The Government of Uttar Pradesh has been actively promoting renewable energy (RE) adoption across different public sectors to accelerate the state’s clean energy transition. Among the several schemes accelerating RE in the state, Renewable Purchase Obligation is one the most significant schemes that covers large electricity consumers across the state. Uttar Pradesh New & Renewable Energy Development Agency (UPNEDA), which is also the State Designated Agency, has been actively working towards implementation of the scheme and has built a robust digital platform known as the Renewable Purchase Obligation (RPO) portal, that streamlines the compliance process and the overall data.
The Centre for Science and Environment (CSE) has been actively supporting the department as a knowledge partner in the implementation of the scheme by strengthening compliance, monitoring status of obligated entities on its RPO portal and engaging with OEs to understand the overall challenges in implementation of the scheme. CSE is also handholding the OEs for easy & transparent registrations, and submission of data for compliance.
While the entities are gradually understanding the importance of timely data submission and energy compliance, a gap has been observed that many entities and people in general, are unaware of the importance of the RPO scheme and its linkage with clean energy goals. Additionally, several entities continue to face challenges in filling data on the portal and understanding compliance requirements. Unless these gaps are addressed, the scheme is likely to continue facing implementation and compliance challenges, with many entities viewing it merely as a regulatory obligation rather than as a mechanism to contribute to broader clean energy objectives. Greater awareness of the scheme’s purpose and its linkage to clean energy goals is expected to improve the quality of data submitted, ensure more timely reporting, and strengthen overall compliance.
To address this, a webinar is planned under UPNEDA-CSE collaboration. It aims to improve awareness on clean energy, its requirements and linkage with renewable purchase obligation, highlighting the key features and functionalities of the RPO portal while giving a detailed overview of filling data on RPO portal and ensuring individual compliance. The webinar will also have a dedicated slot for any queries and suggestions of the participants related to the scheme.
