Background: 

With support of CSE, Department of Urban Development (DoUD), Uttar Pradesh has prepared the (draft) ‘State Model Bye-laws for Faecal Sludge and Septage Management’. The model document will provide the guidance to ULBs for preparing the FSSM bye-laws as per their contextual requirement. Hence, the bye- laws will help in moving towards Inclusive and Sustainable Sanitation in Uttar Pradesh. Further the bye-laws will help in enabling and establishing regulatory framework at city level for safe management of faecal sludge and septage.

Aim/Purpose: The training will build the capacity of city officials to prepare and implement the FSSM Bye-Law in their ULB for ensuringthe safe managementof sanitation service chain.

Learning Objective:

  • To understand the need and get familiarize with the various components of FSSM Bye-laws
  • To identify the critical aspect of bye-laws for decision making with multi-stakeholders engagement
  • To familiarize with the use of calculator to determine the desludging fee at the city-level
  • To understand the process of bye-laws gazette notification
  • To enable officials for preparing the FSSM bye-laws 

Target Audience: Executive Officers, Assistant/Junior Engineer, Sanitary & Food Inspector, District Project Managers-DPM (SBM).
