Residential Training Programme on: Planning and Implementation of Climate Action in Cities

Climate change is impacting every state and region, but cities are on the front lines. As the global temperatures are increasing to 1.5°C warming levels, cities are witnessing more and harsher consequences every year like heatwaves, flooding and water scarcity. They are also burdened by vulnerabilities like pollution of air, water and land. The combined impact of these on public health, well-being and the economy is profound. While states have been responding to this since 2008 under the National Action Plan on Climate Change, cities have also begun planning adaptive and mitigative strategies to address the root of the problem.

However, these few years of city climate action plans have revealed critical gaps such as limited research and assessments, low climate literacy and technical capacity, fragmented governance, fiscal weakness, weak devolution, inadequate monitoring systems, among others. But as climate action planning and implementation is emerging as one of the core responsibilities of the urban local bodies, it is essential to equip city managers and parastatals with the requisite knowledge, skills and resources.

The Centre for Science and Environment (CSE) is inviting applications for its training programme, ‘Planning and Implementation of Climate Action,’ specifically designed to equip the key departments and actors involved in the preparation and operationalisation of city climate action plans. In this training, we will provide you with a comprehensive understanding of the core methodology behind baseline preparations, relevant assessments, performance monitoring & evaluation metrics and financial planning that is crucial to outcome-oriented execution.

Key takeaways

  • Understanding of the structured methodology of the Climate Action Plan, ranging from baseline preparation to final implementation
  • Improved understanding of climate trends and future projections
  • Skills to quantify sector-wise climate vulnerabilities and adaptation and mitigation gaps
  • Designing of adaptation and mitigation strategies that address identified gaps
  • Ability to establish a monitoring and evaluation framework, ensuring the continuous progress and measuring the effectiveness
  • Methodology to plan and manage financial requirements to implement the adaptation and mitigation strategies

What the training will cover

  • Guidance on the preparation of the baselines
  • Understanding of the current climate trends and future projections
  • Conducting risk and hazard mapping and climate vulnerability assessment
  • Sector-wise identification of specific adaptation and mitigation gaps
  • Formation of both the adaptation and mitigation strategies to address the identified gaps
  • Preparation of a monitoring and evaluation framework to track progress and measure effectiveness based on the climate performance indicators
  • Developing a resilient fiscal framework by utilising current state budgets, converging schemes and programmes and exploring innovative finance
