Centre for Science and Environment (CSE) session on Strategies to combat used vehicle import in vehicle importing countries of South Asia: Country experiences

Centre for Science and Environment (CSE), a New Delhi, India based public interest research and advocacy organisation is organising a session on Strategies to combat used vehicle import in vehicle importing countries of Asia as part of the Better Air Quality Conference (BAQ), a flagship event of the Clean Air Asia (CAI Asia) scheduled on November 14, 2018 in Kuching Sarwak, Malaysia. BAQ is a seminal and iconic event that the CAI Asia organises every two years and convenes the clean air community of Asia to debate the solutions to air pollution and also share best practices. CSE is sponsoring and organising this session as part of this conference. This session represents our initiative to promote good regulatory practices, facilitate exchange of ideas and strengthen capacity in the region to address the emerging challenge of clean vehicle technology and fuel quality roadmap with special focus on vehicle import.  

Increasing vehicle numbers is adding to air pollution and congestion in several Asian cities. Used vehicle import is one of the biggest challenges that the region is facing. Several Asian countries are dependent on used vehicle import as they do not have their own vehicle manufacturing or assembling capacities. Action has begun in some Asian countries especially South Asia to reduce or ban importation of used vehicles with several other strategies such as age restriction, high taxation, environment levy etc and promoting import of new vehicles and setting up assembly plants. It is imperative for the region to address this unique issue with harmonised approach for clean and energy efficient vehicles. This forum will bring together officials from South Asian countries as well as some other Asian countries to deal with vehicle import to discuss the challenges, initiatives and best practices and suggest a way forward for the region.
