Deputy Programme Manager for Climate Change and Green Economy Programme

Centre for Science and Environment (CSE) is a public interest research and advocacy organisation based in New Delhi. CSE does research on, advocates for and communicates the urgency of development that is both sustainable and equitable. 

About the Programme 

CSE has influenced the design of international and domestic climate policy since well before such policy was enshrined in formal institutions - from the landmark 1991 paper by Sunita Narain and Anil Agarwal calling for a decolonisation of carbon budget accounting, to CSE's commentary on every UN climate meeting since 1992, to its deep sectoral engagement on India's decarbonisation journey. For over three decades, CSE has led the discourse on climate policy, advocating for equity, the principle of Common but Differentiated Responsibilities, and investment in resilient economies for the poor.

CSE's Climate Change and Green Economy Programme (the "Programme") is committed to advancing research on the most pressing climate issues facing the Global South and India. Its publications on climate-critical topics, presence at global forums (UNFCCC COP, WTO, FfD and beyond), domestic ministerial engagements, public outreach and advocacy, media engagement, and training programmes are designed to build multipliers for climate action in society. The Programme has built a substantial body of work spanning climate finance, equitable fossil fuel transitions, carbon markets, trade-related climate measures, and green industrialisation.

We are looking for a Deputy Programme Manager to be an integral member of the team, reporting to the Programme Manager. Alongside producing original research, the Deputy Programme Manager will help set the Programme's thematic direction, represent CSE at national and international forums, and help frame CSE’s positions with robust research and evidence. The candidate must be interested in policy analysis and writing, and in outreach methods such as engagement with government and multilateral bodies, webinars, training programmes, and network-building. 

Duties and Responsibilities

• Lead and contribute to research and publications on themes such as green industrialisation, equitable fossil fuel transitions, the trade-climate nexus, and carbon markets.
• Represent the Programme and CSE at government, multilateral, and civil-society forums, including UNFCCC COP, WTO, and FfD processes, and in domestic ministerial engagements.
• Design and deliver outreach activities - webinars, training programmes, and network-building initiatives - that translate research into policy influence.
• Write for and contribute to CSE publications, as well as op-eds and blogs for Down to Earth magazine, ensuring rigorous, unbiased analysis of complex climate issues.
• Support the Programme Manager in team coordination and strategy building.
• Build and maintain relationships with government bodies, multilateral institutions, civil society organisations, and media.

Qualification and Experience 

• A Master’s degree in climate change, environmental economics, environmental law, international relations, sustainable development, or other relevant fields.
• A minimum of 7-9 years of relevant working experience, including in-depth knowledge of climate change policies, programmes, and good practices.
• Proficient quantitative analysis skills in Microsoft Excel, GIS or other platforms required.
• Ideally experienced in the policy, writing and practice of international climate change negotiations such as the UNFCCC, the WTO and other multilateral fora.
• Excellent demonstrated writing skills and fluency in English is required, coupled with an active interest in disseminating research via short articles or blogs.
• Understanding of the climate needs of developing countries and the Global South is required.
• Experience working in an international organization will be considered an asset.
• Substantial record of research and publications with an emphasis on environmental and climate change management and sustainable development, including non-scientific communications.
