The Cost of Compliance - Financing plastic circularity in Indian cities

India’s plastic packaging sector is at an inflection point. As the plastic circularity framework takes shape, the compliance mandate in existing policies for producers, brand owners, waste processors and urban local bodies (ULBs) is turning into a giant marketplace, with circularity credits as its new currency.

Beneath the policy headlines lies a question: what does it really cost to collect, transport, sort and process plastic waste in Indian cities?

Centre for Science and Environment is organising a half-day discussion to bring together municipal administrations, researchers, associations of informal waste workers etc to move the conversation beyond compliance towards a financially sustainable path. The focus of the discussions will be on:

• Changing face of plastic circularity -- regulatory mandate, tightening timelines and the need of the hour
• ULBs and the credit economy -- how municipal bodies can access and benefit from circularity credits
• Real cost of managing plastic waste -- what cities actually spend and where the gaps lie
• Closing the loop -- aligning producer obligations with the right financing mechanism
