Training Programme on Preparation of City Sanitation Plan with a focus on Effective Septage and Faecal Sludge Management- Part I

Centre for Science and Environment (CSE) in partnership with Swachh Bharat Mission (SBM), Ministry of Urban Development and National Mission for Clean Ganga (NMCG), Ministry of Water Resources for River Development and Ganga Rejuvenation, Government of India are converging and are supporting the “Capacity Building Initiative on Citywide Sanitation for Urban Local Bodies (ULBs) in the Ganga Basin”. The programme was launched in a workshop in April, 2016 (For more information click here). This was followed by the Sensitisation workshop cum Regional conclave on handholding support for preparation of city sanitation plan and effective septage and faecal sludge management (FSM) targeting all Mayors/Commissioners/Chairperson of select cities and towns from the Ganga Basin states (For more information click here). 

The MoUD has extended its support to 29 cities/towns so that they can become flagship towns for FSM  in India, where CSE will help the select towns/cities in capacity building for the same (DO: MD-SBM/AA/62/2016 from JS & MD SBM MoUD dt. 30th May 2016). In addition, the NMCG has directed Ganga basin states to plan for city-wide sanitation including non-sewered areas and identification for effective wastewater/septage management through capacity building of ULBs (Sectt.01/2014-15/519/NMCG JS & MD NMCG dated: 10th July, 2016). The initiative aims to converge SBM, AMRUT and ODF cities programme other one umbrella- “Namami Gange”. 

Taking the above into account, CSE has taken the initiative to create five stage training programme with the aim to capacitate key state and non state actors in preparation of city owned and implementable CSPs.

Following the first stage of the programme (Sensitisation Workshop), CSE is organising a three day handholding training programme on preparation of CSP focusing on effective septage and faecal sludge management for city officials of the target cities in the Ganga basin:

The objective of this training is to support and build the capacities of selected ULBs/elected representatives and state level officers on CSPs and making sure that they are in line with the urban sector reforms that the state may be implementing. This will be the second of the five stage handholding process for the target cities.


About the Training

In October 2008, the MoUD implemented the “National Urban Sanitation Policy” (NUSP) with the overall goal to transform urban India into community driven, totally sanitized, healthy and livable cities and towns. As mandate, cities and towns are requested to develop CSPs as an overarching strategic approach to improve the cities sanitation conditions. However, developing CSPs is quite challenging as it requires the involvement and coordination of various relevant agencies and elected representatives of ULBs which deal with urban planning, sanitation, technical infrastructure and financing. Furthermore, ULBs also lack the technical know-how, resources, and capacity to develop CSPs. 

At present, urban India suffers from critical mismanagement of sanitation services which have caused a massive backlog in sewage generation / treatment resulting in detrimental environmental outcomes. Hence, this training programme focuses on capacity building of ULBs in the field of effective septage/FSM. The training therefore aims to offer innovative ways to engage city stakeholders in a coordinated dialogue and technical solutions for excreta management through tools such as the SFD (For more information click here )

Aim: To enable cities / towns to develop city owned CSPs focusing on effective and implementable faecal waste management to restrain pollution load in the Ganga Basin.

Objectives:

  • To understand the relevance and added values of CSP - converging national / regional or state flagship schemes/programmes at city level.

  • To provide an overview of Rapid Assessment Tool for faecal sludge and septage management and mapping the excreta flow of the city - SFDs.
  • To update on the existing and upcoming requirements and framework for cities journey beyonf ODF- through faecal waste management. 
  • To analyse the stakeholder landscape in respective city and develop adequate design elements of CSTF.

  • To know the process of collecting and analyzing relevant spatial / non-spatial data to prepare status report.  

Main target group of the training are key decision-makers and municipal functionaries at city level confronted with challenges of CSP development and implementation.

 


*Nominated city officials are required to attend all three handholding trainings including national/international field exposure visit.
