Post-Monsoon Turning Out To Be Hotter In Odisha

Bhubaneswar: Soon after the southwest monsoon subdued over Odisha, many parts of the State recorded above normal temperature. In the last 24 hours, temperature above 35 degree Celsius was recorded at 18 places. The India Meteorological Department has mentioned that the situation will prevail for the next two to three days. Also due to high surface humidity discomfort weather is likely, especially over districts of Coastal Odisha. According to an analysis of the Centre for Science and Environment (CSE) based on the India Meteorological Department (IMD)’s long-term data, the June to September monsoon season has been 0.3-0.4 degrees Celsius hotter than pre-monsoon seasons in the decade from 2012 to 2022. The CSE said that the average daily maximum temperature this year for March and April in northwest India was almost 4 degrees Celsius above the normal compared to its baseline of 1981-2010. According to the IMD, average temperatures across seasons have seen a sharp upward trend in the country since 1991. The trend is in comparison to the average surface air temperature baseline recorded between 1981 and 2010. Climate experts warn that global warming has increased the frequency of extreme weather events. Some other parts of the country are also facing a similar phenomenon.

UP mulls ranking system to push fight against black water

Lucknow: The open defecation free status for UP has come up with a responsibility — that of dealing with faecal sludge and sewage, commonly known as black water. While UP has taken steps to manage the challenge, the urban devlopment department is considering to start a unique ranking system. Indication to this effect came up here on Friday at an official programme on the status of faecal sludge and septage management (FSSM) in UP. Organised by the department of urban development, Atal Mission for Rejuvenation and Urban Transformation (AMRUT) and Centre for Science and Environment (CSE), the event saw release of a detailed report that assessed the progress and working of all the 62 FSSM projects in the state. Principal secretary, department of urban development, UP, Amrit Abhijat said: “The state government has proposed the introduction of an ‘ease of septage management’ ranking for the districts to motivate city administrations to take proactive measures on the count.” Director general CSE, Sunita Narain said: “UP has made huge investment for the cause, but it is equally important to initiate course correction measures.” She added: “Efforts made to clean our rivers will not succeed if we do not ensure affordable and effective sewage and septage management, something that the Namami Gange desires to achieve.” Citing Central Pollution Control Board data (2021), director, water and waste water programme, CSE, Depinder S Kapur said: “Sustainable and scientific management of faecal sludge and septage is a priority for UP.” Director, urban development, Neha Sharma spoke about the importance of urban local bodies in FSSM.

Faecal sludge and sewage management: ‘Challenge in U.P. one of governance and administration’

The principal secretary, urban development said that to motivate city administrations the urban development department is planning to introduce a system of ranking of districts on the basis of ease of septage management. The director-general, Centre for Science and Environment (CSE), Sunita Narain, said that Uttar Pradesh has been steadily laying the foundations for faecal sludge and septage management infrastructure in cities. Large investments are being made in building treatment plants, she said. Speaking at a conference over the current state of faecal sludge and septage management system in Uttar Pradesh, Narain said that the time has come to assess the progress and initiate course-correction measures. The challenge of urban sanitation in UP as well as other states is not one of technology or infrastructure but one of governance and administration. The focus should be on streamlining operations, she said. Programme director, water and wastewater, CSE, Depinder S Kapur, said that the report released by Central Pollution Control Board in 2021 says 95% of Uttar Pradesh cities are dependent on non-sewered sanitation systems. Only 31 towns out of the 734 have partial sewerage system coverage. Together they manage to treat merely 40% of the sewage. Sustainable and scientific management of faecal sludge and septage is among the top priority of UP, he said. Director, local bodies, Neha Sharma said that urban local bodies should be made an integral part of the infrastructure development process for faecal sludge and septage management with its very inception. The country has learnt critical water lessons through the years — now is the time to put it to practice This monsoon, when the precious rainwater goes down the drain, let us take a moment to recapitulate the knowledge of water management and what it means in a climate-risked world. There are two incontrovertible facts: one, water is a key determinant of health security and economic growth. Two, water wars are not inevitable but will happen if we do not manage our resources prudently. This requires us to get the policy and practice of water management right. The good news is water literacy has increased. Over the past decades, the country has learnt critical lessons on water management and evolved a new paradigm. Until the late 1980s, water management was largely confined to the issue of irrigation projects — building dams and canals to store and supply water over long distances. Then came the big droughts of the late 1980s. It became clear that it was not enough to plan for augmenting water supply through large projects. This was when the Centre for Science and Environment published its report, Dying Wisdom, which documented traditional technologies for rainwater harvesting in ecological diverse regions of India. The slogan was: rain is decentralised, so is the demand for water. So, capture rain when and where it falls. There was a paradigm shift in policy. During the droughts of the late 1990s, states launched massive programmes to capture rainwater by building ponds, digging tanks and setting up check-dams on streams. By the mid-2000s, these efforts coalesced into the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) — investing labour into building rural water assets. By this time, it was understood that groundwater, considered a "minor" resource, was the "major" supplier of water for both drinking and irrigation. It was understood that over 50 per cent of agriculture in the country was still rain-fed, and so water conservation and rainwater harvesting — ensuring that every well and waterbody was recharged — was critical for productivity and well-being. In the 2010s, the crisis of urban drought hit home. Policy evolved as it learnt that augmenting water supply was only a part of the challenge — cities were getting dependent on long-distance sources; pumping and piping this water meant losses in distribution and rising electricity costs, which made the available water expensive and its supply inequitable. As water supply dried up, people turned to groundwater, but without recharge — ponds and tanks had been decimated by real estate or simply through neglect— it only meant declining water levels. That was the decade when water supply was linked to pollution — more water supply meant more wastewater. This, without adequate treatment, leads to pollution of rivers and waterbodies, which in turn destroys available water; increases the cost of cleaning up drinking water. Also Read - Fraught with limitations A few years later, research showed that the bulk of urban residents were not even connected to underground sewerage networks, which is capital- and resource-intensive. Instead, they depended on on-site sewage "disposal" systems, where household toilets were connected to septic tanks or just holding tanks or even to open drains in the vicinity. The sewage treatment infrastructure was not designed to fit the city sanitation system and so remained underutilised. Rivers remained polluted. In all this, new solutions emerged — if affordable water supply was critical, then cities needed to cut the length of distribution pipelines, which meant increased focus on local water systems like ponds, tanks and rainwater harvesting structures. Then, if cities needed to ensure affordable sanitation for all and affordable treatment of wastewater, on-site systems could be re-engineered so that waste was collected from each household, transported and treated. But most importantly, we have learnt that if this urban-industrial wastewater is treated for reuse then water will not be lost; our rivers will not be lost. Moreover, this means, doing everything from investing in water-efficient irrigation and household appliances to changing diets to ensure that the crops we eat are water-prudent. This decade, we can put all that we have learnt into practice to turn around the water story of India, as in this decade we will see the revenge of nature as climate change impacts grow. We need to scale up our work to invest in local water systems to capture every drop of rain so that we can build local resilience against drought. We also need to do this in our cities — the lakes and ponds are the sponges that will allow us to harvest the rain-flood and to make sure it does not turn into wasted water. Then we need to protect our forest and green spaces as this is how groundwater will get recharged. In times of water stress, we must make sure that wastewater — sewage — is not only treated but also recycled and reused. It is here that the water bodies we protect in our cities — the same ponds and tanks that we use to divert and harvest rainwater — could be used to channelise the treated sewage and in turn recharge groundwater. 49 people have died of lightning in the last three days in Uttar Pradesh prompting the government to issue guidelines regarding what to do and what not to during thunderstorms On Tuesday, four members of a family, while working on the farm in the north Indian city of Kaushambi, took shelter under a tree when it started raining. Within minutes lightning struck, killing all four of them. Superintendent of Police, Kaushambi, Hem Raj Meena said that the death was instantaneous. Three more villagers who were standing under another tree also died of lightning the same day. These seven were among 49 people who died of lightning in the last three days in the north Indian state of Uttar Pradesh prompting the government to issue guidelines regarding what to do and what not to do during thunderstorms. “Lightning is striking in a big way this year. People are dying more of lightning than rain-related incidents, though this is the time when people die of floods or other rain-related incidents,” government spokesman Shishir Singh said. He said among the 49 people who have died of lightning, most were farmers working in their fields or cattle grazers. In neighbouring Bihar, 20 people died of lightning in the last 48 hours, while 16 people died in Madhya Pradesh early this month. Lightning is the occurrence of natural electric discharge of very short duration and a high voltage between a cloud and the ground or within a cloud accompanied by a bright flash and typically thunder too. It occurs in a flash of seconds and hence the impact is sudden, unlike other disasters. Col Sanjay Srivastava, convener of the Lightning India Resilient Campaign, an organisation that is working with the Indian Meteorological Department to create awareness among people about lightning, said that lightning has been extreme promulgation of climate change extremities, mainly due to environmental degradation because of deforestation, depletion of water bodies, pollution and global warming. J P Gupta, Director, Meteorological Department, said that this year the incidents of thunderstorms and lightning have increased because of harsh summer and an increase in pollution levels. “High ground temperature leads to evaporation from water bodies that add moisture to the atmosphere. Presence of aerosols due to air pollution creates favourable conditions for thunderclouds to trigger lightning activity,” Gupta said and added, “So, an increase in the events of lightning could be either associated with an increase in heated surface areas, increase in moisture levels or both”. Thunderbolts contain as much as a billion volts of electricity and can cause immense damage to buildings when they hit. The number of strikes has risen sharply as India has recorded more than 18 million lightning strikes between April 2020 and March 2021, according to a study by the non-profit Climate Resilient Observing Systems Promotion Council. Sunita Narain, Director General Centre for Science and Environment (CSE), said that global warming seems to have direct relation with the increase in the incidents of lightning. The annual Lightning Report 2020-21 shows that a 1-degree C rise in temperature increases lightning by 12 times. Lightning Resilient India Campaign claims there has been a 34 per cent rise in lightning strikes in the country in one year. It has advanced from 1,38,00,000 strikes in 2019-2020 to 1,85,44,367 strikes in 2020-2021, an increase of 46,83,989 strikes. With the increase in strikes, the number of deaths has also increased. Col Srivastava said that in 2016, India recorded 1,489 deaths while it went up to 2,869 in 2021. “These deaths are those where the government has paid compensation while there must be hundreds of people who died of lightning across India without the knowledge of government officials,” Srivastava said. Since April this year, 750 people have died across India, claims Srivastava. “All these deaths are preventable. The solution is there to stop deaths but the governments are keen in disbursing money after the death of a person. Technical problems need to be solved with a scientific approach but the government does not understand that,” Srivastava said. Uttar Pradesh Chief Minister Yogi Adityanath has announced Rs 4 lakh as compensation for those who die of lightning. “This money should be used to strengthen the alarm system to prevent death rather than distributing it to mourn the death,” he said. The IMD and Indian scientists have developed a mobile app 'Damini' that seeks to provide real-time warnings about imminent strikes and precautions to be taken. But this app is of no use as the majority of the people in rural areas, where strikes are common, have no access to smartphones. They do not even know not to take shelter under a tree and avoid open areas in a thunderstorm, as CSE claims over 66 per cent deaths due to lightning occurred when people took shelter under trees.
