Liveability Index: रहने के लिहाज से सबसे बेहतर शहर है बंगलुरु, शीर्ष पांच में नहीं मिली दिल्ली को जगह

देश में रहने के लिहाज से सबसे बेहतर शहरों की सूची में बंगलुरु शीर्ष पर है। बंगलुरु के बाद सूची में चेन्नई, शिमला, भुवनेश्वर और मुंबई का नाम है। सेंटर फॉर साइंस एंड एनवायरनमेंट (सीएसई) की ओर से जारी की गई इस नई रिपोर्ट में देश की राष्ट्रीय राजधानी दिल्ली शीर्ष पांच शहरों में भी जगह नहीं बना पाई। सेंटर फॉर साइंस एंड एनवायरनमेंट की ओर से जारी की गई स्टेट ऑफ इंडियाज एनवायरनमेंट इन फिगर्स-2021 की रिपोर्ट के मुताबिक, किसी भी राज्य की राजधानी को नंबर देने के लिए चार मापदंडों का उपयोग किया गया था। इसमें जिंदगी जीने के तरीका, कमाने की क्षमता, स्थिरता और नागरिकों की धारणा को मापदंड बनाया गया। इस रिपोर्ट में में शहरों को 100 में से सभी चार मापदंडों पर स्कोर दिया गया था। चारों मापदंडों की स्कोरिंग के बाद आईटी हब यानी बंगलुरु शीर्ष पर रहा। पहले मापदंड कमाने की क्षमता वाले शहरों की सूची में बंगलुरु को 100 में से 78.82 फीसदी स्कोर किया, जबकि दिल्ली, मुंबई, चेन्नई और हैदराबाद केवल मध्यम आय के अवसर प्रदान करने में सक्षम नजर आए। वहीं अगर गुणवत्तापूर्ण जीवन जीने के तरीके की बात की जाए, तो चेन्नई ने 68.84 फीसदी के साथ सबसे ऊपर, जबकि बंगलुरु 55.67 फीसदी, शिमला ने 53.04 फीसदी और भुवनेश्वर ने 51.79 फीसदी अंक प्राप्त किए।

India ranks 117th on 17 SDGs of UN’s 2030 Agenda: Report

The State of India’s Environment Report 2021 on June 6, 2021, released by the Centre for Science and Environment (CSE) revealed that India’s rank slipped two places from last year to rank 117th on the 17 Sustainable Development Goals (SDGs) adopted as a part of the 2030 agenda by 193 United Nations Member States in 2015. Last year, India ranked 115th and slipped by two places this year owing to major SDGs that remain unfulfilled in the country such as SDG 2: Ending hunger and achieving food security, SDG 5: Achieving gender equality, and SDG 9: Building resilient infrastructure, promoting inclusive and sustainable industrialization, and fostering innovation. The report further stated that India’s overall SDG score is 61.9 out of 100, and it ranks below four South Asian countries, Bangladesh, Bhutan, Nepal, and Sri Lanka. The report also mentioned that Bihar and Jharkhand are the least prepared states in the country to be able to meet the SDGs by 2030, the target year. Bihar lags in seven of the SDGs while Jharkhand lags in five. Chandigarh, Himachal Pradesh, and Kerala are the states/UTs with the best overall score which are on track to achieving the SDGs. Environmental Performance Index (EPI): India As per the Environmental Performance Index (EPI) 2020 report by Yale University, India ranked 168 out of 180 countries. The EPI is calculated on indicators such as biodiversity, sanitation and drinking water, air pollution, climate, environmental health, ecosystem services, etc. India ranked 172 in the environmental health category of the EPI, which indicates how well the country is guarding its population against environmental health risks. India’s rank was 148 while Pakistan’s rank was 127 in the biodiversity and habitat category, the indicator to assess actions taken by countries towards protecting biodiversity and retaining natural ecosystems. The 2030 Agenda for Sustainable Development The United Nations Member States in 2015 adopted the 2030 Agenda for Sustainable Development that provides a blueprint for prosperity and peace for plants and people, in the present and the future. The 2030 Agenda comprises 17 Sustainable Development Goals (SDGs) and 169 targets. कहां है दिल्ली को लंदन बनाने वाले केजरीवाल ? Ease of Living Index में देश के टॉप पांच राजधानियों में भी शामिल नहीं है दिल्ली

दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने दावा किया था कि वह दिल्ली को तोक्यो, लंदन और पैरिस की तरह बनाएंगे। लेकिन सेंटर फॉर साइंस एंड एनवायरनमेंट द्वारा जारी एक नई रिपोर्ट ने केजरीवाल के दावे की पोल खोलकर रख दी है। रिपोर्ट में सबसे अधिक रहने लायक राज्यों की राजधानियों की सूची दी गई है, जिसमें दिल्ली पहले पांच में भी शामिल नहीं है। Ease of Living Index 2020 के मुताबिक सूची में बेंगलुरु, चेन्नई, शिमला, भुवनेश्वर और मुंबई के बाद छठे स्थान पर दिल्ली है। लेकिन सर्वे में जिन लोगों से बात की गई, उन्होंने दिल्ली को सबसे खराब राजधानी के रूप में स्थान दिया। यह सूची इस बात की पुष्टि करती है कि केजरीवाल सरकार लोगों को सबसे बुनियादी जरूरतों में शामिल ऑक्सीजन, पानी, राशन और आवास देने में भी नाकाम रही है। आज भी लोग पीने के पानी के लिए जल बोर्ड के वाटर टैंकर आने का इंतजार करते हैं। दिल्ली की सड़कों को यूरोपीय शहरों की तरह बनाने के लिए सिर्फ घोषणाएं हो रही है। अभी तक सड़क निर्माण का कार्य शुरू नहीं हो पाया है। बारिश शुरू होते ही सड़कों पर जल जमाव से लोगों को परेशानियों का सामना करना पड़ता है। प्रदूषण से दिल्लीवासियों को जीना मुहाल है। लोगों को सांस लेना भी मुश्किल हो जाता है। ऐसे में दिल्ली के लोग केजरीवाल के दिखाए सपनों में जीने को मजबूर है।

BHUBANESWAR: Smart City Bhubaneswar has been ranked fourth among the top 10 liveable Capital cities in the country. Bengaluru tops the list followed by Chennai, Shimla and Bhubaneswar in the Ease of Living Index Report-2020 released by New Delhi-based Centre for Science and Environment (CSE) recently. As per the report, the Smart City has scored 59.85 in the index. Bengaluru, Chennai and Shimla have been placed above Bhubaneswar with a score of 66.7, 62.61 and 60.9 respectively. Bhubaneswar, however, has put cities like Mumbai (58.23) and Delhi (57.56) behind in the ranking. Four parameters such as quality of life, economic ability, sustainability and citizens’ perceptions were used to determine the score in the index. The cities were given scores on all four parameters out of 100. The index, however, did not rank four Capital cities - Dispur, Daman, Amaravati and Kolkata - in the survey. Officials of Bhubaneswar Smart City Limited (BSCL) said the State Capital has been ranked one in the citizens’ perception category with the highest score of 94.8. BSCL in collaboration with BMC and BDA had carried out an extensive campaign in February 2020 to increase public participation in the survey. The index promotes healthy competition through rankings and incentivizes them to improve further and even emulate the best practices from their peer cities. “Our efforts will continue to provide better living standards to all our citizens and improve city’s performance in the index further to project Bhubaneswar as the best Capital city both at the national and global level,’’ said BMC Commissioner and BSCL CEO Sanjay Kumar Singh. The index scores will help the authorities assess its level of development and identify existing gaps that obstruct city’s growth, they said.

BHUBANESWAR: The state capital has emerged as the fourth ranked city among the top 10 liveable capital cities in India in the Ease of Living Index Report 2020, released by the New Delhi-based Centre for Science and Environment (CSE) on Saturday. According to the report, Bengaluru is the most liveable capital city in India followed by Chennai and Shimla. While Bhubaneswar scored 59.85 points in Ease of Living Index, Bengaluru, Chennai and Shimla got 66.7, 62.61 and 60.90, respectively. Mumbai fetched 58.23 points with Delhi getting 57.56. Four parameters - quality of life, economic ability, sustainability and perception of citizens - were used to determine the score on the Ease of Living Index. While the Odisha capital scored the highest - 94.8 points - in citizen perception survey, it did not do so well in ability parameter, managing just 11.57 ranking points out of 100. While Bengaluru topped the economic ability parameter with 78.82 points, Jaipur emerged as the worst capital with 10.49. Out of 10 capital cities, Bhubaneswar was ninth in this parameter. Bhubaneswar received 51.79 points in quality of life index and 57.77 in sustainability. Other cities have fared well in these two parameters. Bhubaneswar Smart City Limited in collaboration with BMC and BDA had carried out a massive drive in February last year by organizing campaigns in order to motivate public to boost the citizen perception survey across the city.

Bengaluru ranks as most liveable city in India

Bengaluru, Chennai, Shimla, Bhubaneswar and Mumbai are the top five most livable cities in India, according to a study prepared by the Centre for Science and Environment.</p><p>According to the Ease of Living Index, which is a part of the State of India's Environment 2021, Delhi is ranked 6th in the index. </p><p>For the quality of governance rankings of the cities, five parameters were used: services, finance, technology, urban planning and overall governance. Delhi ranked high on services, finance and governance, but received very low scores between 30 and 40 in both the urban planning and the technology categories. </p> <p>Bengaluru was ranked as the best city overall, followed by Chennai. The CSE report states, "Only one state capital (Bengaluru) demonstrates a decent economic ability, scoring 78.8 out of 100, four other state capitals (Chennai, Mumbai, Delhi and Hyderabad) provide middling economic opportunities.</p><p>"The Ease of Living Index 2020 included citizen's feedback for the first time. It is interesting that despite faring poorly on almost all development parameters, the capitals obtained high scores in the citizens' feedback section. We need to understand why urban citizens think so highly of their clearly poorly performing cities," Richard Mahapatra, Managing Editor of Down To Earth said. This is the second edition of the index, originally launched in 2018. The current index has seen a significant change from that of last year, the most noticeable being the inclusion of citizens' feedback to establish the liveability of Indian cities.<br></p>

Bhopal on the second position in quality of life index

BHOPAL: In terms of state capital-wise quality of life index, Bhopal has attained the second position, according to a survey of CSE (Centre for Science and Environment) India. The city has obtained 57.92% marks out of 100. In terms of ease of living index Bhopal has obtained seventh position among all other state capitals in the country. It has got 56.26% marks out of 100. As far as economic ability goes, Bhopal is far behind other state capitals. It has received only 14.01% marks out of 100. It has got the seventh position in that too, though. In terms of sustainability, Bhopal is in tenth position. It has obtained 51.68% marks out of 100. CSE India survey has found Bangalore ahead of all other cities in all respects. After Bangalore, comes the number of Chennai in various aspects of quality of life index. Shimla got the third position in ease of living index. Urban Administration Minister, Bhupendra Singh, expressed happiness over Bhopalís getting seventh position in quality of life index and in ease of living index. He said that it was because of Chief Minister Shivraj Singh Chouhanís leadership that Bhopal's name has been mentioned among the top ten state capitals in the country.

Capital Cities’s Survey: Amaravati Not Considered

Centre for Science and Environment (CSE) has come out with a list of the most livable cities in India (as per the Ease of Living Index, 2020). Only three capital cities of India – Bengaluru, Chennai, and Delhi, are the three capitals that found a place in the Top 10.</p> Hyderabad </a>is missing in the Top 10 list which is based on the Ease of Living Index, Quality of Life, Economic ability, Sustainability, and Citizen perception survey. While Hyderabad is not ranked in the Top 10, Amaravati – the capital of Andhra Pradesh is not even considered for the ranking.</p>

It measures the ease of living across three pillars: Quality of Life, Economic Ability, and Sustainability. The index is further strengthened by a fourth pillar, the Citizen Perception Survey, which aims to obtain and incorporate views of the citizens regarding the services provided by their city administration. The pillar-wise scores help cities assess their level of development and identify existing gaps that obstruct their growth. The Ease of Living Index promotes healthy competition through rankings and incentivizes them to improve further and even emulate the best practices from their peer cities. “We will be doing much more with the participation of the citizens to provide better living standards for all our citizens and also to project city’s performances at all the fronts to make its stand more national and global in future days,” said BMC Commissioner Sri Sanjay Kumar Singh. MASSIVE CAMPAIGN It can be noted here that the Bhubaneswar Smart City Limited in collaboration with BMC and BDA during February 2020 has carried out a massive drive by organizing campaigns through educational institutions, kiosks at the ongoing Park Utsav venues, talk shows organized at city-based FM radio stations, Social Media campaigns, SMS campaigns, volunteers carrying placards in order to motivate public in public places, slum dwellers’ involvement through Peer Leaders (Pragati Sathis) and hoardings at strategic locations to boost the Ease of Living Citizens Perception Survey across the city. The citizens also participated in great numbers. It can be mentioned here that through a similar multi-prong strategy thousand took part in various Citizen-centric responses during the Smart City Challenge during 2015-’16 and the Smart City Proposal of Bhubaneswar became the Number One in the nation with its child-friendly outlook. It has been noted that citizens of the Temple City are always participating in the national surveys with renewed enthusiasm and it has also resulted in the proactive participation of the officials and administrators in the city development work with an inclusive approach to benefit all groups, economic sections, socio-social strata in disseminating the benefits of urban governance.

Raipur is country’s top 10 livable capital city

Raipur has been ranked among the top 10 livable capitals of the country as per a report released by the Center for Science and Environment. According to the Ease of Living Index 2020, Raipur, the capital of Chhattisgarh, is included in the 8th best capital city. Raipur is also included in the top cities for quality governance. The report states that in quality governance, Raipur ranks second among the capitals of the country. Bhopal and Delhi have got the first and fourth rank respectively. The findings are part of CSE’s latest report, State of India’s Environment 2021. The state government, under the leadership of Chhattisgarh Chief Minister Bhupesh Baghel, is focusing on improving the governance system in Raipur as well as emphasis is being laid on better implementation of schemes in time bound manner. Along with this, transparency and convenience have been increased through e-governance. To determine the score on the Ease of Living Index, four parameters were used: quality of life, economic potential, sustainability and citizens' perception. In the report the capitals of the states are giving a good indication of the development of that state. A new report released by the Center for Science and Environment has also established exactly which state capitals in the country are among the most livable cities in India. Most livable capital cities’ survey: Bangalore tops, Delhi the worst

An analysis of data by Centre for Science and Environment reveals that only three state capitals in the country feature in the top 10 list of most livable cities in the country Capital cities in India’s states are usually believed to be the most developed – people prefer living there. But a new report from the Centre for Science and Environment (CSE) has analyzed data to find that only three state capitals in the country feature in the top 10 list of most livable cities in India (as per the Ease of Living Index, 2020). Bengaluru was ranked as the best city overall, followed by Chennai. “Only one state capital (Bengaluru) demonstrates a decent economic ability, scoring 78.82 out of 100. Four other state capitals (Chennai, Mumbai, Delhi and Hyderabad) provide middling economic opportunities. The rest have all scored less than 30 out of 100.” Delhi ranks sixth on the list, behind Bengaluru, Chennai, Shimla, Bhubaneswar and Mumbai. Delhi, in fact, ranked as the worst capital in the perception of citizens surveyed. The findings are part of CSE’s latest report, State of India’s Environment 2021. It also ranked Delhi as the fourth best city in terms of governance behind Bhopal, Raipur and Mumbai. The ‘Ease of Living Index’ includes four factors: Quality of life, Economic ability, Sustainability and Citizen perception survey. In the ‘Quality of life’ category, which is given a weightage of 35 per cent, Panaji is ranked first and Srinagar the worst capital city. This category covers education, health, housing, solid waste management, safety and security, mobility and recreation. In the ‘Economic Ability’ category, with a weightage of 15 per cent, Bengaluru has emerged as the best capital city while Kohima is the worst. This category covers level of economic development and economic opportunities. On the ‘Sustainability’ front (weightage 20 per cent), Shimla is the best capital and Imphal is the worst. This includes elements such as environment, green spaces and buildings, energy consumption and city resilience. In the ‘Citizen perception survey’ (weightage 30 per cent), the best capital is Bhubaneswar and the worst is Delhi. This survey is used to assess the role of administrators. As Indian cities have expanded rapidly, essential municipal services and economic and other opportunities have failed to keep up, finds the CSE analysis. Symptomatic of this malaise, the report says, is the abysmal percentage of sewage treatment in Indian cities – a mere 28 per cent sewage is being treated overall. The states and Union territories (UTs) of Andaman and Nicobar Islands, Arunachal Pradesh, Assam, Bihar, Chhattisgarh, Lakshadweep, Manipur, Meghalaya, Mizoram and Nagaland do not treat sewage in their cities at all. Another 13 states and UTs treat less than 20 per cent of their sewage. Seven more treat 20-50 per cent. Only five states and UTs treat more than 50 per cent of their sewage. CSE director Sunita Narain, while releasing the e-book, said: “There is drama in numbers, especially when these numbers give you a trend — are things getting better or worse? It is even more powerful when you can use the trend to understand the crisis, the challenge and the opportunity. The numbers in the case of Indian cities clearly suggest that the direction of development in them is unsustainable.” Narain said accurate data availability can be of great help especially in the time of COVID pandemic. “Just consider how we have suffered in this past year because we do not have sufficient or accurate data on tests, or the number of deaths, or serological surveys, or genomic sequencing of the variants. In each case, data would have been (and is) critical for policy-making,” she said.
