India faces daily weather extremes The winter months of January and February were warmer than average, with temperatures reaching 1.86ºC and 1.36ºC above average respectively. These months also saw a significant rainfall deficit, with January and February recording 13% and 68% less rainfall than usual. Extreme weather events occurred on 28 of the 59 winter days, affecting 21 states and Union Territories (UTs). The monsoon season (June-September) began late but covered the entire country by June 30, 15 days earlier than normal. Despite some heavy rainfall in August and September, the overall deficit was six per cent, making it a near-normal monsoon year for India. For instance, the impact of extreme weather events has been worse and been felt across the whole country in 2023 -- all 36 states and Union territories have been affected this year, compared to 34 last year. Therefore, COP28 comes at a crucial juncture, when the world leaders must act. Prime Minister Narendra Modi is also expected to attend the summit on Friday to underline India’s commitment to climate action. This is significant especially after India’s G20 Presidency succeeded in securing a commitment from the big economies to pursue efforts to triple renewable energy goals by 2030 – a key target of COP28. CoP यानी कॉन्‍फ्रेंस ऑफ पार्टीज (Conference of Parties) यानी पार्टियों का सम्‍मेलन. और CoP28 का मतलब हुआ- पार्टियों का 28वां सम्‍मेलन. आधिकारिक तौर पर, CoP28 का मतलब जलवायु परिवर्तन पर संयुक्त राष्ट्र फ्रेमवर्क कन्वेंशन (UNFCCC) के पक्षों के सम्मेलन (Conference of Parties) की 28वीं बैठक है. अलग-अलग देशों की मेजबानी में हर साल ये सम्‍मेलन होता है. पहला CoP बर्लिन में 1995 में आयोजित किया गया था. अब तक CoP के 27 सम्‍मेलन हो चुके हैं. पिछले साल इजिप्‍ट (Egypt) के शर्म अल शेख में CoP 27 आयोजित किया गया था. और अब दुबई में CoP28 हो रहा है. ये एक तरह से जलवायु परिवर्तन पर दुनिया का एकमात्र बहुपक्षीय निर्णय लेने वाला प्‍लेटफॉर्म है, जिसमें दुनिया के हर देश लगभग पूर्ण सदस्य के तौर शामिल हैं. इस साल संयुक्‍त अरब अमीरात (UAE) की मेजबानी में दुबई में ये सम्‍मेलन आयोजित हुआ है. 30 नवंबर से शुरू हुआ ये जलवायु परिवर्तन सम्मेलन (CoP 28) 12 दिसंबर तक चलेगा. कार्बन उत्सर्जन में कटौती करने और एनर्जी ट्रांजिशन को तेज करने के उद्देश्य से दुनियाभर के देश जुटेंगे. उम्‍मीद है कि सभी देशों से करीब 70,000 से अधिक प्रतिनिधि CoP28 में शामिल होंगे. Climate Change In India: భారతదేశం (India)లో వాతావరణ పరిస్థితులు (Weather Conditions) వేగంగా మారిపోతున్నాయి. దేశంలో ఈ ఏడాది మొదటి తొమ్మిది నెలల్లో సుమారు ప్రతిరోజు అసాధారణ వాతావరణ పరిణామాలు చోటుచేసుకున్నాయని ఓ అధ్యయనంలో వెల్లడైంది. నిత్యం మారుతున్న పరిస్థితుల కారణంగా దేశ వ్యాప్తంగా వేలాది మరణాలు సంభవించాయని విశ్లేషించింది. సెంటర్‌ ఫర్‌ సైన్స్‌ అండ్‌ ఎన్విరాన్‌మెంట్‌ (Center For Science And Environment) విడుదల చేసిన ఈ నివేదికలో సంచలన విషయాలు వెలుగు చూశాయి. దేశం మొత్తం మీద ఈ ఏడాది జనవరి నుంచి సెప్టెంబరు వరకూ పరిశీలిస్తే 86 శాతం రోజుల్లో అసాధారణ వాతావరణ పరిస్థితులు నెలకొన్నట్లు నివేదిక వెల్లడించింది. దీంతో 2,923 మంది మృత్యువాత పడ్డారని, 20 లక్షల హెక్టార్లలోని పంట తుడిచిపెట్టుకుపోయిందని నివేదిక పేర్కొంది. 80 వేల గృహాలు ధ్వంసం అవగా 92 వేల జంతువులు మరణించాయి. వాస్తవంలో ఈ గణాంకాలు ఇంకా ఎక్కువగా కూడా ఉండొచ్చని పేర్కొంది. దేశంలో కొంత వరకు మాత్రమే సమాచారం సేకరించామని, మొత్తం సేకరిస్తే వివరాలు ఇంకా పెరిగే అవకాశం ఉందని నివేదిక వెల్లడించింది. మండుతున్న భారతం దేశ వ్యాప్తంగా 2023లో ప్రతికూల వాతావరణం ఉందని సీఎస్‌ఈ తన నివేదికలో వెల్లడించింది. 122 ఏళ్లలో ఎన్నడూ లేనంత అధిక ఉష్ణోగ్రతలు ఈ ఏడాది ఫిబ్రవరిలో నమోదయ్యాయని తెలిపింది. మధ్యప్రదేశ్‌లో అత్యధికంగా 138 రోజుల పాటు ప్రకృతి ప్రకోపాలు సంభవించగా, బిహార్‌ 642 మరణాలు సంభవించాయి. హిమాచల్‌ప్రదేశ్‌లో 365, ఉత్తర్‌ ప్రదేశ్‌లో 341 మరణాలు నమోదయ్యాయి. వేల ఎకరాల్లో పంట నష్టం వాతావరణ వైపరీత్యాలతో పంజాబ్‌లో అత్యధిక పశు మరణాలు సంభవించాయి. హిమాచల్ ప్రదేశ్‌లో అత్యధికంగా నివాసాలు దెబ్బతిన్నాయి. ఉత్తర్‌ప్రదేశ్‌లో 113 రోజుల్లో వాతావరణ వైపరీత్యాలు నమోదయ్యాయి. అస్సాంలో అత్యధికంగా 102 రోజులపాటు ప్రకృతి వైపరీత్యాలు జరిగాయి. దక్షిణ భారతంలో అత్యధికంగా 67 వాతావరణ వైపరీత్య ఘటనలు జరిగాయి. కేరళలో 60 మరణాలు నమోదయ్యాయి. తెలగు రాష్ట్రాల్లో ఒకటైన తెలంగాణలో 62,000 హెక్టార్ల అత్యధిక పంట నష్టం సంభవించినట్లు సీఎస్‌ఈ తన నివేదికలో వెల్లడించింది. ప్రకృతి వైపరీత్యాల కారణంగా 645 పశువులు మరణించాయని, కర్ణాటకలో 11,000 ఇళ్లు నేలమట్టం అయినట్లు నివేదిక తెలిపింది. ఇటీవల హెచ్చరించిన ఐక్యరాజ్య సమితి వాతావరణంలో మార్పులపై ఇటీవల ఐక్యరాజ్యసమితి ఆందోళన వ్యక్తం చేసింది. కాలుష్యం కారణంగా మానవాళి మనుకగడకు ముప్పు పొంచి ఉందని హెచ్చరించింది. యూఎన్ వివరాల ప్రకారం.. మునుపటి శతాబ్దాలతో పోలిస్తే 1900 నుంచి ప్రపంచ సగటు సముద్ర మట్టాలు వేగంగా పెరుగు­తున్నాయి. భూతాపం 1.5 డిగ్రీల సెల్సియస్‌ మించి పెరగకుండా పరిమితం చేయగలిగితే.. వచ్చే 2 వేల సంవత్సరాలలో ప్రపంచ సగటు సముద్ర మట్టం 2 నుంచి 3 మీటర్లు పెరుగుతుంది. ఒకవేల 2 డిగ్రీల సెల్సియస్‌ పెరిగితే సముద్రాలు 6 మీటర్లు, 5 డిగ్రీల సెల్సియస్‌ పెరుగుదలతో సముద్రాలు 22 మీటర్లు వరకు పెరగవచ్చు. లోతట్టు ప్రాంతాలు, మొత్తం దేశాలు జలసమాధి అవుతాయి. భూతాపం పెరిగితే అది తీవ్రమైన కరువు, కార్చిచ్చు, వరదలు లాంటి అసహజ వాతావరణ పరిస్థితులు ఏర్పడేలా చేస్తుంది. లక్షలాది మందికి ఆహారం కొరత ఏర్పడేలా చేస్తుంది. ప్రధాన నగరాలు జలమట్టం ముంబై, కైరో, లాగోస్, మపుటో, బ్యాంకాక్, ఢాకా, జకార్తా, షాంఘై, కోపెన్‌హాగెన్, లండన్, లాస్‌ ఏంజిలిస్, న్యూయార్క్, బ్యూనస్‌ ఏరిస్, శాంటియాగో వంటి నగరాలకు ముప్పు వాటిల్లుతుంది. ఈ పరిస్థితులను నియంత్రించడానికి గ్రీన్‌హౌస్‌ వాయువులు, కర్బన ఉద్గారాలను 2030 నాటికి కనీసం 43 శాతానికి, 2035 నాటికి 60 శాతానికి తగ్గించాలని పర్యావరణ నిపుణులు సూచిస్తున్నారు.

In 2 weeks, 15k vehicles without PUCC challaned

New Delhi: Delhi’s environment department has informed National Green Tribunal that it has issued 336 notices for open burning of waste, acted against 231 construction sites for violating dust norms and issued challans to 15,198 vehicles for not having pollution under control (PUC) certificates in the past two weeks. The environment department had filed an affidavit in the tribunal to inform it about the steps taken in Delhi to control pollution. The tribunal, which had in October taken suo motu cognizance of air pollution in Delhi-NCR, on Wednesday directed agencies concerned to file a comprehensive action taken report in a week. The matter will be heard in NGT on December 6. In its report dated November 29, the environment department informed the tribunal that a fine of Rs 3 lakh was imposed on 336 sites for open burning between November 8 and 22. Priyangi.Agarwal New Delhi: In terms of the number of days of severe (AQI above 400) and ‘near-severe’ (AQI from 391 to 400) air quality, this was the most polluted November since the Air Quality Index was introduced in 2015. There have been 17 such days so far this month as opposed to 12 in 2021 and 11 in 2016, the two most polluted months of November in terms of average AQI. By contrast, November last year had just three such days. Although ‘near-severe’ isn’t an official category, it gained currency this month because of the high number of days when AQI was above 390 but below severe levels. There were eight such days, when a good number of city stations recorded severe air quality.
