दिल्ली की मुख्यमंत्री श्रीमती रेखा गुप्ता ने कहा है कि राजधानी के प्रदूषण को प्रभावी रूप से नियंत्रित करने के लिए दिल्ली सरकार फौरी उपाय के साथ-साथ दीर्घकालीन उपाय भी कर रही है, ताकि प्रदूषण के संकट को हमेशा के लिए कम किया जा सके। मुख्यमंत्री के अनुसार सड़कों से वायु प्रदूषण नियंत्रित करने के लिए डीटीसी के सरप्लस ड्राइवर कार्य कर रहे हैं, साथ ही वे पेट्रोल पंपों पर पीयूसी जांच कर रहे हैं। सरकार ने महत्वपूर्ण निर्णय यह भी लिया है कि इमारतों पर एंटी स्मॉग गन की अनिवार्यता के बजाय मिस्ट स्प्रे सिस्टम स्थापित करने की शुरुआत की जाएगी। दिल्ली सरकार प्रदूषण की जांच के निगरानी नेटवर्क को और मजबूत करने के लिए निगरानी सेंटर भी बढ़ा रही है। मुख्यमंत्री ने जानकारी दी कि वह स्वयं, उनकी सरकार के मंत्री व विभिन्न विभाग राजधानी के प्रदूषण को नियंत्रित करने के लिए लगातार कार्य कर रहे हैं। इसके लिए फील्ड में तो कार्य हो ही रहा है, साथ ही विशेष बैठकें आयोजित कर प्रदूषण नियंत्रण के उपायों को गंभीरता से तलाशा जा रहा है। उन्होंने कहा कि इसी कड़ी में पीयूसी जांच तेज की जा रही है, प्रदूषित औद्योगिक इकाइयों को बंद करवाया जा रहा है, सार्वजनिक परिवहन प्रणाली को चुस्त-दुरुस्त करने के साथ-साथ धूल को नियंत्रित करने के लिए लगातार कार्य चल रहे हैं। अलाव व कोयला-लकड़ी जलाने की घटनाएं भी अब शासन द्वारा नियंत्रित कर ली गई हैं। सैंकड़ों डीटीसी ड्राइवर ट्रैफिक व्यवस्था में लगे मुख्यमंत्री के अनुसार प्रदूषण के प्रमुख कारकों में वाहनों से निकला उत्सर्जन एक प्रमुख कारण है। सेंटर फॉर साइंस एंड एनवायरमेंट (सीएसई) व अन्य सरकारी और शोध-आधारित स्रोतों का कहना है कि वाहनों का उत्सर्जन कम कर लिया जाए तो प्रदूषण पर प्रभावी नियंत्रण पाया जा सकता है। मुख्यमंत्री ने कहा कि प्रदूषित वाहनों के खिलाफ तो कार्रवाई की ही जा रही है, साथ ही सड़कों से यातायात जाम को रोकने के लिए भी सरकार उपाय कर रही है। मुख्यमंत्री ने बताया कि हमारी सरकार ने अस्थायी तौर पर ट्रैफिक पुलिस को डीटीसी के सरप्लस 600 ड्राइवर उपलब्ध कराए हैं, जो ट्रैफिक पुलिस के साथ मिलकर सड़कों पर यातायात संचालन कर रहे हैं, साथ ही जाम की स्थिति को सामान्य बनाने में सहयोग कर रहे हैं। को सुचारू कर रहे हैं। इसके अलावा राजधानी के 500 पेट्रोल पंपों पर भी तीन पारियों में 24 घंटे दो-दो ड्राइवर (कुल 3,000) वहां पीयूसी चेक कर रहे हैं और प्रदूषण फैलाने वाले वाहनों के ईंधन लेने से रोक रहे हैं। मुख्यमंत्री ने जानकारी दी कि इन्हीं स्टाफ की सजगता से पीयूसी की जांच में लापरवाही बरतने वाले 27 केंदों का लाइसेंस निलंबित कर दिया गया है। ऊंची इमारतो पर मिस्ट स्प्रे सिस्टम लगाने की तैयारी मुख्यमंत्री रेखा गुप्ता के अनुसार उन्हें सूचना मिली है कि ऊंची इमारतो पर लगने वाली एंटी स्मॉग गन इमारतों के लिए परेशानी का कारण तो बन रही रही है, साथ ही प्रदूषण को नियंत्रित करने में वह बेहद प्रभावी नहीं है। इस गन का वजन बहुत अधिक होता है और यह सिर्फ एक ही दिशा में पानी का छिड़काव करती है। ये बहुत अधिक पानी का उपयोग भी करती है। राजधानी के बड़े व्यावसायिक परिसरों, मॉल, होटल और कार्यालय भवनों (G+5 और उससे ऊपर) में 148 एंटी-स्मॉग गन कार्य कर रही है। मुख्यमंत्री ने कहा कि अब हम नियम बदलने जा रहे हैं। अब शीघ्र ही ऊंची इमारतो पर इन गन्स के बजाय मिस्ट स्प्रे सिस्टम स्थापित करने की अनुमति दी जा रही है। यह नया सिस्टम राजधानी के कई क्षेत्रों में प्रभावी रूप से कार्य कर रहा है। उन्होंने कहा कि यह सिस्टम सभी दिशाओं में पानी का स्प्रे करता है, इसे इमारत पर एक के बजाय अधिक संख्या में लगाया जा सकता है, इसका वजन बहुत कम है और पानी की खपत भी कम होती है। यह पर्यावरण और आसपास के पेड़-पौधों के लिए भी लाभकारी है। जेएनयू, इग्नू आदि में लगेंगे निगरानी सेंटर मुख्यमंत्री के अनुसार एक अन्य दीर्घकालीन उपाय के अंतर्गत दिल्ली सरकार राजधानी के विभिन्न क्षेत्रों में वायु की गुणवत्ता जांचने के लिए निगरानी स्टेशनों की संख्या में भी बढ़ोतरी करने जा रही है, ताकि इनके आधार पर प्रदूषण नियंत्रण के उपाय किए जा सकें। राजधानी में फिलहाल 40 स्थलों पर सतत वायु गुणवत्ता निगरानी स्टेशन (CAAQMS) कार्यरत हैं, इनमें डीपीसीसी के 24, आईआईटीएम के 7, सीपीसीबी के 6 और एक केंद्रीय आवास और शहरी कार्य मंत्रालय का शामिल है। दिल्ली सरकार वायु गुणवत्ता निगरानी नेटवर्क को और मजबूत करने के लिए सीएक्यूएम (वायु गुणवत्ता प्रबंधन आयोग) के निर्देशानुसार छह और नए स्थानों पर स्टेशन स्थापित करने जा रही है। यह स्टेशन इग्नू, जेएनयू, इसरो अर्थ सेंटर, कॉमनवेल्थ स्पोर्ट्स सेंटर, एनएसयूटी (पश्चिमी परिसर) में स्थापित किए जाएंगे।

Delhi Chief Minister Rekha Gupta on Wednesday said the government is implementing a combination of immediate and long-term measures to effectively control air pollution in the national Capital, with the aim of permanently addressing the problem. The CM said the government has taken an important decision to initiate the installation of mist spray systems on buildings in place of mandatory anti-smog guns. She added that the Delhi government is also expanding the network of air quality monitoring centres to strengthen pollution surveillance. ''Along with extensive field-level action, special review meetings are being held to closely examine and strengthen pollution control measures," said, adding that PUC inspections are being intensified, polluting industrial units are being shut down, the public transport system is being streamlined, and continuous efforts are underway to control dust. Incidents of burning bonfires and coal or wood have also been effectively curbed by the administration, she added. The Chief Minister stated that vehicular emissions are among major contributors to air pollution. Studies by the Centre for Science and Environment (CSE) and other government and research-based institutions indicate that effective control of vehicular emissions can significantly reduce pollution levels. She said while strict action is being taken against polluting vehicles, measures are also being implemented to prevent traffic congestion on city roads. She said on a temporary basis, 600 surplus DTC drivers have been made available to the Delhi Traffic Police. These drivers are working in coordination with the Traffic Police to manage traffic and assist in easing congestion across the Capital. New Delhi: Environment minister Manjinder Singh Sirsa has said that over 10,000 vehicles have failed emission tests since the implementation of GRAP-4 and over 2 lakh have been issued Pollution Under Control (PUC) certificates. He added that govt is also upgrading all PUC centres with high-capacity equipment to reduce delays and ensure accurate emission testing. Additionally, a third-party inspection mechanism will be introduced to strengthen credibility and transparency in certification. He said the 2 lakh vehicles got the PUC tests done after the "No PUC, No Fuel" rule came into effect. Nearly 10,000 vehicles that were tested failed to meet the standards. "This clearly indicates that the enforcement measures are being implemented seriously and are yielding results," Sirsa added. According to experts, the current on-road vehicle inspection programme is weak and based on simple idle testing of CO and hydrocarbons (HC) at two speed idle tests, along with Lambda test for petrol vehicles and smoke density test for diesel vehicles. Researchers at DTU had earlier rolled out an AQI-type PUC certificate system that considered the mileage of vehicles too when testing for emissions. They referred to older studies published with the Atmospheric Pollution Research and American Society of Civil Engineers (ACSE), and suggested inspections and maintenance, along with mileage, as important factors that should be incorporated in PUC tests. Dr Rajeev Kumar Mishra, associate professor at the department of environmental science and engineering at DTU, said the testing now and recertification for in-use cars should include fast idle conditions as well as mass emission testing. The PUC certificate is given just based on the CO and hydrocarbon emissions when the car is in the idle state, meaning the engine is not revving, he said. Emissions such as NO2, PM2.5 and VOC at the fast idling stage at 2500 rpm are sometimes recorded, but these are not considered during certification, he pointed out. "Identifying which vehicles should be phased out or issued PUC certificates should be based on the accumulated mileage, maintenance records, and performance according to both emission norms, not just by age," Mishra said. There are no standards from BS-6, and every vehicle is tested based on its built type, he added. According to a study by CSE, vehicle emissions are one of Delhi's major source of air pollution and have a direct impact on human health. While PUC checks may keep the highly polluting vehicles off the road, it still doesn't address the harmful emissions such as PM2.5 and other toxic gases. "Various studies on source apportionment and emission inventory have shown that vehicles are the second largest contributor of particulate emissions. Vehicles are responsible for highly toxic exposures as the emissions happen at the breathing height," said Shambhavi Shukla, programme manager on air pollution at the Centre for Science and Environment. She suggested more updated vehicle emission surveillance systems, such as remote sensing mechanisms. She pointed to another layer of problems in PUC certification — the centres themselves. "CSE and EPCA conducted an audit in 2017 of PUC system in Delhi-NCR. They found that at many places, certificates were issued without putting the probe into the tailpipe. In NCR, there were centres that had only printers, not even a monitor. There were instances when different centres showed varying results. PUC staff should have a compulsory ITI certificate but that was not the case," she said.

सेंटर फॉर साइंस एंड एनवायरनमेंट की ‘स्टेट ऑफ इंडियाज एनवायरनमेंट’ रिपोर्ट चेतावनी देती है कि पहाड़ों के विनाश से न केवल भूस्खलन बढ़ेंगे बल्कि भूजल का स्तर भी पाताल में चला जाएगा क्योंकि पहाड़ ही बारिश के पानी को रोककर रिचार्ज करते हैं. अरावली का मसला दिल्ली के करीब होने के कारण मीडिया में है लेकिन राजमहल के जीवाश्म, पूर्वी घाट के आदिवासी और पश्चिमी घाट की जैव-विविधता जिस खतरे में है वह एक राष्ट्रीय आपातकाल से कम नहीं है. यदि समय रहते ‘सस्टेनेबल माइनिंग’ की सिर्फ बातें नहीं बल्कि उस पर अमल नहीं हुआ तो अगली पीढ़ी इन पहाड़ों को सिर्फ गूगल मैप्स के पुराने नक्शों में ही देख पाएगी.

Controlling rising vehicular emissions Rising vehicular emissions are proving to be a challenge in Delhi too, where more than 7,00,000 new cars were registered in 2024. Across the country, more polluting SUVs have emerged as the preferred choice among customers. Exhaust fumes from combustion engines have contributed to the deposition of heavy metals on the black crusts forming on the Red Fort, including lead, titanium, and nickel. An analysis by the Centre for Science and Environment found vehicles contributed between 20 and 41 percent of annual PM2.5 levels in Delhi. Pollution levels have remained stagnant in the National Capital Region despite an increase in consumption, population, and energy demands, says Sunil Dahiya, founder and lead analyst at Envirocatalysts. “That reflects that something has been done, but not aggressively enough to tackle the health emergency.” Delhi’s high pollution load is partly due to its land-locked geography, which makes dispersal of pollutants difficult. “It is very evident that if pollution levels are to be reduced, we have to go for absolute emission load reduction. Till today, there hasn’t been any direction or policy that focuses on this aspect. The pollution monitoring bodies have access to all data and tools, but this hasn’t translated into effective implementation,” he adds. Like the TTZ, the air quality around the Red Fort is also governed by an inter-state body, the Commission for Air Quality Management. Despite having been in force for over four years, the CAQM’s directives have not led to a decisive reduction in pollution loads. A media report found that emissions from vehicles garnered the least attention by the CAQM, despite it being the biggest year-round source of pollution. Sohail Hashmi, eminent historian who leads heritage walks to the Red Fort and other historic monuments, says public participation is key to reducing pollution loads and advocating for India’s shared history. “If we learn to value our heritage, then both the government and the people must act in an organised manner to contain pollution. An affordable, efficient public transport network is essential, and so is the willingness to embrace carpooling,” he says. “Unless we know where we have come from, how do we plan, where do we want to go? If we have no idea of our architectural tradition, which has evolved over thousands of years, how will we connect our present life with our tradition?” asks Hashmi.

Unreliable data masks severity of air quality crisis in India

So we are making huge investments in air quality monitoring. These monitors cost a lot. And so when we are expanding, then it also becomes an imperative that we should be focusing on the quality.”

Referring to studies by the Centre for Science and Environment (CSE) and other research bodies, the CM highlighted the impact of vehicles on air quality, stating, “According to the Centre for Science and Environment (CSE) and other government and research-based sources, vehicle emissions play a major role in deteriorating the environment and worsening pollution in Delhi-NCR.” She added, “To curb this pollution, strengthening the public transport system is extremely necessary.” The Delhi Government has intensified its focus on expanding the Metro network as part of its strategy to tackle rising pollution levels in the capital and the NCR. Delhi CM calls for reducing reliance on pvt vehicles

Chief minister Rekha Gupta on Sunday said it was essential to reduce dependence on private vehicles and control vehicular emissions in order to tackle air pollution in Delhi. Stating that the National Capital Region (NCR) required a robust public transport system with last-mile connectivity, Gupta said her government was working towards a reliable, extensive and convenient public transport network. “The data from the Centre for Science and Environment (CSE) and other government and research-based institutions indicate that vehicular emissions are a major contributor to environmental degradation and pollution in Delhi-NCR. Strengthening public transport, therefore, is essential to reduce dependence on private vehicles and to address the pollution crisis effectively. The Delhi government has made substantial budgetary provisions for public transport, particularly for the expansion of the Delhi Metro (DMRC),” the chief minister added. In a statement issued on Sunday, Gupta said that an allocation of ₹9,110 crore has been made in the 2025–26 budget for the capital’s public transport system, up from the ₹5,702 crore earmarked in 2024–25.
