नयी दिल्ली : इस साल गर्मियों न केवल असामान्य रूप से गर्म थी, बल्कि साथ ही देश के कई शहरों में प्रदूषण का स्तर भी बहुत ज्यादा था। सेंटर फॉर साइंस एंड एनवायरनमेंट (सीएसई) द्वारा जारी नए विश्लेषण से पता चला है कि गर्मियों के दौरान देश में उत्तर भारत की हवा सबसे ज्यादा जहरीली थी। जहां पीएम2.5 का औसत स्तर 71 माइक्रोग्राम प्रति घन मीटर दर्ज किया गया, जोकि विश्व स्वास्थ्य संगठन द्वारा तय मानक 5 माइक्रोग्राम प्रति घन मीटर से 14 गुना ज्यादा था। विश्लेषण से पता चला है कि पीएम2.5 का बढ़ता स्तर न केवल कुछ बड़े और खास शहरों तक ही सीमित है बल्कि अब वो एक राष्ट्रव्यापी समस्या बन चुका है। जानकारी मिली है कि दिल्ली-एनसीआर क्षेत्र गर्मियों में प्रदूषण का सबसे बड़ा हॉटस्पॉट था। मार्च 01 से 31 मई के बीच जहां भिवाड़ी में पीएम2.5 का स्तर सबसे ज्यादा बदतर था जो 134 माइक्रोग्राम प्रति वर्ग मीटर दर्ज किया गया था। वहीं प्रदूषण का यह स्तर मानेसर में 119, गाजियाबाद 101, दिल्ली में 97, गुरुग्राम में 94 और नोएडा में 80 माइक्रोग्राम प्रति घन मीटर तक पहुंच गया था। देखा जाए तो दिल्ली-एनसीआर क्षेत्र में पीएम2.5 का यह स्तर दक्षिण भारतीय शहरों के औसत पीएम2.5 के स्तर का करीब तीन गुना था। देखा जाए तो इस दौरान देश के 20 सबसे ज्यादा प्रदूषित शहरों में से 10 हरियाणा के थे। विश्लेषण के मुताबिक गर्मियों के दौरान पूर्वी भारत में पीएम2.5 का स्तर 69 माइक्रोग्राम प्रति घन मीटर था, जोकि उत्तर भारत के बाद देश में सबसे ज्यादा था। उसके बाद पश्चिम भारत में प्रदूषण का यह स्तर 54 माइक्रोग्राम प्रति घन मीटर, मध्य भारत में 46 माइक्रोग्राम प्रति घन मीटर दर्ज किया गया। वहीं इस दौरान पूर्वोत्तर भारत में प्रदूषण का यह स्तर 35 माइक्रोग्राम प्रति घन मीटर और दक्षिण भारत में 31 माइक्रोग्राम प्रति घन मीटर दर्ज किया गया। यदि प्रदूषण के दैनिक उच्चतम स्तर की बात की जाए तो वो पूर्वी भारत में दर्ज किया गया, जोकि 168 माइक्रोग्राम प्रति घन मीटर था। इसके बाद उत्तर भारत में 142, पश्चिम भारत में 106, मध्य भारत में 89, पूर्वोत्तर भारत में 81और दक्षिण भारत में 65 माइक्रोग्राम प्रति घन मीटर दर्ज किया गया। बड़े शहरों में ही नहीं छोटे शहरों में भी तेजी से बढ़ रही है प्रदूषण की समस्या वहीं यदि शहरों की बात करें तो बिहार शरीफ में पीएम2.5 का दैनिक औसत स्तर सबसे ज्यादा था जो 285 माइक्रोग्राम प्रति घन मीटर रहा। वहीं रोहतक में यह 258, कटिहार में 245 और पटना में 200 माइक्रोग्राम प्रति घन मीटर तक पहुंच गया था। कुल मिलकर देखा जाए तो इस बार गर्मियों में प्रदूषण का औसत स्तर पिछली गर्मियों की तुलना में कहीं ज्यादा रहा। वहीं उत्तर भारत ने पिछली गर्मियों की तुलना में पीएम2.5 के मौसमी स्तर में 23 फीसदी की वृद्धि दर्ज की गई है। प्रदूषण के यह आंकड़े एक बात तो स्पष्ट तौर पर दर्शाते हैं कि देश में प्रदूषण अब केवल बड़े शहरों तक ही सीमित नहीं रह गया है छोटे शहर भी इसके हॉटस्पॉट बन रहे हैं। यह बात 2022 में गर्मियों के दौरान देश के सबसे प्रदूषित शहरों की लिस्ट में भी साफ-तौर पर नजर आती है, जिसमें राजस्थान का भिवाड़ी शहर सबसे प्रदूषित शहरों में सबसे ऊपर था। सीएसई के अनुसार गर्मियों में प्रदूषण के इस ऊंचे स्तर के लिए न केवल वाहनों से निकला धुआं बल्कि उद्योग, बिजली संयंत्रों और अपशिष्ट पदार्थों को जलाने से पैदा हो रहा प्रदूषण भी इसके लिए जिम्मेवार था। इनके अलावा हवा में उड़ती धूल जो गर्म और शुष्क परिस्थितियों के चलते काफी बढ़ गई थी वो भी कहीं न कहीं इस बढ़ते प्रदूषण के लिए जिम्मेवार थी। क्या है समाधान? इस बारे में सेंटर फॉर साइंस एंड एनवायरनमेंट की कार्यकारी निदेशक अनुमिता रॉयचौधरी का कहना है कि, “यह विश्लेषण सभी क्षेत्रों में प्रदूषण के अनूठे पैटर्न पर प्रकाश डालता है। यह बड़ी संख्या में ऐसे कस्बों और शहरों की पहचान करता है जिन पर प्रदूषण के मामले में नीतिगत रूप से ध्यान नहीं दिया जा रहा है।” उनका कहना है कि गर्मियों में प्रदूषण के बढ़ने के पीछे शुष्क परिस्थितियां के साथ भीषण गर्मी और तापमान भी वजह थे, जिनकी वजह से कहीं ज्यादा धूलकण लंबी दूरी तक यात्रा करते हैं। ऐसे में सीएसई का कहना है कि इस बढ़ते प्रदूषण के जहर से बचने के लिए देश में सभी स्रोतों से होते उत्सर्जन में कटौती करने की जरुरत है, जिसके लिए कड़े कदम उठाने होंगें। इसके साथ ही मरुस्थलीकरण से निपटने, मिट्टी में स्थिरता लाने और वनावरण को भी बढ़ाने की जरुरत है। साथ ही शहरों में बढ़ती गर्मी के कहर से निपटने के साथ ही जंगल और फसलों में लगने वाली आग को रोकने के लिए भी बड़े पैमाने पर प्रयास करने की आवश्यकता है।
