National Symposium: Municipal Bye Law for Solid Waste Management in Indian Cities

India’s Solid Waste Management (SWM) Rules, 2016, provide a robust set of legal and regulatory instruments, particularly for Urban Local Bodies (ULBs). Municipal bye-laws are meant to serve as the most important and primary of these legal instruments for operationalising the provisions of the SWM Rules. But their enforcement remains a concern. 

Centre for Science and Environment (CSE) has conducted an assessment of how these bye-laws are working (or not) across 37 ULBs spread over 24 states and Union territories. The assessment has examined the bye-laws from the points of view of their mandate, their management ecosystems and the state of implementation as perceived by citizens. It goes on to highlight the areas that need to be strengthened in line with setting up a system which would be aligned with the principles of circular economy. 

CSE is organising a national symposium to discuss the findings of its assessment and the way ahead. The meeting will be bringing together key stakeholders like policymakers, local and municipal government authorities and administrators, and representatives from civil society, industry and research and academic institutions.
