कोरोना संकट के बाद महानगरों में तेजी से बढ़ा वायु प्रदूषण, दिल्ली और मुंबई के बीच 4 गुना का अंतर

कोविड संकट के बाद देश के प्रमुख महानगरों में तेजी से प्रदूषण बढ़ा है। दिल्ली में यह वृद्धि 13 प्रतिशत तक है, जबकि मुंबई में सर्वाधिक 48 प्रतिशत तक है। केवल एक चेन्नई ही ऐसा शहर है जहां कोविड के बाद प्रदूषण के स्तर में गिरावट हुई है।यह जानकारी सामने आई है सेंटर फार साइंस एंड एन्वायरमेंट (सीएसई) के एक विश्लेषण में। ''इंटरनेशनल डे आफ क्लीन एयर फार ब्लू स्काई पर जारी की गई इस रिपोर्ट में कहा गया है कि देश भर में राष्ट्रीय स्वच्छ वायु प्रोग्राम (एनसीएपी) में शामिल और इसमें नहीं शामिल शहरों में स्थिति लगभग एक जैसी है। इन दोनों ही श्रेणियों के शहरों में प्रदूषण के स्तर में खास अंतर नहीं आया है। इसके साथ ही यह भी बताया गया है कि देश के सभी प्रमुख महानगरों में कोविड के दौरान यानी वर्ष 2020 में लागू पाबंदियों के चलते प्रदूषण के स्तर में कमी आई थी। वहीं, कड़े प्रतिबंधों के समाप्त होते ही स्थिति लगभग पहले जैसी ही हो गई है। मुंबई में तेजी से बढ़ा प्रदूषण इस रिपोर्ट के मुताबिक वर्ष 2019 की तुलना में दिल्ली में वर्ष 2020 में प्रदूषण के स्तर में 13 प्रतिशत की गिरावट आई थी। लेकिन वर्ष 2021 में फिर से 13 प्रतिशत की बढ़ोतरी हो गई। यानी स्थिति पहले के स्तर पर ही पहुंच गई। अन्य महानगरों की बात करें तो मुंबई में कोविड के बाद प्रदूषण के स्तर में सबसे ज्यादा तेजी से बढ़ोतरी हुई है। मुंबई में वर्ष 2019 में प्रदूषक कण पीएम 2.5 का वार्षिक स्तर 30 माइक्रोग्राम प्रति क्यूबिक मीटर रहा था। कोविड के समय इसमें सुधार हुआ और यह स्तर 23 पर आ गया। लेकिन 2021 में यह स्तर बढ़कर 34 माइक्रोग्राम प्रति क्यूबिक मीटर पर पहुंच गया। यानी इसमें 48 प्रतिशत तक की बढ़ोतरी हुई है। यह महानगरों में सबसे ज्यादा वृद्धि है। रिपोर्ट बताती है कि देश के बड़े शहरों में केवल चेन्नई शहर ऐसा है जहां पर कोविड के बाद प्रदूषण में कमी दर्ज की गई है। चेन्नई में वर्ष 2019 में पीएम 2.5 का वार्षिक औसत 45 माइक्रोग्राम प्रति क्यूबिक मीटर रहा था। जबकि, वर्ष 2020 में यह स्तर घटकर 33 माइक्रोग्राम प्रति क्यूबिक मीटर पर आ गया। बता दें कि वर्ष 2021 में जहां सभी शहरों में प्रदूषण के स्तर में बढ़ोतरी हुई है, लेकिन, चेन्नई एकमात्र ऐसा शहर है जहां पर प्रदूषण के स्तर में 23 प्रतिशत की गिरावट आई है। इसके पीछे अच्छी बारिश और मौसम के कारकों को ज्यादा जिम्मेदार माना जा रहा है।

गाजियाबाद के लिए बुरी खबर है. यह जिला उत्तर भारत के सबसे प्रदूषित शहरों में शुमार हो गया है. सेंटर फॉर साइंस एंड एनवायरनमेंट (CSE) ने साल 2021 के लिए PM2.5 के आधार पर प्रदूषण का अध्ययन किया तो गाजियाबाद की यह रिपोर्ट सामने आई. इस अध्ययन में यह बात सामने आई है कि बाई-पास सड़क का अधूरा निर्माण और ट्रैफिक प्रदूषण की सबसे बड़ी वजह है. बाइपास रोड के 20 प्रतिशत हिस्से का निर्माण नहीं होने से स्थानीय निवासियों को राजनगर एक्सटेंशन और मेरठ रोड के बीच भारी जाम की समस्या का सामना करना पड़ रहा है. गौरतलब है कि यहां यातायात की गति भी धीमी है. इस वजह से भी इस क्षेत्र में प्रदूषण का स्तर ज्यादा है. स्थानीय आरडब्ल्यूए स्थानीय अधिकारियों के संपर्क में है, लेकिन सड़क के इस छोटे से हिस्से को पूरा करने की प्रगति बहुत धीमी है. जीडीए ने पहले ही इस भूमि का अधिग्रहण कर लिया था. उसने बाई-पास सड़क का 80% निर्माण भी कर लिया है. एडीएम (एलए) भूमि अधिग्रहण पुनर्वास और पुनर्वास अधिनियम 2013 के तहत, धारा 11 (1) के तहत खंड 3 के अनुसार भूमि अधिग्रहण पर काम कर रहा है, लेकिन बहुत धीमी गति से. इसी के चलते यहा लोगों को ट्रैफिक और वायु प्रदूषण से समस्या हो रही है. लोगों ने बताई असल समस्या सेंटर फॉर साइंस एंड एनवायरनमेंट (CSE) की एग्जीक्यूटिव डायरेक्टर अनुमिता राय चौधरी ने News 18 से कहा कि pm 2.5 के कर्ण इतने छोटे होते हैं कि यह दिखते नहीं हैं. लेकिन, सांस के साथ घुल कर यह बहुत नुकसान देते हैं. आस पास के सोसायटी के लोगों ने News 18 से कहा कि यहां सबसे बड़ी समस्या है प्रदूषण, ट्रैफिक और यहां का कूड़ा है. जो काम पूरा नहीं हुआ उसकी मिट्टी भी यहां मिलेगी. इस वजह से लोगों को बड़ी समस्या हो रही है. लोगों ने कहा हम लोग कई बार जीडीए के पास जा चुके हैं. जब तक यह 20 फीसदी निर्माण नहीं होता, तब तक ऐसे ही समस्या रहेगी. जल्द से जल्द इसका समाधान किया जाए.

Centre for Science and Environment की नई रिपोर्ट ने लोगों को चौंका कर रख दिया है. नेशनल क्लीन एयर प्रोग्राम (National Clean Air Program-NCAP) के तहत जिन शहरों को चुना गया था इस रिपोर्ट के अनुसार NCAP शहरों और अन्य शहरों की एयर क्वालिटी में कोई खास फर्क नहीं पाया गया. National Clean Air Program: स्वच्छ भारत अभियान के बाद साल 2019 में वायु की गुणवत्ता में सुधार के लिए नेशनल क्लीन एयर प्रोग्राम (NCAP) शुरू किया गया था. इस प्रोग्राम के तहत देश के 132 शहरों में हवा के स्तर को सुधारने का लक्ष्य रखा गया था लेकिन 3 साल पूरे होने के बाद भी कुछ खास काम नहीं हो पाया. जिन शहरों को इस प्रोग्राम के तहत चुना गया था, उनमें और बाकी शहरों के हवा की गुणवत्ता में कुछ खास फर्क नहीं आया है. 82 शहरों को NCAP के तहत मिला फंड नेशनल क्लीन एयर प्रोग्राम (NCAP) के तहत जिन 132 शहरों को चुना गया था, उनमें से 82 शहरों को NCAP के तहत फंडिंग की गई थी. वहीं 50 शहरों को 15वें वित्त आयोग ने फंड से दिया गया था. एनसीएपी (NCAP) के लिए साल 2021-22 तक करीब 6.5 हजार करोड़ रुपये जारी हुए और साल 2022-23 में इस प्रोग्राम के लिए करीब 2.3 हजार करोड़ रुपये जारी होंगे. साल 2020–21 से शहरों में हवा की गुणवत्ता में सुधार कि मात्रा निर्धारित करने की आवश्यकता है, इसके लिए PM 10 के वार्षिक औसत में 15 प्रतिशत कमी आनी चाहिए और अच्छी हवा के दिन 200 से ज्यादा होने चाहिए. इससे कम सुधार होने पर फंडिंग को भी कम कर दिया जाएगा. लॉकडाउन का हवा की गुणवत्ता पर प्रभाव

गाजियाबाद के लिए बुरी खबर है. यह जिला उत्तर भारत के सबसे प्रदूषित शहरों में शुमार हो गया है. सेंटर फॉर साइंस एंड एनवायरनमेंट (CSE) ने साल 2021 के लिए PM2.5 के आधार पर प्रदूषण का अध्ययन किया तो गाजियाबाद की यह रिपोर्ट सामने आई. इस अध्ययन में यह बात सामने आई है कि बाई-पास सड़क का अधूरा निर्माण और ट्रैफिक प्रदूषण की सबसे बड़ी वजह है. बाइपास रोड के 20 प्रतिशत हिस्से का निर्माण नहीं होने से स्थानीय निवासियों को राजनगर एक्सटेंशन और मेरठ रोड के बीच भारी जाम की समस्या का सामना करना पड़ रहा है. गौरतलब है कि यहां यातायात की गति भी धीमी है. इस वजह से भी इस क्षेत्र में प्रदूषण का स्तर ज्यादा है. स्थानीय आरडब्ल्यूए स्थानीय अधिकारियों के संपर्क में है, लेकिन सड़क के इस छोटे से हिस्से को पूरा करने की प्रगति बहुत धीमी है. जीडीए ने पहले ही इस भूमि का अधिग्रहण कर लिया था. उसने बाई-पास सड़क का 80% निर्माण भी कर लिया है. एडीएम (एलए) भूमि अधिग्रहण पुनर्वास और पुनर्वास अधिनियम 2013 के तहत, धारा 11 (1) के तहत खंड 3 के अनुसार भूमि अधिग्रहण पर काम कर रहा है, लेकिन बहुत धीमी गति से. इसी के चलते यहा लोगों को ट्रैफिक और वायु प्रदूषण से समस्या हो रही है लोगों ने बताई असल समस्या सेंटर फॉर साइंस एंड एनवायरनमेंट (CSE) की एग्जीक्यूटिव डायरेक्टर अनुमिता राय चौधरी ने से कहा कि pm 2.5 के कर्ण इतने छोटे होते हैं कि यह दिखते नहीं हैं. लेकिन, सांस के साथ घुल कर यह बहुत नुकसान देते हैं. आस पास के सोसायटी के लोगों ने कहा कि यहां सबसे बड़ी समस्या है प्रदूषण, ट्रैफिक और यहां का कूड़ा है. जो काम पूरा नहीं हुआ उसकी मिट्टी भी यहां मिलेगी. इस वजह से लोगों को बड़ी समस्या हो रही है. लोगों ने कहा हम लोग कई बार जीडीए के पास जा चुके हैं. जब तक यह 20 फीसदी निर्माण नहीं होता, तब तक ऐसे ही समस्या रहेगी. जल्द से जल्द इसका समाधान किया जाए.

सीएसई की अरबन लैब रिपोर्ट:उज्जैन में 8% बढ़ा प्रदूषण, औद्योगिक शहर पीथमपुर-मंडीदीप में और खराब हुई हवा

केंद्र सरकार के नेशनल क्लीन एयर प्रोग्राम (एनसीएपी) में शामिल होने के बावजूद प्रदेश के सबसे बड़े तीर्थ क्षेत्र उज्जैन शहर की हवा दो साल में पहले से और ज्यादा प्रदूषित हो गई है। 2019 की तुलना में 2021 में शहर की हवा में पीएम-2.5 का स्तर 8 फीसदी बढ़ा हुआ पाया गया। इसके अलावा प्रदेश के औद्योगिक शहर सतना में 26 फीसदी और पीथमपुर में 18 फीसदी पीएम-2.5 का डस्ट पॉल्यूशन बढ़ गया है। मंडीदीप में पिछले दो साल में पीएम-2.5 के स्तर में बढ़ोतरी हुई है। सिंगरौली की हालत पहले से खराब है, जहां प्रदूषण का स्तर जस का तस बना हुआ है। सेंटर फॉर साइंस एंड एनवायरोमेंट की इकाई अरबन लैब की 7 सितंबर को जारी एक रिपोर्ट में यह तस्वीर सामने आई है। जिसमें भारत के औद्योगिक और कस्बाई शहरों की हवा में पीएम-2.5 के स्तर में बदलाव का विश्लेषण किया गया है। रिपोर्ट के मुताबिक नेशनल क्लीन एयर प्रोग्राम का सकारात्मक असर देवास शहर में नजर आया है, यहां 2019 की तुलना में 2021 में हवा में सालाना औसत पीएम-2.5 का स्तर 6 फीसदी कम पाया गया है। नेशनल क्लीन एयर प्रोग्राम में शामिल हैं मप्र के 7 शहर सस्टेनेबल डेवलपमेंट गोल (एसडीजी) में देश के नागरिकों को सांस लेने के लिए प्रदूषण मुक्त स्वच्छ हवा उपलब्ध कराना भी शामिल हैं। इसलिए केंद्र सरकार ने 2019 में देशभर के 103 नॉन अटेनमेंट शहरों को नेशनल क्लीन एयर प्रोग्राम में शामिल किया था। इन शहरों को पिछले 2 साल से हवा साफ करने के लिए केंद्रीय ग्रांट दी जा रही है। नॉन अटेनमेंट सिटीज उन्हें कहा गया, जिनमें 2019 से पहले लगातार पांच वर्ष तक परिवेशीय हवा में पीएम-10, पीएम-2.5 और नाइट्रोजन डाई ऑक्साइड का स्तर वायु गुणवत्ता मानकों से अधिक बना हुआ था। मप्र में ऐसे 7 शहर हैं, जिनमें भोपाल, इंदौर, ग्वालियर, जबलपुर, देवास, सागर और उज्जैन शामिल हैं। जिन्हें केंद्र सरकार हर साल धूल और धुआं कम करने के लिए 50 से 100 करोड़ तक ग्रांट दे रही है। केरल का कोझीकोड और कर्नाटक का मडिखेरी में सबसे कम प्रदूषण विश्लेषण के मुताबिक नेशनल क्लीन एयर प्रोग्राम से बाहर वाले 16 शहर ही वायु गुणवत्ता के राष्ट्रीय मानकों को पूरा करते हैं, जिनमें से 13 शहर दक्षिण भारत के हैं। जबकि 103 नॉन अटेनमेंट शहरों में से सबसे कम प्रदूषण केरल के कोझीकोड और कर्नाटक के मडिकेरी शहर में हैं।

सर्वे में पूरे यूपी में सबसे दूषित शहर निकला मुजफ्फरनगर

दिल्ली-NCR और वेस्ट यूपी की हवा गर्मियों में ही जहरीली हो गई है। हवा में पीएम 2.5 (पर्टिकुलेट मैटर) का लेवल देश के दक्षिण भारत के शहरों से 3 गुना अधिक बढ़ गया है। दिल्ली की संस्था सेंटर फॉर साइंस एंड एनवायरमेंट यानी CSE ने 2022 की गर्मी में शहरों में प्रदूषण के स्तर पर सर्वे किया। सर्वे में NCR और उत्तर प्रदेश की हवा सबसे जहरीली पाई गई है। CSE के राष्ट्रीय मूल्यांकन के अनुसार इस गर्मी में दिल्ली, NCR और पश्चिमी यूपी प्रदूषण का हॉटस्पॉट है। जहां पीएम 2.5 का लेवल देश के दूसरे शहरों से लगभग 3 गुना ज्यादा है। इसका बड़ा कारण हैवी ट्रैफिक, इंडस्ट्री और रेग्युलर कंस्ट्रक्शन वर्क के साथ इस बार 61% कम बारिश है। CSE के साइंटिस्ट सुपर्णो कहती हैं, "सर्दियों में सूरज की रोशनी कम होने के कारण हवा में हमें धुंध की चादर साफ दिखाई देती है। ये चादर पीएम 2.5 के कणों से बनी प्रदूषण की लेयर होती है। जो स्मॉग के रूप में हमें पूरी दिल्ली, NCR और वेस्टर्न यूपी के शहरों में दिखती है। गर्मियों में तेज धूप के कारण पीएम 2.5 के हानिकारक कण हवा में नजर नहीं आते। हमें लगता है आसमान साफ है। जो आंखों का धोखा है।" सर्वे में उत्तर भारत सबसे प्रदूषित पाया गया। दिल्ली-NCR इस बार गर्मियों में प्रदूषण का हॉटस्पॉट बना है। गर्मियों में वेस्ट यूपी की हवा में PM 2.5 का स्तर 71 माइक्रोग्राम प्रति वर्ग मीटर निकला। जो पूर्वी भारत में 69 माइक्रोग्राम प्रति वर्ग मीटर था। पश्चिम भारत (54 माइक्रोग्राम प्रति घन मीटर) और मध्य भारत (46 माइक्रोग्राम प्रति घन मीटर) ने भी 40 माइक्रोग्राम प्रति वर्ग मीटर आया। अन्य क्षेत्रों की तुलना में पूर्वोत्तर भारत (35 माइक्रोग्राम प्रति घन मीटर) और दक्षिण भारत (31 माइक्रोग्राम प्रति घन मीटर) स्वच्छ थे। उत्तर भारत में दिल्ली-NCR सबसे प्रदूषित उप-क्षेत्र पाया गया। दिल्ली-NCR के शहरों में गर्मियों में पीएम 2.5 का औसत बहुत अधिक दर्ज किया गया। शोधकर्ता अविकल के अनुसार रिसर्च में छोटे शहरों में पॉल्यूशलन लेवल हाई मिला। मुजफ्फरनगर पूरे यूपी में सबसे दूषित शहर निकला। यूपी में प्रदूषण के मामले में दूसरे नंबर पर गाजियाबाद है। तीसरे नंबर पर हापुड़, मेरठ, बुलंदशहर, बागपत हैं। जिनकी हवा में प्रदूषण का स्तर हाई है। देश में हरियाणा के भिवाड़ी में प्रदूषण काफी है।
