Schools close as New Delhi struggles to emerge from 'severe' smog

Schools closed and coal-based power plants shut down as the Indian capital was smothered in smog this week. The strict measures were put into place to combat worsening air pollution, following an order from the federal environment ministry. The measures come as India’s top court deliberates whether New Delhi should go into a lockdown as a blanket of thick, grey smog continued to envelope the city, particularly in the mornings. The panel issued the guidelines on Tuesday night to stem the pollution and to show residents that the government was taking action to control an environmental crisis that has been plaguing the capital for years. Besides the closure of schools, the Commission for Air Quality Management ordered a stop to construction activities until 21 November and banned trucks carrying non-essential goods. The panel also directed New Delhi and surrounding states to "encourage" work from home for half of the employees in all private offices. Despite some improvement in New Delhi air over the past two days, readings of dangerous particles this week were still as high as seven times the safe level, climbing above 300 micrograms per cubic meter in some parts of the city. The World Health Organisation (WHO) designates the safe level for the tiny, poisonous particles at 25. And forecasters warn air quality would worsen before the arrival of cold winds next week that will blow away the smog. Earlier this month, air quality levels fell to the “severe” category in the capital and residents faced bouts of severe pollution for a number of days. It prompted a stern warning last week from India’s Supreme Court, which ordered state and federal governments to take “imminent and emergency” measures to tackle what it called a crisis. Why is New Delhi one of the most polluted cities? Among the many Indian cities gasping for breath, New Delhi tops the list every year. The crisis deepens particularly in the winter when the burning of crop residues in neighbouring states coincides with cooler temperatures that trap deadly smoke. That smoke travels to New Delhi, leading to a surge in pollution in the city of more than 20 million people. Emissions from industries with no pollution-control technology, pollutants from firecrackers linked to festivals, and construction dust also sharply increase in winter months. More than a million Indians die every year because of air pollution-related diseases. Several studies have estimated that more than a million Indians die every year because of air pollution-related diseases. The capital has often experimented with limiting the number of cars on the road to lower vehicular emissions, using large anti-smog guns and halting construction activity. But the steps have had little effect. Experts say such emergency measures are not helpful in the long run. "These are done only to ensure that you don’t worsen the situation, that you shave off the peak. But it is not a silver bullet that is going to just clean the air immediately,” says Anumita Roychowdhury, executive director at the Centre for Science and Environment, a research and advocacy organisation in New Delhi.

Stubble fires go past 2020 tally, rise four-fold since November 1

The farm fire analysis is based on a study of VIIRS-SNP satellite data by a NASA scientist, who said that while daily numbers have begun to reduce, it is unclear whether the 2016 record will remain unbroken – and if fires continue, the threat of bad air continues to loom over Delhi. The number of fires in farmlands in Punjab this year has surpassed last year’s tally to become the highest since 2016, and taken together with the incidents recorded in Haryana, the instances recorded this month are four times that seen till the end of October. Data from SAFAR, accessed by HT, shows that contribution of farm fires to PM2.5 levels in Delhi has ranged from 6% to 48% in November. On an average basis, this comes to 23% although the contribution of farm fires to Delhi’s PM2.5 levels has come down in the last few days. From November 14 to November 17, its contribution was 12%, 10%, 8% and 6%. The data shows last year, the fire numbers were around 79,000 till this time, whereas the count so far according to us is 69,000. The burnt area is also lesser this year,” said Garg, stating fire count had reduced considerably in Punjab. “It is only a matter of a few days now,” he added. Anumita Roy Chowdhury, executive director, research and advocacy the Centre for Science and Environment (CSE) said Punjab has seen a late spike in numbers this year, making it difficult to predict when the numbers will reduce. “Generally, we see a sharp drop after November 15. We will see a clearer trend by next week,” she said.

IIMC’s Apna Radio to broadcast special programme for senior citizens

The students of Indian Institute of Mass Communication (IIMC) have launched a special programme on its own community radio channel targeting senior citizens. The director-general of IIMC, Sanjay Dwivedi released the poster of a special radio programme for senior citizens by Apna Radio 96.9 FM. On this occasion, head of the department of Apna Radio, Sangeeta Pranvendra was also present. Apna Radio 96.9 FM, a community radio station run by IIMC, has produced these programmes in collaboration with Vigyan Prasar and Alagappa University, Tamil Nadu. The objective of the series named 'Anubhav' is to disseminate information related to science, technology and health among senior citizens. Advertisement In this radio series, programmes will be broadcast in different languages by six community radio stations of the country. Apna Radio 96.9 FM will produce and broadcast 52 episodes in Hindi. The main objective of these programmes is to try to solve the problems of senior citizens on the basis of their experiences. The programs have been produced under the guidance of Dr. Nakul Parashar, Director, Vigyan Prasar and Dr. R. Sridhar, a community radio expert. These programs have been produced by Kavita Sharma, Farzin Sultan, Sheenam Mehta and Shashank Shekhar from Apna Radio 96.9 FM. Apna Radio has been operational for the last 11 years now. Inaugurated in September 2005, it used to broadcast four hours a day. The transmission was extended to seven hours a day in February, 2013. The radio channel is is closely associated with some NGOs of the area including Chetna, Society for the Promotion of Youth and Masses (SPYM), Can Support, Senior Citizens Welfare Association, (SCWA), Force, Centre for Science and Environment (CSE), Haq, Muskaan, Dastkar and Indus Action. Before launching this special programme for senior citizens, this community radio had earlier taken up several other initiatives to help in societal upliftment and students gain experience in being part of a radio channel. The ‘Beti Bachao Beti Padhao’ campaign has been another milestone for Apna Radio. Students had interviewed Save Female Child activists such as Puneet Bedi, made in-house jingles and spots and produced a Radio Play ‘Khushi’ on the theme.

Schools close as smog-laden India capital considers lockdown

NEW DELHI – Authorities closed schools indefinitely and shut down some coal-burning power plants Wednesday to reduce air pollution in India’s smog-shrouded capital and neighboring states, as the country weighs an unprecedented and more far-reaching step: a lockdown in New Delhi. The dirty-air crisis in the city of more than 20 million people has underscored India’s heavy dependence on coal, which accounts for 70% of the country’s power. The New Delhi state government said it is open to the idea of a weekend lockdown to reduce automobile traffic and potentially other air-polluting activity in the city, and it is awaiting the go-ahead from India’s Supreme Court. A decision could come as early as Nov. 24. It’s not clear how extensive the lockdown would be. Authorities are discussing whether to allow industries to continue operating. Some experts said a lockdown would achieve very little in controlling pollution and would instead cause disruptions in the economy and harm the livelihoods of millions of people. “This is not the solution that we are looking for, because this is hugely disruptive. And we also have to keep in mind that the economy is already under pressure, poor people are at risk,” said Anumita Roychowdhury, executive director at the Center for Science and Environment, a research and advocacy organization in New Delhi. Soaring pollution levels in the capital prompted a federal environment ministry panel to issue strict guidelines Tuesday night to stem the pollution and show residents that the government is taking action against a crisis that has plagued the city for years. Besides closing schools and shutting down some power plants, the Commission for Air Quality Management ordered a stop to construction until Nov. 21 and banned trucks carrying non-essential goods. The panel also directed the affected states to encourage work from home for half of the employees in all private offices. The importance of coal to India was underlined just days ago at the world climate talks in Scotland, where almost 200 nations accepted a compromise deal to fight global warming. It contained a last-minute change sought by India that watered down crucial language about coal. The agreement as amended would “phase down” rather than “phase out” coal power, the biggest source of greenhouse gas emissions. Levels of dangerous particles in New Delhi’s air Wednesday were as high as seven times the safe level, climbing above 300 micrograms per cubic meter in some parts of the city. The capital has often experimented with limiting the number of cars on the road, using large anti-smog guns and halting construction. But the steps have had little effect. Residents say the government isn’t doing enough. Suresh Chand Jain, a New Delhi shop owner, said authorities should introduce stricter regulations to limit car use and control the burning of crop residue. “Shutting down the city will not end the pollution,” Jain said. Experts say such emergency measures are not helpful in the long run. “These are done only to ensure that you don’t worsen the situation, that you shave off the peak. But it is not a silver bullet that is going to just clean the air immediately,” Roychowdhury said.

Smog Closes Schools, Colleges in New Delhi

The Indian capital of New Delhi is covered with dangerous smog. The situation has closed schools and forced officials to consider declaring a lockdown -- a stay-at-home order. Pollution in New Delhi has reached severe levels on several days this month. Officials have ordered schools and colleges to close and ordered people to work from home in an effort to control the pollution. Six power plants in the city were also ordered to close temporarily. The federal government has also banned construction until the end of the week. It has also barred trucks from entering the city, except those carrying important items. Environmental experts note that these steps would only partly help the air pollution crisis that troubles New Delhi every winter. “The emergency action is not a magic bullet that will address the pollution crisis,” said Anumita Roychowdhury. She is with the New Delhi’s Center for Science and Environment. The steps “will not worsen the pollution but it will not clean the air,” Roychowdhury added. New Delhi is the world’s most polluted capital city. It has recorded levels for dangerous particles, known as PM 2.5, many times higher than normal levels. PM 2.5 is an air pollutant that is damaging to the lungs in high levels. The smog that covers the city is a mix of pollutants, including car emissions, industrial pollution, dust from building projects, farm fires and pollution caused by trash burning. In winter, the pollutants hang over the city because of low wind speeds. City officials in New Delhi told the Supreme Court they are considering a weekend lockdown, similar to what happened during severe periods of the COVID-19 pandemic. If that happens, it would be the city’s first pollution-related lockdown. The unhealthy smog is not only in the capital city. The air across much of North India also turns gray at this time of the year. Delhi has taken some steps to fight the pollution, from shutting down coal power plants to changing most industry and public transportation to clean fuel. But nearby states have not taken the same reforms. “Air does not respect political boundaries,” Roychowdhury said. She added that the time has come to take a more widespread approach to fighting the problem. However, discontinuing coal will not be easy. Coal still powers 70 percent of India’s electricity system. Indian officials who attended the United Nations climate talks in Scotland said developing countries should be able to responsibly use fossil fuels. “How can anyone expect that developing countries can make promises about phasing out coal and fossil fuel subsidies?” Environment Minister Bhupender Yadav asked at the meeting. India and China were criticized for weakening a promise among countries at the meeting to start discontinuing coal. But in India, environmentalists said, the country’s concerns were real. “While coal does contribute to air pollution and climate change, we cannot shut down coal right away and replace it with renewables in a hurry,” said Chandra Bhushan. She leads the Delhi-based International Forum for Environment. For now, the severe air pollution has led to a public health emergency. Many people in New Delhi and other North Indian cities are struggling with breathing problems. Research by the Energy Policy Institute at the University of Chicago found that the dirty air kills more than one million people every year in India.

India Tutup Pembangkit Listrik Tenaga Batu Bara

Pemerintah New Delhi bersedia memberlakukan penguncian darurat pada akhir pekan guna mereduksi polusi udara.

Delhi's contribution to air pollution just 31 per cent, rest 69 per cent from outside: Gopal Rai

NEW DELHI: Delhi environment minister Gopal Rai on Thursday said that Delhi's contribution to air pollution is 31 per cent and the remaining 69 per cent of the pollution is from outside Delhi, adding that it is impossible to curb pollution without a joint-action plan by the Centre. Minister quoted a report published by a Delhi bases think tank called the Centre for Science and Environment which based its report on the data released by the Ministry of Earth Sciences' agency called System of Air Quality and Weather Forecasting And Research (SAFAR). "As per CSE report on the basis of SAFAR data between October 24 and November 8, Delhi's contribution in air pollution is 31 per cent and the remaining 69 per cent of the pollution is from outside Delhi. The report matches 2016 TERI data which said 36 per cent pollution released from Delhi and 64 per cent from outside," said Rai. "No matter how hard we try, not possible to get rid of 70 per cent outside pollution without a joint-action plan by the Centre and a monitoring team. Data establishes that contribution to Delhi pollution is largely from outside. Delhi people have been constantly attacked over pollution," he added. Delhi's air quality continues to be in the 'very poor' category for the fifth consecutive day today, according to the System of Air Quality & Weather Forecasting & Research (SAFAR). However, the overall Air Quality Index reduced from 379 on Wednesday to 362 today. Meanwhile, announcing emergency measures to reduce pollution, Delhi Environment Minister Gopal Rai on Wednesday said that there will be 100 per cent work from home for the government departments till November 21. Construction and demolition work has also been banned till November 21 in Delhi, while schools and other educational institutes will remain closed in the national capital until further orders, Rai informed.

Delhi contributes 31% to pollution, rest 69% from outside, claims Environment Minister

Centre for Science and Environment has based its report on the data released by SAFAR The report matches 2016 TERI data which said 36% pollution released from Delhi and 64% from outside Delhi contribution to air pollution is just 31%, while the remaining 69% is from outside the city, Delhi Environment Minister Gopal Rai pointed out on Thursday quoting a recently published report. Urging Union minister Bhupender Yadav to call a joint meeting, Rai further asserted, “it is impossible to curb pollution without a joint-action plan by the Centre." Delhi-based think tank Centre for Science and Environment has based its report on the data released by System of Air Quality and Weather Forecasting And Research (SAFAR). Rai said, “As per CSE report on the basis of SAFAR data between October 24 and November 8, Delhi's contribution in air pollution is 31% and the remaining 69% of the pollution is from outside Delhi." “The report matches 2016 TERI data which said 36% pollution released from Delhi and 64% from outside." "No matter how hard we try, not possible to get rid of 70% outside pollution without a joint-action plan by the Centre and a monitoring team. Data establishes that contribution to Delhi pollution is largely from outside. Delhi people have been constantly attacked over pollution," he added. But it requires a joint effort from all NCR states such as Haryana, Punjab, Delhi and Uttar Pradesh, the minister said. For the fifth consecutive day, the air quality in Delhi continues to be in the 'very poor' category, as per SAFAR. However, the overall Air Quality Index reduced from 379 on Wednesday to 362 today. Meanwhile, the Delhi government on Wednesday introduced emergency measures to to reduce pollution in the national capital. As per the orders, a ban has been put on construction and demolition work till November 21; a 100% work from home arrangement has been announced for the government departments till November 21; schools and other educational institutes will remain closed in the national capital until further orders.

Delhi Environment Minister On Air Quality Issue: 'Impossible To Get Rid Of 69% Outside Pollution Without Joint Action Plan'

opal Rai quoted a report published by the Centre for Science and Environment which based its report on the data released by an agency called SAFAR. New Delhi: The air quality in Delhi-NCR has severely deteriorated due to increasing pollution. The government has taken many steps to curb pollution. Meanwhile, Delhi Environment Minister Gopal Rai on Thursday said that no matter how hard they try, it is not possible to get rid of 69 per cent "outdoor pollution" without a joint action plan by the Centre and a monitoring team. Rai quoted a report published by the Centre for Science and Environment which based its report on the data released by the Ministry of Earth Sciences' agency called System of Air Quality and Weather Forecasting And Research (SAFAR). The report matches 2016 TERI data which said 36 per cent pollution released from Delhi and 64 per cent from outside," Gopal Rai told news agency ANI. "No matter how hard we try, not possible to get rid of 70 per cent outside pollution without a joint-action plan by the Centre and a monitoring team. Data establishes that contribution to Delhi pollution is largely from outside. Delhi people have been constantly attacked over pollution," he added. Gopal Rai on Wednesday had announced 100 per cent work from home for the government departments till November 21 as an emergency measure to curb pollution. Rai also announced that schools and other educational institutes will remain closed till further orders and demolition work and construction has also been completely stopped till November 21.

(Center for Science and Environment)

India: Smog closes schools; capital New Delhi could be locked down

Authorities closed schools indefinitely and shut down some coal-burning power plants Wednesday to reduce air pollution in India's smog-shrouded capital and neighbouring states, as the country weighs an unprecedented and more far-reaching step: a lockdown in New Delhi. The dirty-air crisis in the city of more than 20 million people has underscored India's heavy dependence on coal, which accounts for 70% of the country's power. The New Delhi state government said it is open to the idea of a weekend lockdown to reduce automobile traffic and potentially other air-polluting activity in the city, and it is awaiting the go-ahead from India's Supreme Court. A decision could come as early as November 24. Some experts said a lockdown would achieve very little in controlling pollution and would instead cause disruptions in the economy and harm the livelihoods of millions of people. "This is not the solution that we are looking for, because this is hugely disruptive. And we also have to keep in mind that the economy is already under pressure, poor people are at risk," said Anumita Roychowdhury, executive director at the Center for Science and Environment, a research and advocacy organisation in New Delhi. Soaring pollution levels in the capital prompted a federal environment ministry panel to issue strict guidelines Tuesday night to stem the pollution and show residents that the government is taking action against a crisis that has plagued the city for years.

Bijna elke winter ademen inwoners giftige lucht in.

New Delhi sparaliżowane przez smog. "Samo oddychanie staje się niebezpieczne"

Miasto wygląda jak spowite sinoniebieskim dymem papierosowym, a władze wprowadziły szereg obostrzeń. "Potrzebujemy całorocznych działań dotyczących kluczowych źródeł zanieczyszczeń, aby można było wypracować trwalsze rozwiązania" - krytykują organizacje środowiskowe. New Delhi mieszka 20 mln ludzi.
