Farmer representatives said many participants lacked a clear understanding of how carbon credits work, how prices are determined or how revenues are shared. They also called for greater transparency and better communication from project developers. Meanwhile, Bengaluru has emerged as a major hub for carbon market startups, with companies developing technology to monitor emissions and create carbon credit projects. Industry leaders acknowledge that while carbon markets offer opportunities for climate finance, stronger governance and transparency are essential to build trust. Calls for stronger regulation Experts from environmental organisations have urged the government to strengthen oversight of voluntary carbon markets, ensure communities receive fair compensation and improve public access to information. They emphasised that carbon credits should complement genuine emission reductions rather than replace them, while calling for safeguards to protect farmers’ livelihoods, biodiversity and community rights. The Ministry of Environment, Forest and Climate Change had not responded to requests for comment at the time the report was published.
The National Crime Records Bureau's (NCRB) latest report, Accidental Deaths and Suicides in India 2024, released in May, delivers a stark reminder that India's agrarian crisis remains far from over. According to the report, 10,546 people associated with agriculture died by suicide during the year. While this is marginally lower than the 10,786 recorded in 2023, the decline offers little reason for optimism. Nearly twenty-eight farmers and farm labourers continue to die by suicide every day—roughly one every hour. Such a tragedy cannot be dismissed as a statistical fluctuation; it reflects deep structural distress that continues to haunt rural India. The most troubling aspect of the latest data is the growing vulnerability of farm labourers. Of the 10,546 agricultural suicides, 5,913—about 56 per cent—were landless agricultural labourers, the second-highest proportion recorded in the past five years. In 2020, they accounted for less than half of all agricultural suicides. Their steadily increasing share points to a profound transformation in India's rural economy. This trend is closely linked to changing patterns of rural income. NABARD's All India Rural Financial Inclusion Survey shows that the share of income from farming declined from 49 per cent in 2012-13 to 37.7 per cent in 2018-19, while dependence on wage labour increased from 32 per cent to 40 per cent during the same period. As farming becomes less remunerative, many rural households are forced to depend increasingly on agricultural wage labour. Yet landless labourers remain outside most institutional safety nets. They receive no crop insurance, derive little benefit from farm loan waivers, and often have no work when crops fail due to drought or floods. Their growing distress is one of the clearest indicators of the changing face of India's agrarian crisis. The state-wise figures reinforce this concern. Maharashtra once again accounted for the highest number of agricultural suicides, recording 3,824 deaths—more than one-third of the national total. Although the NCRB does not identify the causes of individual suicides, the state's repeated exposure to climate-related disasters cannot be ignored. In 2024, extreme weather damaged more than 2 million hectares of crops in Maharashtra, almost half the total crop area affected across the country. Karnataka followed with 2,971 suicides, registering the sharpest increase among major states. Madhya Pradesh and Rajasthan also reported significant increases, while Andhra Pradesh recorded a decline compared with the previous year. Tamil Nadu and Chhattisgarh continued to report substantial numbers as well. Particularly alarming is the situation in Puducherry, where agricultural suicides rose from none between 2019 and 2022 to thirty-three in 2024, with every victim being a farm labourer. The crisis is also spreading geographically. Uttar Pradesh, traditionally not among the states reporting the highest numbers of farm suicides, has witnessed a noticeable increase, particularly among agricultural labourers. Across the country, fourteen states recorded an increase in agricultural suicides during the past five years, while in thirteen states suicides among farm labourers now exceed those among landowning cultivators. This shift indicates that agrarian distress is increasingly concentrated among those who possess neither land nor financial security. India's farm suicide crisis is not a recent phenomenon. According to an analysis by the Centre for Science and Environment, nearly 394,000 farmers and farm labourers died by suicide between 1995 and 2023. The analysis argues that the period following India's entry into the World Trade Organization saw increasing exposure of small farmers to volatile markets, rising cultivation costs and weakening public support. The rapid expansion of expensive input-intensive farming, particularly Bt cotton cultivation in rain-fed regions, increased financial risks without guaranteeing stable returns. Between 2000 and 2009 alone, more than 154,000 agricultural suicides were recorded. Government interventions such as the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) helped moderate the crisis in several states after 2010 by providing supplementary employment and income. Kerala, West Bengal and Madhya Pradesh recorded notable declines during this period. However, in states such as Maharashtra and Karnataka, where rain-fed agriculture and commercial cash crops dominate, the structural vulnerabilities remained largely unaddressed. The recent rise in suicides among farm labourers suggests that earlier gains may now be eroding. Climate change has added another layer of uncertainty. Multiple studies have established a strong association between rainfall deficits and farmer suicides. Drought-prone states such as Maharashtra, Madhya Pradesh and Chhattisgarh consistently report high levels of agrarian distress, underscoring the growing influence of climate variability on rural livelihoods. Official statistics themselves may underestimate the true scale of the problem. Differences between district records and NCRB data have often been documented. In Maharashtra's Yavatmal district, for instance, district records reported more than twice as many farmer suicides as police records over the same period. Women farmers remain particularly invisible because many are officially classified as "housewives" rather than cultivators, despite contributing substantially to agricultural work. Consequently, their deaths frequently disappear from agricultural suicide statistics. The tragedy extends far beyond the individual death. Families left behind often sell land, livestock and other assets to repay debts. Widows struggle to access compensation, pensions and legal rights over agricultural land. Many are pushed into insecure informal work, while children frequently discontinue education or migrate in search of livelihoods. Seasonal migration among landless agricultural workers has become an increasingly common coping strategy in many rural regions. The persistence of this crisis calls for a broader policy response than has existed so far. Farm labourers need to be recognised as a distinct and highly vulnerable group deserving dedicated social protection. Expanding MGNREGS, increasing guaranteed workdays, ensuring timely wage payments, strengthening social security, simplifying crop insurance, improving the implementation of minimum support prices, and promoting climate-resilient agriculture are all essential measures. Equally important is improving the accuracy of official data so that policy reflects the true scale of rural distress. Ultimately, agricultural suicides are not merely numbers in an annual report. Every death represents a family pushed into uncertainty, a community weakened, and hopes extinguished. India cannot claim to have addressed its agrarian crisis while nearly one person connected to farming continues to die by suicide every hour. The NCRB's latest figures should therefore serve not as another annual statistical release, but as a call for sustained structural reforms that restore economic security and dignity to those who feed the nation.

Based on six years of data from 25 cities, the study shows that ozone pollution is no longer confined to isolated summer spikes or a handful of northern urban centres. Instead, it has spread across regions, with prolonged exposure becoming increasingly common in both inland and coastal cities. Medical practitioners have also observed unexpected spikes in asthma and respiratory illnesses during the summer months, although the report notes that dedicated epidemiological studies are needed to establish direct local links. "Our analysis reveals that rising ground-level ozone and prolonged exposure windows are transforming India's localised, winter-time particulate problem into a year-round, trans-boundary crisis," said Anumita Roychowdhury, executive director at CSE and lead author of the study.

Ground-level ozone pollution is no longer confined to isolated summer spikes and has evolved into a year-round urban and regional air quality challenge, with Delhi-NCR emerging as the country's biggest hotspot, according to a six-year analysis (2021-2026) by the Centre for Science and Environment (CSE). The study, based on air quality data across 25 Indian cities, found that rising temperatures, intense sunlight and increasing emissions of nitrogen oxides (NOx) and volatile organic compounds (VOCs) are driving a sharp increase in ground-level ozone, a secondary pollutant linked to respiratory illnesses, reduced crop productivity and climate warming. The analysis shows ozone pollution is spreading beyond northern India into western, southern and coastal regions, signalling a shift in India's air pollution profile from a winter particulate matter problem to a year-round multi-pollutant crisis. "Our analysis reveals that rising ground-level ozone and prolonged exposure windows are transforming India's localised, winter-time particulate problem into a year-round, transboundary crisis that peaks during the summer across all regions," said Anumita Roychowdhury, Executive Director, CSE. "Ozone is damaging public health, agricultural productivity and regional climate systems. As a climate pollutant, ozone traps heat in the air, which raises temperatures and causes even more ozone to form, creating a dangerous feedback loop," she said. Roychowdhury said the next phase of the National Clean Air Programme (NCAP 2.0) should move beyond particulate matter and adopt a multi-pollutant strategy targeting ozone precursor gases such as NOx and VOCs through cleaner combustion, zero-emission pathways and integrated regional airshed management. Echoing the findings, CSE co-author Sharanjeet Kaur said six years of monitoring data show that ozone pollution is intensifying across India, with more days exceeding national standards, longer exposure durations during summer and increasing persistence even at night due to atmospheric trapping. Delhi-NCR worst affected Among the cities studied between March 1 and May 10, 2026, Delhi-NCR recorded the most persistent ozone pollution. The region exceeded the National Ambient Air Quality Standard (NAAQS) for eight-hour ozone exposure every day during the 71-day study period. Within Delhi, nearly nine monitoring stations, on average, recorded violations daily, while NCR towns averaged more than three stations exceeding safe limits each day. Major hotspots included Pusa IMD in Delhi, Greater Noida Knowledge Park-V, Sector 125 in Noida and Vasundhara in Ghaziabad. Overall, 15 of the 25 cities analysed recorded average summer ozone concentrations above the national eight-hour standard of 100 micrograms per cubic metre. Chandigarh recorded the highest average summer ozone concentration at 173 µg/m3, followed by Jaipur (120 µg/m3), Ahmedabad (115 µg/m3) and Bhopal (109 µg/m3). While Delhi-NCR logged the highest number of exceedance days (71), it was followed by Bhopal (60), Bengaluru (55), Patna (24) and Muzaffarpur (21). The report also found Mumbai now experiences a near year-round ozone footprint, while Chennai recorded the country's highest episodic ozone concentrations. Bengaluru showed an increasing spatial spread of ozone pollution. Longer exposure, toxic nights The analysis found ozone is not only becoming more widespread but is also lingering for much longer periods. Bhopal recorded the longest average daily exposure above safe limits at 17 hours, followed by Lucknow (16.3 hours), while Mumbai and Bengaluru each averaged 15.9 hours. The report also flagged a growing "after-dark carryover" phenomenon, with ozone increasingly persisting through the night due to atmospheric conditions. Delhi-NCR recorded 46 night-time ozone exceedance events during the study period, followed by Bengaluru (14), Bhopal (13), Patna (8) and Muzaffarpur (8).

गए शहरों में दिल्ली-एनसीआर में सबसे लंबे समय तक रहने वाला ओजोन प्रदूषण दर्ज किया गया. इस क्षेत्र में 71 दिनों की अध्ययन अवधि के दौरान हर दिन आठ घंटे के ओजोन एक्सपोज़र का राष्ट्रीय परिवेशी वायु गुणवत्ता मानक सुरक्षित सीमा से अधिक रहा.दिल्ली के भीतर औसतन लगभग नौ मॉनिटरिंग स्टेशनों ने रोजाना नियमों का उल्लंघन दर्ज किया, जबकि एनसीआर के शहरों में हर दिन औसतन तीन से अधिक स्टेशनों पर प्रदूषण इसके बाद जयपुर (120 µg/m3), अहमदाबाद (115 µg/m3) और भोपाल (109 µg/m3) का नंबर रहा.दिल्ली-एनसीआर ने मानक सीमा पार करने वाले सबसे अधिक दिन (71 दिन) दर्ज किए, इसके बाद भोपाल (60 दिन), बेंगलुरु (55 दिन), सुरक्षित सीमा से अधिक, सबसे लंबा दैनिक औसत एक्सपोज़र 17 घंटे दर्ज किया गया, इसके बाद लखनऊ (16.3 घंटे) रहा, जबकि मुंबई और बेंगलुरु प्रत्येक में यह औसत 15.9 घंटे रहा.रिपोर्ट में रात के समय बढ़ते प्रदूषण यानी 'आफ्टर-डार्क कैरीओवर' की घटना पर भी चिंता जताई गई है, जिसके तहत वायुमंडलीय स्थितियों के कारण ओजोन रात में भी लगातार बना रहता है.अध्ययन की अवधि के दौरान दिल्ली-एनसीआर में रात के समय ओजोन का स्तर सुरक्षित सीमा से अधिक होने की ऐसी 46 घटनाएं दर्ज की गईं, इसके बाद बेंगलुरु (14), भोपाल (13), पटना (8) और मुजफ्फरपुर (8) का नंबर रहा. विशेषज्ञों ने नीति में बदलाव की मांग की दिल्ली विश्वविद्यालय के सहायक प्रोफेसर और पर्यावरण वैज्ञानिक शैलेंद्र कुमार ने कहा कि इसका भौगोलिक फैलाव बढ़ते वाहनों और औद्योगिक उत्सर्जन, बढ़ती निर्माण गतिविधियों और बढ़ते तापमान को दर्शाता है जो ओजोन के बनने की प्रक्रिया को तेज करते हैं. ईटीवी भारत को बताया, "मुंबई और चेन्नई जैसे तटीय शहरों की अपनी मौसम संबंधी जटिलताएं हैं, जिसमें समुद्र से चलने वाली हवाओं का चक्र शामिल है, जो प्रदूषकों को रोक सकती हैं और उन्हें वापस सेंटर फॉर साइंस एंड एनवायरनमेंट (CSE) की एक नई स्टडी के नतीजे बेहद चौंकाने वाले हैं। इस स्टडी के मुताबिक देश के शहरों में ग्राउंड लेवल ओजोन प्रदूषण फैल रहा है। यह प्रदूषण काफी देर तक बना रहता है। इस स्टडी के मुताबिक दिल्ली-एनसीआर इस प्रदूषण के सबसे ज्यादा प्रभावित हैं। यह प्रदूषण सेहत और फसलों के काफी नुकसानदेह है। क्या है ओजोन, क्यों बन रहा काल? CSE की एक नई स्टडी के मुताबिक, ज़मीन के पास की ओज़ोन (जो हवा को प्रदूषित करने वाला एक अदृश्य लेकिन बहुत खतरनाक तत्व है) भारत के शहरों में साल भर रहने वाली सार्वजनिक स्वास्थ्य और जलवायु से जुड़ी चुनौती के तौर पर तेज़ी से उभर रही है। छह साल तक 25 शहरों के डेटा आधारित स्टडी से यह पता चला कि ओज़ोन प्रदूषण अब सिर्फ़ गर्मियों में अचानक बढ़ने या कुछ उत्तरी शहरी केंद्रों तक ही सीमित नहीं है। इसके बजाय यह अलग-अलग इलाकों में फैल गया है और ज़मीन के अंदर बसे शहरों और तटीय शहरों, दोनों में ही इसके लंबे समय तक संपर्क में रहना आम बात हो गई है। CSE की ओर से 2021 से 2026 तक की अवधि में किए गए अध्ययन में दिल्ली-एनसीआर को देश का सबसे बड़ा क्षेत्रीय ओज़ोन हॉटस्पॉट बताया गया है। यहां साल पर वायु गुणवत्ता (AQI) का स्तर ऊंचा रहता है। इसकी मुख्य वजह PM 2.5 और PM10 जैसे पार्टिकुलेट मैटर की ज़्यादा मात्रा है। स्टडी में यह भी पता चला कि चंडीगढ़, जयपुर, अहमदाबाद, मुंबई, चेन्नई और बेंगलुरु जैसे शहरों में भी इसके संपर्क में आने का स्तर चिंताजनक है। वहीं शोधकर्ताओं का कहना है कि बढ़ता तापमान, तेज़ धूप और ओज़ोन बनाने वाली गैसों का बढ़ता उत्सर्जन वायु प्रदूषण के स्वरूप को बदल रहा है, जिससे एक ऐसा खतरा पैदा हो रहा है जो पार्टिकुलेट मैटर से कहीं ज़्यादा गंभीर है। इंसानों के शरीर पर व्यापक प्रभाव जानकारों का कहना है कि जमीन के पास की ओज़ोन इंसानी शरीर पर असर डालने वाले सबसे खतरनाक वायु प्रदूषकों में से एक है। इससे स्वास्थ्य संबंधी गंभीर समस्याएं पैदा हो सकती हैं। बता दें कि वायुमंडल में ऊपर मौजूद सुरक्षात्मक ओज़ोन परत के उलट, ज़मीन के पास की ओज़ोन तब बनती है जब गाड़ियों, उद्योगों, घरेलू ईंधन और कचरा जलाने से निकलने वाले नाइट्रोजन ऑक्साइड और वोलाटाइल ऑर्गेनिक कंपाउंड (VOCs) तेज़ धूप में आपस में प्रतिक्रिया करते हैं। फेंफड़ों को नुकसान CSE की स्टडी के मुताबिक ओज़ोन फेफड़ों के ऊतकों को नुकसान पहुंचाती है, सांस की नली में सूजन पैदा करती है, अस्थमा को बढ़ाती है और धूल और पराग (पॉलन) जैसे एलर्जी पैदा करने वाले तत्वों के प्रति संवेदनशीलता बढ़ाती है। सांस लेने में दिक्कत हो सकती है और इमरजेंसी में अस्पताल जाना पड़ सकता है। वहीं लंबे समय तक संपर्क में रहने से हार्ट अटैक, स्ट्रोक, दिल की बीमारी से मौत और क्रोनिक ऑब्सट्रक्टिव पल्मोनरी डिजीज (COPD) के गंभीर रूप लेने का खतरा बढ़ जाता है। सेहत के लिए घातक CSE की एग्जीक्यूटिव डायरेक्टर और स्टडी की मुख्य लेखिका अनुमिता रॉय चौधरी ने कहा, "हमारा विश्लेषण बताता है कि ज़मीन के स्तर पर ओज़ोन का बढ़ना और लंबे समय तक इसके संपर्क में रहना भारत की स्थानीय, सर्दियों की पार्टिकुलेट समस्या को साल भर चलने वाले, सीमा-पार संकट में बदल रहा है।" उन्होंने कहा कि ओज़ोन न केवल लोगों की सेहत को नुकसान पहुंचाती है, बल्कि खेती को भी नुकसान पहुंचाती है और गर्मी को रोककर जलवायु परिवर्तन में योगदान देती है, जिससे एक फीडबैक लूप बनता है जो ओज़ोन बनने की प्रक्रिया को और तेज़ करता है।
