How Air Pollution Triggers Slow Death

Delhi air pollution and winter fog: दिल्ली-एनसीआर में प्रदूषण का स्तर अभी भी बहुत खराब श्रेणी में है जबकि दिसंबर चढ़ने के साथ ही सर्दी का सितम भी बढ़ने लगा है. ऐसे में जल्द ही सर्दी वाला कोहरा और प्रदूषण के धुएं की डबल मार देखने को मिल सकती है. सांसों पर संकट मंडरा सकता है और दम घोंटू हवा का कहर परेशान कर सकता है. विशेषज्ञों की मानें तो जितनी सर्दी बढ़ेगी प्रदूषण की चादर उतनी ही नीचे जमी रहेगी लोगों का जीना मुहाल करेगी. सेंटर फॉर साइंस एंड एनवायरनमेंट के वायु प्रदूषण विशेषज्ञ विवेक चट्टोपाध्याय ने News18hindi से बातचीत में बताया कि सरकारी पूर्वानुमान के अनुसार, दिल्ली की हवा की गुणवत्ता 11 दिसंबर तक बहुत खराब (Very Poor) श्रेणी में ही बनी रहेगी और उसके बाद आने वाले छह दिनों में यह गंभीर (Severe) स्तर तक भी बिगड़ सकती है. वायुमंडल की मिक्सिंग डेप्थ (जो प्रदूषकों को पतला करके फैलाने की क्षमता दर्शाती है) सिर्फ 900 मीटर से बढ़कर 1100 मीटर तक ही सुधरेगी, यानी बहुत मामूली सुधार होगा. इसलिए हमें प्रदूषण के सभी स्रोतों को जितना हो सके उतना नियंत्रित करना होगा. खासकर जहां भी कोई जलने (combustion) की प्रक्रिया हो रही हो, उसे तत्काल रोकना होगा. नहीं तो हालात और बिगड़ेंगे.

मध्यप्रदेश प्राकृतिक आपदाओं की मार सबसे अधिक झेलने वाला राज्य बन गया है। सेंटर फॉर साइंस एंड एनवायरनमेंट (सीएसई) की नई रिपोर्ट 'क्लाइमेट इंडिया-2025 ने चौंकाने वाले आंकड़े पेश किए हैं। मध्यप्रदेश प्राकृतिक आपदाओं की मार सबसे अधिक झेलने वाला राज्य बन गया है। सेंटर फॉर साइंस एंड एनवायरनमेंट (सीएसई) की नई रिपोर्ट 'क्लाइमेट इंडिया-2025 ने चौंकाने वाले आंकड़े पेश किए हैं। देश में प्राकृतिक आपदाओं से होने वाली कुल मौतों में से सबसे ज्यादा 532 जानें सिर्फ मध्यप्रदेश में गईं। 36 राज्यों के इस आंकड़े ने प्रदेश को देश के सबसे संवेदनशील राज्य की श्रेणी में ला खड़ा किया है। दूसरे स्थान पर आंध्र प्रदेश है, जहां 484 मौतें दर्ज हुईं, जबकि झारखंड 478 मौतों के साथ तीसरे स्थान पर रहा। वहीं पुडुचेरी, लक्ष्यदीप, लद्दाख और दमन-दीव ऐसे राज्य रहे, जहां एक भी मौत प्राकृतिक आपदा से नहीं हुई। इस रिपोर्ट के मुताबिक देश भर में प्राकृतिक आपदाओं के कारण 4,064 लोगों की मौत हुई और 94.7 लाख हेक्टेयर फसल क्षेत्र प्रभावित हुआ है। बिजली का कहर, 183 लोगों की मौत: मानसून और प्री-मानसून के दौरान आसमानी बिजली ने मध्यप्रदेश में सबसे ज्यादा तबाही मचाई। इससे प्रदेश में 183 की मौत हुई। 91 दिन बिजली गिरने की घटना हुई। वहीं आंध्रप्रदेश में बिजली गिरने से 192, झारखंड में 222, उत्तरप्रदेश में 284, बिहार में 146 और छत्तीसगढ़ में 51 लोगों की मौत हुई। इस वर्ष मध्यप्रदेश में हीट वेव की अवधि 13 दिन रही। बारिश ने बरपाया कहर: 348 की जानें गई इस वर्ष प्रदेश में सामान्य से कहीं अधिक बारिश दर्ज हुई जिसने जन-जीवन को अस्त-व्यस्त कर दिया। वहीं इस भारी बारिश से 348 लोगों की मौत हो गई। इस साल मानसून में 88 दिन सामान्य से अधिक बारिश हुई। वहीं आसपास के राज्यों में यहां से ज्यादा दिन सामान्य से अधिक बारिश हुई। इसके बावजूद मरने वालों की संख्या काफी कम रही। बिहार में 39 दिन सामान्य से अधिक बारिश रही, लेकिन एक भी मौत नहीं हुई। वहीं, उत्तरप्रदेश में 62 दिन सामान्य से अधिक बारिश हुई यहां 17 लोगों की मौत हुई। ओडिशा में 76 दिन सामान्य से अधिक बारिश हुई, वहीं चार लोगों की मौत हुई। छत्तीसगढ़ में 46 दिन सामान्य से अधिक बारिश हुई। इसके बावजूद सिर्फ 45 लोगों की मृत्यु हुई। प्रकृति से छेड़छाड़ से बढ़ी आपदाएं… प्राकृतिक आपदाओं का तेजी से बढ़ना हमारे द्वारा प्रकृति से की गई छेड़छाड़ का नतीजा है। हम लगातार पेड़ों की अंधाधुंध कटाई कर रहे हैं, भूजल स्तर गिरा रहे हैं और नदियों को भी दूषित कर रहे हैं। यह सब इस बात का संकेत है कि हम अपने प्राकृतिक संसाधनों के साथ न्याय नहीं कर रहे हैं। प्रकृति और विकास के बीच संतुलन बनाए रखना जरूरी है, ताकि विकास की गति और प्राकृतिक आपदाओं के बीच एक बैलेंस बन सके। हमें इन समस्याओं को पहचान कर ठोस कदम उठाने की जरूरत है। सरकार के साथ हमें भी अपनी जिम्मेदारी समझनी होगी और संरक्षण में काम करना होगा। सुयश कुमार, पर्यावरण विशेषज्ञ देश में 4 साल में मौत और फसलों पर असर वर्ष मौत फसल पर असर 2022 2755 1.84 2023 2923 1.84 2024 3238 03.2 2025 4064 9.47

Experts said that gaps likely exist in records by satellites, with some fires going unrecorded, but the broader reduction is well-established. “While the exact figures may not be fully accurate, as some farmers may be burning fields when the satellite is not capturing data, but overall we know there is a reduction, which is down to both in-situ and ex-situ measures,” said Anumita Roychowdhury, executive director, research and advocacy at CSE.

Rooftop solar's promise hits reality: Who pays for night-time power?

Think of “roof”, and you see solar panels. Think of “solar”, and you see the energy generated during the day — powering appliances and even feeding into the grid, from which it can be brought back at night when the sun is not shining. It’s the world’s most uber solution, where each of us becomes a generator of electricity. It works because solar is modular: The panels can fit almost anywhere, unlike thermal or nuclear generators. While building utility-scale solar plants requires vast amounts of land, which is always scarce and often contested, in this model every available roof becomes a power plant. You may ask why I am expounding on the known advantages of rooftop solar. I believe the potential is enormous. Then why is progress still not at a transformative scale, despite the Union government’s programme to incentivise rooftop solar in offices and homes? It is not the lack of policy or intent. The real question is: How will this technology integrate with existing distribution systems? The challenge is not unique to India. All new technologies follow a similar path: They must find ways to displace the old to secure their place in the sun — in this case, quite literally. The fact is that solar technology, being intermittent and providing electricity only when the sun shines, requires some form of backup. Remember that night-time energy consumption is often as high as, or even higher than, daytime, when natural light is available and there is typically less need for heating or cooling. The ideal arrangement is that solar panels generate electricity during the day, part of which is consumed on site, while the excess is either “exported” to the grid or stored in batteries, which are then tapped for use during non-sun hours. Since batteries are still expensive, exporting to the grid remains the most practical option. In this setup, the distribution company (discom) or power utility serves as the backup. This is where the going gets tough. Take the case of Kerala, which runs one of India’s most successful rooftop solar projects. The state has installed rooftop systems aggregating 1.5 gigawatts (gw), reaching 2 per cent of its 10 million household customers. In August, the Kerala State Electricity Board (KSEB), which implements the programme, said its financial losses had become unsustainable. The problem was that the KSEB was buying electricity from rooftop generators during the day, when the rates were low, and selling an equivalent amount back to them at night, when the cost was high. With only 2 per cent of consumers served through this programme, the burden on electricity rates increased — this in turn raised the bills for the remaining consumers. So, the KSEB issued a draft order, which would cap net-metering capacity, put a levy on grid charges, and introduce tariffs based on time-of-day calculation. Just as soon as this order came out, the rooftop programme stalled; within a month, installations had fallen by half. In November, the Kerala State Electricity Regulatory Commission (KSERC) issued the final notification for grid-connected rooftop systems. This is an attempt to reduce the burden on the discom by mandating new connected households to install battery storage so that their night-time power purchases are reduced. Rooftop solar systems above 10 kilowatts (kw) would need to have 10 per cent battery storage and those with 15-20 kw would require 20 per cent. After 2027, even smaller 5 kw systems would require storage. The policy also introduces incentives through a gross metering mechanism, offering higher tariffs to customers who supply solar power during peak hours. Customer bills would be settled at the end of each financial year. After deductions for fixed and grid charges, any surplus or banked units would be paid at ₹3.08 per kilowatt-hour (kwh) for existing customers and at ₹2.79 per kwh for new connections — much lower than peak electricity rates. The notification has been stayed by the Kerala High Court and it will be interesting to see how this matter will be resolved. The question we are left with now is: What is the regulatory environment that will work best for rooftop solar producers (households) but also for energy distributors? Or, can there be ways to build solar futures without relying on the distribution route, particularly in countries and regions that lack a grid today? News coming out of neighbouring Pakistan suggests a different path. The country faces cripplingly high energy costs because of power shortages. It has, however, removed import duty on Chinese solar panels and lithium batteries. International energy analysts estimate that by 2024, Pakistan installed 25 gw of net-metered distributed solar, compared to 50 gw of installed grid power, and imported 1.25 gw of lithium batteries to support off-grid systems. At this pace, by 2030 Pakistan could meet 100 per cent of its daytime electricity demand and 25 per cent of its night-time demand through solar. But reports indicate this transition is adding to costs of the discom, prompting pushback and a policy review. It is not clear where this will go. This is the central energy question of our age: How will new energy systems displace, replace, or retrofit the existing fossil fuel-based grid, and what must we do differently? पराली जलाने के मामलों में हरियाणा, पंजाब में रिकॉर्ड गिरावट, फिर भी क्यों जहरीली है दिल्ली- एनसीआर की हवा?

दिल्ली एनसीआर का प्रदूषण कोई नई समस्या नहीं है, बल्कि ये हर साल की समस्या बन गई है। जैसे ही सर्दियां दस्तक देती हैं ठीक वैसे ही दिल्ली- एनसीआर में प्रदूषण उछाल देखने को मिलता है। हर साल प्रदूषण के लिए हरियाणा- पंजाब में किसानों द्वारा जलाई जाने वाली पराली के धुंए को जिम्मेदार ठहराया जाता रहा है, लेकिन वर्ष 2025 के आंकड़ों से पता चलता है कि पंजाब- हरियाणा में पराली जलाने के मामलों में 50 फीसदी से ज्यादा गिरावट दर्ज की गई है। 15 सितंबर से 30 नवंबर के बीच हरियाणा में सिर्फ़ 662 घटनाएं दर्ज की गईं, जो छह सालों में सबसे कम है। जबकि; पंजाब में 5,114 मामले रिपोर्ट हुए हैं। वहीं मध्य प्रदेश, उत्तर प्रदेश और राजस्थान में पिछले छह सालों में पराली जलाने की सबसे ज्यादा घटनाएं दर्ज की गई हैं। 2025 में राज्यों में दर्ज पराली के मामले राज्य मामले मध्य प्रदेश 1,7067 उत्तर प्रदेश 7,290 पंजाब 5,114 राजस्थान 2,890 हरियाणा 662 श्रोत: आईसीएआर इस साल पंजाब में रिकॉर्ड 50 प्रतिशत की गिरावट खास बात ये है कि, हरियाणा में 2021 में आग लगने की सबसे ज्यादा 6,969 घटनाओं से 85% कम है। राज्य में 2020 में 4,185 मामले रिपोर्ट किए गए थे, जबकि 2022 में यह संख्या 3,647, 2023 में 2,296 और 2024 में 1,389 थी। इसी तरह मध्य प्रदेश में 2024 में 15,261 और 2022 में 13,947 थे। उत्तर प्रदेश में भी इसी तरह का ट्रेंड रहा, 2023 में 3,737 केस, जो 2024 में 5,248 और 2025 में 7,290 हो गए। जबकि राजस्थान में भी 2023 में 1,769 से बढ़कर 2024 में 2,709 और अब संख्या 2,890 हो गई है। इसके उलट, पंजाब में 5,114 मामले रिपोर्ट हुए हैं, जो 2024 में 10,780 और 2023 में 36,614 से काफी कम है। पराली के मामले घटे, प्रदूषण का AQI क्यों बढ़ा? दिल्ली- एनसीआर में एयर क्वालिटी पर ज्यादातर असर उत्तर-पश्चिमी हवाओं की वजह से पड़ता है, जो पंजाब, हरियाणा, राजस्थान और पश्चिमी उत्तर प्रदेश में पराली जलाने वाली जगहों से दूषित होकर दिल्ली आती है। सेंटर फॉर साइंस एंड एनवायरनमेंट में रिसर्च और एडवोकेसी की एग्जीक्यूटिव डायरेक्टर अनुमिता रॉय चौधरी के अनुसार, जब दिल्ली-NCR की ओवरऑल एयर क्वालिटी में पराली जलाने का हिस्सा कम हुआ है, तब भी प्रदूषण का लेवल बहुत खराब से लेकर गंभीर लेवल तक बढ़ गया है, जो लोकल प्रदूषण सोर्स के ज़्यादा असर को दिखाता है। यह इलाका अब पराली के धुएं के पीछे नहीं छिप सकता। पराली के मामलों में गिरावट दर्ज करने के बाद एक बात स्पष्ट है कि दिल्ली- एनसीआर में बढ़ते प्रदूषण के लिए गाड़ियों से निकलने वाला धुआं, पॉवर प्लांट, निर्माण कार्य आदि के अलावा एक कारण ईंट भट्टों से निकलने वाला धुआं भी है। सीपीसीबी के मुताबिक दिल्ली- एनसीआर में 4608 ईंट के भट्टे हैं. हरियाणा में 1762 भट्टे, यूपी में 1024 और राजस्थान में 217 भट्टे समेत कुल 4608 ईंट भट्टों में से 3003 जिग-जैग तकनीक में परिवर्तित हो गए हैं। जिन ईंट भट्टों को जिग-जैग तकनीक में परिवर्तित नहीं किया गया है, उन्हें संचालन की अनुमति नहीं है। हालांकि, हकीकत ये है कि इनमें ज्यादातर भट्टों में ग्रेविटी सेटलिंग चैंबर नहीं होते हैं जो स्टैक से निकलने वाली गैस को साफ करते हैं। अगर भट्टे के मालिकों ने चैंबर लगाए भी हैं, तो वे या तो काम नहीं कर रहे हैं या खराब हो गए हैं। ईंट भट्ठों से निकलते हैं ये खतरनाक रसायन पराली जलाने के साथ साथ ईंट के भट्टों से निकलने वाले धुएं से भी काफी खतरनाक रसायन हवा में घुल कर आपके फेफड़ों तक पहुंचते हैं। भट्टों से निकलने वाले धुएं में पार्टिकुलेट मैटर, सल्फर डाइऑक्साइड, कार्बन मोनोऑक्साइड, और नाइट्रोजन ऑक्साइड जैसी गैसें न केवल हवा बल्कि सतही जल गुणवत्ता को भी प्रभावित करती हैं। कई अध्ययनों में यह भी सामने आया है कि ईंट भट्टों के आसपास सतही जल का पी.एच. स्तर 4.6 से 5.7 तक पाया गया है, जो धात्विक प्रदूषण खासकर आर्सेनिक से जुड़ा हुआ है। इन इलाकों में काम करने वाले मजदूरों में फेफड़ों की क्षमता कम होना और लगातार सांस संबंधी समस्याएं आम हैं, जो इस उद्योग के स्वास्थ्य प्रभावों को लेकर गंभीर सवाल उठाते हैं। सेंटर फॉर साइंस एंड एनवायरनमेंट (सीएसई) की नई रिपोर्ट कहती है कि दिल्ली में वायु प्रदूषण के लिए ट्रैफिक और स्थानीय कारण जिम्मेदार हैं और इसमें पराली का योगदान न के बराबर है. रिपोर्ट के मुताबिक दिल्ली के 22 प्रदूषण निगरानी स्टेशनों पर 59 में से 30 से ज्यादा दिन कार्बन मोनोऑक्साइड (CO) की मात्रा तय सीमा से ऊपर रही. द्वारका सेक्टर-8 में सबसे ज्यादा 55 दिन, जहांगीरपुरी और दिल्ली यूनिवर्सिटी नॉर्थ कैंपस में 50-50 दिन हवा में CO की मात्रा तय मानकों से ज्यादा रही. जबकि जहांगीरपुरी दिल्ली का सबसे प्रदूषित हॉटस्पॉट बनकर उभरा है, जहां सालाना PM2.5 औसत 119 µg/m³ दर्ज किया गया. इसके बाद बवाना-वजीरपुर 113 µg/m³ और आनंद विहार 111 µg/m³ का नंबर आता है. सीएसई की ताजा रिपोर्ट भी इस बात पर मुहर लगाती है कि दिल्ली- एनसीआर में प्रदूषण के बढ़ते स्तर के लिए पराली जिम्मेदार नहीं है। बल्कि स्थानीय स्तर पर होने वाला प्रदूषण है। साढ़े चार हजार प्रदूषणकारी उद्योगों की पहचान प्रदूषण की एक बड़ी वजह प्रदूषणकारी उद्योग भी हैं। राज्यसभा में एक प्रश्न के लिखित उत्तर में जल शक्ति राज्य मंत्री राज भूषण चौधरी ने बताया कि, सीपीसीबी के अनुसार, जीपीआइ के तहत देशभर में कुल 4,493 उद्योग हैं। इनमें से 3,633 उद्योग चालू थे और 860 उद्योग अपने आप बंद हो गए थे। चालू उद्योगों में से, 3,031 उद्योगों के पर्यावरण मानकों का पालन करने की रपट मिली, जबकि 572 उद्योगों को कारण बताओ नोटिस जारी किए गए और पालन न करने वाली 29 इकाइयों को बंद करने के निर्देश दिए गए हैं।

The debris solution: How can recycling Delhi’s construction waste clean the air?

With air pollution levels hovering between the ‘poor’ and ‘severe’ categories, Delhi has been gasping for breath. The air quality has continued to deteriorate, with the capital recording an AQI of 372 on December 2nd, according to the Central Pollution Control Board. So, is the winter mist coupled with the vehicular pollution only to blame? The reality is more complex than that. Dust from construction activity and malba or construction and demolition (C&D) waste contribute significantly to air pollution in Delhi. Moreover, managing this waste is a huge challenge for the city’s civic administration, and the majority of C&D waste ends up in the landfill. India generates around 150 million tonnes of C&D waste annually, accounting for 35% to 40% of total waste generated. And only 1% of this is managed and recycled, says a 2020 study by the Centre for Science and Environment.

From policy to practice: Evaluating the effectiveness of India’s EPR regulations

The global production of 460 million tonnes of plastic annually, with 20 million leaking into the environment, is expected to grow sharply by 2040, causing climate change and loss of biodiversity, and ecosystems. With the release of 9.3 million tonnes of global plastic emissions, India has emerged as the largest plastic polluter annually, nearly one-fifth of the global plastic emissions. However, India’s per-capita plastic waste generation is 7.6 kg annually, far below the global average of 31.9 kg. Despite low per-capita consumption, there is an inadequate collection and recycling infrastructure in India, and statistics are often overlooked. Usually, plastic waste generated is mismanaged, either dumped, burned, or processed informally. In this scenario, the effective implementation of Extended Producer Responsibility (EPR) becomes critical. Embedded in the Plastic Waste Management Rules (2016, amended in 2022), EPR requires producers, importers, and brand owners (PIBOs) to manage the full lifecycle of their products, including post-consumer waste. While digital tracking systems and higher recycling targets indicate progress, weak enforcement, patchy infrastructure, and the exclusion of key stakeholders limit the system’s effectiveness. India’s EPR implementation paints a mixed picture, with expanding digital systems and rising targets on the one hand, and enforcement gaps and the exclusion of important stakeholders on the other hand. Global best practices and India’s evolving framework Globally, EPR has proven to be a significant policy reform and supports several SDGs. EU’s Packaging and Packaging Waste Regulations require all packaging to be recyclable by 20,30, with recyclability linked to EPR fees,ees including uniform design. Japan enforces minimum recycling rates under the Home Appliance Recycling Law, while South Korea requires 75% recycling rates with government-backed infrastructure. India has integrated some of its into its own framework. All PIBOs and recyclers of plastics, e-waste, tires, batteries, and spent oil must register digitally with CPCB. Annual recycling targets such as 30-50% for all plastics in FY 2024–25, increasing to 70% the following year, have already been set. A centralized digital EPR portal facilitating registration, QR code traceability, and certificate-based trading is being managed by CPCB for monitoring compliance with the PMWR. Violation of these rules may result in the imposition of fines ranging from ₹2,900 to ₹7,900 per tonne and possible deregistration. Key implementation challenges and structural gaps Despite a strong legal foundation, the EPR system in India faces enforcement lapses. One of them is the misuse of the EPR certificate system, highlighted by a 2024 report of the Centre for Science and Environment (CSE) of 700,000 certificates, equating to 38 times the verified processing capacity of recyclers. Many of the processors, including those in inclusion plants, have made exaggerated claims, negatively impacting the integrity of the system and certificate pricing. While importers, who make up only 9% of plastic packaging, account for 83% of registrations, many PIBOs, particularly large producers, accounting for 65% of plastic packaging, continue to be unregistered. In Delhi, close to 11,000 tonnes of municipal waste is generated each day, with nearly 2,500 tonnes of plastic waste, yet formal processing capacity remains limited, and a substantial share continues to flow to the overburdened landfills at Ghazipur, Bhalswa, and Okhla. Segregation-at-source is also around 30-40%, which further weakens traceability efforts. Although Delhi has one of the country’s largest informal recovery networks with nearly 1.5 Lakh waste-pickers, their contributions are not fully reflected in formal EPR systems. Despite improvements in the portal, where EPR credits come only from registered recyclers with declared capacities to prevent duplicity, much remains to be done for effective and robust implementation. E-waste is collected mainly through formal channels, while plastic waste relies on the informal sector, with waste-pickers forming the backbone of recovery but lacking social recognition or benefits. Although the EPR Rules mandate their integration, no clear framework exists. A positive step is the NAMASTE scheme, which enumerates waste pickers at the state level. Once a national registry is established, they will be able to access government welfare schemes such as Ayushman Bharat health insurance, pre-matric scholarships for children, and e-Shram registration for unorganized workers. Institutional reforms and pathways to strengthen EPR Pushpendra Saroj, Member of Lok Sabha Despite challenges, EPR can drive transformation, backed by reforms. However, more worrying is the daily synchronised rise of PM2.5 and other toxic gases, including nitrogen dioxide (NO2) and carbon monoxide (CO), largely from vehicles and combustion sources, creating a toxic cocktail that has gone unnoticed. The long-term air quality trend in Delhi has also plateaued without showing improvement. This signals an urgent need for deep-rooted shifts in infrastructure and systems to upscale action to cut emissions from vehicles, industry, power plants, waste, construction and household energy,” stated Anumita Roychowdhury, executive director at CSE, in the report.
