Country Positions on the Global Plastic Treaty

On March 2, 2022, the historic resolution 5/14 was adopted at the UNEA 5.2 meeting in Nairobi. The resolution takes into account the full lifecycle of plastics that largely includes production, design, disposal to tackle its environmental, health, and economic impacts. Under resolution 5/14, the Intergovernmental Negotiating Committee (INC) was formed and it was tasked to develop an International Legally Binding Global Plastic treaty by 2024. Between November 2022 and December 2024, the INC met five times and heading for the 2nd session of the 5th INC (INC 5.2) scheduled between August 5 – 14 in Geneva, Switzerland.

More than 180 countries participated in the complex process of negotiation based on the “chairs’ text” that was brought up at the 5th round of negotiations in Busan, South Korea, in November 2024. The process, thus far, has observed how geopolitics, especially among countries that are known for fossil fuels, natural gas, petrochemicals, and plastic productions, casting doubt on the strength of the legally binding instrument.

Before the 2nd session of the 5th INC in Geneva, Switzerland scheduled between August 5 – 14, 2025, CSE looked at the positions of all the countries that were involved in the negotiations using publicly available in-session submissions from individual member states and regional groups during the 5th INC in Busan, South Korea. The report is called "Global Plastic Treaty Negotiations - Country Positions" and is an infographic report that plots all the countries, groups, regions on the world map, based on their position against specific articles and agenda. The report presents a birds eye view of progress that has been made so far.
