Technology transfer is central to the global green transition, but access to technology does not automatically translate into domestic capability. For developing countries, the challenge extends beyond acquiring clean technologies. It is about gaining the knowledge, skills and institutional capacity to adapt, improve and eventually innovate on them.
In this factsheet, we review the available literature on technology transfer, and select North-South and South-South case studies, to examine how technology moves across borders, through licensing, foreign investment, joint ventures, acquisitions, cooperative R&D and procurement arrangements. We explore the conditions that determine whether these transfers build lasting domestic capabilities or create new forms of dependence.
