National conference on livability organized at GND University
AMRITSAR: A two day national Conference on ‘ Livability in Cities: Focus on Cooling Action’ was held as a collaboratory initiative between Centre of Science and Environment, New Delhi and Guru Nanak Dev University, Amritsar. Welcoming the Chief Guest and Guest of Honour, Prof. S.S. Behl and Er. Krunesh Garg, Chief Environmental Engineer, PPCB, Jalandhar, Mr. Rajneesh Sareen, Programme Director, Sustainable Habitat Programme, Centre for Science and Environment (CSE), New Delhi, key note speakers and delegates, Prof Ashwani Luthra mentioned that the School was privileged to have their presence and the initiative would ensure fruitful deliberations and emergence of inputs for upgrading syllabi as also inform city level decision making for enhancing livability across Indian cities. Delivering the key note address, Mr Rajneesh Sareen highlighted that the lack of climate-responsive planning and design had caused poor urban livability and the master plans and building bye-laws needed to be amended to include these factors as a part of cooling strategy. Er. Krunesh Garg emphasized that the impact on environment in our cities was enormous, green areas have been replaced by concretization and political will was thereby prime to deal with such mammoth problems. The presidential address was delivered by Prof Sarabjot Singh Behl, Dean Academic Affairs articulated his concerns about social and environmental complexities and the need to adopt simple but extremely effective interventions and retrofitting as possible solution to the urban chaos. The inaugural address was followed by three technical sessions, the first session was steered by the CSE team with experts, MrSugeet Grover, Dr. Nimish Gupta and Ms. Mitashi Singh decoding the urban structure through talks on cities and climate change, understanding the drivers of heat gains and impact of urban structure on heat gain. The second technical session focused on urban metabolism with talks by Mr. Shailendra Kaushik, co- founder Cities Forum, London, Ms Annanya Das and MsMitashi Singh from CSE. The discussion centred on green mobility and assessibility specifically in relation to low income settlements. The third session was themed on Urban Cover wherein Dr Ritu Raj Kaur elaborated upon the greening strategies in GNDU campus and Mr. Sugeet Grover from CSE deliberated on cooling in buildings through passive potentials. Two panel discussions were also held in which several experts and practitioners shared their knowledge and experience to develop a cooling strategy and draw a roadmap for its implementation. Amongst those who participated were Dr. Kulwant Singh, Chief Executive Officer, 3 R Foundation, N.Delhi, Mr Pankaj Bawa, CTP, Punjab, Mr. PP Singh, CTP, Haryana, Prof. Manjit Singh, former President ISPER, Panchkula and Dr, Harjinder Singh (Ace Planning) Victoria, Australia. The conference was well attended by a delegation of Town Planners from Punjab and Haryana, officials of the PPCB, student and faculty delegates from Lovely University, Jalandhar, Department of Environment and Botanical Sciences and Guru Ramdas School of Planning. Overall, the conference was attended by about 120 persons from the field of planning and architecture and was concluded with a panel discussion and interaction with the participants. On this occasion, two CSE publications titled ‘Mass Housing and Liveability: Mapping of the Ground Reality’ and ‘How Accessible are Low-income Settlements?’ were released. These reports bring forward the issues of accessibility and liveability in cities and strategies needed to improve it.
