An October 2024 Centre for Science and Environment (CSE) analysis also noted that commercial vehicles account for a disproportionately high share of transport-sector emissions in Delhi despite forming a smaller share of total vehicles on roads.
Climate finance has continued to grow, with developed countries providing and mobilising USD 132.8 billion in climate finance for developing countries in 2023 and USD 136.7 billion in 2024, the Organisation for Economic Co-operation and Development (OECD) said in a new report on Thursday. However, the scale of climate finance mobilised is far below what countries are expected to provide annually from 2035 onwards under the new collective quantified goal (NCQG), according to the OECD report. The OECD is an international organisation of 38 countries, founded in 1961 to stimulate economic progress, and consists mostly of high-income countries. In 2009, at the 15th Conference of the Parties (COP15) in Copenhagen, developed countries committed to a goal of raising USD 100 billion a year by 2020 to address the needs of developing countries. They specified that the finance would come from a wide variety of sources — public and private, bilateral and multilateral, including alternative ones. The climate finance goal was formalised at COP16 in Cancun but was not delivered until 2022. In 2024, countries set a new climate finance goal, committing to deliver at least USD 300 billion annually for developing countries for climate action by 2035. This remains far from meeting developing countries’ financial needs to fund their climate action, Climate Action Network (CAN) said in a statement on Thursday. “This is against the backdrop of the ongoing US-Israel war on Iran and across the Southwest Asia and North Africa region, which is creating a severe economic shock for developing countries that simultaneously reduces their ability to fund climate action and increases their vulnerability,” it added. Those numbers have to be read within a broader context of steep Overseas Development Aid cuts since 2024, CAN stressed. HT reported in 2024 that India was particularly concerned about the low NCQG target. Several developing country negotiators, including India, described the decision as “too little, too late.” Developing countries had quantified their needs at at least USD 600 billion annually. “The OECD report shows developed countries exceeded the $100bn goal for the third consecutive year, but the target was met two years late and remains modest against the new $300bn NCQG goal and aspirational $1.3tn target. The report also raises important questions around quality and equity, for instance, loans continue to dominate public climate finance, and the share of concessional bilateral loans declined. Lastly, most mobilised private finance continues to flow to middle-income countries and mitigation projects, reiterating that private capital follows bankability rather than climate vulnerability or need,” programme officer for Climate Change and Green Economy at Centre for Science and Environment (India), Sehr Raheja, said. Head of Climate at CAN Europe Sven Harmeling said in a statement, “A further increase in climate finance is urgently needed to support countries and communities in the Global South to confront the climate crisis. While the OECD report signals that such an increase took place in 2024, many European countries then cut their climate finance spending in 2025. These harsh cuts breach their obligations to provide such support, undermines Europe’s reputation as a credible partner, and is against Europe’s strategic interests in every sense of the word.”
“This summer has been testing India’s power generation system and grid resilience, with electricity demand repeatedly breaking records. Around midday, solar alone was contributing nearly 80 GW of power, roughly one-third of India’s total generation at that hour. While thermal power remains the balancing backbone of the system, solar, along with other renewables, is doing significant heavy lifting during daytime hours,” said Trishant Dev, deputy programme manager, Climate Change and Green Economy, Centre for Science and Environment.
The Centre for Science and Environment has also noted that the 22-km stretch of the Yamuna in Delhi, though barely 2% of the river basin’s total length, contributes over 80% of the pollution load in the river.

In an interview with India Today, Sunita Narain, Director General of the Centre for Science and Environment, discussed the heatwaves impacting India and the need for better urban planning. She explained that the current crisis is a combination of climate change and environmental mismanagement. Narain stated, 'The world has now seen searing heat across, and temperature rise, given the fact that we're doing so little to combat climate change, is inevitable.' She highlighted the dangers of modern city construction, noting that building 'Gurgaon-style' glass structures traps heat and increases reliance on air conditioning. Furthermore, she pointed out the trend of night-time temperatures failing to drop, which impacts human health. To mitigate these effects, Narain recommended updating building codes for better insulation and shading, improving city-wide tree cover, and issuing public health advisories. Finally, she emphasised the necessity of officially classifying heatwaves as national disasters to unlock funding for better heat management and disaster response mechanisms across all states.
On January 1, 2026, the European Union's Carbon Border Adjustment Mechanism (CBAM) entered its definitive phase, imposing a carbon levy on imports of steel, iron, aluminium, cement, fertilizers, and hydrogen into the EU. The price of CBAM certificates is linked to EU Emissions Trading System (ETS) allowances, currently trading between €87 and €90 per tonne of CO2. For Indian exporters, the Centre for Science and Environment (CSE) estimates this could impose a price burden of approximately 25% on affected steel and aluminium exports to Europe. This is not an isolated development. In April 2026, the European Parliament's ENVI Committee proposed expanding CBAM to approximately 180 additional steel and aluminium‐based manufactured products from January 2028, extending the levy deeper into the manufacturing value chain to cover fabricated metal products, tubes, pipes, fasteners, structural components, machinery parts, and engineering goods. Simultaneously, the EU's Corporate Sustainability Due Diligence Directive (CSDDD) requires EU companies to conduct human rights and environmental due diligence across their entire value chains, with member states transposing the directive into national law by July 2026 and full compliance required by July 2029. Inside India, SEBI's Business Responsibility and Sustainability Reporting (BRSR) framework now mandates ESG disclosure for the top 1,000 listed companies, with enhanced BRSR Core requirements (covering 9 key ESG attributes with mandatory reasonable assurance) applying to the top 150 to 500 companies on a phased basis. From FY 2025‐26, value chain ESG disclosures become applicable for the top 250 companies, with mandatory third‐party assessment or assurance beginning in FY 2026‐27. For Indian export‐oriented manufacturers, ESG compliance has shifted from a corporate branding exercise to a concrete regulatory and commercial requirement that determines market access, supply chain eligibility, cost competitiveness, and access to capital. सेंटर फॉर साइंस एंड एनवायरनमेंट के बांदा जिले में किए गए अध्ययन में पाया गया कि जल जीवन मिशन जैसी योजनाओं से वितरित होने वाला 70 प्रतिशत तक पानी खराब ड्रेनेज योजना के कारण दूषित हो जाता है। इससे वही पेयजल प्रदूषित हो जाता है जिसे सुरक्षित करना था। जल सुरक्षा केवल आपूर्ति पर नहीं, बल्कि वितरण के बाद उसके प्रबंधन पर भी निर्भर करती है। हजारों गोंड और कोल आदिवासी महिलाओं ने केन-बेतवा नदी जोड़ो परियोजना के खिलाफ अपना विरोध तेज कर दिया है। उनका कहना है कि विस्थापन “मौत से भी बदतर” है। महिलाओं का आरोप है कि यह परियोजना उनकी पुश्तैनी जमीनों को खतरे में डाल रही है। इसी के विरोध में उन्होंने अपनी “विरासत और पारंपरिक जल ज्ञान की धरोहर बचाने” के लिए प्रतीकात्मक अंतिम चिता पर लेटकर ‘चिता आंदोलन’ शुरू किया। हालांकि विरोध का सबसे तीखा चरण अब रणनीतिक गतिरोध में बदल चुका है और दोनों पक्षों के बीच बातचीत जारी है, लेकिन संदेश साफ है—विस्थापन उनके लिए मौत से भी बदतर नियति है। दशकों पुरा सपना केन-बेतवा लिंक परियोजना (KBLP) 1980 की राष्ट्रीय परिप्रेक्ष्य योजना का पहला हिस्सा है, जिसमें देशभर की 30 नदियों को जोड़कर जल का पुनर्वितरण करने की कल्पना की गई थी। राष्ट्रीय जल विकास अभिकरण (NWDA) द्वारा तैयार इस परियोजना को, यमुना की सहायक नदियों केन और बेतवा को जोड़ने के उद्देश्य से, दशकों तक चली व्यवहार्यता जांच और नीतिगत बदलावों के बाद 2010 में आधिकारिक रूप से शुरू किया गया। बुंदेलखंड का संघर्ष मध्य भारत का सूखा प्रभावित क्षेत्र बुंदेलखंड लंबे समय से जल संकट से राहत के वादे सुनता आया है। मध्य प्रदेश और उत्तर प्रदेश के 14 जिलों में फैले इस इलाके में कई इंजीनियरिंग परियोजनाएं आईं और चली गईं, लेकिन स्थानीय समुदायों को वास्तविक सुधार नहीं मिला। अब भारत की पहली अंतरराज्यीय नदी जोड़ो योजना KBLP इस समस्या को हल करने का दावा कर रही है। 44,605 करोड़ रुपये की लागत वाली यह अब तक की सबसे महंगी कोशिश है। परियोजना का मुख्य हिस्सा दौधन बांध है, जो केन नदी के कथित “अधिशेष” पानी को संग्रहित कर 221 किलोमीटर लंबी नहर के जरिए बेतवा बेसिन तक पहुंचाएगा। परियोजना से 62 लाख लोगों को पेयजल और 10.62 लाख हेक्टेयर भूमि को सिंचाई मिलने का दावा है। आंकड़े कागज पर प्रभावशाली लगते हैं, लेकिन स्थानीय लोगों के लिए दौधन बांध की कीमत सिर्फ रुपये में नहीं आंकी जा सकती। संरक्षण का डूबना: चौराहे पर पन्ना टाइगर रिजर्व AFC इंडिया लिमिटेड की व्यापक पर्यावरण प्रभाव आकलन रिपोर्ट के कार्यकारी सारांश के अनुसार, इस परियोजना से 10,500 हेक्टेयर वन्यजीव आवास डूब जाएंगे, 23 लाख पेड़ काटे जाएंगे, जिनमें अधिकांश पन्ना टाइगर रिजर्व के भीतर हैं, और रिजर्व के कोर क्षेत्र का लगभग 70 प्रतिशत हिस्सा समाप्त हो जाएगा। लगभग 55 बाघों का अस्तित्व संकट में पड़ सकता है। प्रख्यात संरक्षणवादी M.K. Ranjitsinh ने विरोध स्वरूप मध्य प्रदेश वन्यजीव बोर्ड से इस्तीफा देते हुए साफ कहा था: “आप या तो इंटरलिंकिंग परियोजना रख सकते हैं या पन्ना टाइगर रिजर्व; दोनों साथ नहीं रह सकते।” वैज्ञानिकों ने इससे भी बुनियादी सवाल उठाया है: क्या केन नदी में वास्तव में अतिरिक्त पानी है? कई अध्ययनों का कहना है कि ऐसा नहीं है। उनका तर्क है कि बांध के लिए होने वाली भारी कटाई बुंदेलखंड के वर्षा पैटर्न को बदल सकती है और सूखे के समाधान को ही सूखे की वजह बना सकती है। नदी शोधकर्ता Himanshu Thakkar, जिन्होंने राष्ट्रीय हरित अधिकरण (NGT) में इस परियोजना को चुनौती दी है, का कहना है कि “अधिशेष पानी” के आंकड़ों की कभी स्वतंत्र समीक्षा नहीं हुई। वह चेतावनी देते हैं: “सच यह है कि केन नदी में अतिरिक्त पानी नहीं है, लेकिन हमसे बिना सवाल किए इस पर विश्वास करने को कहा जा रहा है।” मुख्य तथ्य केन-बेतवा लिंक परियोजना से पन्ना टाइगर रिजर्व के कोर क्षेत्र का 70 प्रतिशत हिस्सा जलमग्न हो सकता है और 23 लाख पेड़ों का नुकसान होगा। दौधन बांध निर्माण के कारण गोंड और कोल आदिवासी समुदायों के 6,600 से अधिक परिवार विस्थापन का सामना कर रहे हैं। हालिया विरोध ‘चिता आंदोलन’ से रणनीतिक ‘सत्याग्रह’ में बदल गया है, क्योंकि धारा 163 लागू की गई और मुआवजा सर्वे की समीक्षा के आश्वासन के बाद बातचीत के लिए अस्थायी विराम दिया गया। लोगों को प्रति एकड़ 12.5 लाख रुपये नकद मुआवजा दिया जा रहा है, लेकिन इससे जमीन, आजीविका और जंगल तक पहुंच के नुकसान की भरपाई नहीं होती। खेत तालाब, चेक डैम और चंदेलकालीन तालाबों जैसी पारंपरिक जल संरक्षण प्रणालियों ने बुंदेलखंड में फसल उत्पादन दोगुना किया और भूजल स्तर बढ़ाने में मदद की, लेकिन इन्हें नजरअंदाज किया जा रहा है। “न्याय या मौत”: आग में लिखा विरोध जहां जंगल सबसे पहले चोट झेलते हैं, वहीं उनमें रहने वाले लोग सबसे ज्यादा प्रभावित होते हैं। छतरपुर जिले की बिजावर तहसील के दौधन गांव के गोंड और कोल आदिवासी पीढ़ियों से इसी जमीन पर रह रहे हैं और पूरी तरह खेती तथा वन उत्पादों पर निर्भर हैं। जब निर्माण कार्य अपने चरम की ओर बढ़ा तो उन्होंने विरोध का बेहद भावनात्मक तरीका चुना—चिता आंदोलन। करीब 7,000 आदिवासी महिलाएं इस आंदोलन में शामिल हुईं और प्रतीकात्मक चिताओं पर लेटकर यह संदेश दिया कि विस्थापन भी एक तरह की मौत है। इसके साथ जल आंदोलन और मिट्टी आंदोलन भी चलाए गए, जिनमें प्रदर्शनकारी गले में रस्सी डालकर नदियों में उतरे या खुद को मिट्टी में दबा लिया। 9 अप्रैल को यह गतिरोध तब और बढ़ गया जब कथित मुआवजा भ्रष्टाचार के खिलाफ नाराज आदिवासी समुदायों ने प्रशासनिक टीम को मौके से भागने पर मजबूर कर दिया। इसके जवाब में तनाव कम करने और आदिवासी निवासियों तथा अधिकारियों के बीच सीधे टकराव रोकने के लिए धारा 163 लागू की गई। हालांकि मई 2026 तक आंदोलन रणनीतिक विराम के चरण में पहुंच गया। अप्रैल में लगातार 12 दिन चले तीव्र विरोध के बाद दौधन और आसपास के गांवों के लोगों ने अपना सक्रिय आंदोलन स्थगित कर दिया। यह फैसला छतरपुर जिला प्रशासन द्वारा मुआवजा सर्वे में भारी विसंगतियों को दूर करने के लिए 10 दिन का समय मांगे जाने के बाद लिया गया। इसके बावजूद जमीनी विरोध जारी है। इमलहा जैसे गांवों में किसानों ने अधिकारियों को अपनी जमीन पर काम शुरू करने से शारीरिक रूप से रोक दिया। इस गतिरोध के कारण पांच दिनों तक जरूरी बिजली लाइनें बिछाने का काम रुका रहा। इसी दौरान प्रशासनिक शून्यता का फायदा उठाकर करीब 20 लाख रुपये मूल्य की 2,100 मीटर उच्च गुणवत्ता वाली बिजली लाइन चोरी हो गई, जिससे बांध निर्माण और विलंबित हो गया। पुनर्वास की कमी: नकद मुआवजे से आगे का संकट केन-बेतवा लिंक परियोजना प्राधिकरण के अनुसार, दौधन बांध से छतरपुर में 5,288 परिवार और पन्ना में 1,400 परिवार विस्थापित होंगे। सरकार इस पुनर्वास को न्यायसंगत बताती है और 2013 के भूमि अधिग्रहण, पुनर्वास एवं पुनर्स्थापन में उचित प्रतिकर और पारदर्शिता अधिकार अधिनियम का हवाला देती है। वास्तव में परिवारों को प्रति एकड़ 12.5 लाख रुपये और आवास के लिए 6 लाख रुपये मिलते हैं। लेकिन महुआ फूल, तेंदूपत्ता या उन सामुदायिक वनों तक पहुंच खत्म होने के बदले कुछ नहीं मिलता, जो खेती के अलावा उनके जीवन का आधार हैं। कानून में जमीन के बदले जमीन देने का प्रावधान है, लेकिन प्रशासन केवल नकद देता है। इनमें से कई समुदायों के लिए यह दूसरा विस्थापन है—पहला तब हुआ था जब उन्हें पन्ना टाइगर रिजर्व के लिए हटाया गया था। आदिवासी विस्थापन पर शोध लंबे समय से दिखाता रहा है कि विकास परियोजनाओं की कीमत सबसे गरीब समुदाय चुकाते हैं, जबकि लाभ कहीं और पहुंचता है। देशभर में आदिवासी आबादी भारत की कुल जनसंख्या का 8 प्रतिशत से अधिक है, लेकिन विकास संबंधी विस्थापन में उनकी हिस्सेदारी लगभग 40 प्रतिशत है। विश्व बांध आयोग के अनुसार, दुनिया भर में बड़े बांधों ने 4 से 8 करोड़ लोगों को विस्थापित किया है। केन-बेतवा परियोजना भी इस आंकड़े को बढ़ाने की ओर बढ़ रही है। अतीत से सबक: विकेंद्रीकृत जल प्रबंधन की प्रभावशीलता केन-बेतवा परियोजना को उचित ठहराना कठिन है क्योंकि बुंदेलखंड के पास जल प्रबंधन का समृद्ध अनुभव पहले से मौजूद है। समस्या यह है कि लोग पारंपरिक तरीकों का उपयोग बंद कर चुके हैं और सरकार भी इन पर ध्यान या निवेश नहीं कर रही। 2020 में अटल बिहारी वाजपेयी सुशासन एवं नीति विश्लेषण संस्थान की रिपोर्ट बताती है कि 9वीं से 14वीं शताब्दी के बीच चंदेल और बुंदेला राजवंशों ने हजारों तालाब और जलाशय बनवाए थे। अकेले टीकमगढ़ जिले में आज भी ऐसे करीब 900 तालाब मौजूद हैं। जब BIWAL (बुंदेलखंड इनिशिएटिव फॉर वॉटर, लाइवलीहुड्स एंड एग्रीकल्चर) कार्यक्रम ने मदुमार गांव में 100 हेक्टेयर के चंदेलकालीन तालाब से 11,920 घन मीटर गाद हटाकर उसे पुनर्जीवित किया, तो 86 किसानों की रबी फसल उत्पादन में तुरंत बढ़ोतरी हुई। अन्य इलाकों में इससे भी बड़े सुधार देखे गए। 1997 में कोल जनजाति के लोगों को बंधुआ मजदूरी से मुक्त कर जमीन दी गई थी, जिसकी उत्पादकता 5 प्रतिशत से भी कम थी। 2009 से 2011 के बीच अखिल भारतीय समाज सेवा संस्थान की मदद से उन्होंने 61 खेत तालाब और चेक डैम बनाए। कुछ ही वर्षों में गेहूं उत्पादन 19,910 किलोग्राम से बढ़कर 1,90,920 किलोग्राम हो गया। सरसों उत्पादन 14 गुना बढ़ गया। स्थानीय रोजगार बढ़ने से पलायन भी कम हुआ। शोधकर्ता लिएनसांग पुई ने दिखाया है कि झांसी के परसई-सिंध जलग्रहण क्षेत्र में मिट्टी के बांधों पर आधारित पारंपरिक हवेली प्रणाली ने भूजल स्तर को दो से पांच मीटर तक बढ़ा दिया। इससे किसान साल में फसल बोने की संख्या दोगुनी कर सके। ICAR-NRCAF द्वारा गढ़कुंदर-डाबर क्षेत्र में किए गए जलग्रहण मॉडल अध्ययन भी दिखाते हैं कि विकेंद्रीकृत जल प्रबंधन अनिश्चित मानसून पर निर्भरता काफी कम कर सकता है, जिसकी बुंदेलखंड को सबसे अधिक जरूरत है। यहां तक कि जल आपूर्ति प्रणालियों में भी ऐसी समस्याएं हैं जिन्हें केवल पैसा हल नहीं कर सकता। सेंटर फॉर साइंस एंड एनवायरनमेंट के जल अवसंरचना मौजूद है, लेकिन इन प्रणालियों को बनाए रखने और सुधारने के लिए राजनीतिक इच्छाशक्ति की कमी है। सदियों से बने चंदेल तालाब, चेक डैम, खेत तालाब और जलग्रहण प्रणालियां उपेक्षा के कारण खराब हो चुकी हैं। इन संरचनाओं को पुनर्जीवित करने की लागत 44,605 करोड़ रुपये से कहीं कम होगी और इससे न तो समुदाय विस्थापित होंगे और न ही जंगल कटेंगे। इमलहा जैसे गांवों में जारी वर्तमान गतिरोध दिखाता है कि बुंदेलखंड में अब सवाल सिर्फ पानी तक पहुंच का नहीं रह गया है, बल्कि यह बड़े पैमाने के हस्तक्षेप और स्थानीय जीवन का सम्मान करने वाले समाधान के बीच चुनाव का मुद्दा बन गया है। इसके विपरीत, केन-बेतवा लिंक परियोजना एक टाइगर रिजर्व को नष्ट कर सकती है और पहले से विस्थापित समुदायों की पुश्तैनी जमीनों को डुबो सकती है। यदि केन नदी अपेक्षित अतिरिक्त पानी नहीं दे पाती, तो परियोजना पर्याप्त जल उपलब्ध कराने में भी विफल The Delhi government has finalised a list of locations for installing 13 new continuous ambient air quality stations (CAAQMS) in the Capital, with a major emphasis on covering locations near Delhi’s peripheries to ensure at least one station within a 5X5 square-kilometre grid, environment minister Manjinder Singh Sirsa said on Sunday. The stations will be set up at Vikaspuri, Narela, Burari, Shastri Park and Badarpur, among other localities, officials said. Of the 13 stations, 10 are being installed by the Delhi Pollution Control Committee (DPCC) and three by the Indian Institute of Tropical Meteorology (IITM), Pune. “A tender for these 10 stations under DPCC has already been floated. The tentative locations have already been finalised and a contract will be awarded soon. It is expected that work will be completed by November, which includes calibration, so we will have fresh data in the winter from new stations,” Sirsa said. While Delhi currently has 47 operational systems, the addition of these 13 new stations, planned by November, will take the total to 60. The comprehensive list of locations, finalised in consultation with the Commission for Air Quality Management (CAQM) in NCR, where the 10 DPCC stations will come up includes Chhawla in southwest Delhi, Ghogha in north Delhi, Rohini sector 33/Karala village in northwest Delhi, Vikaspuri in west Delhi, Burari in north Delhi, Maidangarhi in south Delhi, Shastri Park in northeast Delhi, Narela in north Delhi, Vasundhara Enclave (two possible spots) in east Delhi and Badarpur in southeast Delhi. The tentative list of locations for stations which will come under the IITM includes Jhatikra or Ghummanhera in Najafgarh, northwest Delhi’s Mungeshpur and two spots in west Delhi’s Tikri. “These will essentially cover the outer portions of Delhi, which previously had poor to no coverage. This will help us provide fresh data and possibly identify new hot spots,” Sirsa said. An official said two other optional locations, selected as backups, include Jharoda Kalan in southwest Delhi and Nangloi in the northwest. In February, the Delhi government had inaugurated six CAAQMS in the city, and announced plans to install additional stations to take the total to 60 stations in the coming financial year. Experts said the new stations allow more granular data to be generated, essentially at the neighbourhood level. “This allows for hyperlocal action and for localised sources to be identify in areas that were not covered earlier. It is important that the government also defines how this data will be used for future action,” said Anumita Roy Chowdhury, executive director, research and advocacy at the Centre for Science and Environment.
Worried by the level of deterioration in air quality, particularly in the urban centres, the federal government said it is partnering with Centre for Science and Environment, India, in its renewed vigour to tackle air pollution and ensure that Nigerians live in conducive environment. It said emissions from vehicles, industries, generators, burning tyres, open burning of refuse and other anthropogenic‎ activities contribute in no small measures to the alarming deterioration in air quality particularly in urban cities and impact negatively on environment, human health and the economy. The Permanent Secretary, Ministry of Environment, Dr. Sheu Ahmed disclosed this recently at a workshop on Clean Air ‎ Action Planning Strategy and Implementation in Nigeria, where he noted that the ministry was strategically addressing the issue to meet the long term objective of ensuring sustainable development. According to him, “the issue of air quality and the actions that must be taken to attain acceptable clean air ‎in Nigeria no doubt have become a source of worry to the federal government.” He added that, “the purpose of this meeting is to critically examine the issue of clean air action planning and strategic ‎implementation in our cities that are gradually becoming polluted with particulate matters with its attendant heath effects which reduces human productivity, increases health budget and in some cases list of lives.” Ahmed stressed that the meeting would also deliberate on clean vehicle technology, fuel quality programme, general policy on vehicles, the integration of conventional and non-conventional public transport modes and come up with actionable plans and strategies for effective implementation in the country. The Permanent Secretary however revealed that the ministry through the National Environmental Standards and Regulations Enforcement Agency (NESREA) has gotten to the advanced stage of implementing the National Vehicular Emission Programme.

Delhi govt has identified 13 locations, including Vikaspuri, Mungeshpur, Narela, Burari, Shastri Park, Tikri and Badarpur, for the installation of new continuous ambient air quality monitoring stations (CAAQMS) before the winter of 2026. The logic of choosing these areas, primarily in outer Delhi, is to ensure that at least one such station is available within every 5x5 sq km grid, Delhi environment minister Manjinder Singh Sirsa said. The city currently has 47 operational stations. TOI reported last Nov that the distribution of the stations is uneven in Delhi-NCR. Though the capital has the highest number of such stations for any city in the country, the southwest and northwest peripheries have very few. A report by Centre for Science and Environment (CSE), an NGO, last year found that the existing monitoring network covers only 26% of Delhi’s area within a 2 km radius, leaving a 74% data shadow; and 75% within a 5 km radius, leaving a 25% shadow. This results in the peripheral districts being underserved.

State of India Environment Report 2026 highlights rising extreme weather events, increasing flood risks, tiger behaviour changes and gaps in air pollution monitoring across India The Centre for Science and Environment (CSE) released the ‘State of India’s Environment 2026’ report. Published annually since 1982, the report provides an overview of major environmental challenges in India, including floods, extreme weather events, wildlife behaviour changes, and air pollution. It also examines global climate change trends and their impact on India. CSE experts warned that the global temperature rise may exceed the 1.5°C threshold, indicating that the world is nearing a critical climate tipping point. Rising Extreme Weather Events in India The report highlights that 2025 saw the highest frequency and impact of extreme weather events in India in the past four years. These events included heatwaves, cold waves, heavy rainfall, and floods.
