दिल्ली-एनसीआर की हवा स्वच्छ करने के मामले में लॉकडाउन पिछले साल जैसा प्रभावी नहीं: सीएसई

नयी दिल्ली: दिल्ली-एनसीआर में इस साल लॉकडाउन की वजह से वायु गुणवत्ता में सुधार तो देखने को मिला लेकिन यह पिछले साल जैसा प्रभावी नहीं रहा क्योंकि 2021 में लगा लॉकडाउन पिछले साल की तुलना में छोटा और कम कड़ाई वाला था। सेंटर फॉर साइंस ऐंड एन्वायरमेंन्ट (सीएसई) के एक अध्ययन में यह बात सामने आई है। अध्ययन में बताया गया कि मौसम संबंधी स्थिति इस अंतर के लिए आंशिक तौर पर जिम्मेदार हो सकती है लेकिन यह आंकड़ा इस बात को प्रतिबिंबित करता है कि प्रदूषण नियंत्रण संबंधी कदम इस शहर और क्षेत्र में कड़ाई से नहीं उठाए गए हैं। इस अध्ययन के अनुसार 2021 में यातायात आवाजाही भी पहले की तुलना में ज्यादा है। इस साल छह अप्रैल से दिल्ली में प्रतिबंध रात्रिकालीन कर्फ्यू और सप्ताहांत में लॉकडाउन से शुरू हुई और 19 अप्रैल से पूर्ण लॉकडाउन लागू किया गया। अध्ययन के मुताबिक आंशिक लॉकडाउन से पीएम 2.5 प्रदूषक तत्व के स्तर में 20 फीसदी तक की कमी आई जबकि पूर्ण लॉकडाउन से इसके स्तर में 12 फ़ीसदी की और गिरावट आई। सीएसई ने बताया, ‘‘ 2020 में आंशिक लॉकडाउन 12 मार्च से शुरू हो गया था और 25 मार्च से कड़े लॉकडाउन लागू थे, जिसे 18 मई से चरणबद्ध तरीके से हटाया गया। पिछले साल आंशिक लॉकडाउन के दौरान पीएम2.5 में 20 फीसदी की कमी आई जबकि कड़ाई से लागू लॉकडाउन से पीएम-2.5 का स्तर 35 फीसदी और कम हुआ।” (एजेंसी)

All IMD Air Quality Monitoring Stations In Delhi Offline: Think Tank

None of the eight air quality monitoring stations (AQMs) of the India Meteorological Department (IMD) in Delhi has relayed data to the central server in the last two months, the Centre for Science and Environment said on Friday. The IMD said the AQMs are functional but data is not being relayed to the central server due to a technical issue. “Even though Delhi’s monitoring network grew to 40 stations by the end of 2020, the number of active stations has reduced to 32 as all the IMD stations have gone offline,” the CSE said. The IMD’s station at Burari crossing has been offline since December last year, while the Ayanagar, CRRI Mathura Road, IGI Airport, Lodhi Road, North Campus DU, and the PUSA stations went offline on March 10, it said. In fact, the IMD’s two other stations — Gwal Pahari, Gurgaon, and Noida Sector 62 — have also gone offline, the CSE said. An IMD official said the Central Pollution Control Board has been informed about the issue, and it is likely to be resolved next week. The problem could not be fixed earlier due to the COVID-19 pandemic, he said. Of the 40 AQMs in Delhi, 24 belong to the Delhi Pollution Control Committee, six are of the CPCB and two of the Indian Institute of Tropical Meteorology, Pune.

Lockdown pollution higher in 2021 than last year: Study

The think tank said that the imposition of a partial lockdown (from April 6 to April 19) lowered PM2.5 levels by 20% in Delhi, while the complete lockdown (from April 20 onwards) brought the average pollution levels further down by 12%. The lockdown imposed this year on account of the second wave of Covid-19 was not as effective in bringing down the pollution levels in the national capital as it was last year, showed an air quality analysis conducted by the Delhi-based think tank Centre for Science and Environment (CSE). “Lockdowns were effective in bringing down PM2.5 levels this year as well. But given the shorter duration and lesser stringent lockdown this year, the levels are not as low as summer 2020,” read the analysis by CSE. The think tank said that the imposition of a partial lockdown (from April 6 to April 19) lowered PM2.5 levels by 20% in Delhi, while the complete lockdown (from April 20 onwards) brought the average pollution levels further down by 12%. “Meteorology would be partly responsible for this elevated level but this could also be a reflection of weakening of pollution control measures and efforts in the city and region during the pandemic phase. Traffic intensity was also comparatively higher,” the analysis added.

According to a new report by the Centre for Science and Environment, over two lakh kilograms of biomedical waste was generated each day last month by hospitals alone in India. This include cultures, stocks of infectious agents, associated biologicals, human blood and blood products, contaminated sharps, amputated body parts and isolation waste. According to the findings, Kerala, Gujarat, Maharashtra, Delhi and Karnataka contributed 50 per cent of COVID-19 biomedical waste generated in May. One of the biggest, yet unattended consequences of the COVID-19 pandemic has been the rapid increase in the amount of biomedical waste being generated. From face masks that we throw away to the PPE kits used by healthcare workers and samples collected for testing, there has been a huge increase in the amount of biomedical waste in the country. According to a new report by the Centre for Science and Environment, over two lakh kilograms of biomedical waste was generated each day last month by hospitals alone in India. This include cultures, stocks of infectious agents, associated biologicals, human blood and blood products, contaminated sharps, amputated body parts and isolation waste. Although it is a small proportion of the total waste generated (around 1 per cent), it needs special handling due to its highly toxic contents that can pose a severe threat to human health. The State of India's Environment 2021' said 2,03,000 kg of COVID-19 biomedical waste was produced daily in May this year and it was roughly 33 per cent of India's non-COVID biomedical waste. It said the COVID-19 biomedical waste generated per day in May was 46 per cent more than in April when 1.39 lakh kg of such waste was produced daily.

Study points to pileup of biomedical waste

Over two lakh kilograms of biomedical waste was generated each day last month by hospitals in India dealing with COVID-19 patients, a new report revealed. The report titled, “State of India's Environment 2021,” released by the Centre for Science and Environment, said 2,03,000 kg of COVID-19 biomedical waste was produced daily in May this year and it was roughly 33% of India's non-COVID biomedical waste. It said the COVID-19 biomedical waste generated per day in May was 46% more than in April when 1.39 lakh kg of such waste was produced daily. In March, the daily figure was 75,000 kg, according to the report. April and May witnessed a deadly second wave of coronavirus cases that swept through the country stretching the healthcare infrastructure to its limits.

कोरोना महामारी का दूसरी लहर भारत में कमजोर होने को है, जल्दी ही इस पर काबू लिए जाने की सरकारी घोषणा व दावों से अखबारें और मीडिया अटी पड़ी दिखेगी और हम में से अधिकांश लोग खुशफहमी का शिकार हो जाएगें की हमारी सरकारें भविष्य की आने वाली महामारी व प्राकृतिक आपदाओं से निपटने के लिए तैयार बैठी है। अगर ऐसे ख्याल आ रहें हों तो सजग हो जाईए क्योंकि पर्यावरण दिवस से एक दिन पहले सेंटर फॉर साईंस एंड एनवायरनमेंट एवं डाउन टू अर्थ पत्रिका द्वारा संयुक्त रूप भारत के पर्यावरण संबंधी रिपोर्ट 2021 को जारी किया गया है। आंकड़ों पर आधारित इस सांख्यिकी रिपोर्ट में कुछ ऐसे खुलासे किए गए हैं जो हमें हमारी सरकारों और नीतियों के प्रति और गंभीर होने के लिए ईशारें करती हैं। सीएसई एवं डाउन टू अर्थ पत्रिका द्वारा संयुक्त रूप से जारी की गई आंकड़ों के विश्लेषण पर आधारित रिपोर्ट में कहा गया है कि कोरोना की दूसरी लहर में भारत का ग्रामीण क्षेत्र, शहरी केंद्र (क्षेत्र) के तुलना में अत्याधिक रूप से प्रभावित रहा। मई महीना में कोविड संक्रमण के, विश्व के करीब आधे से अधिक केस मात्र छह दिनों में भारत में देखने को मिला। क्योंकि संक्रमण के मामले ग्रामीण क्षेत्रों में अप्रत्याशित रूप से बड़ी ही तेजी से बढ़ा। रिपोर्ट बताती है कि- ग्रामीण भारत में सामुदायिक स्वास्थ्य केंद्रों को 76 प्रतिशत अधिक डॉक्टरों, 56 प्रतिशत अधिक रेडियोग्राफरों और 35 प्रतिशत अधिक लैब तकनीशियनों की आवश्यकता है। इस रिपोर्ट में वायु प्रदूषण और जलवायु परिवर्तन से लेकर जैव विविधता, कोविड, कृषि और भूमि से लेकर पानी व कचरे तक कई महत्वपूर्ण विषयों को शामिल किया गया है। पर्यावरण और विकास के आंकड़ों पर आधारित वार्षिक सांख्यिक संग्रह वाले इस रिपोर्ट के संदर्भ में केंद्र की महानिदेशक सुनीता नारायण बताती है कि- "यह संख्याओं का नाटक जैसा ही है, खासकर जब ये नंबर आपको एक ट्रेंड देती है और बताती है कि चीजें बेहतर या बदतर हो रही है। यह और भी शक्तिशाली हो जाती है जब आप संकट, चुनौती और अवसर को समझने के लिए इन संख्याओं के ट्रेंड का उपयोग करते हैं।" महामारी के संकेतक संख्या के माध्यम से महामारी के बारे में तैयार किए गए इस विश्लेषणात्मक रिपोर्ट में कई दिलचस्प तथ्यों को एक श्रृंखला के रूप में सामने लाने में मदद की है। डाउन टू अर्थ के प्रबंध संपादक रिचर्ड महापात्रा कहते हैं: “एक महत्वपूर्ण जानकारी जो सामने आ रही है, वह यह है कि दूसरी लहर में, भारत विश्व स्तर पर सबसे बुरी तरह प्रभावित हुआ है और ग्रामीण भारत की स्थिति हमारे शहरी क्षेत्रों की तुलना में काफी दयनीय थी। इस साल मई में, छह दिनों में दैनिक रूप से जो विश्व में संक्रमण के मामलों आये उसमें आधे से अधिक में अकेले भारत का योगदान था। संक्रमण अपने चरम पर दिखा क्योंकि ग्रामीण जिलों में संक्रमण के मामलों में काफी वृद्धि देखी गई। ” ( इस वृद्धि को समझने के लिए हमारे डेटा कार्ड में चित्र के रूप में दर्शाया गया है- इसके लिए प्रेस विज्ञप्ति के अंत में URL दिया गया है। ) महापात्रा आगे कहते हैं: "जलवायु संबंधी जोखिमों के साथ, संक्रामक रोग 2006 के बाद पहली बार प्रमुख वैश्विक आर्थिक खतरों की सूची में शामिल किए गये हैं।" बायोमेडिकल कचरा (वेस्ट) के भार की ओर इशारा करते हुए यह उल्लेख किया गया है कि देश इस वक्त महामारी से जूझ रहा है। रिपोर्ट में यह भी कहा गया है कि अप्रैल और मई 2021 के बीच कोविड-19 बायोमेडिकल कचरे के उत्सर्जन में 46 प्रतिशत की वृद्धि हुई है। वहीं दूसरी ओर इसके ट्रीटमेंट (प्रबंधन) में गिरावट आई है: 2019 में, भारत अपने 88 प्रतिशत बायोमेडिकल कचरे का ट्रीटमेंट करने में कामयाब रहा - हालांकि 2017 देश लगभग 93 प्रतिशत तक कचरे का ट्रीटमेंट स्वंय करता था। (डेटा कार्ड देखें) देश में कुल आबादी का 3.12 प्रतिशत लोगों का पूरी तरह से टीकाकरण हो चुका है, टीकाकरण का वैश्विक औसत 5.48 प्रतिशत है। उस लिहाज से टीकाकरण में अभी भी कमी है। (डेटा कार्ड देखें) महामारी के आर्थिक प्रभाव बहुत गंभीर रहे हैं - और रहेंगे।रिपोर्ट के प्रमुख लेखकों में से एक रजित सेनगुप्ता कहते हैं: "महामारी कमजोर ग्रामीण जिलों में फैल गई"इसका मतलब है कि देश को ठीक होने में अधिक समय लगेगा। इससे अगले साल सकल घरेलू उत्पाद की वृद्धि दर धीमी होने की आशंका है।" जबकि मई 2021 में शहरी बेरोजगारी दर लगभग 15 प्रतिशत तक पहुंच गई, महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी अधिनियम का कार्यान्वयन में ढ़िलाई एवं भुगतान में काफी देरी देखी गई है। जम्मू और कश्मीर, बिहार, पश्चिम बंगाल और उत्तर प्रदेश के राज्यों और केंद्र शासित प्रदेशों में भुगतान में अधिकतम विलंब दर्ज किया गया है। (डेटा कार्ड देखें) जलवायु परिवर्तन: एक ऐसा खतरा जिसे नज़रअंदाज़ नहीं किया जा सकता सीएसई रिपोर्ट जलवायु परिवर्तन पर विशेष जोर देती है। नारायण कहती हैं: “जब हम एक ऐसे खतरनाक महामारी से जूझ रहे हैं, जो लोगों को दुर्बल बना देती है ऐसे में हम एक और स्पष्ट और वर्तमान की खतरे से मुंह नहीं मोड़ सकते हैं जो हमारे अस्तित्व को खतरे में डाल रहा है। वह खतरा है जलवायु परिवर्तन।हमारी रिपोर्ट का डेटा खतरे की भयावहता को स्पष्ट रूप से दर्शाता है।" रिपोर्ट बताती है कि २००६ और २०२० के बीच की अवधि में १५ वर्षों में भारत में १२सबसे गर्म वर्ष दर्ज किए गए। यह रिकॉर्ड के रूप में सबसे गर्म दशक था। देश भर में मौसम अपने चरम पर रही और इससे जुड़ी हुई घटनाओं ने अपना कहर जारी रखा। इन आपदाओं के कारण आंतरिक विस्थापन के मामले और नुकसान के लिहाज से भारत का दुनिया में चौथा स्थान रहा। (डेटा कार्ड देखें) नारायण कहती हैं : “ प्रवासियों से संबंधित बहुत ही कम आंकड़ें है – इसलिए जब भी लॉकडाउन लगाया जाता है तब शहरों से पलायन को लेकर जो स्थिति बनती है उसके संदर्भ में सरकार की तैयारी अपूर्ण रहती है। यह भी तथ्य है कि लोग अपने घरों से छोड़ कर – प्रवास को इसलिए जाते हैं क्योंकि उनके समक्ष जलवायु परिवर्तन और प्राकृतिक आपदाओं के कारण उनके समक्ष घोर आर्थिक और पारिस्थितिक संकट उत्पन्न हो जाती है और उन्हे अपना घर छोड़ना पड़ता है।” वह आगे कहती हैं: "यह रिपोर्ट हमें बताती है कि 2020 में, दुनिया में 76 प्रतिशत आंतरिक विस्थापन जलवायु आपदाओं के कारण ही हुए । 2008 और 2020 के बीच, बाढ़, भूकंप, चक्रवात और सूखे के कारण प्रति वर्ष लगभग 3.73 मिलियन लोग विस्थापित हुए । 2020 में जो महत्वपूर्ण मौसम संबंधी घटनाएं घटी उसका सचित्रण इस नक्शा में किया गया है और दूसरे अर्थों में कहे तो यह देश की नई घटनाओं का मानचित्र (कार्टोग्राफी) है। फिर इन सारे तथ्यों को जोड़ कर देखें तो फिर आपको पता चलेगा कैसे सरकारों ने इन तथाकथित प्राकृतिक आपदाओं से हुए नुकसान की भरपाई हेतु भारी मात्रा में खर्च की है और आपको समझ में आएगा कि कैसे इस तरह की हर घटना के साथ विकास के लाभांश को कैसे बर्बाद किया जा रहा है। ” ग्लेशियरों के पिघलने से खतरा और बढ़ गया है। सीएसई पर्यावरण संसाधनों के कार्यक्रम निदेशक और रिपोर्ट के प्रमुख लेखक किरण पांडे के कहते हैं: "39 ग्लेशियर हैं जिनके अपने क्षेत्र में गतिविधियों में उल्लेखनीय वृद्धि देखी गई है और ये सर्वाधिक आपदाग्रस्त क्षेत्रों में चिन्हांकित हैं हैं।" (डेटा कार्ड देखें) रिपोर्ट में कहा गया है कि देश इसके संदर्भ में उपर्युक्त कार्यवाही करने में पिछड़ती दिख रही है। अक्षय ऊर्जा का ही मामला लें: भारत का महत्वाकांक्षी अक्षय लक्ष्य, जो हरित होने की दिशा में एक सराहनीय कदम था, उसमें वो फिसल गया है जैसा दिखता है। भारत इस संदर्भ में अपने लक्ष्य के केवल 55 प्रतिशत ही पूर्ति कर पाया है, इस लिहाज से देखें तो भारत 2022 तक 175 GW नवीकरणीय क्षमता वाले संयत्र स्थापित कर लेगा ऐसा लगता ही नहीं है क्योंकि ये उसके करीब तक भी नहीं पहुंच पाया है। देश में 2021-22 तक कम से कम 50 सोलर पार्क स्थापित करने का भी लक्ष्य है। अब तक, उनमें से एक को भी चालू नहीं हो पाया है। (डेटा कार्ड देखें) नारायण कहती हैं: " हम ऐसे समय और युग में है जहां हमारे पास आमतौर पर उपलब्ध डेटा की गुणवत्ता या तो खराब होती है -इसमें या तो आंकड़े अधिकतर गायब है, सार्वजनिक रूप से अनुपलब्ध है या तो उसकी गुणवत्ता संदिग्ध है – ऐसी परिस्थिति में इस तरह के अगर प्रमाणिक एवं गुणवत्ता युक्त संग्रह अगर मिल जाए तो वह बेहद मददगार हो सकता है, खासकर पत्रकारों के लिए। डेटा की गुणवत्ता में सुधार तभी हो सकता है जब हम इसे नीति के लिए उपयोग करते हैं। चल रही महामारी का ही मामला लें। ज़रा सोचिए कि हमने इस पिछले एक साल में कितना नुकसान उठाया है क्योंकि हमारे पास परीक्षणों, या मौतों की संख्या, या सीरोलॉजिकल सर्वेक्षण, या वेरिएंट की जीनोमिक अनुक्रमण पर पर्याप्त या सटीक डेटा नहीं था। नीति निर्माण के लिए डेटा का होना महत्वपूर्ण होता है। वह आगे कहती हैं: "डेटा संग्रह महत्वपूर्ण है - यह शासन करने की कला का हिस्सा है - लेकिन पूरे डेटा सेट को साझा किया जाना चाहिए उस पर काम किया जाना चाहिए ऐसा करना उतना ही महत्वपूर्ण भी है ताकि इसकी सकारात्मक आलोचना हो। ऐसा करने से इसका उपयोग बढ़ेगा और उत्तरोतर सुधार किया जा सकेगा।"

"While the abysmal state of preparedness in urban India has been in the limelight, a more distressing scenario is emerging from the rural hinterland," says a new statistical report released by the Centre for Science and Environment (CSE). New Delhi-based CSE is a not-for-profit public interest research and advocacy organisation. Dismal condition of primary healthcare The report -- State of India's Environment in Figures 2021 -- says community health centres in rural India need 76 per cent more doctors, 56 per cent more radiographers and 35 per cent more lab technicians, underscoring the serious shortage of healthcare professionals in primary healthcare setups. "One of the key pieces of information that is emerging is that, in the second wave, India has been the worst hit globally and rural India has been hit more badly than our urban areas," said Richard Mahapatra. Mahapatra, in addition to being the author of the report, is also the managing editor of the fortnightly magazine Down To Earth. "In May this year, India alone accounted for more than half of the daily global cases on six days. The peak was due to a surge in cases in rural districts," Richard Mahapatra said. This means that in a village of a thousand people, there would be one death every two months, he adds. "We know that in the month of April-May, if there was more than one death [in such villages], it was a case of excess mortality. There have been many villages which we know where there have been three or four deaths. That is an indicator of excess mortality that Covid has caused more deaths than officially reported," says Dr Lahariya.

It said the states/UTs with the best overall score which are on the path to achieving the SDGs are Kerala, Himachal Pradesh and Chandigarh. According to the EPI 2020 report by Yale University, India ranked 148, 21 positions behind Pakistan which was at 127th position in the category of biodiversity and habitat which assesses countries' actions toward retaining natural ecosystems and protecting the full range of biodiversity within their borders.
