The Centre for Science and Environment (CSE), in its “India 2022: An Assessment of Extreme Weather Events” report, noted that the country experienced extreme weather events on 241 of the 273 days between January 1 and September 30, 2022. India and Climate Action Today, India has the dubious distinction of being the world’s fourth largest emitter, after China, the US, and the European Union. Add to this, over the last decade, India and China have registered the highest emission growth rates. More tellingly, the Global Carbon Budget report, published during the COP27 Conference, estimates that while China and the EU will reduce their emission rates in 2022, India’s emissions will spike by 6%. Nevertheless, the significant point is that India’s relatively high emission growth rate notwithstanding, its per capita emission is still lower than that of China, the US, and the EU, with annual per capita emissions around one-third of the global average. Cognizant of the need for immediate climate control measures, India has been spearheading policy, strategy, initiatives, and investments designed to shift to low-carbon development and reduce emissions. At COP 26 in Glasgow in 2021, India committed to the short-term goal of meeting half its energy needs from renewable sources by 2030 and to the long-term goal of realising net zero emissions by 2070. India has clearly indicated its intention of keeping to its commitments. At COP27, it released its Long-Term Low Emissions Development Strategy, sharing the roadmap of how it plans to transition to low carbon in key economic sectors and foreseeing the expanded use of renewables and nuclear power. This places the country in a select group of only 57 countries that have drawn up similar long-term climate action strategies. To meet its 2030 climate targets, India revised its Nationally Determined Contributions (NDC) in August 2022. The agenda envisages that the country will “reduce the emissions intensity of its GDP by 45% by 2030, from 2005 level, and achieve about 50% cumulative electric power installed capacity from non-fossil fuel-based energy resources by 2030.” Thrust Towards E-Mobility One aspect of India’s thrust towards low-carbon pathways is technology, whether in terms of renewable and alternate energy development or e-mobility and clean energy solutions. E-mobility has been high on the government’s agenda. The Faster Adoption and Manufacture of (Hybrid) and Electric/Hybrid Vehicles (FAME II) scheme, the Production Linked Incentive for Advanced Chemistry Cell Battery Storage (PLI-ACC Scheme), the proposed battery swapping policy, and scrappage policy seek to incentivise the move to electric and hybrid vehicles. थिंक टैंक ‘सेंटर फॉर साइंस एंड एनवायरनमेंट’ (सीएसई) के अनुसार, इस साल अक्टूबर से नवंबर तक की अवधि दिल्ली में पिछले आठ वर्षों में सबसे कम प्रदूषित रही है और इस बार सर्दियों के मौसम में अब तक कोई गंभीर स्मॉग नहीं हुआ है। सीएसई की कार्यकारी निदेशक अनुमिता रॉयचौधरी ने कहा, ‘‘गर्म अक्टूबर में दीवाली, फसल में आग लगने की घटनाओं में कमी, प्रदूषण के पूर्वानुमान के आधार पर पहले से की गयी कार्रवाई, और अक्टूबर में विस्तारित वर्षा सहित अनुकूल मौसम संबंधी परिस्थितियों, सभी ने शुरुआती सर्दियों के प्रदूषण के स्तर को कम करने में योगदान दिया है।’’ लेकिन बाद में प्रदूषण के स्तर में और अधिक उछाल आ सकता है जैसा कि आमतौर पर पिछले वर्षों में देखा गया है। उन्होंने कहा कि सर्दियों के प्रदूषण को संतोषजनक स्तर पर लाने के लिए पहले से किए गए मजबूत उपायों और स्थानीय स्रोतों पर साल भर ठोस कार्रवाई की जरूरत है।

राजधानी दिल्ली में हवा की रफ्तार बरकरार रहने से वायु गुणवत्ता सूचकांक में सुधार हुआ है। दिल्ली में प्रदूषण स्तर खराब से मध्यम श्रेणी में आ गया है। यानी लोग खुलकर अब सांस ले सकते हैं। बुधवार को राजधानी में वायु गुणवत्ता सूचकांक (एक्यूआई) 133 दर्ज किया गया। केन्द्रीय प्रदूषण नियंत्रण बोर्ड के मुताबिक दिल्ली के सभी क्षेत्रों में एक्यूआई स्तर में सुधार हुआ है। आनंद विहार में एक्यूआई स्तर 178, आईजीआई एयरपोर्ट में 120, आईटीओ में 120, द्वारका में 281 और नजफगढ़ में 152 दर्ज किया गया। उल्लेखनीय है कि शून्य से 50 के बीच एक्यूआई को अच्छा, 51- 100 के बीच संतोषजनक, 101-200 के बीच मध्यम, 201-300 को खराब, 301-400 को बहुत खराब और 401-500 के बीच गंभीर माना जाता है। राजधानी में प्रदूषण को कम करने के लिए ग्रेडड रिस्पॉन्स एक्शन प्लान (ग्रैप) के दूसरे चरण की पाबंदियां लागू हैं। इसके तहत सड़कों की सफाई के दौरान पानी का छिड़काव करने की सलाह दी गई है । इसके साथ होटल में तंदूर के इस्तेमाल पर प्रतिबंध है। डीजल जेनरेटर सेट पर प्रतिबंध है। पब्लिक ट्रांसपोर्ट को बढ़ावा दिया गया है।

दिल्ली एनसीआर में प्रदूषण के स्तर में पिछले दिन के मुकाबले आंशिक कमी आई है। इस वजह से दिल्ली में लगातार दूसरे दिन हवा की गुणवत्ता मध्यम श्रेणी में रही। एनसीआर के शहरों में भी हवा की गुणवत्ता मध्यम श्रेणी में है। इससे लोगों को प्रदूषण से थोड़ी राहत मिली है। सफर इंडिया के अनुसार अगले तीन दिनों तक यह राहत बरकरार रहेगी। AQI 163 हुआ दर्ज केंद्रीय प्रदूषण नियंत्रण बोर्ड (सीपीसीबी) द्वारा जारी रिपोर्ट के अनुसार बुधवार को दिल्ली का एयर इंडेक्स 163 है, जो मध्यम श्रेणी में है। इसके एक दिन पहले एयर इंडेक्स 177 था। फरीदाबाद का एयर इंडेक्स 157, गाजियाबाद का 133, ग्रेटर नोएडा का 157, गुरुग्राम का 155 व नोएडा का एयर इंडेक्स 125 दर्ज किया गया। सफर इंडिया के अनुसार मध्यम गति की हवा चलने के अगले तीन दिन तक दिल्ली में हवा की गुणवत्ता मध्यम श्रेणी में या खराब श्रेणी में निचले स्तर पर रहेगा।

Delhi-NCR winter pollution levels down in October-November

There are early signs of improvement in air quality in the first phase of this year’s winter in Delhi-NCR, says a new analysis by Centre for Science and Environment (CSE). So far, the average level of PM2.5 in this region has been the lowest in the last eight years. Also, the average level in the major cities, that are usually more polluted, has been cleaner in the last three years. The winter, so far, has not recorded any smog episode (when air quality index remains severe for at least three consecutive days or more) in contrast to prolonged episodes during the previous winter. “Diwali in a warmer October, lower incidents of crop fires that otherwise tip the local pollution over dangerous levels, pre-emptive action based on pollution forecasting, and favourable meteorological conditions including extended rainfall in October, have all contributed towards bending of the early winter pollution curve. But there may be more spikes later as has usually been observed in previous years. Stronger pre-emptive measures and deeper round the year action on local sources is needed to bring down the winter pollution to satisfactory levels,” says Anumita Roychowdhury, executive director, research and advocacy, CSE. “This winter has started on a cleaner note with five ‘good’ AQI days in the first two weeks of October. Smog episode events have not been recorded so far. As per SAFAR estimates, smoke contribution from crop burning activities to Delhi’s PM2.5 level has gone down to zero as of November 4, 2022 and its overall contribution to Delhi’s PM2.5 concentration has been considerably lesser this time,” says Avikal Somvanshi, senior programme manager, Urban Lab, CSE. The objective behind the analysis has been to understand the changing patterns of winter pollution. This also helps locate the winter season within the longer term context of seasonal variations and annual trends in particulate pollution, says Somvanshi. Explaining the methodology and data sources behind the analysis, Somvanshi says: “This is an assessment of annual and seasonal trends in PM2.5 concentrations for the period October 1 to November 30 for 2018, 2019, 2020, 2021 and 2022. This analysis is based on real time data available from currently working air quality monitoring stations in Delhi-NCR. A huge volume of data points have been cleaned and data gaps have been addressed based on the USEPA (United States Environmental Protection Agency) methodology for this analysis, which covers 81 continuous ambient air quality monitoring stations (CAAQMS) spread across Delhi-NCR. Meteorological data for the analysis is sourced from the Palam weather station of the India Meteorological Department (IMD). Fire count data is sourced from NASA’s Fire Information for Resource Management System, specifically Moderate Resolution Imaging Spectroradiometer (MODIS) and Visible Infrared Imaging Radiometer Suite (VIIRS). Estimates of contribution of farm stubble fire smoke to Delhi’s air quality is sourced from the Ministry of Earth Science’s System of Air Quality and Weather Forecasting and Research (SAFAR). This is the first analysis of the third edition of Urban Lab’s Air Quality Tracker Initiative which was started in 2020-21 winter to study the impact of pandemic lockdowns on Delhi’s air quality.”
