Odisha pollution control board tops transparency index list according to CSE, New Delhi, in a rating done on the basis of 18 parameters. The performance of all 31 State Pollution Control Boards and Pollution Control Committees operating in the country from 2016-2021 were involved in the assessment. Member Secretary of OSPCB K Murugesan said the CSE made the assessment as per the provisions in Sec-17 (C) and Sec 35 (2) of Air Act, Section 17 (C) and Sec-39 (2) of Water Act, Environment Protection Action Act and various Waste Management Rules.

The State’s apex pollution control panel is shouldering the responsibility of enforcing the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 in its attempt to improve the quality of air, promote cleanliness of water bodies and to prevent pollution. Odisha’s State Pollution Control Board (SPCB) has topped in the Transparency Index rating list conducted by Center for Science and Environment (CSE), New Delhi. The State’s apex pollution control panel is shouldering the responsibility of enforcing the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 in its attempt to improve the quality of air, promote cleanliness of water bodies and to prevent pollution. Chief Secretary Suresh Chandra Mahaptra complemented the Member Secretary, SPCB K. Murugesan for achieving the top rank in transparency index.

WBPCB scores high in CSE transparency study

Kolkata: The West Bengal Pollution Control Board (WBPCB) has ranked fourth among 29 state pollution watchdogs, which were primarily assessed on the basis of their transparency by the Centre for Science and Environment (CSE). The CSE report says the majority of India’s pollution control agencies remain reticent when it comes to sharing information with the public. The study found that only a handful of these authorities were adequately putting out environmental and governance information into the public domain. Making crucial data and details of action taken public is critical because it can help policy-makers take the discussions to the next level of pollution management. It can also reassure the people about efficiency of these boards and committees. Hence, they must focus urgently on becoming more transparent and improving the quality of their outreach for public engagement, said CSE experts. We need to upgrade further and be more committed to protect our environment and people as well,” said WBPCB chairman Kalyan Rudra. The study assessed the data disclosure performance of 29 state pollution control boards (SPCBs) and six pollution control committees (PCCs). Of these, only 17 boards and committees scored 50% or above. These 17 are from Odisha, Telangana, Tamil Nadu, Madhya Pradesh, West Bengal, Goa, Karnataka, Haryana, Chhattisgarh, Himachal Pradesh, Jammu & Kashmir, Kerala, Maharashtra, Uttarakhand, Punjab, Andhra Pradesh and Rajasthan. “State PCBs are entrusted with several functions under the provisions of the Water Act, 1974; Air Act, 1981; Water Cess Act, 1977; and various rules and notifications issued under the Environment (Protection) Act, 1986. One of these functions under Section 17(C) of the Air and Water Acts is to collect and disseminate information related to air and water pollution, and also about its prevention, control or abatement. The law asks the boards to share the data in the public domain. But, this is rarely done in practice,” said Nivit Kumar Yadav, the programme director of CSE’s industrial pollution unit. Shreya Verma, programme officer of the same unit and the author of the study, said the CSE collected data from two sources — websites of SPCBs/PCCs and their annual reports. “The study has evaluated the information shared by SPCBs/PCCs during 2016-21 and uses 25 indicators that provide a broader assessment on the type and amount of data shared. A few key indicators used in the study include the availability of information on direction/show-cause/closure notices issued by boards, information on public hearings and EIA reports, non-attainment cities and polluted river stretches,” he added.

Tamil Nadu Pollution Control Board second best in country: Study

CHENNAI: The Tamil Nadu Pollution Control Board has been adjudged the second best board in the country. New Delhi-based Centre for Science and Environment (CSE), which ranked State Pollution Control Boards (SPCBSs)/ Pollution Control Committees (PCCs) based on public disclosure, studied them for 18 parameters over a period of one year. Lab infrastructure and accreditation, latest technical publications, show cause and closure notices, public hearing, waste management and action plan for pollution control were some of the important criteria used for ranking the boards. TNPCB chairman A V Venkatachalam told TOI that the CSE collected the data for its study from two sources. The first is website of state PCBs/ PCCs and the annual reports of each board. The organisation, which collected the last of its data in June this year, in its report said: “We have carried out this study based on the list of indicators and rating criteria.” It further said that the rationale of this scoring methodology was to give more weightage to statutory indicators which must be available in public domain like information on board of members, number of board meetings, directions, consent information, compliance status of industry, inspection, accounts and financial details and manpower details.” The SPCB/PCC website is an important source for the dissemination of information among various stakeholders and the people. A good website keeps all the information under the relevant heading for easy navigation so that anyone can easily access environmental information available on the SPCB website, whenever required. Every state board must establish a laboratory to enable the board to perform its functions efficiently under the Water and Air Acts. It is also important that all SPCBs/PCCs share at least basic information about their laboratory on their websites like number of laboratories in the state, accreditation of lab, parameters which can be analysed in lab and contact details. Of 34 SPCBs/PCCs, those in Tamil Nadu, Goa, Himachal Pradesh, West Bengal, Kerala, Madhya Pradesh and Mizoram provided a significant amount of information on laboratory infrastructure and accreditation of their laboratories, the report said. The TNPCB has been taking all proactive measures to improve its functioning. Soon more new projects including an early warning system will be launched, Venkatachalam said.

Nagaland Pollution Control Board among least ‘transparent’: study

How transparent is Nagaland Pollution Control Board (NPCB) on disclosure of information in the public domain? Among least transparent in India, according the a new study by the Delhi-based Centre for Science and Environment (CSE) which evaluated the information shared by 29 State Pollution Control Boards (SPCBs) and 6 Pollution Control Committees (PCCs during the last four-five years (2016–21). With a rating score of just 19.9%, the NPCB was ranked 26 among the 35 SPCBs/PCC assessed by the CSE during the study.

सेंटर फॉर साइंस एंड एनवायरमेंट (सीएसई) के पारदर्शिता इंडेक्स में ओडिशा प्रदूषण नियंत्रण बोर्ड पहले स्थान पर है। मंगलवार को जारी सरकारी विज्ञप्ति के अनुसार, देश में 2016 से 2021 तक काम कर रहे सभी 31 राज्य प्रदूषण नियंत्रण बोर्ड और प्रदूषण नियंत्रण समितियों के प्रदर्शन को इसमें आंका गया है। उसमें कहा गया है कि आकलन के अनुसार, ओडिशा राज्य प्रदूषण नियंत्रण बोर्ड 67 प्रतिशत अंकों के साथ पहले स्थान पर है। दूसरे स्थान पर तेलंगाना और फिर तमिलनाडु, मध्य प्रदेश और पश्चिम बंगाल हैं। राज्य प्रदूषण बोर्ड के सदस्य सचिव के. मुरुगेसन ने कहा कि गैर-लाभकारी, जनहित में अनुसंधान और उसकी वकालत करने वाले संस्थान सीएसई ने 18 मानदंडों के आधार पर यह विश्लेषण किया है। बयान के अनुसार, मुख्य सचिव सुरेश महापात्रा ने इस उपलब्धि पर बोर्ड को बधाई दी।
