Ensuring citywide sanitation is challenging and needs involvement of various actors, agencies, city officials and experts in areas such as urban planning, sanitation, technical infrastructure and financing. One of the main issues in enabling city wide sanitation is lack of awareness and good City Sanitation Plan (CSP) with details on capital investments, adjustments of by-laws, adequate administrative structures and local expertise.
CSE and Deutsche Gesell schaft fur InternationaleZusammenarbeit – GIZ GmbH two year partnership (2014-16) under GIZ Sustainable Habitat Programme – Support to National Urban Sanitation Policy (SNUSP) II initiated rollout of handholding support to select states of India . First,3 day training cum sensitization workshop on Preparation of City Sanitation Plan including Septage Management was held from 10-12 December 2014 at New Delhi. The workshop was attended by 35 key state / city officials from target states – Andhra Pradesh/ Telangana, Kerala and Maharashtra.
The first handholding training on ‘Preparation of City Sanitation Plan - Part 1' for Telangana state was organised at Hyderabad from 18-20 Feb. 2015. The training was attended by 22 officials – Municipal Commissioners and Senior city officials. The participants are mainly the city officials from ten small and medium cities(namely Adilabad, Mancherial, Karimnagar, Sircilla, Khamam, Mehboobnagar, Siddipet, Nalgonda, Jagtial and Tandur) from Telanganaselected by the state to prepare CSPs in time bound manner.
The training provided requirement for implementation of a CSP, understanding on formation of City Sanitation Task Force (CSTF), guidance for baseline data collection (including sources and challenges) and preparation of status report as next step for cities to prepare CSP.
