पड़ोसी राज्‍यों में पराली जलने से दिल्‍ली-एनसीआर में होने वाले प्रदूषण से फिलहाल निजात नहीं मिलेगी। पंजाब प्रदूषण नियंत्रण बोर्ड (PPCB) के एक वरिष्ठ अधिकारी ने कहा कि फसल विविधीकरण पराली जलाने की समस्या का दीर्घकालिक समाधान नहीं है। इस समस्या से पूरी तरह छुटकारा पाने में अभी चार से पांच साल का समय लगेगा। पंजाब और हरियाणा में पराली जलाने की समस्या से निपटने के लिए केंद्र और विशेषज्ञों द्वारा प्रस्तावित कई पहलों में फसल विविधीकरण भी शामिल है। फसल विविधीकरण से तात्पर्य नयी फसलों या फसल प्रणालियों से कृषि उपज को जोड़ने से है। इससे कार्बन का संचय एवं मृदा की उर्वराशक्ति बनी रहती है। दिल्ली स्थित ‘क्लाइमेट ट्रेंड्स’ संस्था द्वारा चंडीगढ़ में आयोजित एक कार्यशाला में पीपीसीबी के सदस्य सचिव करुणेश गर्ग ने कहा कि पराली जलाने के मामलों की संख्या से उसके प्रभाव का आकलन करना सही तरीका नहीं है। गर्ग ने कहा, ‘ऐसा नहीं है कि समस्या से निपटा नहीं जा रहा, हम इसके लिए ब्लॉक व गांव स्तर पर काम कर रहे हैं लेकिन इससे पूरी तरह छुटकारा पाने में अभी चार से पांच साल का समय लग जाएगा।’ गर्ग ने कहा, ‘फसल विविधीकरण पराली जलाने की समस्या का दीर्घकालिक समाधान नहीं है, क्योंकि ऐसा नहीं है कि अन्य फसलों द्वारा ‘बायोमास’ का उत्पादन नहीं होगा। इसमें केवल अन्य तरह का ‘बायोमास’ अपशिष्ट उत्पन्न होगा जैसे कपास के अवशेष, सरसों के अवशेDelhi-NCR Pollution: पराली जलाने से होने वाले प्रदूषण से जल्‍द छुटकारा नहीं, चार-पांच साल और लगेंगे!ष आदि।’ उन्होंने कहा, ‘पराली जलाने से जुड़ी समस्या बनी रहेगी। इसलिए हमें ‘इन-सीटू’ और ‘एक्स-सीटू’ दोनों को ध्यान में रखते हुए कोई समाधान खोजना होगा। इनके संयोजन से ही फायदा हो सकता है।’ ‘इन-सीटू’ संरक्षण के तहत पौधों व जीवों का संरक्षण वहीं किया जाता है जहां वे प्राकृतिक रूप से पाए जाते हैं, जबकि ‘एक्स-सीटू’ संरक्षण में पौधों व जीवों का संरक्षण किसी अन्य सुरक्षित स्थान पर ले जाकर किया जाता है। पंजाब प्रदूषण नियंत्रण बोर्ड के अध्यक्ष डॉ. आदर्श पाल विग ने कहा, ‘यह एक सामाजिक और मनोवैज्ञानिक समस्या है जहां किसानों के व्यवहार व दृष्टिकोण पर भी गौर करने की जरूरत है।’ भारतीय कृषि अनुसंधान संस्थान के अनुसार, पंजाब में पिछले साल 15 सितंबर से 30 नवंबर के बीच पराली जलाने के 71,304 मामले सामने आए, जबकि 2020 में इसी अवधि में 83,002 मामले सामने आए थे।

Delhi's average PM 2.5 pollution in winter 20% lower compared to pre-pandemic level: Report

Centre for Science and Environment (CSE) on Thursday said that average PM 2.5 pollution in Delhi in the winter season has declined by about 20 per cent as compared to the pre-pandemic period. An analysis by CSE also states that city's PM 2.5 pollution average for the July-August-September quarter this year stood at 37 microgram per cubic metre, only marginally higher than the five-year low of 36 microgram per cubic metre recorded during 2020. Pollution levels in the July-August-September quarter were preceded by one of the most polluted summers this year, unlike in 2020 when the trimester followed the cleanest ever summer (March-May) due to extraordinary conditions created because of hard pandemic lockdowns, the green think tank said. "Therefore, it is important to understand what aided in cleaning up the Delhi air. Looking at the rainfall data it becomes evident that distribution of rainfall has a relatively higher impact on seasonal air quality than the absolute quantity of rainfall," it said. There have been 45 rainy days in July, August and September this year as compared to just 39 rainy days in the quarter last year. "These six extra rainy days helped keep the seasonal average low despite total rainfall this monsoon having been just one-third of the previous monsoon," the CSE said. The PM2.5 average for the quarter stood at 38 microgram per cubic metre in 2021, 41 microgram per cubic metre in 2019 and 43 microgram per cubic metre in 2018. The PM2.5 concentration for winter (October 1 to February 28) used to hover around 180-190 microgram per cubic metre before the pandemic. It has come down to 150-160 microgram per cubic metre since then, it said. However, the seasonal average is still over 150 per cent above the 24-hour standard (60 microgram per cubic metre) and almost four times the annual standard (40 microgram per cubic metre) despite the improvement, the green think tank noted.

अभी दिवाली हुआ भी नहीं लेकिन पहले से ही राष्ट्रीय राजधानी दिल्ली और आसपास के इलाकों की हवा की गुणवता बिगड़नी लगी है . आज रविवार सुबह दिल्ली में धुआं-धुआं दिखाई दिया . इसके साथ ही वायु प्रदूषण भी उच्चतम स्तर पर रिकॉर्ड किया गया. सुबह हवा में घुले जहर के कारण मॉर्निंग वॉक पर निकलने वाले लोगों को सांस लेने में काफी कठिनाई का सामना करना पड़ा. हवा की ऐसी हालत ने सरकार और प्रदूषण विभाग को चिंता में डाल दिया है. हालांकि दिल्ली में दिवाली पर पटाखों का जलाया जाना बैन किया गया है, बावजूद इसके राजधानी में हवा की गुणवत्ता खराब होने की आशंका जताई जा रही है. वहीं, हवा में आए इस बदलाव का मुख्य कारण किसानों द्वारा खेतों में जलाई जा रही पराली को माना जा रहा है. सिस्टम ऑफ एयर क्वालिटी एंड वेदर फोरकास्टिंग एंड रिसर्च (SAFAR) के अनुसार दिल्ली में एयर क्वालिटी इंडेक्स (AQI) 266 (खराब) श्रेणी में है.जानकारी के अनुसार कल धनतेरस के दिन दिल्ली के जुड़े पंजाब, हरियाणा और उत्तर प्रदेश जैसे राज्यों में पराली जलाने के मामलों ने जोर पकड़ लिया. एक रिपोर्ट के अनुसार अकेले पंजाब में ही 582 स्थानों पर पराली जलाई गई. इसी तरह हरियाणा में 122 जगहों पर पराली जली. इस तरह से पंजाब में पराली जलाने के अब तक 3114 और हरियाणा में 771 मामले सामने आ चुके हैं. जैसे-जैसे उत्तर भारत के इलाकों में ठंड बढ़ती जा रही है । ठीक वैसे वैसे यहां के कई राज्यों की हवा प्रदूषण की वजह से खराब होती जा रही है। दिल्ली एनसीआर कि कई शहरों की हवा तो लगातार खतरनाक से गंभीर श्रेणी में पहुंचकर खराब होती जा रही है.इसका कारण CPCB और CSE ने पराली को बताया है. सरकारी एप्लीकेशन सफर के मुताबिक आज सुबह 7 बजे दिल्ली का एयर क्वालिटी इंडेक्स 266 पीएम 2.5 के साथ बहुत खराब श्रेणी में दर्ज किया गया. इसके अलावा नोएडा में भी प्रदूषण का बुरा हाल है. यहां आज सुबह 311 खतरनाक श्रेणी में दर्ज किया गया. हालांकि गुड़गांव में यह 139 के साथ मोडरेट केटेगरी में रहा. लेकिन अनुमान है कि दीवाली के बाद यह प्रदूषण दिन पर दिन खतरनाक हो जाएगा.

Though Diwali this year will be observed during the "warmer part of the early winter", concentrated stubble burning in Delhi"s neighbouring states may compound the problem, the Centre for Science and Environment (CSE) said on Thursday.The air quality in Delhi-NCR starts worsening in October due to unfavourable meteorological factors such as low temperatures and wind speed, which do not allow dispersion of pollutants.A cocktail of emissions from firecrackers and stubble burning in neighbouring states further deplete the air quality. The CSE said Diwali this year is being observed early in the season "which means the warmer and windier conditions will help dilute the pollution that is staple of Diwali night celebrations". Unlike previous two years, the smoke from the farm stubble fires has not overwhelmed the air quality of the region yet and rains in early October have also kept the air relatively clean so far. However, a prolonged spell of rains in early October has delayed paddy harvesting in parts of Punjab and Haryana that could lead to a spike in stubble burning incidents as farmers would be in a race against time to prepare their fields for the next crop."Previous years" data shows that Diwali night can add 300-600 microgram per cubic metre of PM2.5 to Delhi"s air if the business-as-usual scenario continues," it said. Emissions from firecrackers and farm fires last year had pushed the capital"s 24-hour average air quality index for the day after Diwali to 462, the highest in five years. "PM2.5 concentration on Diwali night (8pm to 8am) last year stood at 747 microgram per cubic metre, 22 per cent higher than that on the 2020 Diwali night," the CSE said.The levels on 2021 Diwali night were 4.5 times the average night-time levels recorded in the week preceding Diwali. "It is noted that hourly concentrations can go beyond 1,000 microgram per cubic metre. In the 2021 Diwali, 26 of the 38 operational (air quality) monitoring stations hit the 1,000 microgram per cubic metre mark.
