Reinventing Urban BUS: Financial Strategies and Strategic Roadmap for Scaling India’s Bus Sector

Buses remain the backbone of affordable, inclusive urban mobility across Indian cities, yet the service quality continues to suffer under severe infrastructural and financial constraints. While national schemes like FAME, PM e-Bus Sewa, and PM E-DRIVE have provided momentum for zero-emission fleets, the progress towards meeting mobility demand remains uneven.

To bridge this gap, Centre for Science and Environment (CSE) is convening a dialogue between policymakers, experts from the urban transit sector, financing institutions and civil society groups. The aim is to move the sector beyond short-term, scheme-driven pilots towards a coherent, long-term roadmap for sustainable bus commuting and financing. The meeting will deliberate on scalable financing models, benchmark-driven planning, and reforms to transform urban bus systems and sustainable electrification. Grounded in real-world demand assessments and cost evaluations, it will shape an actionable blueprint to de-risk, finance and strengthen public transit for mass commuting.
