Will the recently notified ‘Renewable Energy and Related Matters, 2025’ regulation be adequate to upscale rooftop solar in the state?
The state of Kerala has been an early adopter of Rooftop solar systems in the country with a current installed capacity over 1.5GW. Prevalence of various flagship initiatives have led to the surge in capacity. Recently, the Kerala State Electricity Commission (KSERC) released regulations on Renewable Energy and related matters (draft) 2025 with deep impact on implementation of the rooftop solar systems in the state. The discussion paper explores how the current rules can raise higher costs for the users and slow the pace of adoption. The paper argues for various agendas towards an inclusive policy making dialogue with focus on improving integrated storage mechanisms alongside developing a dialogue for reforming the metering arrangements in rooftop systems.
