location, where the rise in temperature has more contribution from land cover than from urban morphology or anthropogenic contributors.”

क्षमता को नष्ट कर देती है। जब लगातार कई दिनों तक इंसान की नींद पूरी नहीं होती, तो शरीर में तनाव बढ़ाने वाला हार्मोन ‘कोर्टिसोल’ अनियंत्रित रूप से बढ़ने लगता है। यही कारण है कि लोग ‘एक्यूट’ यानी गंभीर और अचानक उभरने वाली बीमारियों के शिकार हो रहे हैं। बड़े शहरों के सरकारी अस्पतालों की आपातकालीन ओपीडी के आंकड़े बताते हैं कि मई-जून के महीनों में हीट स्ट्रोक, अचानक ब्लड प्रेशर बढ़ना, ब्रेन स्ट्रोक, गंभीर डिहाइड्रेशन और किडनी फेलियर के मामलों में एक-तिहाई से ज्यादा की वृद्धि देखी जा रही है। जब पानी का अभाव और अगले दिन बिना सोए दफ्तर या काम पर जुटने की चिंता जुड़ती है, तो इंसान अंदर से पूरी तरह टूट जाता है। संकट का सबसे भयावह और मूक पहलू महानगरों में मानसिक रोगियों की बढ़ती फौज है। गर्मी और बिजली संकट को अक्सर हम केवल एक भौतिक या प्रशासनिक समस्या मानते हैं, लेकिन यह सीधे तौर पर हमारी मानसिक सुदृढ़ता पर हमला कर रहा है। ‘द लैंसेट प्लैनेटरी हेल्थ’ में प्रकाशित एक शोध के अनुसार, तापमान में प्रति एक डिग्री सेल्सियस की वृद्धि से मानसिक स्वास्थ्य समस्याओं और अवसाद के मामलों में दो प्रतिशत से अधिक की बढ़ोतरी होती है। लगातार अनिद्रा और शारीरिक कष्ट के कारण लोग गंभीर चिड़चिड़ेपन, घबराहट और क्रॉनिक फटीग सिंड्रोम का शिकार हो रहे हैं। अत्यधिक गर्मी से उसकी मानसिक सहनशीलता समाप्त हो जाती है। महानगरों में घरेलू हिंसा, सड़कों पर मामूली बात पर होने वाली ‘रोड रेज’ की हिंसक घटनाएं और दफ्तरों में कर्मचारियों के बीच बढ़ते टकराव के पीछे इस ‘थर्मल स्ट्रेस’ का बहुत बड़ा हाथ है। मनोचिकित्सकों के अनुसार, इन दिनों ओपीडी में आने वाले हर पांचवें मरीज में अनिद्रा और गर्मी जनित मानसिक तनाव मुख्य कारण बनकर उभर रहा है। यह स्थिति हमारी नीतिगत विफलताओं का आईना है। गर्मियों के दिनों में महानगरों के उपनगरों और रिहायशी सोसायटियों में हाहाकार मचा रहता है। ट्रांसफार्मर फुंकने और केबल जलने की घटनाएं आम हैं क्योंकि बिजली के बुनियादी ढांचे पर क्षमता से अधिक लोड है। हर कोई अपनी जान बचाने के लिए एसी और कूलर चलाने को मजबूर है, लेकिन हमारा वितरण ग्रिड इस मांग को संभालने में सक्षम नहीं है। ऐसे में अमीर वर्ग तो भारी-भरकम डीजल जनरेटरों के सहारे कुछ राहत पा लेता है, जो खुद प्रदूषण बढ़ाकर हवा को और गर्म करते हैं, लेकिन मध्यम और निम्न वर्ग के लोग कंक्रीट के छोटे-छोटे कमरों में ‘तंदूर’ की तरह पकने को मजबूर हैं। पानी के टैंकरों के पीछे लगती लंबी लाइनें और पानी के लिए होते झगड़े प्रमाण हैं कि नगरीय ढांचा चरमरा चुका है। यदि हमें अपने शहरों को बीमारों का घर बनने से रोकना है, तो पारंपरिक सोच से हटकर नए और साहसिक कदम उठाने होंगे। प्रशासन को चाहिए कि दिन के बजाय रात के समय आवासीय परिसरों और कॉलोनियों की सड़कों पर स्प्रिंकलर ट्रकों को लगातार चलाए। इससे ‘अर्बन हीट आइलैंड’ के प्रभाव को सीधे तौर पर कम किया जा सकता है। इससे डामर और कंक्रीट द्वारा सोखी गई गर्मी शांत होगी, जिससे रात के तापमान में गिरावट से कुछ राहत मिल सकेगी। इसके साथ ही, शहरी नियोजन में ‘व्हाइट रूफिंग’ को बढ़ावा देना होगा और बिजली वितरण प्रणाली को सौर ऊर्जा के ग्रिड से जोड़कर मजबूत करना होगा ताकि ग्रिड फेल होने की नौबत न आए। बिजली, पानी और ठंडी हवा अब कोई विलासिता नहीं, बल्कि गरिमापूर्ण जीवन जीने के मौलिक अधिकार का हिस्सा हैं। जलवायु परिवर्तन के इस दौर में शहरों के बुनियादी ढांचे को पर्यावरण के अनुकूल और मानवीय बनाना होगा।

Climate Change and India’s Unfinished Water Agenda The keynote address by environmentalist Sunita Narain placed the day’s reflections within the wider context of climate change and water security. Drawing on recent meteorological trends, Narain delivered a stark warning. “India has seen one extreme weather event almost every day in 2025,” she says. Individual disasters may dominate headlines, she argued, but the cumulative picture reveals the true scale of the crisis. She adds, "The full picture tells you the scale of the crisis.” Climate change is altering India’s hydrological reality. Sunita says, "You will see more rain because the heating of the oceans will lead to more rain, but in fewer hours.” The consequences include more intense flooding, reduced groundwater recharge, prolonged dry spells and greater vulnerability for agriculture and drinking water systems. Yet Narain’s central message was not about inventing new solutions. “We are not talking about a newfangled agenda. We are talking about the scale and speed of the old agenda,” she says. Rainwater harvesting, groundwater recharge, watershed restoration, water-efficient livelihoods, wastewater reuse and local stewardship remain the right answers. The challenge is implementing them at the pace demanded by climate change. Reflecting on the evolution of India’s water sector, she noted, "Rain is decentralised; so is the supply of water.” Narain highlighted several achievements, including more than 100 million water-related assets created under MGNREGA, the Mahatma Gandhi National Rural Employment Guarantee Act, around 70,000 rejuvenated water bodies under the Amrit Sarovar initiative, nearly 158 million household tap connections under the Jal Jeevan Mission and more than 120 million rural toilets constructed under the Swachh Bharat Mission. “The government policy has been dynamic. It has learnt from what I call the development laboratory.” But she cautioned against complacency. “Groundwater is still treated as minor irrigation,” she said. Among the priorities she identified were stronger local institutions, improved groundwater governance and better convergence between sectors responsible for land, forests, water and ecosystems. Her critique of urban water management was equally sharp. “Cities do not consume water. They take water and, they give back waste.” The future, she argued, demands accountability not only for water supply but also for pollution and ecological stewardship. Her final message resonated throughout the hall. “The pilot project phase is over.”

हीट स्ट्रेस अटैक : कंक्रीट के कारण धधक रही 75% दिल्ली, सिर्फ इन इलाकों में ही राहत

दिल्ली के लोग इन दिनों भीषण गर्मी का सामना कर रहे हैं। सुबह से ही निकलने वाली तेज धूप और गर्म हवा के थपेड़ों ने लोगों का जीना मुहाल कर रखा है। विज्ञान एवं पर्यावरण केन्द्र (सीएसई) की हालिया रिपोर्ट के मुताबिक, दिल्ली के ज्यादातर घने बसे रिहायशी इलाके, बगैर किसी योजना के बसी कॉलोनियां और औद्योगिक क्षेत्र भीषण गर्मी की चपेट में आने के प्रति सबसे ज्यादा संवेदनशील हैं। इन स्थानों पर नों हरियाली का स्तर न के बराबर है और जलाशय या पानी वाले स्थानों की संख्या भी बेहद कम है। नतीजा यह होता है कि सीमेंट-कंक्रीट की ये इमारतें और सड़कें दिनभर सूरज की तपिश को सोख लेती हैं, जिससे पूरा इलाका भट्टी की तरह तपने लगता है। इसके चलते ये इलाके ज्यादा गर्मी को अवशोषित करते हैं। राहत वाले इलाके लुटियंस दिल्ली, छावनी परिषद और सिविल लाइंस समेत कई हरियाली वाले इलाकों में हीट स्ट्रेस कम पाया गया है। विशेषज्ञों के अनुसार योजनाबद्ध निर्माण और घने पेड़-पौधों के कारण यहां गर्मी कम अवशोषित होती है। मॉडल टाउन, रोहिणी, वसंत विहार, हौज खास और मयूर विहार जैसे क्षेत्रों में भी हीट स्ट्रेस अपेक्षाकृत कम है। रजनीश सरीन, प्रोग्राम डायरेक्टर, सस्टेनेबल हैबिटेट प्रोग्राम, सीएसई, ''शहर में हरियाली और जलाशय वाले क्षेत्र का विस्तार होना चाहिए। शहर को ज्यादा योजनाबद्ध तरीके से बसाया जाना चाहिए। भवनों के निर्माण में ताप कम अवशोषित करने वाली सामग्री का इस्तेमाल करना

Circular economy: Way to sustainable Arunachal

With the population expansion and current growing materialistic life of the people, Arunachal Pradesh is grappling with environmental degradation, deforestation, waste generation, and so on. The carrying capacity is mounting and may collapse if not taken into consideration seriously. Ecology and environment should not face the brunt of development. Apparently, climate change is the most silent menace that human and species can ever face owing to ecological imbalance. According to the India State of Forest Report (ISFR)-2023 report, Arunachal secured second position with 67,083 sq kms of forest and tree cover, trailing Madhya Pradesh and Maharashtra. The onus lies on best practices that need to be adopted by the citizens and the government in tandem to develop Arunachal as a state of carbon sink and circular economy model state. Arunachal’s circular economy initiatives primarily focus on community-led zero-waste models, bamboo-based product innovation, and decentralised plastic recycling. By combating unique logistical and geographic challenges, local municipalities and self-help groups (SHGs) are actively converting waste into economic resources to protect the region’s fragile Himalayan ecosystem. Some models of various districts need applause for their initiatives: Community-led zero waste models Roing town in Lower Dibang Valley district successfully implemented a public-private partnership (PPP) alongside SHG Green Roing. This initiative uses localised material recovery facilities to process three tonnes of plastic-heavy waste per month, generating income for SHG members. Siluk village in East Siang district serves as a national model for zero-waste living. Waste-to-wonder & upcycling A standout example of circularity is Roing’s ‘waste to wonder butterfly park’ located in Eze Park. It was constructed almost entirely using upcycled materials, including 10,000 discarded plastic bottles. Traditional alternatives: State institutions – including the Lok Bhavan – are promoting bamboo and jute products to substitute for single-use plastics. This dual-purpose initiative reduces landfill waste while financially supporting local cane and bamboo artisans. Plastic recycling infrastructure To combat growing packaging and tourism-related waste, local entrepreneurs are deploying advanced plastic shredders and extruder machines. These facilities crush and convert collected plastic scraps into reusable industrial raw materials. The Itanagar Municipal Corporation has explored various waste-to resource initiatives to better manage the growing volume of organic and inorganic municipal refuse in the urban centre. Challenges and way ahead Despite these advancements, the state’s rugged terrains, difficult supply chains, and land acquisition constraints make region-wide processing challenging. Circular model not only reduces waste and environmental harm but also creates new economic opportunities. Arunachal’s transition to the circulatory mode requires deliberate and coordinated efforts across sectors, and it has to be driven by innovation, R&D, and robust policy intervention. State bodies, alongside organisations like the Centre for Science and Environment (CSE), continue to host conclaves to strategise tailored, localised solid waste management and circular economy frameworks for Northeast India.

Beyond Coal, Beyond Oil

It is a time of great energy disruption. This is now well understood. The question I asked previously is if this oil shock—caused by the US-Israel war against Iran—will disrupt the ongoing energy transition where, gradually but surely, renewable energy is making inroads into electricity generation across the world. Solar and wind energy, which were nascent and untested technologies during the oil shock of the 1970s, have now demonstrated that they can work at scale. The question now is how the world will evolve around the issues of energy security and rebuilding confidence in supply chains. This is where the new energy map will be drawn—between the old and new countries that supply fossil fuels, and China as the powerhouse of new green technology.

देश के लगभग सभी बड़े शहरों में 25-60% तक पानी बर्बाद हो रहा है। या तो पेयजल लाइनों में बड़े लीकेज हैं या फिर पाइपलाइन में अवैध कनेक्शन जोड़ लिए गए हैं। हालात ये हैं कि मुंबई को रोज लगभग 3,850 एमएलडी (मिलियन लीटर रोज) पानी सप्लाई होता है। इसमें से करीब 30% लीकेज माना जाता है। रोज लगभग 1000 एमलडी पानी पाइपलाइन लीकेज व अन्य तरह से बेकार जा रहा है। ये बर्बाद पानी इंदौर-भोपाल की कुल रोजाना जरूरत से भी ज्यादा है। इन दोनों शहरों को रोज 900 एमएलडी ही पानी चाहिए। स्मार्ट सिटी और अमृत 2.0 जैसी परियोजनाओं के तहत 2016 में शहरी निकायों ने सुपरवाइजरी कंट्रोल एंड डेटा एक्विजिशन (एससीएडीए) प्रोजेक्ट शुरू किया था। इसके तहत लीकेज और चोरी वाले नॉन रिवेन्यू वाटर (एनआरडब्ल्यू) को घटाकर 20% पर लाने का लक्ष्य था। इस प्रोजेक्ट के तहत पिछले 10 साल में करीब 1.5 लाख करोड़ रुपए खर्च किए जा चुके हैं, फिर भी हालात नहीं बदले। भोपाल-इंदौर जैसे शहरों में पानी का लीकेज 35%-65% तक है। भोपाल ने तो 2021 तक ही पेयजल लीकेज 16% करने का दावा किया था। लेकिन कैग रिपोर्ट 2019 के मुताबिक भोपाल में वाटर लीकेज 48% है। इंदौर में 65% तक है। सोर्स : अमृत 2.0 सिटी वॉटर प्लान, कैग, यूएन हेबिटेट अर्बन वाटर रिपोर्ट, सेंटर फॉर साइंस एंड एनवायरमेंट रिपोर्ट ऑन वॉटर। पानी पर कहां-कितना खर्च? इंदौर में जलूद से नर्मदा जल 70 किमी दूर शहर तक लाने और इसे 600 मीटर की ऊंचाई तक पंप करने पर प्रति हजार लीटर 29 रु. खर्च आता है। इसमें हर माह बिजली बिल ही 25 करोड़ का है। 65% पानी की बर्बादी के हिसाब से 15 करोड़ का नुकसान हो रहा है। मुंबई में 16,092 करोड़ खर्च करके जो पानी पहुंचाया जा रहा है, उसमें से करीब 4,500 करोड़ लीकेज और चोरी के कारण बर्बाद हो रहा है। बेंगलुरु में पानी सप्लाई का सालाना खर्च 10 हजार करोड़ रु. है। लीकेज 35% है। मतलब 3,500 करोड़ की बर्बादी। देश के 166 बड़े जलाशयों में 33% पानी बचा देश के प्रमुख 166 जलाशयों में 33% ही पानी है। पर शहर में रोजाना पेयजल की जरूरत 48% बढ़ चुकी है। सामान्य दिनों में शहरों में हर व्यक्ति को 135 लीटर पानी की जरूरत होती है। गर्मी में यह 200 लीटर तक जा रही है। 60 करोड़ शहरी पानी की कमी से जूझ रहे हैं। शहरों में पानी की बर्बादी के 5 बड़े कारण पाइपलाइनों में टूट-फूट: शहरों में बिछी पाइपलाइनें पुरानी हो चुकी हैं। उनमें हजारों लीकेज हैं। उदाहरण के लिए, भोपाल नगर निगम पर आई सुरक्षा ऑडिट में जल आपूर्ति नेटवर्क में 15,000 से ज्यादा लीकेज पॉइंट पाए गए। अवैध कनेक्शन: निकायों की बिना अनुमति के अवैध कनेक्शन जोड़े गए, जिससे पानी की भारी चोरी होती है। जानकारी न होना: निकायों के पास अपने जल वितरण नेटवर्क का कोई सटीक डेटा या मैप नहीं है, जिससे उन्हें पता ही नहीं चलता है कि पानी कहां गायब हो रहा है। अंडरग्राउंड निगरानी नहीं: पानी और सीवरेज दोनों की पाइपलाइनें जमीन के नीचे समानांतर बिछी हैं। इंजीनियर्स के लिए पहचानना बेहद मुश्किल होता है कि कौन सी पाइपलाइन किस चीज की है और लीकेज कहां पर है। मीटरिंग की कमी: कई शहरों में आज भी फ्लैट-रेट (बिना मीटर) पर पानी की सप्लाई होती है। स्मार्ट वाटर मीटर न होने से लोगों के घरों में ओवरफ्लो या लीकेज से होने वाली पानी की बर्बादी का न तो पता चलता है और न ही उन पर किसी तरह का वित्तीय जुर्माना लग पाता है। वाटर प्रोग्राम सीएसई की डॉयरेक्टर सुब्रता चक्रवर्ती के मुताबिक देश में लगभग पांच हजार शहरी निकाय हैं, जहां लीकेज रोकने के लिए इस तरह के उपाय करना बेहद जरूरी है। एआई सेंसिंग: सेंसर और एआई से अंडरग्राउंड लीकेज का तुरंत पता लगाना। जीआईएस मैपिंग: डिजिटल ट्विन तकनीक से पूरे वॉटर नेटवर्क की लाइव ट्रैकिंग। प्रेशर मैनेजमेंट: ऑटोमैटिक वाल्व से पानी का दबाव नियंत्रित कर पाइप फटना रोकना। कलर कोडिंग: पानी और सीवर लाइनों की अलग रंग से पहचान सुनिश्चित करना। सख्त कार्रवाई: नियमित सुरक्षा ऑडिट कर अवैध कनेक्शनों को काटना या वैध करना। पाइपलाइन रिप्लेसमेंट: जर्जर पाइपों की जगह आधुनिक, जंग-मुक्त एचडीपीई पाइप लगाना। फ्लो-मीटर: कागजों के बजाय जमीनी स्तर पर फ्लो-मीटर से पानी का रीयल-टाइम मिलान। वॉटर रिसाइकलिंग: वेस्ट वॉटर को ट्रीट कर बागवानी और उद्योगों में दोबारा इस्तेमाल करना। स्मार्ट मीटरिंग: ऑटोमैटिक मीटर लगाकर उपभोक्ता स्तर पर बर्बादी रोकना। नियमित ऑडिट: हर छह महीने में जल वितरण नेटवर्क का अनिवार्य सुरक्षा और लीकेज ऑडिट।
