PATNA, November 25: The Union environment ministry is said to have deferred for the time being final clearance to the railways' ongoing Belapur Wheel Factoryproject near Chhapra in Saran district in Bihar. However, the ministry has assured to give its final clearance to the project after the railways meets a few required norms.
