What it takes to deliver midday meal

 The tragic loss of 23 young lives because of contaminated food in a Bihar school is unacceptable. But it is also a fact that the Mid Day Meal Scheme, under which cooked food is compulsorily provided to children in government schools, is too important and critical to give up on. The only questions that matter are: why does the scheme not work as well as it should and what can be done to fix it?

For a place in the sun

How will solar energy be made to work in India? As I discussed in my previous article there are three key challenges. One, how will the country pay for solar energy in a situation where there is no money to pay for even the crashed costs of installation. Two, what is the best model for the distribution and use of this relatively expensive energy in a country where millions still live in the dark? Three, how should India combine the twin objectives of supply of clean energy and creation of domestic manufacturing capacities?

It is hoping that with pushy announcements foreign and Indian investment will miraculously start pouring in and infrastructure will be the name of the game once again. But this assumption ignores one crucial detail: currently, public-private partnerships (PPPs) in infrastructure are on the cusp of disaster. Green Climate Fund: Yes and NO

Durban, December 7: Today, Wedsensday 7 December, 2011, the high-level segment will discuss the Green Climate Fund (GCF). Ministers will put their wise heads together and decide the fate of the GCF, which has had quite a stormy year since its inception at the Cancun CoP in 2010. Their goal is to create what is called a ‘cover decision’ that adopts the governing instrument and puts in place an interim arrangement until the GCF is finally operational.

Deal won, stakes lost

Last fortnight we discussed the clandestine endgame afoot at Cancun to change the framework of the climate change negotiations to suit big and powerful polluters. Since then Cancun has concluded and a deal, in the form of a spate of agreements, has been gavelled into existence by the chair. Commentators and climate activists in the Western world are ecstatic. Even the critics say pragmatism has worked and the world has taken a small step ahead in its battle to fight emissions that determine its growth.
